Hello my name is Pastor Randy Bittle I have lived in Los Banos since the year 2000. My wife and I moved here to raise our three children, whom have all graduated from Panther High and have gone on to college.
It has come to my attention that there is a need to fill a vacancy in the City council seat for District #2. I'm placing my support for Refugio Llamas to fill that vacancy.
I've known Mr. Llamas for approximately
15 yrs. I first met him while I was the assistant Pastor at the Salvation Army here in town.
I've known him to be a supportive member of our community. Honesty and integrity means a lot to me and Mr. Llamas
Fits the description. So please consider

Mr. Llamas is a responsible person, involved in the community, and above all, he advocates for them. I admire the interest and concern he shows for the residents. He is always there, supporting, advising, or guiding people to the resources they need. He wants what's best for the community. That's why he deserves to be in that position.

RE: Letterto Los Banos City Council
To be clear, almost 5000 registered voters voted for Refugio Llamas in 2024. More importantly, the majority of those votes were predominantly from District $2.
Refugio is a retired U.S. Marine Corp veteran. He has served this community & our country honorably. He has served in the Los Banos Planning Commission, and as a City Councilman. He is a Measure H Committee Member, and an ardent attendees at many city council meetings. He is not only involved, he is committed to serving our city.
In 2025 he applied for the open seat in District #2 through the proper procedures. He was vetted, and fulfilled all of the qualifications, yet he was not selected.
The City Council overlooked the will & votes of the residents of District #2 - someone with the experience to immediately represent them. Instead now, District #2 has an open seat again.
Elections are in 2026, hopefully the City Council will select Refugio to finish the term.
District #2 registered voters in 2026 can determine whether he remains in office not. It should be the votes and will of the people in District #2 that will make that determination.
District #2, needs Refugio, who will be "Boots on the Ground" on day one. He knows his constituency and the needs for the district, he deserves to be appointed.
I personally have lived in District #2 for the past 25 years; and I own a rental at College Greens - also in District #2. Our votes should count heavily on your decision on March 9th.

Mayor and City Council,
I am writing to you in support of appointing Refugio Llamas to the District 2 vacancy.
Refugio Llamas has been actively engaged with our community and has a very good understanding of the various issues facing residents in District 2. Refugio Llamas has the experience, background and education which will be invaluable in making decisions, not only for District 2 but for the City as a whole.
Refugio has demonstrated his commitment to public service by having served on the Parks and Recreation Commission, the Planning Commission, the Creekside Oversight Committee, as well as being a member of various non-profit organizations. He has had several positions at a senior level and has extensive experience in managing large projects.
Refugio Llamas is not only qualified, but he will be the only applicant who has received the endorsement from the voters in District 2. This in and of itself should have the greatest impact on who is appointed to fill this vacancy.
