TOWN OF LOS GATOS
COUNCIL AGENDA REPORT
MEETING DATE: 12/16/2024
ITEM NO: 1
DATE: December 11, 2024
TO: Mayor and Town Council
FROM: Chris Constantin, Town Manager
SUBJECT: Interview Applicants and Make Appointments to Town Boards, Committees, and Commissions
RECOMMENDATION:
Interview applicants and make appointments to Town Boards, Committees, and Commissions.
BACKGROUND:
The Town’s Boards, Committees, and Commissions (hereafter “Commissions”) advise Los Gatos elected officials on a variety of policy and community interest matters. The Town of Los Gatos had an open recruitment for all Boards, Commissions, and Committees that had either existing vacancies or expiring terms, including the Finance Commission. Only Commissions with qualified applicants are included in the recommended action. Commission members are appointed by the Town Council with the exception of the Finance Commission. Per Los Gatos Municipal Code Section 2.50.205(c)(4), each member of the Town Council shall appoint one Citizen Appointee to the Finance Commission.
This recruitment period opened on November 5, 2024, and closed on December 9, 2024.
Current Commissioners were notified of their term expiration and asked to submit an application if they wished to be reappointed. Individuals interested in serving on a Town Board, Committee, or Commission were asked to complete the appropriate application and submit it using the Boards, Commissions, and Committees application portal during the designated recruitment period. However, the Clerk’s office received one application, which was completed using an active application link that remained accessible after the official deadline and submitted via email. The link was on a webpage that did not provide clear deadline information, and the link itself suggested the recruitment period was still active. Given these circumstances, we have included this application for your review and consideration.
ITEM NO. 1.
SUBJECT: Boards and Commissions Interviews and Appointments DATE: December 11, 2024
Notices for the recruitment were published in the local newspaper, shared on various social media platforms, and included in the Town's newsletter. The notice was posted in the Clerk's Office, the Community Development posting board, within the Library, advertised on KCAT Channel 15, and displayed on the Town's official website. Emails and text notifications were sent on November 5, 2024, and again on December 5, 2024, to approximately 46 subscribers who had requested updates on Boards, Commissions, and Committee recruitments.
DISCUSSION:
On December 16, 2024, Council will interview applicants for the vacant and expiring Commission positions. Following the interviews, each Council Member will complete a written ballot with their respective selections. The Town Clerk will tally the votes and issue runoff ballots if needed. Applicants are appointed with a majority vote. Upon completion of the appointment process, the Town Clerk will announce the votes.
All applicants will receive a notification regarding the appointments. The Town Clerk will advertise any unfilled positions and welcomes any additional direction from the Town Council.
The next recruitment process is scheduled to open in March, with interviews to be conducted in May or June of 2025, or as directed by the Town Council at this meeting.
The number of vacancies and applications received for each Commission are listed below.
Names with an asterisk indicate they were appointed to fill an unexpired vacancy and therefore did not serve an entire term. The order of Commission interviews has been changed and will not be taken in alphabetical order as in previous recruitments. The order of the interviews will be as follows:

What are your unique perspectives and experiences that you would bring to this role? I am Asian-American and in these polarizing times, I see myself as not just an advocate for the public library but as a protector of the institution for all. My input and suggestions are through the lens of an Asian American who grew up in the multicultural, socially, and economically diverse city of San Francisco. My immigrant parents prioritized education of which the public library system and schools were an essential component.
I currently sit on Stanford's Investigational Review Board which approves which studies are accepted by the university. I gained experience evaluating drug and behavioral science studies and discussing them with the medical board at large. This experience of working in a collaborative setting and evaluating studies critically should be helpful.
How will you balance your personal interests with the broader role of the Board? By keeping an open mind, being empathetic, listening to the input of other board members, and most importantly listening to the library staff and patrons. I am keenly aware that we serve in an advisory role with the primary objective being supporting our library and its staff.
What do you see as the role of this Board?
Having served on this board for the past year, I still see my role as I did when I first applied, as an advocate for the library and as a buffer. We live in tumultuous times and unfortunately, public libraries, school libraries, book publishers, and authors are under pressure to conform or appease various interest groups.
How do you connect with the community?
I attend events in town, wine walks, art walks, the summer music series. Enjoy visiting NUMU. I do belong to a LG based political organization that supports many events in town. I utilize our Parks and Rec Department taking classes and attending events. I read the town newsletter and follow on social media. I love shopping and dining in our town!
What Library services do you currently use or have used in the past? Storytimes when the kids were little, checking out books, extensive use of the online catalog. Various book events. Attended workshops on genealogy tracing, book groups in the past. Knitting group once upon a time.

Library Board Information
Please list what experience, education, or volunteer positions that you have held.
From supporting our Los Gatos school communities as a room parent, RJ Fisher board member and LGHS Foundation board member to over 250 hours of community volunteer work, serving our community gives me a profound sense of purpose and gratitude.
I graduated from Santa Clara University in 1995 and worked in Advertising Sales in NYC and SF before resigning to raise our four children.
We lived overseas and then in Southern California, moving to Los Gatos in 2017 with two children in middle school and two children in elementary school. Currently, my two youngest children attend RJ Fisher Middle School and Los Gatos High School and my two older children are in college.
I served as a VP on the Fisher Home & School Board and a board member for LGHS Wildcat Foundation (formerly known as New Millennium Foundation). One of the highlights of my time on the LGHS Foundation was writing and then being awarded a $5k grant for the LGHS library from the town of Los Gatos.
I have been a member of the Saratoga-Los Gatos chapter of National Charity League (NCL) since 2017 and currently hold a leadership position. In 2023, I served on the NCL board as a Vice President. My two daughters and I have volunteered over 200 hours in our community since joining. My proudest accomplishment while on the board was creating and executing position specific training for over 150 young women in our chapter.
In 2022, my youngest son and I joined Boys Team Charity, and we volunteer about 20 hours per year.
Additionally, I have volunteered with St. Mary’s Church, Bellarmine Mothers Guild and have been a member of Junior League since 2001.
Finally, I have served as team parent with Bellarmine Varsity Lacrosse (2024), JV Lacrosse (2022), LGHS Girls Varsity Water Polo (2022) and JV Girls Water Polo (2023, 2017, 2018).

Why are you interested in serving on the Library Board? Reading and community service have been dual passions of mine for as long as I can remember. I believe that libraries are crucial to a happy community and serve as access points not only for reading and lifelong education but also as a gathering space for community members. I would love to share my passion for reading and literature, my background in our Los Gatos schools and non profits and my enthusiasm for our library system to make a meaningful contribution as a board member.
What are your unique perspectives and experiences that you would bring to this role? I have raised four children and been immersed in the Los Gatos education system and and have an awareness of how kids today use literature and community resources. I believe that building literacy and a love for reading as well is more critical now than ever with the prevalence of screens and social media available to children. The recent popularity of BookTok shows that there is a real bridge between social media and literacy.
How will you balance your personal interests with the broader role of the Board? If selected to represent our community on the library board, I will make every effort to approach meetings and decisions with a fair and open mindset. I understand that my role on the board is to represent and reflect the needs of our community in planning library current and future use.
What do you see as the role of this Board?
I believe the role of the board is to reflect the voices in our community and to ensure that the library institution grows strategically with and ahead of the needs presented. I look forward to sharing my deep connections in the Los Gatos education and non profit sector to build support for a healthy library future.
How do you connect with the community?
Community volunteer work is a core value of mine. Currently in Los Gatos, as a member of NCL and BTC I have built deep connections with many local non profit groups during my 200+ hours including time spent at Friends of the Los Gatos Library, Happy Dragon, Saratoga Book Go Round, House of Hope and Montalvo Arts to name a few local organizations. From Girl Scout leader, room parent, team mom to substitute teacher, I love being part of the education system and working with our community to connect with others.

Planning Commission Information
Please list what experience, education, or volunteer positions that you have held.
I have a Master's in Education, with a Bachelor's in History. I have taught U.S. History and Government for the past 10 years.
Why are you interested in serving on the Planning Commission? As a history and government teacher, I am passionate about people working to improve their communities. I want to put my money where my mouth is, and do my part to make Los Gatos a better place to live!
How would you define the role of a Planning Commissioner in relation to the Town Council in planning matters?
It is my understanding that the Planning Commission advises the Town Council on town ordinances, priorities, projects, issues of environmental impact, etc.
Have you ever attended or viewed a Planning Commission meeting? If yes, please note which meeting you viewed or attended and provide a summary of your observation. If not, why not? I have not, but that it is because I recently learned about the commission. I plan to attend the meeting this Wednesday, December 11, 2024.
How will you demonstrate impartiality in your role as a Commissioner with your personal beliefs with regards to land use and planning policies?
As a historian, I believe that it is important to use the evidence in front of me to determine sound belief. I will demonstrate impartiality by using the evidence at hand, and the rules as they stand, to guide my thoughts on policy. Furthermore, if a conflict of interest were to arise, then I would recuse myself from that discussion. For example, my school, Hillbrook, has a CUP with the Town of Los Gatos. I would recuse myself from any discussions or decisions regarding Hillbrook's CUP.
ITEM NO. 1.

The Commission is expected to demonstrate knowledge of the Town Code and its land use and planning policies. What experience do you have that would be useful on the Commission? Honestly, I currently do not know a lot about Los Gatos Town Code, nor its land use or planning policies. However, my entire job is learning vast amounts of information, and then making it usable in a practical manner for both myself and others. I have passed multiple professional examinations regarding my expertise on the U.S. Constitution and its provisions. I am confident that I am an exceptionally fast learner, and could be a benefit to the Commission.
How would you describe your approach to planning and how it would relate to making a land use or policy determination?
I believe it is best to patiently examine all available evidence, and then create a plan with that in mind. I try to do my best to figure out what needs to get done, as well as how much time there is to do it in, and then find a solution that accomplishes the most with the time allotted. I would use the same basic approach to land use: what land is there available, who wants to use it, and for what purpose? Basically, I believe the best way to make a decision is to make sure you have all the available evidence.
The Planning Commission meets at least twice a month and requires a significant amount of homework.
Are you prepared to make the commitment to spend the amount of time required to attend regular meetings, committee meetings, do site visits, and study the packet material? Response
Yes
You are expected to serve on at least one other Committee (General Plan Committee, Historic Preservation Committee, Conceptual Development Advisory Board). Will you have the time to serve on the additional Committee?

Case Study #1 - Fictitious Location
What is your initial reaction to the above referenced project? Response
My initial reaction would be to ask if there is a plan for what businesses would be occupying the new structure. Personally, I think that the property owner should be able to develop their own land, as long as it is meets the technical requirements. However, I don't think anybody wants to see a new large building project if it will just sit vacantly.
What issues do you feel will need to be investigated further? Response
I would want to know more about any prior development projects by the lot owner. How successful were they at meeting municipal requirements with those projects? Additionally, I would want to know what the planned occupancy looks like for the building. Finally, the proposal mentioned underground parking. Is the lot zoned for underground development, or could that affect local sewage, ground water, or other preexisting underground concerns.
How would you weigh your personal observations or experience regarding traffic and the professional input and recommendations of Town staff and Town consultants? Response
I would try to explain to the neighbors the contents of the traffic report. I would do my best to listen to the Town consultants and staff, because I believe that most professionals are good at their jobs, and their expertise on the matter is crucial to making sound policy. I am not a traffic expert, so I would listen to the expert.
ITEM NO. 1.
6/6
Case Study #2 - Fictitious Location
What is your initial reaction to the above referenced project? Response
I am definitely sympathetic to privacy concerns from neighboring residences, especially if there are not any current two story homes neighboring them. However, I think that people should be allowed to develop their own property in the way that best suits them, as long as it fits with current guidelines and regulations.
What issues do you feel will need to be investigated further? Response
I would be curious about how much bigger than surrounding homes the new one will be.
The description mentions that it will be the largest home in the neighborhood, but will it be a significant difference, or just a marginal one? I'm also curious about the history of the current residence. Does it have any historical value? If so, could it be renovated, rather than demolished? I would also want to hear more about the concerns of the neighbors regarding the proposal, as well as the concerns of the supportive neighbors.
How would you weigh your personal observations or experience regarding neighborhood compatibility and privacy and the professional input and recommendations of Town staff and the Town consultant? Response
I would to defer to the experts regarding matters of architectural compatibility, but as someone who is currently unable to afford a home in Los Gatos (my wife and I are both middle school teachers), I would also want to consider if this new project will result in rising housing costs for not only the owner of the new home, but also the surrounding neighborhood. Los Gatos is an expensive place to live, and I would hope the goal is to lower housing costs, not raise them further.

Planning Commission Information
Please list what experience, education, or volunteer positions that you have held.
Planning Commissioner (8+ years), Historic Preservation Committee, Career in Construction Management and Planning
Why are you interested in serving on the Planning Commission? I wish to serve the Town during a time of significant change. I hope my previous experience on the Planning Commission, along with my experience from my career will allow me to serve as an impartial and educated commissioner.
How would you define the role of a Planning Commissioner in relation to the Town Council in planning matters?
The Planning Commission is an advisory commission to the Town Council.
Have you ever attended or viewed a Planning Commission meeting? If yes, please note which meeting you viewed or attended and provide a summary of your observation. If not, why not? I have participated in many Planning Commission meetings and there are many meetings that come to mind. I believe the meetings which I remember the most are those that I saw the Town residents come together in support or opposition to an application. Los Gatos is a very special Town with engaged residents. It's during those meetings that I am reminded that, while we serve the Town Council, we also serve the residents of our Town.
How will you demonstrate impartiality in your role as a Commissioner with your personal beliefs with regards to land use and planning policies?
My personal beliefs and feelings have no sway in ruling over applications. The Planning Commission is tasked with making objective decisions, based on Town Codes and Guidelines.
The Commission is expected to demonstrate knowledge of the Town Code and its land use and planning policies. What experience do you have that would be useful on the Commission? My previous time serving on the Planning Commission and Historic Preservation Committee have provided my with a strong understanding of using the Town Code in all decisions.

How would you describe your approach to planning and how it would relate to making a land use or policy determination?
In my approach to planning, I would look to the priorities laid out by the Town Council along with any local and state laws that need to be incorporated into new Town Policies.
The Planning Commission meets at least twice a month and requires a significant amount of homework.
Are you prepared to make the commitment to spend the amount of time required to attend regular meetings, committee meetings, do site visits, and study the packet material? Response

Case Study #1 - Fictitious Location
What is your initial reaction to the above referenced project? Response
My initial reaction is that the proposed project meets the Town's Commercial Design Guidelines in square footage, height, and FAR. An initial thought is that this project should be approved and allowed to move forward.
What issues do you feel will need to be investigated further? Response
Clearly the residents of the area feel there is an existing traffic issue that will be enhanced with the proposed project. While the traffic engineer had said there will be no impact, I would want to listen to the residents and understand what they are currently experiencing and I would want to understand how many additional car trips the proposed project may bring to the area. It could be that a traffic study would need to be done to verify the potential impact of the project.
How would you weigh your personal observations or experience regarding traffic and the professional input and recommendations of Town staff and Town consultants? Response
Decisions by the Planning Commission should be based on objective standards, therefore any opinion I may have should not weigh in on my decision.
ITEM NO. 1.
5/5
Case Study #2 - Fictitious Location
What is your initial reaction to the above referenced project? Response
My initial response is that the proposed project meets the Town's Residential Design Guidelines in relation to square footage of both the house and garage, FAR, and building height. While that can be cause to approve the project, there are other issues that need to be investigated before a final decision could be made.
What issues do you feel will need to be investigated further? Response
The residents of the neighborhood have brought up two significant potential issues, privacy and neighborhood compatibility. I would want to understand the makeup of the homes within the immediate neighborhood (2-2-5) to see if those homes are predominately single stories. How I would react to the overall building massing would depend heavily on this information. I would also want to discuss other ways to hide massing with the applicant's architect to see if we could soften the vertical plane facing the street. For the privacy issue, I would want to hear from the neighbors adjacent to the property and see if there are, in fact, privacy issues and see if any privacy issues could be addressed by window placement and height, removal or changes to any proposed balconies. If we are able to mitigate these issues in design changes, the project can be approved. If we can't mitigate the issues, I would continue the application to a date certain to allow the applicants to see if they can address the issues with the neighbors before the next meeting. If they can't, I don't believe I would approve the application.
How would you weigh your personal observations or experience regarding neighborhood compatibility and privacy and the professional input and recommendations of Town staff and the Town consultant? Response
Again, our decisions need to be based on objective standards, such as line of sight to windows, massing and building size, and other standards. My personal experiences should not influence my decisions.

Planning Commission Information
Please list what experience, education, or volunteer positions that you have held.
I am bachelor degree graduate of economics. I always did volunteer for supporting, organizing and implementation plans for the WVMA in Los Gatos.
I also volunteered for holiday hours to support distribution of gifts for kids who are need of community support
Why are you interested in serving on the Planning Commission? I am so amazed about Los Gatos as an area and how it has grown beautifully over the past couple of years. This I am sure is based on great study and decision done at the planning permission committee. I am so keen to be part of continued great decision to support enable the committee effectively and safely.
How would you define the role of a Planning Commissioner in relation to the Town Council in planning matters?
The Planning Commission enforces the current zoning standards the Town Council has adopted. As a Planning commissioner, it will be our role to enforce the zoning standards whenever there are objective standards. For any subjective matters, the planning commission must deliberate and choose the right course of action on a project based on the rights of the owners and rights of others. If there is a need for a change in policy, I think it would be pertinent for the Planning Commission to bring those recommendations to the Town Council and work together to review the change.
Have you ever attended or viewed a Planning Commission meeting? If yes, please note which meeting you viewed or attended and provide a summary of your observation. If not, why not? I viewed the details for this Planning permission meeting date: 12/11/2024 - 7:00pm where there was a pre-circulated calendar, agenda, and zoom access to the public to ensure all relevant stakeholders are included to support the decision needed for consent of annual review of conditional approved permit.
ITEM NO. 1.

How will you demonstrate impartiality in your role as a Commissioner with your personal beliefs with regards to land use and planning policies?
As mentioned above, I view my role as enforcing the current zoning standards adopted by the Town council, irrespective of my personal beliefs. I intend to uphold the vision of Los Gatos to maintain a high quality of life and preserve the character of the Town, including maintaining a balanced, well-designed mix of residential, commercial, service and open space uses, fostering a pedestrian-oriented community with a small town, village-like character.
My goal is to make sure that I am fair with every application, and to ensure that regardless of my personal beliefs, make a determination on any issues with the highest of empathy for each person by giving them the time, noting the points each person makes, and then using my best judgment to decide on issues with the intention of applying the vision and mission of Los Gatos.
The Commission is expected to demonstrate knowledge of the Town Code and its land use and planning policies. What experience do you have that would be useful on the Commission? I am so sorry experienced leader that make decisions inline with organization expectations and I am also able to develop policies from scratch with research and alignment with the appropriate internal legal and regulatory bodies. My policies are globally and are always simple to execute easily for the organizations How would you describe your approach to planning and how it would relate to making a land use or policy determination?
My approach is generally to follow the defined policy by the commission and then leverage to build my approach to the decision. This is how I do it currently in my role leveraging my
International experience from EU, and US to serves the diverse culture needs while ensuring to comply with local regulations and organizational success. I bring an extensive experience internationally to help support the Los Gatos committee at my best.

Case Study #1 - Fictitious Location
What is your initial reaction to the above referenced project? Response
My initial reaction is that this project is within the Town zoning, restrictions and doesn’t have traffic impact based on the study. Note also that they are proposing 10,000 sq. ft, and they are allowed to build 15,000 sq. ft., so it is only 2/3rd the size. Also note that Smith Blvd has other commercial buildings. The owner has a right to build on that property, and since they are within the zoning standards, and there is no adverse traffic impact, I would be initially in favor of this application. I would like to learn more from the neighbors if there are other impacts, and will look at ways if those impacts can be mitigated before making the final decision.
What issues do you feel will need to be investigated further? Response
The traffic impact since this is a concern from some residents.
How would you weigh your personal observations or experience regarding traffic and the professional input and recommendations of Town staff and Town consultants? Response
For issues to be investigated further, I am not sure if the traffic impact is on certain days, or certain times, and I want to make sure that traffic study has studied the specific concerns highlighted by the majority of neighbors.
I would say that I am not an expert in zoning or traffic, so I would weigh the analysis and testimony of the experts much higher. I will however, critically analyze the traffic study to make sure that the right elements were studied, and whether the outcomes are supported by evidence.
This will help me build compelling recommendations to the Town Staff and Town Consultants that would help enable supporting the decision.
ITEM NO. 1.
6/6
Case Study #2 - Fictitious Location
What is your initial reaction to the above referenced project? Response
My reaction is that this project is within the Town zoning, and restrictions. Yes, that is correct - it meets the objective criteria. Exactly on the 2 story - we cannot deny this owner the right to construct a two story home especially since there are other 2 story homes.
What issues do you feel will need to be investigated further? Response
I think we need to look at 2 things, mass of the house and privacy as these are the critical areas that need investigation to make the best decision for the owner and the neighborhood.
Mass = bulkiness - how bulky does it look as compared to other 2 story or even one story
On the privacy, I would look to see what is the impact - for example, can second floor windows look straight into the other house. and whether there are ways to mitigate the privacy by planting hedges or trees to obscure the view into neighbors homes and backyards. If not, I would consider asking the homeowner to increase the sill height of the windows to help mitigate the privacy.
How would you weigh your personal observations or experience regarding neighborhood compatibility and privacy and the professional input and recommendations of Town staff and the Town consultant? Response
I would need to look at the plans and also possibly do a site visit to make a determination on the privacy impact, and whether there are mitigations available to address the concerns.
This will help me to assess the mass of the house compared to the area.
I strongly believe that this will help make an informed decision that works well for all involved.

Planning Commission Information
Please list what experience, education, or volunteer positions that you have held.
I have spent my entire career in the business world, the past 20 years in Corporate Learning. In this role, details matter. My work with Tech companies requires creation of job specs and statements of work laying out what will be accomplished and when it will be accomplished. We have to meet the requirements on time and on-budget no fail. I have worked in fast paced, some would say, stressful environments getting results with teams of people.
On the community volunteer front, I, along with a team of neighbors, established the Civic Center Hillside Neighborhood in 2019. We are a group of 60 hillside neighbors (1 to 60 acres) that exist to prevent and prepare for wildfire. Since 2019, we have completed roadside fuel reduction, on-going defensible space projects, established evacuation routes, and are now applying to become a Firewise Community. I was also named by the Council to Chair the Ad Hoc Wildfire Committee that was authorized by the Town Council in 2020. I had the opportunity to work closely with Mayor Jensen and Vice Mayor Spector who were members of the Committee. We finished our work in six weeks and presented a detailed action plan to the Council.
Another experience that introduced me directly to the Town of Los Gatos happened in 2022 when I ran for Town Council. This required that I immerse myself in many Town topics from Public Safety to Finance to Planning. It was a true education in the inner workings of the Town.
I am a graduate to Cal Poly San Luis Obispo with a Business degree. My education continued throughout my career with on-going professional training and development through my employers.

Why are you interested in serving on the Planning Commission? First, I now have focused time to serve. On December 31, I am retiring. I continue to have a desire to serve the community that I have lived in for over 50 years. For 5+ years, I have dedicated time to Wildfire Preparation and Prevention leadership on behalf of the community and threw my hat into the ring for a Council seat in 2022. I am interested in serving on the Planning Commission for these reasons:
• Positive Influence: I will have a direct influence on behalf of the Community on the development and growth of Los Gatos. I bring 50+ years of Los Gatos experience that will help to shape policies and decisions that affect the town's future. • Civic Engagement: While I have been engaged in the Community, Planning Commission participation offers a chance to be actively involved in local government and
contribute more to the community.
• Learning: Serving on the Planning Commission will further my education into planning, zoning, and municipal governance.
• Relationships: I look forward to working closely with Town, staff, the Council and other community leaders.
How would you define the role of a Planning Commissioner in relation to the Town Council in planning matters?
A Planning Commissioner plays an important role, along with the full Commission, in shaping the Town's development and land use policies. Here are several important roles. A Commissioner
• Acts as an advisor to the Town Council (once again, along with the full Commission).
Key roles include review and recommendations on various planning matters such as zoning, design guidelines, considered exceptions based on site and location of specific development projects.
• Objectively receives input from residents and stakeholders on proposed projects and policy changes. This ensures the planning process is as open and fair as possible for the benefit of the community.
• Must be open-minded and objective while considering applications that come before the Commission. This approach is important since not all applications are black and white.
• Needs to work closely in a collaborative manner with fellow Commissioners, the Town staff and other committees to address complex planning issues and ensure that recommendations are well-informed and balanced.
Finally, a Commissioner must remember that she/he serves as a bridge between the Community and the Town Council, ensuring that planning decisions reflect the needs and desires of Los Gatos residents while adhering to legal and policy guidelines.
ITEM NO. 1.

Have you ever attended or viewed a Planning Commission meeting? If yes, please note which meeting you viewed or attended and provide a summary of your observation. If not, why not? Yes, I attended the November 13, 2024, Planning Commission meeting to present verbal comments on the 110 Wood Road project. I was called upon by the Applicant to review their proposed development from a wildfire safety standpoint. I attended the meeting from 7:00-9:00 PM.
I also attended virtual Planning Commission meetings during my 2022 Town Council (August/September 2022) campaign to get an understanding of the workings of the Commission.
I will focus my observations on the November 13 meeting. First, I was impressed by the preparation of the Planning Staff. In preparation for the meeting, I studied the Staff Reports for the 15411 National Avenue and 110 Wood Road applications. I found the Staff reports to be professional, well written, easy to understand and contained solid conclusions.
From a Planning Commission standpoint, I was impressed with their demeanor, decorum and the questions asked by Commissioners. Even though there was not complete agreement, it was evident the Commissioners had done their homework.
How will you demonstrate impartiality in your role as a Commissioner with your personal beliefs with regards to land use and planning policies?
Demonstrating my impartiality as a commissioner involves several key things:
• Adherence to Guidelines: I will follow the town's General Plan, zoning ordinances, and other regulatory requirements. My decisions will be based on established policies rather than my personal beliefs.
• Fact-Based Decisions: Like I always say, “In God we trust, all others bring data!” Relying on data, expert opinions, and comprehensive staff reports will help me ensure that my decisions are grounded in objective information rather than subjective views. • Public Input: I will actively seek and consider input from the community during public hearings by asking good questions. This will ensure a fair hearing of facts and perspectives. My goal is to balance my personal beliefs with the community's needs. • Collaborative Approach: I will be committed to working closely with other commissioners, Town staff, and stakeholders to reduce the influence of my own biases.
It’s
not about me!
ITEM NO. 1.
5/9
The Commission is expected to demonstrate knowledge of the Town Code and its land use and planning policies. What experience do you have that would be useful on the Commission? • Town Code: While I am just familiarizing myself with Chapters 20 & 29, Planning and Zoning Regulations (only 240 pages!), I have referred to the Town Code in my work on wildfire, specifically Chapter 9 – Fire Prevention and Protection and Chapter 26 – Trees and Shrubs. I know how to access and read the Town Code. I will be spending more time in the Town Code.
• Community Involvement: My participation in Wildfire leadership activities, including leadership of the Ad Hoc Wildfire Committee, and my run for Town Council in 2022 have provided me with valuable experience on the inner workings of the Town. It has also facilitated development of professional relationships with Council members and Town staff.
• Homework: over the past several years, I have studied Town code, Staff reports and other public Town reference documents to prepare for verbal communications, meetings with Council members or to perform Ad Hoc committee work. I do possess the ability to analyze complex reports, plans, and data. • Communication: I have demonstrated strong verbal and written communication skills in my work with the Town and during my campaign for Council. I am comfortable making public presentations and have engaged with residents and stakeholders to address difficult issues e.g., tree removal, enforcement actions, etc.
The exposure, both education and relationships, that I have experienced over the past 5+ years with the Town will help me, as a Planning Commissioner, make balanced, informed, and fair decisions that align with the Town's goals and policies.
How would you describe your approach to planning and how it would relate to making a land use or policy determination?
My approach to planning involves principles and values that guide my decisions. • Community-Centric: I will place a high priority on community needs and input. Engaging with residents (within limits of the Brown Act) and the give and take during Applicant/Community comments help ensure that policies reflect the community's desires and address their concerns.
• Data-Driven: I rely on data, reports and other reference material to inform my decisions.
This will assist me in making informed policy decisions. • Flexibility and Adaptability: I am open to new ideas and adapt well to changing circumstances. This allows for better solutions and adjustments to policies as new information emerges.

Case Study #1 - Fictitious Location
What is your initial reaction to the above referenced project? Response
Based on the analysis and review performed by Planning for this proposed project in a C-1 (Neighborhood Commercial) zone, the proposed project could be approved as presented. It meets the criteria outlined in Chapter 29, Article VI, Division 3 - C-1 or Neighborhood Commercial Zone.
1. Height: The proposed building height is 32 feet, which is within the maximum allowed height of 35 feet.
2. Lot Coverage: The proposed building's footprint is 10,000 square feet, well within the maximum allowable lot coverage of 15,000 square feet.
3. Use: Office buildings are a permitted use in the C-1 zone. Additional reference: Sec.
29.20.185. - Table of conditional uses.
4. Surrounding Area: The surrounding area on Smith Boulevard includes other commercial buildings, which aligns with the intended use of the C-1 zone.
What issues do you feel will need to be investigated further? Response
The main area of concern for the residents is traffic impact and the discussion should remain focused on this concern. One item this case does not address. Has the applicant met with the residents to discuss how their concerns can be addressed to some degree? If not, the applicant should be encouraged to meet with the neighbors to share full details of the proposed project including the number of expected vehicle trips/day, parking plans including entrance location for above (if any) and below ground.
If this project is adding to existing neighborhood concerns about traffic and traffic safety in general, perhaps traffic calming measures need to be considered. This neighborhood may be a candidate for the “Neighborhood Traffic Calming Program” adopted in March 2002.
How would you weigh your personal observations or experience regarding traffic and the professional input and recommendations of Town staff and Town consultants? Response
Traffic congestion is a major issue for Los Gatos residents – over 60% of residents surveyed a couple of years ago selected traffic as a major issue with only ~30% satisfied with the Town’s response. All to say, when traffic concerns are raised, special attention needs to be paid to those raising the concerns. That said, once good faith efforts are made by the applicant and residents to address traffic concerns and backed by the professional input and recommendations of Town staff and Town consultants, the project should be approved. Hopefully all concerned will be able to say, regardless of the outcome, there was a fair hearing.
ITEM NO. 1.
8/9
Case Study #2 - Fictitious Location
What is your initial reaction to the above referenced project? Response
The project meets all the requirements set forth in the Town’s R-1 (Single Family Residential) Zoning District, specifically Zone R-1:8. Seems like there is a 50/50 split in neighborhood support for this project. The major concerns are focused on “bulk and mass” and privacy, specifically the one-story homes on either side of the project. Based on the concerns being raised, it makes me wonder what degree the applicant has engaged the residents particularly those with one-story houses on either side of the project. I would want to hear from the applicant and the residents to get an better understanding about possible solutions discussed related to privacy e.g., line of sight from the second story to the one-story houses. Have windows, location or privacy glass been considered? Can the height of the structure be lowered without impacting living space? Answers to these two topics: “bulk and mass” and privacy would guide my decision.
What issues do you feel will need to be investigated further? Response
As I have already stated in the prior response: bulk and mass, and privacy.
How would you weigh your personal observations or experience regarding neighborhood compatibility and privacy and the professional input and recommendations of Town staff and the Town consultant? Response
Ah neighbors! I think everyone wants to live in a nice neighborhood and have good relationships with their neighbors, at least your next-door neighbors. Being a good neighbor means at least listening to the concerns of your neighbors and ideally coming to some agreement on a solution. Assuming I had done a field visit to the project site, and further assuming or determining the main concerns are coming from the residents in one-story houses either side of the project related to privacy, I would look to the applicant and those residents to address that issue. I would further expect the applicant and residents to present what solution/s each has presented to resolve the concerns to the Planning Commission.
The Town staff and consultant have done their job. This project meets the requirements for this R-1 zoning district. What they cannot be called upon to do at this point is mediate a solution between the applicant and the neighbors. It is up to the Planning Commission to listen to both sides and ultimately make a final decision.

No, I learned of the commission's existence quite recently.
What do you see as the role of this Commission?
I see the role of this commission as a helping hand in the facilitation and support of artistic development within the town of Los Gatos.
ITEM NO. 1.
3/4
How will you balance your personal interests with the broader role of the Commission? I plan on dedicating the time necessary to becoming an involved member and asset to the commission.
What is your current involvement in the arts?
Throughout my life I've had a vested interest in drawing and creating. I usually keep my works private, but it has been a way for me to practice my own self expression. I also am involved as a fan across many mediums of art including books, films, games, and more.
What is your experience with public art programs?
This is my first time getting involved in such a program.
What has been your experience or involvement with non-profit agencies? I have worked with many non profit agencies such as the Saratoga Area Senior Coordinating Council (SASCC) and the San Jose Sharks Foundation. Much of the work involved assisting groups in need.
With the Sharks I was the member of a board designed to create, run, and maintain fundraising
projects for a non-profit organization owned by the San Jose Sharks team and headquartered in their stadium. I was in charge of silent and live auctions at live games, distributing and receiving payment of expensive memorabilia, and was twice on the team in charge of developing and hosting the annual “Sampling with the Sharks” fundraiser; a private event where the stadium is converted into a venue hosting a live auction with the NHL players, generating hundreds of thousands of dollars which are then given to Californian 501(c)(3)’s.
Through SASCC I was involved with coordinating daily activities and programs along with caring for disabled seniors and veterans. It was a wonderful and enriching experience where one is able to cross the generational gap and not only care for, but bond and build relationships with seniors who needed it.
What has been your experience or involvement with grant programs? This would be my first direct involvement with grant programs.

Historic Preservation Committee Information
Please list what experience, education, or volunteer positions that you have held.
My educational background includes a BA in Education from the University of Arizona, a MAT from the University of Washington, and a JD from Hastings College of the Law. I taught school for USDESEA in Ethiopia and Spain and then In school districts in Mukilteo, Washington, and Watsonville, California. After graduating from law school I was an aide to a county supervisor in Santa Cruz County until I became an attorney for the Santa Clara County Counsel’s Office, where I worked for 17 years. I have served on the board of the Los Gatos Elementary Education Foundation and the Personnel Board for the Santa Clara County Office of Education.
Why are you interested in serving on the Historic Preservation Committee? After having the opportunity to travel while my family lived in Europe and I worked overseas, I gained an appreciation of the history and culture represented in part by the buildings and monuments of those communities. That general interest became a bit more focused when my husband and I purchased a house originally built in 1887 that had been damaged in the Loma Prieta earthquake. I value the character that historical buildings bring to our community.
Have you ever attended a Historic Preservation Committee meeting? If yes, please provide a summary of your observation. If not, why not?
Yes, it was in approximately 2004 and I don’t have a specific recollection of the meeting.
I was seeking to learn about the process in relation to a proposed remodeling of my house.
How will you balance your personal interests with the broader role of the Committee which requires impartiality in the decision making process?
“Personal interests” is not defined. However, if the matter before the Committee involved my potential financial interests or close personal relationships and could create a perception of partiality, I would disclose the interest and seek staff advice about recusing myself.
What do you see as the role of this Committee?
In general, the role of this committee is to provide advice to the Planning Commission on historical preservation issues and on occasion to consider applications for minor changes to historic structures and landmarks.
ITEM NO. 1.
3/5
Describe your background in architecture, history, architectural history, city planning, archeology, or other historic preservation related disciplines.
I have no formal training in architecture or history other than the usual liberal arts classes about western civilizations and history. I have had a wide opportunity to travel in Europe and other parts of the world and those experiences have increased my belief that a community’s unique history and buildings should be preserved and protected even as the town changes and develops.
Describe your knowledge of the Town's residential and commercial design guidelines, and/or historic preservation regulations.
I have read the regulations and guidelines. As a lay applicant, I have not had occasion to use them in a professional capacity.
ITEM NO. 1.
4/5
How would you describe your philosophy on planning?
In my view, the ideal planning process would balance the needs and desires of the community as expressed in policies and regulations with safety, aesthetic, and economic considerations in evaluating individual projects. Change and growth make it challenging to maintain the character of the town while ensuring it continues to function well and safely.
Have you discussed the role of a Committee member with any current or former Historic Preservation Committee member or with anyone on the Planning staff? If yes, who and what did you learn? No
Are you able to attend at least one State approved workshop or conference relating to historic preservation each year?

Why are you interested in serving on the Historic Preservation Committee? I’ve been a “history buff” for as long as I can remember! In 2016, I created and launched a free mobile app called “Discover LOST Gatos”. The app offers a series of three self-guided walking tours of our historic downtown. My collaborators were Sandy Decker and Peggy Conaway Bergtold. Our mission was to generate enthusiasm among Los Gatos residents for preserving our town’s unique character and historic treasures before they are “lost” forever. This entirely self-funded project was a year-long labor of love and a gift to the community.
In the years since, I’ve given multiple presentations about Los Gatos history to our service clubs, and have led several historical walking tours for small groups. I’ve been interviewed for a Community Storytelling episode on KCAT. For the past three years, I've written a monthly “Discover LOST Gatos” history column for the Los Gatan.
I intend to bring this same passion for Los Gatos history to the Historic Preservation Committee.
ITEM NO. 1.
3/6
Have you ever attended a Historic Preservation Committee meeting? If yes, please provide a summary of your observation. If not, why not?
I've attended multiple HPC meetings as an observer beginning in 2022 and I appreciated the opportunity to learn about the review process firsthand. It struck me as objective and impartial, with only the most specific and relevant questions addressed to applicants.
The voting and approval process seemed to be fairly quick and efficient for a variety of commercial and residential applications. I was also impressed by how well organized and efficiently all three meetings were run.
The information packets provided by staff were complete and comprehensive and easy even for a lay person like me to understand. Communication among and between commissioners, staff, and applicants was straightforward and professional. Zoom seemed to be an efficient way to conduct some of these meetings during COVID.
How will you balance your personal interests with the broader role of the Committee which requires impartiality in the decision making process?
I’m not involved in commercial or residential development and have no outside interests, either personal or professional, in any projects related to historic preservation in Los Gatos or elsewhere.
Although many proposals delivered to the HPC will likely come from the historic homes in my Glenridge neighborhood, I’m aware that I will need to recuse myself from decisions involving properties within 1,000 feet of my home.
Finally, I’m retired so there won’t be any work-related scheduling conflicts.
What do you see as the role of this Committee?
I understand that the HPC is an advisory committee whose role is to objectively review proposals for development or alteration of historic properties that are either within a historic district or with a landmark designation. The committee may directly approve applications for minor development. Projects of greater scope are also reviewed, and the committee’s recommendation is subsequently forwarded to the Planning Commission for further review and approval. The entire process is outlined in great detail on the Town’s website.
ITEM NO. 1.
4/6
Describe your background in architecture, history, architectural history, city planning, archeology, or other historic preservation related disciplines.
Navigating through five years of engineering school requires a high level of attention to detail as well as a significant process orientation. Ditto for two years of graduate business school. These skills, combined with a passion for Los Gatos history enable me to bring a unique perspective to the HPC. I’m sure I’ll be surrounded by other committee members and planning commissioners with experience and/or training in architecture, city planning, or related disciplines and I’m confident that I’ll be able to contribute to the HPC even though I don’t have the same background as my colleagues.
Describe your knowledge of the Town's residential and commercial design guidelines, and/or historic preservation regulations.
When I started attending HPC meetings as an observer, I began educating myself by reviewing the most relevant material on the town website, including the Draft 2040 General Plan and the Housing Element. I’ve also read the Historic Preservation Town Code, researched the minutes of previous HPC meetings, and familiarized myself with the approval process. There’s a tremendous amount of information to absorb, so I expect to be in constant learning mode.
ITEM NO. 1.
5/6
How would you describe your philosophy on planning?
My philosophy on planning is straightforward. I believe it’s important to have objective, published guidelines and even more important to apply them consistently to all projects across the board. While there’s always room for interpretation, I believe that granting exemptions should be kept to a minimum. The same holds true for any type of plan developed by the town. I also believe that projects should be considered in context and that compatibility with neighboring properties is an important issue when considering any changes to one specific property. Neighbor outreach and pubic input to solicit feedback are vital. Finally, I dislike excessive bureaucracy so I expect that the HPC will be seen as an asset and not an obstacle to development.
Have you discussed the role of a Committee member with any current or former Historic Preservation Committee member or with anyone on the Planning staff? If yes, who and what did you learn? I've had multiple discussions with current HPC committee members Susan Burnett, and Lee Quintana, former committee member and current vice mayor Matthew Hudes, and former mayor Sandy Decker.
These were excellent opportunities to get answers to a dozen or more specific questions that I had about the HPC organization, the roles of committee members, and the challenges and limitations they face. Some of these were procedural and administrative questions including why there’s an opening for a new committee member, when my term might begin, when I would be required to recuse myself from voting, and how the appeal process works. I also wanted to get their views on the impact of SB9 and how the committee’s role might evolve.
Are you able to attend at least one State approved workshop or conference relating to historic preservation each year?
Response
Yes

Incumbent
What do you see as the role of this Commission?
Advise PPW on key issues (capital, operations, financing, open spaces, trail extensions) related to the parks and sustainability.
How will you balance your personal interests with the broader role of the Commission? My personal interests are in hiking, but I keep the needs of others such as children, sports activities, and gatherings into account.
What, from your perspective, are the major priorities in the areas of parks with respect to policies, capital investment, and/or maintenance?
It's crucial, given limited financial resources, to balance the needs of the many different communities in a fair and equitable manner.
Have you visited any of the Town parks? If yes, which ones? What did you like most and least about them?
I've visited all of the parks. Open spaces are great. Belgatos is my "home" park.
Maintenance is critical for the trail system, bathrooms, and play areas. Pickleball issues related to number and quality of courts and noise abatement will continue to be a hot button.

Parks and Sustainability Commission Information
Please list what experience, education, or volunteer positions that you have held.
Minor in Environmental Planning in college. Member Sierra Club. POST donor and activity participant. Member Almaden Cycle Touring Club (local bicycle club). Member Adventure Cycling Association for which I did volunteer work to get US Bicycle Route 95, the West Coast bike touring route, endorsed by local jurisdictions in San Mateo and Santa Cruz Counties.
Why are you interested in serving on the Parks Commission? I feel that designating and maintaining green and natural spaces in urban and suburban jurisdictions is imperative to the livability of the city or town, for the physical and mental well-being of its residents and visitors and to the survivability of our environment. Los Gatos has a well-developed park and open space infrastructure and the natural environment is important to most of its residents. I would like to be a part of maintaining and improving this legacy.
Have you ever attended a Parks Commission meeting? If yes, please provide a summary of your observation. If not, why not?
No. I was planning to attend the December, 2024 meeting, but it was cancelled.
What do you see as the role of this Commission?
To provide constructive in-put and feedback to the Town Council, the Parks and Public Works Department and the dedicated civil servants who work in our parks and open spaces.
How will you balance your personal interests with the broader role of the Commission? I consider myself to be an advocate for public open spaces and parks and an environmental stewart. I think this position will fit well with the mission of the Parks and Public Works department to develop and maintain green spaces within the Town of Los Gatos.
ITEM NO. 1.
3/4
What, from your perspective, are the major priorities in the areas of parks with respect to policies, capital investment, and/or maintenance?
I think the priorities should be to maintain or improve the existing Town parks, to protect them from abuse or vandalism, to ensure access with no or minimal barriers for Town residents and visitors, and to consider adding to the park inventory as feasible.
Have you visited any of the Town parks? If yes, which ones? What did you like most and least about them?
I walk through Blossom Hill and Oak Meadow Parks at least weekly. Whenever I am in downtown Los Gatos I visit Town Plaza Park. I have utilized Bachman Park and Bel Gatos Park frequently. All of the Town parks are environmentally pleasant and wellmaintained. Most have amenities for kids and some have sports facilities, which is good. Not all the parks have toilets or drinking fountains, which can be a problem.
Parking can be a problem at some of the parks.

Parks and Sustainability Commission Information
Please list what experience, education, or volunteer positions that you have held.
Was treasurer of Kusamura Bonsai Club for 7 years. I am an active gardener, beekeeper and outdoor enthusiast. I have post graduate level management education, and over 30 years of software and banking experience.
Why are you interested in serving on the Parks Commission? Since retirement this year, I am looking to get involved in my local community. Parks and outdoors are of special interest to me as an avid gardener, cyclist and overall outdoor enthusiast. I am looking to put this to good use for the town of Los Gatos.
Have you ever attended a Parks Commission meeting? If yes, please provide a summary of your observation. If not, why not?
I have not attended one so far. Will try and attend the next scheduled meeting.
What do you see as the role of this Commission?
Advisory role for improving park/trail use and facilitating community involvement and experience in the outdoor spaces in Los Gatos.
How will you balance your personal interests with the broader role of the Commission? I have no affiliation with any other organization. I can freely express my opinion and reflect the opinions of others in the community.
What, from your perspective, are the major priorities in the areas of parks with respect to policies, capital investment, and/or maintenance?
Keeping user fee as low as possible is a high priority in my opinion. Parks and outdoors need to be safe and well maintained. Voluntary work and donations could be encouraged to keep costs low.

Have you visited any of the Town parks? If yes, which ones? What did you like most and least about them?
Los Gatos Creek Trail is my favorite. The feeling of open space, water feature and biking facility are the best part. It is also a dog friendly trail.
Keeping it clean and sanitary can be a challenge for the maintenance staff.
Worcester Park is back of our house and I use it multiple times a week.

Why are you interested in serving on the Parks Commission? I recently joined Leadership Los Gatos, and I can’t speak highly enough of all the content and people I’ve encountered and collaborated with. Through the learning I am energized to part of the solution and I would like to find more opportunities to serve my community.
The most important factor in my move and settling in the town of Los Gatos was and continues to be access to green-spaces. Most of my time is spent in an urban setting and the ability to escape that setting in a few short minutes from my doorstep is incredibly important to me. Maintaining and/or creating equitable access to green-space is an important issue for me.
Lastly, the home we were fortunate enough to purchase in Los Gatos is almost entirely planted with native species. This exposure was new and has been a wonderful learning experience for me. With a passion for local ecology I would love to utilize this interest when thinking about biodiversity, landscaping and water use.
Have you ever attended a Parks Commission meeting? If yes, please provide a summary of your observation. If not, why not?
No. Unfortunately, there hasn’t been a session since October, which is when I started learning more about the commission. I have listened to a few audio sessions and have read several meeting agendas and packets from previous meetings.
I look forward to attending more Board Commission meetings in the New Year.
What do you see as the role of this Commission?
The role of this commission is to understand and make objective recommendations that balance the diverse needs of our community members and the ecology of the landscape against the ability of the town to execute on those needs. I imagine these needs will come in many forms from complaints to project proposals and I believe the commission must listen and take all input no matter how unpopular a concept may seem.
ITEM NO. 1.
4/6
How will you balance your personal interests with the broader role of the Commission? The spectrum of needs that Los Gatos parks fill in my personal life are broad and have been evolving as my life changes. As a younger athlete I spent many hours of my life on soccer fields, and now I enjoy trails for running, and biking. My spouse loves to hike and be one with nature. My daughter loves playgrounds, open fields and anything that can be climbed. I see the needs of my family evolving over time and I think that allows me to be more broadly objective to a diverse set of needs.
My professional role as a product manager today is to objectively assess and balance the needs of physicians (which I am not) in order to make medical device product development decisions for our company.
I use a simple, but effective framework against the following three pillars:
- Desirability (Does it meet the users needs?)
- Feasibility (Is it technical and/or physical possible?) - Viability (Is it financially viable)
Although this framework may not be exhaustive, I believe it can be applied in a similar fashion to help uncover the core objectives of a project. These projects can be issues, improvements, or brand new implementations.
I look forward to utilizing both my personal and professional experiences in understanding and appreciating the needs of the community members in order to improve their quality of life.
What, from your perspective, are the major priorities in the areas of parks with respect to policies, capital investment, and/or maintenance?
In the spirit of transparency, if appointed I have a lot to learn, but I look forward to doing so.
Until then, my priorities as a resident are the following:
- Purpose/Community need
- Safety
- Inclusion/Accessibility
- Environmental impacts
Creating purposeful, safe and inclusive spaces that respect the environment and local ecology can be used as principles to drive park policies, capital investments and/or maintenance.
I firmly believe priorities can change and myself and commission should be open to the shift that suites the constitutes of this town best.
ITEM NO. 1.

Have you visited any of the Town parks? If yes, which ones? What did you like most and least about them?
Yes! I have visited all 18 of the town parks in Los Gatos. Like all things in life, there is always room for improvement and each park will have unique opportunities to do so, however, I have found all the parks of Los Gatos to be wonderful. The parks have a sense of uniqueness and more importantly play different roles and fulfill different needs in the community.
For example, as a triathlete, I may take advantage of Novitiate Park, Los Gatos Creek Trail, or Heintz Open Space trails. However, as a parent of a 6 year old our family has spent countless hours at Blossom Hill Park, Oak Meadow Park, or Belgatos Park playing on the fields and/or playground equipment. In the future, I look forward to taking my daughter to soccer games at Creekside Sports Park. I find the diversity and abundance of parks in Los Gatos to provide a great sense of balance in not only green space, but also green spaces that fill different needs and a tremendous differentiator for our town.

Parks and Sustainability Commission Information
Please list what experience, education, or volunteer positions that you have held. • Bachelor of Arts, Computer Science from UC Berkeley
• Worked for over 15 years in California, transitioning from a developer for Sybase to a technical team lead and eventually a Director for Cambridge Technology Partners/Novell.
• Moved to Europe and lived in the Netherlands for 10 years. • Moved to Los Gatos in 2013, where I volunteered for several organizations. o I volunteered with Safe Routes to School from 2013 - 2023. I began as a volunteer for the elementary school and then became the site lead for the middle school and then the high school. As site lead at the high school, I created and ran multiple annual events, including Walk to Breakfast and Bike to Breakfast.
o I was a member of the board at R.J. Fisher Middle School from 2017 - 2020. In addition, I assisted the Leadership class with all their events by working with the students and supporting the teachers.
o I was a member of the National Charity League from 2017 - 2024. I served as the chapter database administrator for two years and volunteered with them for a minimum of 25 hours per year at local charities.
o I assisted with Grad Night in 2019, 2022 and 2024 with a consistently larger role. After helping with decoration my first year, I led an area my second year and was the lead for Outdoor decoration last year.
• From 2021 - 2023, I was the technical officer for Robin Health Games, a healthcare startup that created quiz games to teach patients with diabetes and kidney disease what they should eat. The games were available in the App Store and Google Play. I also created and maintained the company website and our social media accounts.
Why are you interested in serving on the Parks Commission? One of Los Gatos's great assets is its parks. Our community is lucky to have a plethora of beautiful locations, and I am committed to ensuring that we are good stewards of these amazing resources. I am also passionate about sustainability and want to see our town do more to minimize single-use plastics and maximize native plants.
ITEM NO. 1.
3/5
Have you ever attended a Parks Commission meeting? If yes, please provide a summary of your observation. If not, why not?
I planned to attend the December 2nd meeting; however, the Commission canceled the meeting due to a lack of agenda items. The parks are a vital part of the Los Gatos community, so if there are limited agenda items, the committee needs to engage more actively with town members for their input in maintaining and improving the vibrancy of the parks. The committee is also the Sustainability Commission. I hope that Los Gatos is proactively working on projects to improve sustainability throughout the area and expect the Commission to discuss these projects at every meeting.
What do you see as the role of this Commission?
I believe the Commission should be a proactive and community-focused entity which evaluates the community's park usage to understand any improvements or modifications that town members would like to see.
I would look at the town's tree policies and determine how to improve our tree cover. The US Forest Service estimated that Los Gatos had lost 2.7 percent of its tree cover between 2012 and 2018. Since then, we had fierce winter storms that toppled trees, our spruce trees are reaching the end of their natural life, PG&E has cleared or cut back trees from the power lines, and the insurance companies have demanded homeowners trim or remove trees. All of which would lead to an even greater reduction in tree cover.
I think the town should also look at how to increase the amount of native, low-water plants used in landscaping. Blossom Hill Park is the park I visit the most, and the edges of the park are a great example of a place that could be enhanced with more native plants. I believe in maintaining the large lawn area for children and families to enjoy.
However, the lawn near Blossom Hill Road could be low-water plants instead, reducing water usage. I recently attended a native plant symposium, and two groups presented on town/resident partnerships. In Palo Alto, the town has allowed a group of residents to plant and maintain 7 gardens on public streets
(http://www.primrosewaypollinatorgarden.com/index.html). In San Carlos, the town and a master gardener group jointly sustain a sizeable native garden behind the city hall (https://www.cityofsancarlos.org/city_hall/departments_and_divisions/parks_and_recreat ion/parks_and_facilities/native_habitat_garden.php). I would love to see Los Gatos look into possibilities such as these.
I would also like to expand the Growing Greener newsletter once the department identifies a new Environmental Programs Specialist or other owner.
How will you balance your personal interests with the broader role of the Commission? Having always worked in group situations, I understand that no individual makes the decisions of a Commission. I am upfront and will always present my viewpoint, but I also realize that the group will not always agree with me. I would work hard to build and maintain positive relationships with all Park and Sustainability Commissioners.
ITEM NO. 1.
4/5
What, from your perspective, are the major priorities in the areas of parks with respect to policies, capital investment, and/or maintenance?
The first priority has to be safety. With all the ground squirrels in Oak Meadow Park and the large trees in all the parks, we need to ensure that the trees are properly maintained to provide a safe environment for all park users.
I think it is time to analyze the parks and see if we can make areas more water-efficient with native and other drought-tolerant plants. There have been discussions in commission meetings about painting courts for use by pickleball and tennis players. It is important to continue to evaluate the recreation options in town and make sure they align with the residents' current needs.
Have you visited any of the Town parks? If yes, which ones? What did you like most and least about them?
I have spent many hours in the town's playgrounds with my three daughters when they were younger (though even as young adults, they often visit the park when they are home.) We spent most of our time at Blossom Hill Park because it is closest to our house. I also walk my dogs through the park on a weekly basis. I love how vibrant the park is. There are also people using the facilities, and I love to see the little ones learning soccer. Both edges of the park have a dirt path that appears to have been made by people walking versus planned infrastructure. I would love to see these spaces be more organized so they can include an educational component such as informative boards or a permanent scavenger hunt, as well as less ivy and other high-maintenance plants.
I walk or run on the creek trail regularly. My favorite section is from Oak Meadow Park to Campbell Park, so this is the section I do the most. My daughters used to love to go to Oak Meadow Park to ride their bikes or the train. Although I understand the necessity of creating a fire break, it is unfortunate that there are so many fewer bushes and trees, creating a sound barrier between Highway 17 and the creek trail. Frankly, I no longer use that part of the trail because the highway is so present.
I have supported the high school's freshman fun run at Novitiate Park, which is also where we start our hikes to St Joseph's. The park could be more exciting, but it is a convenient entrance point from town.
I took pickleball lessons at La Rinconada Park. I hiked at Belgatos Park. My daughter's friend lived across the street from Bachman Park. One of our dog walks goes through Worchester Park. And, of course, I have been to the Town Plaza for the farmer's market, Jazz on the Plazz, and just daily life! Our parks are one of the jewels of Los Gatos, and I would love to be on the Commission to enhance our parks to keep them unique, while expanding the Commissions focus to promote sustainability and improve our town.

Parks and Sustainability Commission Information
Please list what experience, education, or volunteer positions that you have held.
BA Psychology. I worked in sales and small business consulting for 25 years. My success depended on great listening skill and coming up with solutions for best results for my clients. I was a board member at Hillel, a program supporting college students. I was a member of the High School Art program ant the Los Gatos Art Museum.
Why are you interested in serving on the Parks Commission? I am a user of many of the parks in Los Gatos. I frequent Vasona Park, Rinconadea Park, Bachman Park and most of the hiking trails. I am interested in Maintaining and improving parks and recreation for the benefit of our community.
Have you ever attended a Parks Commission meeting? If yes, please provide a summary of your observation. If not, why not?

What do you see as the role of this Commission?
I want to continue to organize seniors and am currently collaborating on a youth outreach program. I will continue to advocate for micro transportation options, a beach shuttle, and the extension of the VTA light rail to Vasona Station.
How will you balance your personal interests with the broader role of the Commission? I believe my personal interests align well with the Commission. In a recent instance where I was concerned about a possible conflict of interest, regarding a vote on a proposal to address beach traffic, I abstained.
How do you stay in touch with the overall priorities of the community? I attend events such as "Spring into Green," a Community Health and Senior Services Committee meeting, and occasional Council meetings. I am a key volunteer, alongside VTA, the Rec Center's 55 Plus Program, Tom Picraux of the LG Thrives Foundation, and former CSTC Commissioner Bob Buxton, of a task force that organizes bimonthly bus rides to inform seniors about our 27 bus and offer them a free lunch at a Los Gatos restaurant, during which I interact with local seniors. I myself ride the 27 on weekdays and often chat with fellow riders.
Do you prefer an active role in advancing priorities or a formal advisory role? I believe I have taken an active role as well as acted as a formal advisory as a CSTC Commissioner and now Chair. The aforementioned task force, a spinoff of an ad hoc committee to liaise with seniors, as well as my recent entry onto VTA's Citizens Advisory Committee, have enabled me to be an active voice and advocate for Los Gatos transportation. Ultimately, I hope to change the perception that public transportation is only for people can't drive.

Diversity, Equity, and Inclusion Commission Information Why are you interested in serving on the Diversity, Equity, and Inclusion Commission? My interest in serving on the Diversity, Equity, and Inclusion Commission is deeply personal. I am invested in building inclusive, equitable communities where every individual feels respected, valued, and empowered. As a community organizer, a parent, and an active member of my faith and local community, I have seen both the incredible potential and the unique challenges our diverse population faces. My job has frequently brought me face-to-face with people from a wide range of backgrounds, and I have been moved by their stories, their struggles, and their resilience.
Working to create inclusive, accessible programming for youth, women, elders, and families has shown me that when we provide equitable opportunities, we empower individuals to thrive and contribute to a more vibrant community. Serving on this commission would allow me to bring these experiences to a broader platform, where I could contribute to policy and initiatives that not only celebrate our differences but actively address the systemic inequities that too often divide us.
Please list what experience, education, or volunteer positions that you have held that would demonstrate your ability to effectively serve on this Commission.
I have studied Psychology with a minor in Human Resources, which has given me a strong foundation in understanding human behavior, group dynamics, and the importance of inclusive practices. In my early career, I worked as a recruiter for a tech company, where I developed skills in diversity hiring, understanding the unique challenges and benefits of a diverse workforce, and fostering inclusive recruitment practices that aimed to attract talent from all backgrounds.
Since moving to the Bay Area 12 years ago, I have dedicated my time to volunteering with various charities and community organizations, leading projects and fundraising efforts that address community needs. My roles have included managing volunteers, organizing events, and representing community voices in planning meetings, always aiming to create inclusive, welcoming environments.
Currently, I work as a community organizer and builder, where my focus is on developing programs that bring together people from different backgrounds, facilitate cross-cultural understanding, and ensure that community needs are met. This role has strengthened my ability to listen actively, build trust, and advocate for underrepresented groups—all of which are essential for serving effectively on the Diversity, Equity, and Inclusion Commission. My experiences have given me a well-rounded perspective and deep commitment to promoting an inclusive, equitable community for all.
ITEM NO. 1.
3/6
What do you see as the role of this Commission?
I see the role of this Commission as both a voice and an advocate for our community’s diverse needs, working to foster an environment where everyone feels respected, valued, and heard. This Commission should serve as a bridge between the city council and its residents, identifying and addressing systemic inequities while promoting programs and policies that ensure equal access to opportunities and resources for all.
The Commission should actively engage with various community groups to understand their unique perspectives and challenges, advocating for policies that reflect these insights and striving to eliminate barriers that hinder inclusion. By raising awareness, facilitating open dialogues, and promoting community-based solutions, the Commission can help cultivate a culture that celebrates diversity, emphasizes fairness, and fosters belonging.
In addition to shaping policies, the Commission should also focus on educational initiatives and collaborative events that bring residents together to celebrate their differences and similarities. Ultimately, this Commission has the responsibility to model and advocate for a community that not only accommodates diversity but embraces it as a source of strength and enrichment for everyone.
How will you balance your personal interests with the broader role of the Commission? Balancing personal interests with the broader role of the Commission means prioritizing the needs and perspectives of the entire community over individual viewpoints. My approach is to listen actively to diverse voices, engage in meaningful dialogues, and consistently seek feedback from a wide range of residents, ensuring decisions reflect the community's collective needs rather than personal preferences.
While I bring unique insights from my experiences in community programming and advocacy, I view this role as an opportunity to serve as a bridge between the city council and the community, amplifying underrepresented voices. I will strive to make decisions that honor the commission’s core values—diversity, equity, and inclusion—grounded in fairness and guided by what benefits the broader community most. By focusing on inclusivity and evidence-based approaches, I can effectively contribute to fostering a city culture where everyone has an equal opportunity to succeed and feel valued.
ITEM NO. 1.
4/6
What skills or attributes do you bring to this Commission? I bring a combination of community-building skills, cultural awareness, and a commitment to equity that will help me contribute meaningfully to this Commission. My experience organizing diverse community programs has honed my ability to listen, empathize, and connect with individuals from various backgrounds, understanding their unique perspectives and needs.
I am highly collaborative, skilled in bringing people together to work toward shared goals, and I understand the importance of creating spaces where every voice can be heard. Additionally, my organizational abilities—developed through planning inclusive events, educational workshops, and advocacy initiatives—equip me to help the Commission design programs that effectively serve all residents.
Above all, I bring a deep commitment to fairness and inclusivity, constantly striving to ensure equitable treatment and opportunity for everyone. I am excited to use these skills to contribute to a more inclusive, understanding, and vibrant community for all our residents.
Describe your involvement in community activities or civic organizations.
In my current role as an Events and Programs Coordinator, I develop programs that bring meaningful benefits to our community. This includes organizing community service projects such as food and clothing drives, trash cleanups, and city beautification efforts, all of which foster a spirit of service and unity. I have also developed programs that offer support and education to our community, such as parent support groups, youth socials and lectures on mental health, just to name a few.
While I am proud of what I have achieved so far in my current role at my organisation, I believe there is much more I can offer. I am eager to take on additional responsibilities and expand my impact, and I see this role on the Commission as a valuable opportunity to serve our community on a larger scale. I look forward to contributing further to initiatives that promote inclusivity and positive change.
ITEM NO. 1.
5/6
What emerging needs do you see in our community that you would like the Commission to address? One emerging need in our community is the expansion of accessible programs that address the challenges of marginalized and underrepresented groups. Many residents face obstacles related to language barriers, access to resources, and feeling included in decision-making processes. I would like the Commission to address these issues by fostering programs that provide language support, accessible city resources, and inclusive communication strategies, so everyone feels informed and engaged.
Additionally, with our community’s growth in diversity, there is a need for increased cultural competency and anti-bias education initiatives. These can help bridge gaps in understanding, reduce prejudices, and promote a more cohesive, respectful community environment. Youth mentorship programs that focus on leadership and community engagement could also address the emerging need for empowering our younger generation, fostering a sense of belonging, and preparing them to be future advocates for equity and inclusion.
Addressing these needs can strengthen our community’s unity, making it a more inclusive place where all residents feel valued and empowered to participate fully in civic life.

Diversity, Equity, and Inclusion Commission Information Why are you interested in serving on the Diversity, Equity, and Inclusion Commission? As the current chair of the DEI Commission, I'd like to continue to lead the work of the commission, including the projects that we have initiated and future projects that will help strengthen the Town's reputation for being a community that embraces diversity, equity and inclusion. Given the current social and political environment, we expect the challenges of DEI to be even greater now. My interest in serving on the DEI Commission remains as stated in my original application filed on November 10, 2023.
Please list what experience, education, or volunteer positions that you have held that would demonstrate your ability to effectively serve on this Commission.
Please see the answer provided in my original application filed on November 10, 2023.
What do you see as the role of this Commission?
We serve in an advisory capacity to the Town Council and hope that the Town Council will find our input to be meaningful and valuable. Being a new commission, a good part of the year has been spent on learning and planning on how the Commission will work and be most effective. The issues that we discuss are quite different from those of other commissions. Part of the challenge is working within the confines of the Brown Act and existing Town policies, practices and resources. Staff has been invaluable and supportive in helping the Commission work through the challenges, but I do sense some level of frustration by fellow members of the Commission.
How will you balance your personal interests with the broader role of the Commission? Please see the answer provided in my original application filed on November 10, 2023.

ITEM NO. 1.

What emerging needs do you see in our community that you would like the Commission to address? People see, experience, perceive, judge and react to racism in different ways. I have learned that despite efforts to eliminate bigotry and discrimination, it persists and may even be growing. To address the Town's status as one of the most segregated communities in Northern California, we need to understand and help educate the community on how it got to that point, make sure it never happens again, and seek ways to make our community more diverse. That can only be done by changing the perception that the Town is not welcoming to all people. With the approval of the Town's Housing Element, I'm hopeful that the Town can make progress with affordable housing. The Town should be seeking out architects and builders with reputations and experience for designing attractive and innovative affordable housing

Why are you interested in serving on the Community Health and Senior Services Commission? Have you ever attended a Community Health and Senior Services Commission meeting? If yes, please provide a summary of your observation. If not, do you follow any other senior oriented programming in the area (e.g. LGS Rec 55+, Saratoga Area Senior Coordinating Council, Sourcewise, etc.)? Yes. I attended meetings of the Commission in 2023 and also in October 2024 and will attend in November 2024. I have also attended and participated in Task Force 7 meetings with George Rossman, Dick Konrad and Jeff Blum. I understand that the development of the Commission and its activities especially that of Task for 7 are in need of further development, strategy and the acquisition of resources to facilitate the goals of the Senior Roadmap.
ITEM NO. 1.

How do your personal interests align with the broader role of the Commission? As a relatively recent retiree and a long-time resident of Los Gatos, I am interested in devoting the time for public service in pursuing the Town’s and the Commission’s goals in fostering an active lifestyle for all of our citizens and seniors. I whole-heartedly support the goals of the Town and the Commission. Seniors in Los Gatos are a growng number and are a vital part of the community. As we all grow older, we are faced with myriad challenges such as health, mobility, mental acuity etc. A significant and unifying factor for the Town’s seniors is that we must remain involved socially and remain active.
The activities and programs being developed through the Town and the Commission benefit the senior community and enhance seniors' lifestyle and enrich the quality of the Town. As a retiree and senior citizen, I recognize this need and I wish to play an active role in the development of the Commission. I am already engaged with Rotary and in other activities and would like to serve on the Commission.
What do you see as the role of this Commission?
To explore, foster, promote, develop and facilitate the opportunities and activities available to senior citizens in the Town as to the programs, resources and facilities available for older adults to thrive and to enable seniors to live full and healthy lives within the community. And in furtherance, to further develop and enhance the necessary financial resources toward that end for the benefit of the community.
What, from your perspective, are emerging needs/trends in our older adult community that you would like the Commission to address?
Our society is changing with the transition from the older “baby-boomer” generation to newer (younger) generations. Many seniors face the challenge of finance, physical infirmities, isolation, mobility and mental health. The older adult community require resources to assist with these “challenges” and also need to remain active citizens and maintain an active lifestyle. They need access to necessary resources to live a healthy and fulfilling lifestyle during their senior years. Seniors may easily become isolated and uninvolved in every-day activity. They need to be ensured of their value as active members of our Town and made aware of the resources available through the state, county and the Town.
What has been your experience or involvement with grant programs? I understand Grant programs need to be pursued aggressively to assist with funding. I am presently assisting Task force 7 (Governance) and am working with Jeff Blum, George Rossman, and Dick Konrad in order to maximize efforts to obtain third party funding and assistance to achieve the purposes of the Senior Services Road Map. I have been assigned to meet with a City official from Mountain View, presumably in

Community Health and Senior Services Commission Information Please list what experience, education, or volunteer positions that you have held.
Education: BA(Honors) Psychology; PhD Mechanical Industrial Engineering Experience: 27 years employment with the Federal Government (NASA) Volunteer: Community Youth Sports Team Manager, Daves Avenue Elementary School In-Class volunteer
Why are you interested in serving on the Community Health and Senior Services Commission? As a long-time resident of Los Gatos I have a personal interest in enhancing the health and well-being of all citizens of Los Gatos. Senior citizens often don't get the resources they need to ensure they can thrive as they face new challenges associated with health care, finical stresses, transportation, and more. In this post COVID area, we face increased social isolation which puts seniors at risk of slipping through the cracks.
Through my background in psychology and 17 years in human-centered research, I have gained experience in understanding the needs of specific populations, and developing solutions to meet those needs. I believe I can apply these skills to support them mission of the CHSSC.
I regularly follow LGS Rec 55+ offerings and have reviewed the Annual Report to Town Council, as well as Sourcewise, and Saratoga Area Senior Coordinating council How do your personal interests align with the broader role of the Commission? I have a personal interest in advocating for resources that improve the quality of life for seniors, such as better healthcare, social services, affordable housing, and opportunities for social engagement.
What do you see as the role of this Commission?
The commission serves to understand the needs of Los Gatos and provide advice to Town Council regarding the best ways to enable our Senior residents to thrive.

What, from your perspective, are emerging needs/trends in our older adult community that you would like the Commission to address?
As residents of Los Gatos age, we face new challenges related to health, finances, nutrition, transportation, and housing. In the Post-COVID era, a large portion of the population faces social isolation and loneliness. Providing opportunities for community engagement is important to ensure that older residents are receiving the support they need and deserve to thrive.
What has been your experience or involvement with grant programs? With over 27 years in federal government work, I have experience both in writing grant proposals for project funding and in reviewing and evaluating proposals for funding.

Community Health and Senior Services Commission Information Please list what experience, education, or volunteer positions that you have held.
Since retiring from my 42+ year career in public education, I have been very actively involved in our local League of Women Voters of Southwest Santa Clara Valley. I have served as president 5 terms and am currently the Director of Voter Services focused on voter registration, candidate forums and development of pros and cons on ballot measures. As part of my League work, I also chaired the 3 year LWVC State Study of Public Higher Education and participated in two local studies. I am also a member of the Initiative and PR sub committee of the Los Gatos Thrives Foundation.
Why are you interested in serving on the Community Health and Senior Services Commission? I have enjoyed serving on the Community Health and Senior Services Commission these past 3 years. I agree/support the mission of the Commission and feel that it does work that is important, worthwhile, informative, and acknowledged by the Town Council.
I like and support the Commission's areas of focus: Senior Services and Community Health.
As a member of and current chair of the Community Health and Senior Services Commission, I have attended all meeting the past 3 years. My observation is that the LG Town Council has demonstrated its belief in the work of the Commission by assigning it specific duties ( i.e. provide oversight on the implementation of the Senior Services Roadmap goals) and then allowing significant time at a Board meeting to review our Annual Report and acknowledge our recommendations. I have also observed that all CHSSC members are very focused on the implementation of the Senior Services Roadmap goals as well as providing our growing senior population with information and access to the many services available in our local and surrounding community. I was very involved, along with LGS Rec.55+ staff, in the development of the HUB - which is an online access tool for seniors. One of the Goal Area Task Forces has just recently reviewed all aspects of the HUB and will provide that info to LGSRec 55+ program staff for updates. Lastly, when able, I also attend the West Valley Service Providers' Meetings.
ITEM NO. 1.

How do your personal interests align with the broader role of the Commission? My personal interests closely align with the broader role of the Commission in that I am a representative of and a voice for the "senior age group" the Commission and the Senior Services Roadmap is focused on. As I myself have aged, I find my interests in learning about senior services and their availability in our community have increased.
Serving on the Commission has allowed me to gain much information and promote access to that information and services to the broader community and to my personal community of friends and acquaintances.
What do you see as the role of this Commission?
The role of the Commission is an advisory one - to provide information, oversight and possible recommendations to the LG Town Council regarding Seniors Services and Community Health.
What, from your perspective, are emerging needs/trends in our older adult community that you would like the Commission to address?
The survey conducted a few years ago confirmed that Los Gatos' older adult population will continue to increase dramatically. It is estimated to reach 30% of our population by 2030 - a mere five years away from 2025. This significant demographic group has and will have on-going economic and social implications for the Town. Spending habits and property tax revenue will impact the Town's economic base. The need for in-home care and/or leveled senior housing, social activities, and outreach will increase. Personally, I would like the CHSSC to put even more focus on addressing senior loneliness and social isolation, along with housing and transportation opportunities, and caregivers' support programs. One commissioner and another volunteer are currently involved in reviewing, editing, and updating the LG Housing report, completed by Town staff, that is available on the town's website.
What has been your experience or involvement with grant programs? During my public school tenure as an administrator (elementary school principal, associate superintendent for curriculum and instructions, and superintendent) I was involved with many successful grant writing experiences. While often extremely time intensive to successfully complete, grants require critical reading to address requirements, clear identification of goals and expected outcomes, and identification of specific assessment tools to evaluate successful use of the funds. The most successful grant writing experience I was involved in secured a three year, $300K grant to fund literacy coaches at 3 elementary schools.

I have over 30 years of experience in the Commercial Real Estate industry, have studied real estate at UC Berkeley and hold a brokers license in the state of California.
Why are you interested in serving on the General Plan Committee and how does this shape your vision for Los Gatos?
Having spent the last 4 years on the GPAC, HEAB and GPC, I would like to complete the work that we have started for the Town of Los Gatos to finish the Community Design and the Land Use Elements.
How will you balance your personal interests with the broader role of the Committee, which requires impartiality with the rules and regulations of the Town? My personal interests have not been in conflict for the past 4 years and I will continue to abide by guidelines to prevent any future conflicts that may arise from continuing in this role.
Review one of the elements of the General Plan. Provide a response detailing your understanding of the element and your comments on it.
As a committee member who has worked on every aspect of the current General Plan, I am committed to completing the recall mandated rewrites of the Community Design and Land Use sections of the General Plan to get it across the finish line for future use by the Town of Los Gatos going forward.
List which General Plan Element you are most interested in and why.
As previously stated, most important sections to complete involve Community Design and Land Use which were recalled by residents.
How would you describe your philosophy on planning?
My philosophy is to communicate the purpose of the General Plan which seeks to properly plan for future growth of the Town by focusing on those areas of Town which can accommodate additional housing with minimal impact to resident safety and traffic flows.

As a existing committee member, I have been in touch with Mr Paulson and know enough about the committee to participate.

I have learned a lot about Town processes and protocols over the past 4 years which will serve me well going forward.
What community needs would you like to specifically represent? Response

Subject: Letter for reasons I am not able to attend an in-person meeting on 12/16/2024 for Commission reappointment.
Thank you for opportunity to be interviewed for the position on the Arts & Culture Commission. I am an incumbent, my name is Thomas C. Spilsbury, and I have been a very active Commissioner and a member of the Arts Commission for over 12 years. Unfortunately, due to the late notice of this very important interview, and the unique holiday schedule this year I am unable to attend the interview. I will be out of town and unable due to time change issues participate in the teleconference interview process as well. I am required to be in Nampa, Idaho in business meetings I cannot postpone or reschedule.
I take my involvement with the Arts Commission very seriously and have volunteered hundreds of hours for the work and involvement that the Arts Commission has been associated with over the past many years. I am very proud of the accomplishments that we have been apart of to promote Public Art in our Community and the public art projects that I have worked tirelessly to make come to fruition. Some of the projects I have been involved with are as follows:
1) The Children’s Art Bridge: I was instrumental in securing an application process of the Children Art that would be compatible with the bridge materials , work with the Los Gatos Rec. Department to hire an art teacher and set the curriculum for the program , and then work with the Town’s Public Works Department to get them installed and maintained . This project is now and ongoing program that almost pays 100% for itself and has been wildly successful. ( this project took almost 3 years to get up and operating)
2) Outside The Box Program: I worked hand in hand with Marina Chislett, Parks & Public Works on all phases of this very successful project that converted old unattractive utility boxes into small “Works Of Art” in all the different neighborhoods of Los Gatos .
This project is still on going and was started in 2015 or so . 3) The Public Art Assessment Fund: This program took almost nine years to conceptualize, get approved legally and politically and involved the public for their support and approval. This program was the most important project I was totally involved with in that it creates funds for Public Art for now and in the future. This fund provides for Public Art that is funded without the burden on the Town of Los Gatos budget .
4) The Gateway “Cat” Project: This project originated in 2014. I worked with Public Works and researched 14 different locations as to their viability for “Gateway “ status. These locations were then further defined down to 5 locations. We then went out to secure artists , which Ryan Baker was instrumental and got 17 artists which thru the public being involved got it to 3 artists then to 1. This project has been extremely successful as we have installed 3 of the sculptures and as of now, we have defined the last 2 locations for the last two “Cats” which will be installed early 2025 and 2026. 5) Member of the committee for The Town Of Los Gatos Art Grant Program.

I I believe that I have
been a creative force on this Commission and I have used my knowledge and background to work to achieve more awareness of Public Art. I have been able to as use my skills to promote the implementation of these concepts. I have lived all my adult life in Los Gatos having moved here in the beginning of 1962 (63years). I am very proud of what we have been able to accomplish and believe that the Town is also proud of the work we have done. I also have the time to commit to the schedule and time required of the Commission. I would very much enjoy moving forward with the Commission as we are looking at the “Beautification of The Bas Relief Concrete Panels “under the Town’s Roberts Road Bridge on the Los Gatos Creek Trail. These panels were created by the engineering department under Kevin Rohani. Hopefully, this would be the first Public Art Project totally funded by the Public Art Assessment Fund. I am excited and enthusiastic about continuing my very active role on these long-term art concepts and projects, and think I am a valuable player in making Public Art more of a focal point in our Community. Please use my talents and expertise and longevity on the commission and reinstate me as a Commissioner. Thank you for your time and consideration. If there are any questions, please reach out to me . Respectfully , Thomas C. Spilsbury
