4. CONSIDERATION OF APPROVAL OF AGENDA.
Recommendation: Adopt the agenda as submitted.
5. PRESENTATIONS.
A. Proclamation – Recognizing the Retirement of City of Los Banos Police Officer Marcelino Cortez.
6. PUBLIC FORUM. (Members of the public may address the City Council Members on any item of public interest that is within the jurisdiction of the City Council; includes agenda and non-agenda items. No action will be taken on non-agenda items. Speakers are limited to a five (5) minute presentation. Detailed guidelines are posted on the Council Chamber informational table.)
7. CONSIDERATION OF APPROVAL OF CONSENT AGENDA. (Items on the Consent Agenda are considered to be routine and will be voted on in one motion unless removed from the Consent Agenda by a City Council Member.) A. Check Register for #256854 – #257085 in the Amount of $1,713,072.18.
Recommendation: Approve the check register as submitted.
B. City Council Meeting Minutes for March 4, 2026.
Recommendation: Approve the minutes as submitted.
C. City Council Resolution No. 7073 – Approving a Memorandum of Understanding Between the City of Los Banos and the County of Merced For County Corporation Yard Parking Lot Improvements, Located at 20925 Pioneer Road, and Authorizing the City Manager to Execute the Agreement.
Recommendation: Adopt the resolution as submitted.
D. City Council Resolution No. 7074 – Amending the Fiscal Year 2025-2026 Budget By Increasing Appropriations in the Los Banos Wastewater Collections Budget in the Amount of $705,345.85 For the Early Learning Center B Street Storm Drainage Ditch Project.
Recommendation: Adopt the resolution as submitted.

8. CONSIDERATION OF APPOINTMENT OF A COUNCIL MEMBER AND AN
ALTERNATE TO THE VALLEY-WIDE SPECIAL CITY SELECTION COMMITTEE
ASSOCIATED WITH THE SAN JOAQUIN VALLEY AIR POLLUTION CONTROL DISTRICT.
Recommendation: Appoint a Council Member and also an alternate.
9. APPOINTMENT OF MEMBERS TO THE FOLLOWING COMMISSIONS:
A. Airport Advisory Commission
One (1) Two (2) Year Term – Expiring December 31, 2027
B. Measure H Citizen’s Oversight Committee
Two (2) Two (2) Year Terms – Expiring December 31, 2027 One (1) Unexpired Term Expiring December 31, 2026
C. Measure P Citizens’ Oversight Committee
Three (3) Three (3) Year Terms – Expiring December 31, 2028 One (1) Unexpired Term Expiring December 31, 2027
Recommendation: Appoint commissioners to fill the vacancies.
10. CONSIDERATION OF ADOPTION OF CITY COUNCIL RESOLUTION NO. 7075 –
APPROVING A POLICY REGARDING TELEPHONIC AND INTERNET
DISRUPTIONS TO ACCESS AT PUBLIC MEETINGS IN ACCORDANCE WITH CALIFORNIA SENATE BILL 707.
Recommendation: Receive staff report and adopt the resolution as submitted.
11. CONSIDERATION OF ADOPTION OF CITY COUNCIL RESOLUTION NO. 7076 –
APPROVING THE AMENDMENT TO THE APPROVED STAFFING FOR FISCAL YEAR 2025-2026 BUDGET AND THE CITY’S SALARY SCHEDULE FOR
REGULAR (FULL-TIME) EMPLOYEE CLASSIFICATIONS TO ADD A PUBLIC INFORMATION OFFICER CLASSIFICATION.
Recommendation: Receive staff report and adopt the resolution as submitted.
12. CONSIDERATION OF ADOPTION OF CITY COUNCIL RESOLUTION NO. 7077 –
REVISING THE POLICY REGARDING CITY COUNCIL MEMBER
