9. PUBLIC FORUM. (Members of the public may address the City Council Members on any item of public interest that is within the jurisdiction of the City Council; includes agenda and non-agenda items. 10. CONSIDERATION OF APPROVAL OF CONSENT AGENDA. (Items on the Consent Agenda are considered to be routine and will be voted on in one motion unless removed from the Consent Agenda by a City Council Member.) A. Check Register for #256569 – #256828 in the Amount of $1,099,642.61.

B. City Council Resolution No. 7064 – Authorizing the Release of Unclaimed Checks in the Amount of $30, 070.75, Pursuant to California Government Code Section 50050 and 50053 to the City of Los Banos.
Recommendation: Adopt the resolution as submitted.
C. City Council Resolution No. 7065 – Approving and Authorizing the Mayor to Execute the 2026 Restated Joint Powers Agreement of the Transit Joint Power Authority of Merced County (TJPA).
Recommendation: Adopt the resolution as submitted.
D. City Council Resolution No. 7066 – Approving the Purchase of GETAC Mobile Data Computers in the Amount of $39,004.42 from PCN Strategies for Use in Police Patrol Vehicles.
Recommendation: Adopt the resolution as submitted.
E. City Council Resolution No. 7067 – Approving the Revised and Restated Memorandum of Agreement Among the Delta-Mendota Subbasin Groundwater Sustainability Agencies.

Public Hearing – To Receive Public Comment and Consideration of Adopting the 2025 Annual Report on the Status of the Housing Element of the General Plan and Progress in Its Implementation and General Plan Status Report. 1) City Council Resolution No. 7068 – Adopting the 2025 Annual Report on the Status of the Housing Element of the General Plan and Progress in Its Implementation and General Plan Status Report.
Recommendation: Receive staff report, open public hearing, receive public comment, close the public hearing, and adopt the resolution as submitted.
12. CONSIDERATION OF ADOPTION OF CITY COUNCIL RESOLUTION NO. 7069 –
APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE
SECOND AMENDMENT WITH IMAGINE WAY MORE LLC FOR MEDIA
CONTENT CAPTURING AND PRODUCTION SERVICES.
Recommendation: Receive staff report and adopt the resolution as submitted.
13. CONSIDERATION OF ADOPTION OF CITY COUNCIL RESOLUTION NO. 7070 –
APPROVING A THREE-YEAR MANAGED IT SERVICES AGREEMENT WITH Los Banos City Council Agenda – March 18, 2026 Page 4 of 5
MID VALLEY IT AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT.
Recommendation: Receive staff report and adopt the resolution as submitted.
14. CONSIDERATION OF ADOPTION OF CITY COUNCIL RESOLUTION NO. 7071 –
APPROVING THE COOPERATIVE AGREEMENT FOR LOCAL IMPROVEMENTS
BETWEEN THE STATE OF CALIFORNIA, ACTING THROUGH ITS
DEPARTMENT OF TRANSPORTATION, REFERRED TO AS CALTRANS, AND
THE CITY OF LOS BANOS FOR THE COST OF SAFETY IMPROVEMENTS AT THE INTERSECTION OF SATE ROUTE 152 AND WEST I STREET AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT.
Recommendation: Receive staff report and adopt the resolutions as submitted.
15. CONSIDERATION OF ADOPTION OF CITY COUNCIL RESOLUTION NO. 7072 –
APPROVING A RIGHT OF WAY CONTRACT AND CORRESPONDING
DOCUMENTS BETWEEN THE STATE OF CALIFORNIA, ACTING THROUGH
ITS DEPARTMENT OF TRANSPORTATION, REFERRED TO AS CALTRANS, AND THE CITY OF LOS BANOS FOR PARCEL 18875-1, LOCATED AT 1301
WEST I STREET AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACT.
