8. CONSIDERATION OF APPROVAL OF CONSENT AGENDA. (Items on the Consent Agenda are considered to be routine and will be voted on in one motion unless removed from the Consent Agenda by a City Council Member.) A. Check Register for #258190 – #258433 in the Amount of $871,872.49.
Recommendation: Approve the check register as submitted.
B. City Council Meeting Minutes for June 3, 2026.
Recommendation: Approve the minutes as submitted.
C. City Council Resolution No. 7105 – Approving a Professional Services Agreement with Spay Neuter Imperative Project (SNIP) from June 1, 2026 through June 30, 2029, with a Fiscal Year Not-to-Exceed Amount of $30,000 and Authorizing the City Manage to Execute the Agreement.
Recommendation: Adopt the resolution as submitted.
D. City Council Resolution No. 7106 – Amending the Fiscal Year 2025-2026 Budget by Increasing Appropriations in the Sunrise Ranch Park Development Los Banos City Council Agenda – June 17, 2026 Page 3 of 6 Account 260-454-220-717 for Expenditures in the Amount of $36,222 for Final Project Closeout Costs Associated with the Sunrise Ranch Park Project.
Recommendation: Adopt the resolution as submitted.
E. City Council Resolution No. 7107 – Approving a Budget Amendment to Fiscal Year 2025-2026 and Increasing the Appropriation for Fire Department Account 100-422-100-203 for Fire Engine 2 Repairs in the Amount of $62,529.27.
Recommendation: Adopt the resolution as submitted.
F. City Council Resolution No. 7108 – Approving a Renewal Master Service Agreement (MSA) with OpenGov, Inc., for the Use of OpenGov Enterprise Asset Management (EAM) Software from July 1, 2026, through June 30, 2029 in the Amount of $108,516.26 and Authorizing the City Manager to Execute the Agreement.
Recommendation: Adopt the resolution as submitted.
G. City Council Resolution No. 7109 – Authorizing the City Manager to File a Regional Surface Transportation Program (RSTP) Exchange Program Fund Claim Form in the Amount of $675,639 for Fiscal Year 2025-2026.
Recommendation: Adopt the resolution as submitted.
H. City Council Resolution No. 7110 – Authorizing an Amendment of $20,000 to the Fiscal Year 2025-26 Budget in the Neighborhood Stabilization Program (NSP) Fund Account 294-463-100-238 for Quarterly Program Income Remittance.
Recommendation: Adopt the resolution as submitted.
I. *Los Banos Successor Agency Resolution No. 2026-2 – Authorizing the Write-Off of Five (5) Micro-Enterprise Loans in the Total Amount of $84,244.37, that are No Longer Legally Enforceable Due to Statute of Limitations Expiration and No Activity Since Fiscal Year 2014-15.
Recommendation: Adopt the resolution as submitted.
J. Cancellation of the Regular City Council Meeting Scheduled for July 15, 2026 and Direct Staff to Post the Appropriate Public Notice in Accordance with Applicable Laws.

C. Public Hearing – To Receive Public Comment and Consideration of Adopting the Appropriation Limit for Fiscal Year 2026-2027.
1) City Council Resolution No. 7113 – Adopting the Appropriation Limit in Compliance with Proposition 4 and Proposition 111 for Fiscal Year 2026- 2027.

D. Public Hearing – To Receive Public Comment and Consideration of Adoption of the Fiscal Year 2026-2027 Budget.

1) Ordinance No. 1215 – Amending Sections 2-1.302 and 2-1.303 of Title 2, Chapter 1, Article 3 of the Los Banos Municipal Code to Increase Electeds’ Compensation. (First Reading & Introduction)

11. CONSIDERATION OF ADOPTION OF CITY COUNICL RESOLUTION NO. 7116 –
APPROVING THE AWARD OF CONTRACT TO FORTUNE-RATLIFF GENERAL CONTRACTORS, INC. AND PAUL HALAJIAN ARCHITECTS FOR THE LOS
BANOS CIVIC CENTER PROJECT AND AUTHORIZING THE CITY MANGER TO EXECUTE THE AGREEMENT.
Recommendation: Receive staff report and adopt the resolution as submitted.
12. CONSIDERATION OF ADOPTION OF CITY COUNCIL RESOLUITON NO. 7117 – ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2026-2027 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017.
