TOWN OF LOS GATOS
COUNCIL AGENDA REPORT
MEETING DATE: 11/24/2025
ITEM NO: 1
DATE: November 24, 2025
TO: Mayor and Town Council
FROM: Chris Constantin, Town Manager
SUBJECT: Interview Applicants and Make Appointments to Town Boards and Commissions
RECOMMENDATION:
Interview applicants for Town Boards and Commissions and make appointments to fill current vacancies and seats expiring December 31, 2025.
BACKGROUND:
The Town’s Boards, Committees, and Commissions (hereafter “Commissions”) advise Los Gatos elected officials on policy and community interest matters. The Town of Los Gatos conducted an open recruitment for all Boards, Commissions, and Committees with existing vacancies. Only Commissions with qualified applicants are included in the recommended action. Commission members are appointed by a majority vote of the Town Council, with the exception of the Finance Commission.
The recruitment opened on October 13, 2025, and closed on November 17, 2025. Current Commissioners were notified of their term expiration and asked to submit an application if they wished to be reappointed. Individuals interested in serving on a Town Board, Committee, or Commission were asked to complete the appropriate application and submit it through the Boards, Commissions, and Committees application portal during the designated recruitment period.
Notices for the recruitment were published in the local newspaper, shared on the Town’s social media platforms, and included in the Town's newsletter. A notice was also advertised on KCAT Channel 15 and displayed on the Town's official website. Email and text notifications were sent on October 14, 2025, to approximately 60 subscribers who had requested updates on Boards, Commissions, and Committee recruitments.

DISCUSSION:
On November 24, 2025, the Town Council will interview applicants for the vacant and expiring Commission positions. Applicants are appointed by a majority vote. Upon completion of the appointment process, the Town Clerk will announce the votes.
All applicants will receive a notification regarding their appointment status. The Town Clerk will advertise any unfilled positions and will welcome any additional direction from the Town Council. Arts and Culture Commission Information
Please list what experience, education, or volunteer positions that you have held.
I am a proven marketing executive who has played a pivotal role in growing all of my organizations. My expertise in product and brand marketing has allowed me to craft impactful stories that resonate across copy, campaigns, and go-to-market strategies. A people-first leader, I focus on relationship-building across entire organizations. I attribute my success to my ability to build and nurture teams, quickly master technologies and their competitive advantages, and make meaningful impacts swiftly. My prior career in finance influences my approach to always optimizing marketing metrics and staying on budget.
I have worked at companies as large as Intel (2003 to 2015), helped a company go public (Freshworks in 2021), and transformed a company from a single-product entity to a multi-product enterprise (Contentful 2022–2024). Most importantly, I worked for the Intel Corporation’s Intel Foundation for two years, collaborating with non-profit partners and agencies, and shining the spotlight on huge community improvements around the world.
I graduated from the University of California, Berkeley, in 2003 with a B.S. in Business Administration, with a focus on finance. I graduated from the University of California, Berkeley, in 2011 with an MBA and a certificate in International Management.
I have volunteered as a room mother at Noddin Elementary from 2017 through 2025 as well as an Art Vista parent from 2017 to 2025.
Why are you interested in serving on the Arts and Culture Commission? Since stepping back from being a marketing executive last year, I have been reflecting on how I can give back more to my community. I want to leverage the skills I acquired in corporate life, such as managing complex budgets, prioritizing competing projects, and ensuring the delivery of promised outcomes, for the benefit of Los Gatos.
As someone who has been a patron of the arts my entire life, I feel that this is one of the commissions where I can truly make a difference. From the arts perspective, I have been a performer in both dance and piano. I am currently an active member of the Groov3 dance community as well as the Starz Dance Indian Dance community. In my professional capacity, I have often bridged cultures, whether bringing foreign companies to the US like Freshworks (India) or Contentful (Germany), learning how to incorporate various cultures while managing large international teams, or having lived and worked abroad in places like Taiwan, South Africa, Spain, and the U.K. I understand the benefits of bridging cultures and the enrichment provided through various art forms. I hope to help the Town of Los Gatos expand its cultural reach!
ITEM NO. 1.
3/5
Have you ever attended an Arts and Culture Commission meeting? If yes, please provide a summary of your observation. If not, why not?
I have not yet had the opportunity to attend a meeting. My interest in Los Gatos Commissions is recent, and I am currently learning about them. I am committed to attending future meetings to further my understanding of the Commission's current priorities and operational dynamics.
What do you see as the role of this Commission?
I see the Commission doing a great job focusing on the arts portion of the Arts and Culture Commission. However, I feel that in addition to the arts, the broader culture and reflecting the various cultures that reside in Los Gatos is also important. I see the role of this Commission expanding its reach to include art, drama, music, events, and culture to enrich Los Gatos residents.
In addition to receiving input, evaluating options, and making recommendations as it pertains to these areas, I think it is important to incorporate arts and culture elements into existing Los Gatos events and traditions (such as Music in the Park and the various parades). The Commission should serve as the strategic advisory body guiding the aesthetic and cultural growth of the town.
How will you balance your personal interests with the broader role of the Commission? I will bring the executive functioning skills I have acquired through almost three decades of working to ensure objectivity. I will balance personal interests with the broader role of the Commission by:
1. Looking at the broader picture of the community's biggest needs, not just individual preferences.
2. Listening to all voices and ensuring that pros and cons are weighed properly and transparently.
3. Prioritizing action items based on a rigorous evaluation aligned with the Town's established policies (like the Public Art Selection Policy).
Finally, I always look at what is achievable within the timeline and budget provided, prioritizing impactful deliverables over big, lofty ideas that can never be executed. I am not one to let personal wishes interfere with getting work done, and I can maintain an unbiased, data-driven view. I feel this executive discipline is an area where I can significantly contribute to this Commission.
ITEM NO. 1.
4/5
What is your current involvement in the arts?
I am a trained dancer and musician. I have been dancing since the age of three and I am currently an active member of the Groov3 dance community as well as the Starz Dance Indian Dance community. Most recently, I performed at the Golden State Warriors Halftime show with Groov3.
I have also used art as a tool for healing and building confidence in youth. When I volunteered with Washington Elementary in Berkeley, I worked with their third graders to design and create their school mural, fostering positivity. I was also a volunteer docent at the Maker Faire in San Mateo, showing participants how to utilize technology to create LED art.
What is your experience with public art programs?
I have been involved with our local schools, starting with Union Elementary and now at Union Middle School, in the Art Vista program. These are parent-led art experiences that enrich learners from K–8th grade. This experience has given me insight into the logistical planning, community engagement, and curriculum design necessary to bring arts programming to a public setting.
What has been your experience or involvement with non-profit agencies? I was Head of Marketing for the Intel Foundation for close to two years. As part of my mandate, I was also in charge of Intel Teach, which trained over 10 million teachers worldwide, providing curriculum and technology to hard-to-reach areas through the Foundation. This role required working directly with international and domestic non-profit partners and agencies on a global scale, providing me with significant experience in non-profit governance, funding allocation, and strategic execution.
What has been your experience or involvement with grant programs? My experience with grant programs comes directly from my time as Head of Marketing for the Intel Foundation for close to two years. As part of my mandate, I partnered closely with the Society for Science and the Public to secure and manage grants for both the Intel Science and Engineering Fair as well as the Intel Science Talent Search competition. I had a budget of $8 million to activate across these two events, which involved detailed planning, financial oversight, and compliance reporting related to the grant funding.
Please note that I will be traveling to Italy the week of November 24th. I know the interviews are that day and I can make myself available. This trip has been planned since July 2025, and at the same time, I would love for this opportunity to give back to

Why are you interested in serving on the Community Health and Senior Services Commission? I am deeply interested in the welfare of seniors. I was my father's caregiver for 9 years until he passed away. He lived with my family. I understand the challenges that seniors and their caregivers face. I have been polling Indian American seniors in this town about their needs. I think that is super imperative to address issues of all seniors.
I am also interested in promoting good health through educating people about the impact of diet and exercise on health. I am a member of the Plant Based Advocates of Los Gatos as well as a member at Breathe Together and Lane Pilates.
ITEM NO. 1.
3/4
Have you ever attended a Community Health and Senior Services Commission meeting? If yes, please provide a summary of your observation. If not, do you follow any other senior oriented programming in the area (e.g. LGS Rec 55+, Saratoga Area Senior Coordinating Council, Sourcewise, etc.)? No. I did follow the LGS Rec 55+ program until recently.
How do your personal interests align with the broader role of the Commission? I hope to use my professional background in education and my personal background with caregiving to help the Commission.
What do you see as the role of this Commission?
To promote good health and to create better living conditions for seniors.
What, from your perspective, are emerging needs/trends in our older adult community that you would like the Commission to address?
Loneliness is an epidemic. Seniors in particular tend to be victims of loneliness.
Seniors also have trouble with technology. I am the go to person for my previous neighbor who lives in Almaden Valley for any and all tech issues. I do wonder how many seniors manage. My father could not deal with basic technology in the last few years of his life due to dementia.
What has been your experience or involvement with grant programs? Not much

Why are you interested in serving on the Complete Streets and Transportation Commission? Having lived on both the southeast and northwest corners of Los Gatos and spent a lot of time driving and biking all around town, I have a solid understanding of the evolving needs of our streets and transportation systems. One growing community concern is the rapid rise of e-bike use making streets extremely dangerous (you may have read about a deadly accident in Burlingame a few weeks ago involving a teen killing a toddler and injuring the other child - a scenario very likely on LG streets nowadays). Another (ongoing) Los Gatos resident concern is the summer traffic around town. I believe these are topics we can resolve effectively as a group. I am interested in collaborating with fellow Commissioners to evaluate and implement the most compelling cost-effective solutions that will make a positive impact on our streets and transportation grid.
What do you see as the role of this Commission?
Listening to the needs of our community and evaluating the most relevant, cost-effective and impactful solutions that can address those needs. Los Gatos has an increasingly diverse population (population has changed materially in the last decade as you know.
As a multi--cultural and multinational female Los Gatos resident, I will bring a fresh perspective to the Commission.
How will you balance your personal interests with the broader role of the Commission? I am not looking to join this Commission because of a personal agenda: I have a full time job and many hobbies, and do not really need to be on a Commission to improve myself or my career (I already have a balanced life). That said, I care deeply about the beauty, safety, stability and sustainability of Los Gatos, which I really enjoy living in. I am applying to become a Commissioner to better understand our community's needs and represent every voice more effectively.
How do you stay in touch with the overall priorities of the community? 1) Reading local publications, including Mayor and other government official newsletters, 2) Attending local events and talking to residents, retailers, business owner, 3) Serving as a local Rotarian, 4) Using various local services (including streets and transportation) actively, 5) Joining local chamber events to learn more, 6) Riding bikes and driving on streets to see traffic flow and street conditions firsthand, 7) Reading NextDoor neighbor posts and talking to neighbors regularly, 8) Walking my dog all around town and observing changes in person.
ITEM NO. 1.
4/4
Do you prefer an active role in advancing priorities or a formal advisory role? I have done both successfully over the years and have no issues with adapting to the needs and requirements of the group I am part of. My understanding of the Commission is that it is more of an advisory role, which (per my bio above as well) is something I feel very comfortable with.

Complete Streets and Transportation Commission Information Please list what experience, education, or volunteer positions that you have held.
I have more than two years of experience in commercial real estate appraisal, focused especially on multi-family housing. I have also appraised retail centers, industrial factories and warehouses, mixed-use developments, and vacant land. As part of the appraisal process, I often need to navigate local zoning ordinances for the towns and cities where I appraise properties, and have an intimate understanding of how city planning can impact property values. I have also served as a volunteer with a local organization that provides emergency help to families who are under threat of eviction due to financial emergency.
Why are you interested in serving on the Complete Streets and Transportation Commission? I believe that my professional background provides me with an expertise that would be well-utilized by the Town. I moved to Los Gatos proper within the past year, but I have lived within California for my entire life and within the Bay Area for several years. During those years, I made many dear connections here that eventually led me to move in permanently, including through rental assistance volunteer work. I would like to deepen my connection to the community, and I believe serving on the Complete Streets and Transportation Commission would be a good way to do so. I believe that the work of the Complete Streets and Transportation Commission is very important to address some of the most common concerns of Los Gatos residents, especially traffic congestion and traffic safety. I have personally been to a few Commission meetings in person and would like to be more involved with what I have seen there.
What do you see as the role of this Commission?
I see the Complete Streets and Transportation Commission as an advisory board for the Town Council with regards to its public transportation infrastructure. I think it has a powerful role to play in forwarding the concerns of Town residents to the Town Council, to evaluate and provide input on ongoing projects, as well as in coming up with actionable strategies the Town can implement to address these concerns.
ITEM NO. 1.
3/4
How will you balance your personal interests with the broader role of the Commission? I am partial to some of the ideas expressed in the Beach Traffic Ad Hoc Committee Report and the VTA Bus Pass Ad Hoc Committee Report discussed earlier this year by the CSTC. However, ultimately, the concerns that are brought forward to the Commission will be my top priority. For example, practical concerns like how parents can best get their kids to school or e-bike safety are not issues that impact me personally, but those would be my priorities if our residents have identified these as important issues.
How do you stay in touch with the overall priorities of the community? I regularly participate in community events at local faith organizations, in addition to my work serving families in need of emergency financial assistance. These keep me in touch with the community, and especially those who would benefit most from the work that the Complete Streets and Transportation Commission does. I also participate in the Informed Community Book Club at the Los Gatos Library. Lastly, I have attended multiple CSTC meetings in the past.
Do you prefer an active role in advancing priorities or a formal advisory role? I understand my role in the Commission to be a formal advisory role as specified in the Commissioner's Handbook. However, I do not believe that these are not mutually incompatible. I believe I should be as active as I need to be to best fill this advisory role.

Complete Streets and Transportation Commission Information Please list what experience, education, or volunteer positions that you have held.
I have a bachelors degree in Civil Engineering with a specialization in transportation from UC Irvine. I am a licensed professional civil engineer in the state of California. In my current job I often support agencies with board materials and staff recommendations on transportation projects.
Why are you interested in serving on the Complete Streets and Transportation Commission? I'm particularly passionate about all things transportation from from emerging transportation technologies, traffic design, planning, and equity. I moved to Los Gatos less than a year ago and I have been paying attention to some of the discourse around traffic impacts from housing development, summer traffic patterns, etc. and I'm interested in helping where I can. Los Gatos is such a special town, I want an opportunity to meet more people and be get more involved.
What do you see as the role of this Commission?
I think the role of the commission is to advise on creating a safe, balanced, and connection transportation system for all modes. This includes carefully reviewing project materials, asking tough questions to ensure important details aren't overlooked, and exploring smart, forward-thinking solutions that align with the community's priorities.
How will you balance your personal interests with the broader role of the Commission? As a transportation consultant, it's at the core of my job to listen to various stakeholder perspectives and develop solutions that are grounded in data, engineering principles, and long-term planning goals. I would bring that same approach to the Commission.
Personal interests and experience can certainly inform perspective, but decisions should serve the broader community. My priority would be ensuring recommendations are fair and evidence-based.
How do you stay in touch with the overall priorities of the community? Paying attention to public meetings, newsletters, reading comments on social media (Nextdoor, instagram, etc), and talking to people.
ITEM NO. 1.
3/3
Do you prefer an active role in advancing priorities or a formal advisory role? I'd be happy to do both. I think have the technical experience to be an advisor, but always enjoy an active role in developing materials, research, and moving things forward.

Why are you interested in serving on the Complete Streets and Transportation Commission? Nearing the end of my first term on the Complete Streets and Transportation Commission, it has been a real privilege and honor to serve on the commission. More critically, the town continues to face challenges that will demand responsive and proactive leadership in the Commission, prepared to fulfill its advisory role to the highest standard, especially in the context of the Town’s current budget deficit and traffic congestion. I believe in spending my time and efforts in where I can do the most good.
With the experience I have gained in my first term, I would like to continue my work in the second term. For example, there is ongoing work that would be interrupted if my term was not renewed— I am currently serving as a part of a task force in collaboration with members of the Community Health and Senior Services Commission to research ways to improve mobility for seniors.
ITEM NO. 1.
3/4
What do you see as the role of this Commission?
Its overall role is best communicated in Resolution 2019-04, which specifies the reasons for establishing the Complete Streets and Transportation Commission. There is a need for a commission to address multi-modal transportation issues, safety issues for users of the transportation network, actions related to multi-modal transportation, and traffic congestion and traffic calming.
Its formal role plays an advisory role to the Los Gatos Town Council, reviewing and providing input on ongoing transportation projects in the Town of Los Gatos, fostering its regional relationship with the VTA through the VTA BPAC, and providing recommendations to the Council on policies and priorities.
How will you balance your personal interests with the broader role of the Commission? My time on the Complete Streets and Transportation Commission serves as an example of how I balance my personal interests with the broader role of the Commission—I ensure that my responsibilities are distinct and never intermingle.
I participate in many activities outside of the Commission, including the administration of the Los Gatos Anti-Racism Coalition as its president among other existing obligations and responsibilities. However, when the Complete Streets and Transportation Commission convenes, my focus is squarely focused on how I can best serve to address transportation matters in the Town of Los Gatos in my capacity as a commissioner.
How do you stay in touch with the overall priorities of the community? During the last year, I have read and listened to all public comments given directly to the commission. When feasible, I ask follow-up questions. If they stay until the end of the meeting, I attempt to ask for additional clarification on their concerns.
I intently listen to all council meetings and public comments, which often include comments on traffic and infrastructure issues. When I am physically present at those meetings, I initiate conversation with the commenters during the recess.
I have also been involved in cross-commission collaboration, first with the Ride and Taste LG program and as a current liaison to the Community Health and Senior Services Commission, which has a keen interest in improving mobility for seniors.
ITEM NO. 1.
4/4
Do you prefer an active role in advancing priorities or a formal advisory role? After almost a full term on the Complete Streets and Transportation Commission, I believe that the Commission is at its best when fulfilling its formal advisory role in an active and enterprising manner. I have spearheaded the efforts of two ad hoc committees: the Beach Traffic Ad Hoc Committee and the VTA Bus Pass Ad Hoc Committee. These two committees produced reports that have garnered praise and attention from community members, including commendations from the Community Health and Senior Services Commission.
If Council sees it fit for me to be re-appointed to this commission, I will continue to fulfill this advisory role to the best of my ability.

Diversity, Equity, and Inclusion Commission Information Why are you interested in serving on the Diversity, Equity, and Inclusion Commission? I am deeply committed to fostering a community where every resident feels seen, valued, and empowered to participate fully in civic life. Serving on the Diversity, Equity, and Inclusion Commission has allowed me to contribute to meaningful conversations and initiatives that strengthen our town’s sense of belonging. My goal is to keep building pathways for all community members, especially youth and marginalized groups, to contribute to shaping a more connected, compassionate, and equitable Los Gatos.
Please list what experience, education, or volunteer positions that you have held that would demonstrate your ability to effectively serve on this Commission.
I have served on the Los Gatos Diversity, Equity and Inclusion Commission for the past year, where I’ve contributed to community outreach through listening campaigns, event planning, and collaborative efforts to promote belonging and cultural understanding across our town.
As the Programs and Events Coordinator at the West Valley Muslim Association (WVMA), I lead initiatives that bring together diverse communities through education, service, and dialogue. I design youth and family programs that encourage civic engagement, empathy, and leadership while creating inclusive spaces that reflect the rich diversity of our community. I have also volunteered extensively across local nonprofits and schools, supporting refugee resettlement, interfaith collaboration, and educational enrichment programs.
These roles have strengthened my ability to listen deeply, build coalitions, and advocate for equitable participation in civic and community life. I bring both professional experience and lived commitment to ensuring Los Gatos continues to grow as a place where every resident feels welcomed and represented
ITEM NO. 1.
3/7
What do you see as the role of this Commission?
The Diversity, Equity, and Inclusion Commission plays a vital role in shaping Los Gatos into a community that truly reflects the values of belonging, fairness and representation.
Its purpose is not only to advise the Town Council on policies and practices that advance equity, but also to serve as a bridge between residents and leadership, ensuring that diverse perspectives are heard, respected, and incorporated into decisionmaking. I see the Commission as both a listening body and a catalyst for action; it gathers community voices, identifies barriers to inclusion, and recommends initiatives that promote understanding, accessibility, and participation for all. Beyond that, its role extends to fostering education, dialogue, and collaboration across different groups and organizations within the town.
Ultimately, the Commission helps ensure that Los Gatos continues to grow as a welcoming and inclusive place where differences are not just acknowledged, but celebrated, and where every individual feels empowered to contribute to the town’s shared future.
How will you balance your personal interests with the broader role of the Commission? I recognize that serving on the DEI Commission is a responsibility to the entire community, not just to the groups or causes I personally identify with. While my lived experiences and community work inform my understanding of inclusion and equity, I approach Commission discussions with an open mind, humility, and a commitment to consensus-building.
Balancing personal interests means listening deeply to differing perspectives, grounding decisions in data and shared values, and prioritizing what benefits the broader Los Gatos community. I see my role as helping create spaces where multiple voices, especially those often unheard, can shape solutions together.
In practice, this means setting aside personal bias to uphold fairness, being transparent about my perspectives, and working collaboratively to ensure that our recommendations reflect collective input rather than individual agendas. My goal is to help the Commission function as a thoughtful, balanced, and trusted voice for the town.
ITEM NO. 1.
4/7
What skills or attributes do you bring to this Commission? I bring a blend of empathy, strategic thinking, and community leadership to the Commission. Having served on the DEI Commission for the past year, I’ve had the opportunity to listen, learn, and contribute to initiatives that strengthen belonging and civic engagement in our town. This experience has deepened my understanding of how collaboration, empathy, and thoughtful dialogue can shape meaningful progress on equity and inclusion. I’ve learned the importance of listening to understand before acting, collaborating across differing perspectives, and translating shared values into actionable recommendations for the Town Council. As a community organizer and Programs and Events Coordinator at the West Valley Muslim Association, I design inclusive programs that bridge generational, cultural, and faith-based differences, and I’ve built partnerships with local organizations, schools, and civic leaders to promote dialogue and belonging.
I am a connector by nature and a creative problem-solver. I value relationship-building, cultural awareness, and consensus-driven decision-making. These attributes, coupled with my hands-on experience in civic and community engagement, enable me to contribute thoughtfully and collaboratively to the Commission’s mission of fostering a more equitable and inclusive Los Gatos.
ITEM NO. 1.
5/7
Describe your involvement in community activities or civic organizations.
My community involvement includes youth development, civic engagement, interfaith partnership, and grassroots organizing. Over the past several years, I have played an active role in creating programs that strengthen community connection and expand access to meaningful opportunities for families in the South Bay.
I lead year-round volunteer initiatives, such as food and clothing drives to community service days. These bring together residents of all ages to support vulnerable populations. I have also organized educational forums, cultural celebrations, and dialogue circles that encourage learning across differences and build understanding among neighbors.
In addition to my work with WVMA, I collaborate with local educators, mental health professionals, and nonprofit partners to design workshops on parenting, leadership, and youth well-being. I regularly convene listening sessions with parents and community members to surface concerns, identify gaps, and create solutions that serve a wider range of needs.
I also contribute to civic life through partnerships with organizations such as, local libraries, and nearby community centers to help coordinate voter education events, author visits, and public programs that elevate diverse voices. Through these efforts, I’ve had the opportunity to connect residents to resources, encourage civic participation, and create spaces where individuals feel seen and included. Additionally, my service on the DEI Commission has allowed me to bring these community relationships and insights into municipal work, helping to ensure that our town’s initiatives reflect the lived experiences of residents and foster a deeper sense of belonging for all.
ITEM NO. 1.
6/7
What emerging needs do you see in our community that you would like the Commission to address? Several emerging needs in our community reflect both local experiences and broader regional trends. One area of growing importance is strengthening pathways for meaningful engagement, especially for youth, newcomers, and residents who may feel disconnected from civic processes. Many families and individuals want to contribute but do not yet see clear or accessible avenues to participate. Creating more inclusive outreach, communication strategies, and low-barrier opportunities for involvement would help broaden who feels represented in Los Gatos.
Another need is supporting cross-cultural understanding as our community continues to diversify. With more families from a variety of backgrounds moving into town, there is an opportunity to build shared spaces, through storytelling, dialogue, and community programming, where people can learn from each other and cultivate stronger connections.
Lastly, there is a growing need to ensure equitable access to town services, resources, and communication, especially for residents who may face linguistic, cultural, or logistical barriers. By identifying gaps and strengthening accessibility, the Commission can help ensure that all residents feel informed, supported, and included.

Diversity, Equity, and Inclusion Commission Information Why are you interested in serving on the Diversity, Equity, and Inclusion Commission? There is strength in diversity. Participation from a diverse group of individuals yields more ideas for solving problems and mitigates unseen risks that can come with groupthink. In my experience, it also adds richness to life.
I grew up in San Bruno and attended public schools where I had classmates and friends from the Phillipines, Nicaragua, Mexico, Tonga, and Samoa who introduced us to their food and cultural traditions. Throughout my school years, my family hosted exchange students and visiting priests and scholars from Japan, India, Australia, and South Africa.
I was an exchange student in Spain, and I lived with a Japanese couple in Manhattan while attending art school there. I raised my two children in San Mateo, where they attended a cooperative preschool. Their playmates’ parents were from Israel, Brazil, France, and China. They then attended a K-5 Spanish-English dual immersion school.
As a young person, I valued these experiences, but I took them for granted. I assumed that all Americans embraced diversity and had similar experiences.
Over time, I grew aware of the challenges that people who differ from the “norm” face. I came to see the many ways that acts of racism, sexism, heterosexism, and ableism are not just outliers committed by a few individuals and institutions. In many ways, they are woven into the fabric of our laws and social norms.
Until 2016, I assumed that our government was on a path to broadening civil rights for more groups of people. Instead, we are seeing not just a growing backlash against greater inclusion, but active efforts to unwind the progress that has been achieved.
I am interested in collaborating with fellow commissioners and city leaders to find new ways to break through hardening anti-DEI attitudes and new approaches to increasing civic engagement and participation.

Please list what experience, education, or volunteer positions that you have held that would demonstrate your ability to effectively serve on this Commission.
As the only female child in my immediate and extended family for the first decade of my life, I acquired an awareness of issues around equity and inclusion/non-inclusion from an early age. I was often left out of things I wanted to participate in because of my gender. The experience of having my capabilities and interests prejudged and finding many doors closed to me followed me throughout my professional career. The lack of diversity in most of the places I worked stood in sharp contrast to what the population of the Bay Area looks like.
When my second husband became disabled by cancer, I saw firsthand what it is like to try to navigate the world from a wheelchair. It is tough to feel included when so many public spaces require extraordinary effort to access.
During my professional career, as a communications consultant, I worked for several years with the CEO and the executive leadership team of a women-owned and led enterprise software company where 70% of the employees were women. In addition to helping elevate women leaders, our communications plan also included talking about the challenges of raising venture capital while female, equitable hiring practices, and how women can succeed in professional careers.
However, most of my clients were male, and I observed that these women, who were extremely successful in a male-dominated industry, still felt that there were things that it was not safe for them to say or do, whereas their male counterparts felt confident to speak and act freely. I think our society benefits when all people feel safe to share their experiences and opinions. Respectfully, of course.
Since 2016, I have undertaken an extensive course of self-education on feminism, racism and anti-racism, allyship, disability and ableism, through reading, theater, film, and lectures.
As a volunteer, I have served on the board of directors of a domestic violence agency; founded and led Amigos, a groundbreaking in-school mentoring program for at-risk children in grades 3-5, and founded and led a parent-child homework club for Spanishspeaking parents and their grade school-age children.
These volunteer experiences taught me how to tailor programs to the needs of a specific community. For people experiencing domestic violence, privacy and safety are preconditions for participating in programming. The mentoring program was held at the school so that the lack of transportation did not limit participation. For the homework club, many parents were working two jobs and had other younger children. Providing dinner and childcare was essential to giving them time and space to sit and do homework with their children.

What do you see as the role of this Commission?
Listen and learn with empathy. Conduct research, provide information, resources, ideas to support to the Town and its various arms in pursuit of creating a greater sense of inclusion and belonging in our community. Think about the people that are not in the room, and find ways to include them.
How will you balance your personal interests with the broader role of the Commission? Increasing DEI in our society is an abiding personal interest that I am always studying and practicing in my own life. I am interested in collaborating with others to see how we can make change on a larger scale. In terms of time, I am retired and this is something that I want to spend time on.
What skills or attributes do you bring to this Commission? I am skilled at research and am very effective at oral and written communication and visual presentation. I spent the last 15 years of my career as a communications consultant to executives and startups. I've had a very diverse career. I started as an editor and writer at The Wall Street Journal. Before becoming a communications consultant, I worked in art and design, construction management, non-profit leadership and franchise operations. I also spent 10 years in Toastmasters, competing in public speaking contests.
I am known as a thoughtful, empowering leader and a creative problem-solver brimming with ideas and the ability to execute on them.
Describe your involvement in community activities or civic organizations.
I am currently heading the landscape committee at my HOA. I was previously HOA president for 7 years. I am volunteering for campaign to build a new community center in Los Gatos. I am currently enrolled in the Los Gatos Leadership Academy. I also paint murals at a supportive housing facility in San Jose along with another artist friend.
What emerging needs do you see in our community that you would like the Commission to address? The Town is changing, due to new State rules and requirements around building more housing and more affordable housing. We are going to see more multi-family development and welcome many new residents. The Commission can help ensure that our new residents feel welcomed, included, and empowered to participate in the life of our Town.

Diversity, Equity, and Inclusion Commission Information Why are you interested in serving on the Diversity, Equity, and Inclusion Commission? I am interested in serving on the Diversity, Equity, and Inclusion Commission because I believe that fostering inclusivity and equity is fundamental to building strong, thriving communities. By nature, I am an inclusive person who values fairness and equal opportunity for all. In my professional capacity within corporate learning and development, I have led several global DEI initiatives and campaigns designed to promote awareness, understanding, and belonging across diverse teams and cultures.
These experiences have strengthened my conviction that meaningful progress in DEI requires both commitment and collaboration. I would be honored to contribute my experience and perspective to the Commission’s important work, helping to create environments where every individual feels valued, respected, and empowered to participate fully.
Please list what experience, education, or volunteer positions that you have held that would demonstrate your ability to effectively serve on this Commission.
I bring over 12 years of professional experience leading Diversity, Equity, and Inclusion projects for global audiences. In my corporate learning and development roles, I have designed and launched global DEI campaigns that promote inclusion, cultural awareness, and equitable opportunities across diverse teams and geographies. My academic background, with an MBA in Human Resources, has further strengthened my understanding of DEI principles and their practical application in organizational and community settings.
In addition to my professional experience, I have been an active volunteer for the past three years on the Social Committee in my LGV neighborhood. This role has involved organizing and supporting community events that bring together residents from a wide range of cultures, age groups, and professions. Through these experiences, I have developed a strong ability to connect with people, observe community needs, and foster a sense of belonging.
I believe these combined experiences have equipped me with the perspective, skills, and empathy necessary to contribute effectively to the Diversity, Equity, and Inclusion Commission
ITEM NO. 1.
3/6
What do you see as the role of this Commission?
I see the role of the Diversity, Equity, and Inclusion Commission as creating a connected and inclusive community where people from all backgrounds, beliefs, and identities can come together, learn from one another, and grow collectively. The Commission plays a vital part in building bridges among the many sub-communities of Los Gatos - ensuring that every voice is heard, valued, and represented in shaping the town’s culture and future.
By engaging directly with the community- through events such as the Farmers Market, Library outreach, and diverse cultural gatherings- the Commission helps surface stories, ideas, and perspectives that deepen understanding and highlight both challenges and opportunities for greater inclusion. I also see the Commission’s role as fostering collaboration among local organizations and residents, creating partnerships that celebrate diversity and strengthen belonging.
Ultimately, the Commission serves as both a listener and a catalyst, gathering insights from the community and turning them into meaningful actions that promote equity, empathy, and unity throughout Los Gatos.
How will you balance your personal interests with the broader role of the Commission? I understand that serving on the Diversity, Equity, and Inclusion Commission requires a focus on the collective needs and goals of the community. While I bring my own perspectives and experiences, I am committed to ensuring that my contributions are guided by the broader mission of the Commission rather than personal viewpoints.
In my professional and volunteer work, I’ve learned the importance of listening objectively, considering multiple perspectives, and making decisions that reflect shared values rather than individual preferences. I will approach my role with openness, respect, and collaboration, always seeking to understand the diverse experiences within our community and to represent them fairly.
My goal is to contribute in a way that supports inclusive growth and unity, ensuring that the Commission’s work benefits all members of Los Gatos, not just any single group or interest.
ITEM NO. 1.
4/6
What skills or attributes do you bring to this Commission? I bring a combination of strategic, interpersonal, and cultural awareness skills that I believe would add value to the Commission’s work. With over 12 years of experience leading global Diversity, Equity, and Inclusion initiatives in corporate learning and development, I have developed strong abilities in communication, facilitation, and stakeholder engagement. These skills have enabled me to design and implement programs that foster belonging, bridge differences, and promote understanding across diverse teams and regions.
I am an empathetic listener and an inclusive collaborator who values multiple perspectives and encourages dialogue. My background in Human Resources and experience working with multicultural groups have strengthened my ability to observe patterns, identify opportunities for inclusion, and approach challenges with fairness, sensitivity, and a positive attitude.
Overall, I bring strategic thinking, cultural competence, and an optimistic, solutionsoriented mindset, along with a deep personal commitment to creating environments where everyone feels respected, heard, and empowered to contribute.
Describe your involvement in community activities or civic organizations.
Answer:
I have been actively involved in community activities through my volunteer work on the Social Committee in my LGV neighborhood for the past three years. In this role, I have helped organize and support a variety of community events designed to bring residents together across different cultures, age groups, and backgrounds. These experiences have strengthened my belief in the importance of fostering connection and belonging within diverse communities.
In addition, I volunteered for the local high school’s Stampede event, where I contributed to event planning and fundraising efforts to ensure its success. This role allowed me to collaborate with parents, students, and community members toward a shared goal and further deepened my appreciation for civic engagement.
Through these experiences, I have developed strong organizational, teamwork, and communication skills—along with a genuine commitment to creating inclusive spaces that bring people together.
ITEM NO. 1.
5/6
What emerging needs do you see in our community that you would like the Commission to address? In Los Gatos, I believe the Commission has an opportunity to focus on several emerging needs that align with its mission of inclusion and community-connection. First, as the community continues to evolve, it’s important to ensure that voices from all cultural, age and economic groups are heard—not only those already connected to town governance or events. For example, while the Town-wide surveys show high overall satisfaction, the data also point to shifts in housing affordability and demographic diversity.
Second, I see a need for more inter-generational gathering spaces and events that encourage residents to step out of their familiar circles and connect meaningfully with others. The recent study for a town inter-generational community center for all ages supports this need.
Third, the Commission should address the challenge of ensuring equitable access to programs and outreach—for example, making sure that newcomers, renters, younger residents, and those from under-represented backgrounds feel welcome and informed about the many town-sponsored events and services. The commission’s outreach at farmers markets, the library and community events (as highlighted in its mission) is an effective vehicle for this.
By focusing on building inclusive networks across the many sub-communities of Los Gatos, facilitating events that bring together different cultures and identities, and partnering with local organizations to ensure no one is left out of the conversation, the Commission can help strengthen our shared sense of belonging and engagement.

Diversity, Equity, and Inclusion Commission Information Why are you interested in serving on the Diversity, Equity, and Inclusion Commission? DEI has always seemed crucial for a healthy society but I fear that these basic human norms are sometimes maligned.
Please list what experience, education, or volunteer positions that you have held that would demonstrate your ability to effectively serve on this Commission.
I volunteered for years in local school districts and I am a retired middle school teacher, so I have experience collaborating with others and I am very organized and dependable.
What do you see as the role of this Commission?
To support and encourage diversity, equity, and inclusion in Los Gatos by communicating with and listening to community members, and committing to/working hard on whatever else the Commission deems worthy to promote stronger bonds in the Los Gatos community.
How will you balance your personal interests with the broader role of the Commission? As a retired public school teacher, I have had years of experience doing this, knowing that a democracy needs to be a place where all voices are valid and valued.
What skills or attributes do you bring to this Commission? I bring a passion for education and a very positive attitude about people in general, in that distrust/ill will can be mitigated via interpersonal connections and modeling to break down misguided stereotypes.
Describe your involvement in community activities or civic organizations.
Besides teaching, I volunteered for about 20 years in the school districts in Saratoga, where I raised my children. I worked on many bond/parcel tax measures and I served on the PTA/PTOs executive boards and LGSUHSD committees. I co-founded the Diversity Task Force at SHS in 2004 where I organized bi-monthy meetings with parents, students, and staff to improve the social climate and promote acceptance between different cultures, religions, and sexual orientations. I was awarded a Santa Clara Co.
Volunteer of the Year award, as well as the equivalent of the Golden Oak Award when my last child graduated from Saratoga High in 2009.
ITEM NO. 1.

What emerging needs do you see in our community that you would like the Commission to address? As mentioned above, I worry that some people may think that DEI is a scary thing, when it actually is just about fairness (equity) and helping everyone feel welcome and included, which I have to believe all people actually do support. I know from my experience teaching in a very diverse school district that education and actual experiences with those different from ourselves increase acceptance and encourages trust that builds community.

Diversity, Equity, and Inclusion Commission Information Why are you interested in serving on the Diversity, Equity, and Inclusion Commission? As an advocate for inclusion and belonging in the corporate world, I would like to use this skillset to help the Town of Los Gatos. I bring personal experiences as an immigrant from Taiwan, a woman of color, and a female executive in the historically maledominated tech world. I have spent decades not just participating in, but leading and sponsoring, DEI initiatives that drive measurable cultural change. Too often, DEI efforts lack strategic direction from the top; I believe my executive background in setting measurable goals and allocating resources can help steer the Town of Los Gatos toward greater, more sustainable impact. Moreover, witnessing the recent trend of companies canceling DEI initiatives only reinforces my commitment to getting back to doing the right thing, starting with the city I live in. I want to ensure Los Gatos remains a place where belonging is foundational and protected by effective, well-designed policy.
Please list what experience, education, or volunteer positions that you have held that would demonstrate your ability to effectively serve on this Commission.
I am a proven marketing executive who has played a pivotal role in getting things done and fostering collaboration in all of my organizations. A people-first leader, I focus on relationship-building and cultural integration across entire organizations. My success is rooted in my ability to build and nurture diverse teams, quickly master complex challenges, and make meaningful, inclusive impacts swiftly.
Relevant Professional Experience:
Global Management & Cultural Acumen: I have managed large international teams and overseen cultural integration, bringing foreign companies like Freshworks (India) and Contentful (Germany) into the U.S. market. My experience living and working abroad (Taiwan, South Africa, Spain, U.K.) gives me a deep understanding of bridging cultures and ensuring diverse voices are heard equally.
Non-Profit & Community Focus: I worked for the Intel Corporation’s Intel Foundation for two years, collaborating with non-profit partners and agencies worldwide to drive community improvements. This experience demonstrated how to partner strategically with external groups to achieve wide-scale social good.
Executive Leadership: My extensive tenure at Intel (2003–2015), Freshworks (IPO in 2021), and Contentful (2022–2024) provides me with the executive discipline necessary to translate the Commission’s vision into achievable, resourced action plans.
Education: I graduated from the University of California, Berkeley, in 2003 with a B.S. in Business Administration, with a focus on finance, and in 2011 with an MBA and a
ITEM NO. 1.

What do you see as the role of this Commission?
Per the Los Gatos website, the role of the DEI Commission “serves as an advisory body to the Town Council on matters related to creating equitable opportunities and a sense of belonging that fall within the Town's purview and is responsible for making recommendations on policies and initiatives within the Town of Los Gatos in the areas of diversity, equity, and inclusion.”
I would take that a step further and state that the Commission’s role must proactively ensure that all residents and visitors feel safe, seen, and respected while in Los Gatos.
Specifically, this role entails:
Advising: Providing expert, data-driven advice to the Town Council on policies and programs impacting equity.
Promoting: Championing an accepting community within Los Gatos for various genders, norms, cultures, and socioeconomic backgrounds.
Engaging: Strategically increasing the visibility and community involvement of underrepresented voices.
Educating: Developing and recommending DEI training and resources for Los Gatos employees and volunteers.
Monitoring: Establishing and ensuring progress against clear, measurable goals for DEI outcomes, treating these goals with the same rigor as any other Town priority.
How will you balance your personal interests with the broader role of the Commission? I will bring the executive functioning skills I have acquired through almost three decades of working to ensure objectivity. I will balance personal interests with the broader role of the Commission by:
Looking at the broader picture of the community's biggest needs, not just individual preferences.
Listening to all voices and ensuring that pros and cons are weighed properly and transparently.
Prioritizing action items based on a rigorous evaluation aligned with the Town's established policies.

What skills or attributes do you bring to this Commission? Looking at the current makeup of the DEI Commission, it appears to be a well-balanced group from various commissions, businesses, and residents. What I specifically hope to add is a focus on executive implementation, organizational change, and proactive cultural inclusion.
My key attributes are:
Executive Leadership and Prioritization: I bring my experience in corporate executive leadership to prioritize DEI initiatives, create attainable action plans, and perform resource matching to ensure those initiatives are executed efficiently. This discipline will help the Commission move forward with greater speed and agility.
Deep ERG/Affinity Group Leadership: I have spent years leading and sponsoring Employee Resource Groups (ERGs) like Asian Cultural Integration (ACI) and Women at Intel Network (WIN), and Women 360 at Freshworks. I understand the dynamics of affinity groups, how to amplify underrepresented voices, and how to successfully integrate group objectives into broader organizational policy.
Hands-on Inclusion Experience: My work with the local Boy Scouts of America (BSA), where I partnered with the organization to build experiences inclusive of the first transgender scout in our district, provided me with direct, practical experience in policy interpretation and creating safe, welcoming environments for marginalized individuals in a public setting.
ITEM NO. 1.
5/7
Describe your involvement in community activities or civic organizations.
I have been an active leader in my community and civic organizations since high school.
Civic Engagement: From 1997 to 1999, I worked for LA County Board of Supervisor, Michael D. Antonovich of District 5 as a community outreach volunteer. I learned early on about understanding constituents’ needs and concerns and how to address them on a wider scale through policy and projects.
Executive DEI Leadership: In my years as a marketing executive, I was a leader or executive sponsor for employee resource groups such as the Asian Cultural Integration (ACI) and Women at Intel Network (WIN) at Intel (2003–2014) and Women 360 at Freshworks (2020–2022). My goal in these roles was to ensure that representation mattered and that voices were heard equally, educating the greater employee network on our findings and events.
Local Inclusion Work: In my local community, I have been an active scout volunteer with Pack 335 and Troop 340, serving in positions such as social media chair, outreach coordinator, and Court of Honor Lead. Most notably, in Pack 335, we were the first pack in California to have a transgender scout, and I partnered closely with the Boy Scouts of America (BSA) leadership to build experiences that were inclusive and supportive of that scout.
School Volunteerism: I have also volunteered as a room mother and Art Vista parent at Noddin Elementary from 2017 through 2025. In all of these positions, I strive to be inclusive of all ideas, cultures, and perspectives, helping every child feel welcome and heard.
ITEM NO. 1.
6/7
What emerging needs do you see in our community that you would like the Commission to address? I see several key emerging needs that require the Commission's strategic focus, especially concerning embedding equity and belonging within the fabric of the Town:
Early-Age DEI Education: We must start the DEI conversation earlier with our schoolaged residents. I would propose working collaboratively with our student commissioners and local school districts to develop an action plan on how we can ensure that all voices, especially underrepresented ones, are heard and amplified at our local schools.
Inclusion in Town Operations: I would recommend working with the Town Administration to roll out pronoun inclusion and reference policies for all Los Gatos employees and volunteers. This is a foundational step in ensuring that our Town services are welcoming and respectful to all gender identities.
Community Voice & Representation: I would like to see a more targeted strategy for increasing community involvement from underrepresented voices within the Los Gatos community, particularly in the process of Town governance and planning. We need to proactively reach out to these groups to solicit input and ensure their concerns are reflected in Town policies.
Note on Interview Availability: I acknowledge that interviews are scheduled during the week of November 24th. Although I have a pre-planned international commitment to Italy beginning that week (planned since July 2025), I want to assure the Commission that I will make myself available remotely at any designated time to participate in the interview process. I have applied for 2 Commissioner roles and please note the DEI Commission is my 1st choice.

Diversity, Equity, and Inclusion Commission Information Why are you interested in serving on the Diversity, Equity, and Inclusion Commission? Because as a child of immigrants and as a woman this has been a matter of interest and relevance to me my whole personal and professional life. In addition, I am a Jew and have a daughter who is married to an African American man. I am also now a senior which has made me aware of yet another status which requires inclusion help.
Please list what experience, education, or volunteer positions that you have held that would demonstrate your ability to effectively serve on this Commission.
I am a lawyer who was once a translator/interpreter and vocational counselor. I have served mostly limited English/Spanish speakers throughout my careers. I presently serve on the La Raza Lawyers Charitable Foundation of Santa Clara and have in the past served on the Citizens Advisory Commission of Santa Clara County, The Hispanic Foundation of Silicon Valley, the Board of Congregation Shir Hadash of Los Gatos, and was a long time volunteer with Child Advocates as well as with Senior Adult Legal Assistance.
What do you see as the role of this Commission?
To facilitate in whatever way possible the diversity, inclusion, equity and justice for all potentially disadvantaged people in our town
How will you balance your personal interests with the broader role of the Commission? I believe they are aligned but am open to feedback.
ITEM NO. 1.
3/4
What skills or attributes do you bring to this Commission? I am bilingual (Spanish/English) and bicultural (Mexican/American) which i have brought to bear throughout my life and in the various occupations i have held. In Mexico i was a simultaneous interpreter and a clinical psychologist. After moving back to California where i was born and lived as a child, I worked as a vocational counselor in the worker's compensation system helping limited English speaking workers who had been industrially injured. Later I became a lawyer initially practicing worker's compensation law with my late husband, Howard May. I later practiced immigration law for a brief time along with estate planning and probate law. I am now a semi-retired estate planner.
I am a practicing Jew - our family have been active members of Congregation Shir Hadash in Los Gatos for almost 40 years. My children were all born and raised in Los Gatos where they went from JCC preschool to Daves Ave, Fisher, and graduated from Los Gatos High School. Los Gatos is our home town - literally - and we love it. I have been homeowner since 1992 and a resident since 1987. I plan to live in this town and continue aging in place until I die.
i have served over the years on various boards and commissions in the County of Santa Clara but have never become involved with my actual home town since there were always many able people at the ready and i felt more needed elsewhere. I think now is the time for me to give what i can to my town and this is an area where i feel i can contribute. I love people and would like to contribute in any way i can to bringing us all closer together.
Describe your involvement in community activities or civic organizations.
I have been active in the community through the schools, my congregation, JCC, as a Girl Scout leader and participation in the many traditional town events but not in any political way. My work as an attorney and involvement with organizations that seemed to need me more took precedence and in later years my husband's illness was all consuming. I am now semi-retired and wish to give back to the community that i love and where i call home.
What emerging needs do you see in our community that you would like the Commission to address? I feel like the commission has done a great job in the short time it has existed and has had wonderful leadership. In these very turbulent times there seem to be ever increasing and ever urgent needs that appear daily, so i am sure there will be many emerging needs to chose from.

Library Board Information
Please list what experience, education, or volunteer positions that you have held.
I have been in my current role as Director of Operations for a large financial services firm for 11 years, and before that I worked in libraries for 8 years in southern CA. I previously served as co-chair of the American Heart Assoc. Go Red for Women Fox Cities Executive Leadership Committee and also as Executive Board Vice President for Community Benefit Tree.
Why are you interested in serving on the Library Board? I have always had a passion for libraries and the services they provide, beginning in my youth where it was a safe space for me to spend time. I loved working in libraries and learning how they operate, as well as helping to implement existing and new programs.
When my children were young, libraries were an important part of their childhood and a way for me to share my passion for reading with them. In high school, the LG library was a place where I knew they were safe. Now it is my go to place to get books and a quiet and relaxing place to enjoy. I believe the LG library is an integral part of our community and I would love to be a part of this board and contribute to it.
What are your unique perspectives and experiences that you would bring to this role? I believe that I bring the unique perspective of being a longtime patron of libraries both for myself and as a parent, as well as the perspective of working in libraries. I also bring experience serving on and leading boards as a volunteer, always respecting and listening to other board member's opinions. In my current role in operations I work with and manage a diverse team, where I encourage collaboration and open dialogue.
How will you balance your personal interests with the broader role of the Board? I believe the role of the board is to serve the best interest of the library and the community as a whole. I would try to view things through that perspective rather than my own personal interests.
What do you see as the role of this Board?
I see the role of this board being to listen to issues, concerns, and feedback from the community regarding library programs, services and policies and sharing these with the Town Council, as well as to serve in an advisory capacity to the Town Council regarding library programs and services.
ITEM NO. 1.
3/4
How do you connect with the community?
I enjoy attending many events in our community, such as the farmers market and concerts. My children and I have also been involved in the Fisher and LGHS music programs and some of my family play in a band that performs regularly in LG. Now that my children are grown, I am looking forward to finding more ways to volunteer and get involved in our amazing community. I'm hoping serving on this board will be one of them! What Library services do you currently use or have used in the past? I have utilized the library for getting books since I was a child. I also used it during my teen years for internet and printing/copying access, as well as research for school projects. When my children were young, we regularly attended storytimes and events, and the summer reading program was a highlight for us every summer. I now use it not just for books but also for e-books and I love checking out the used books for purchase from the Friends. I enjoy spending time in the library browsing and view it as a place of relaxation. Our family has also used the library when our power was out for my children to complete homework and for me to be able to work.
Have you ever attended a Library Board meeting? If yes, please provide a summary of your observation.
If not, why not?
Yes, on Nov. 12th. I was fortunate to see the summary of the annual library survey. I found it very informative and it provided a lot of good insight into the LG library and it's role in the community. The current board seems like a great group of people who are passionate about the library and all respect each other. Ryan seems to do a great job of having everything prepared and keeping the meeting on task.

Library Board Information
Please list what experience, education, or volunteer positions that you have held.
I have served as a member of the Library Board for the past 3 years. Before moving to California, I worked for 5 years for The New York Public Library.
Why are you interested in serving on the Library Board? Libraries are amazing and a central space and resource in our community. Los Gatos Library is a vital resource for everyone in the region, and I'm proud to continue to support its ability to provide these core services.
What are your unique perspectives and experiences that you would bring to this role? I have extensive experience in Marketing, Communications, Government Relations, and Development (Fundraising) for the largest library system in the United States (New York Public Library), including its 88 lending branches and 4 research institutions.
How will you balance your personal interests with the broader role of the Board? I have no competing interests that would impact my ability to serve thoughtfully and with integrity on this Board. I have a flexible full time job in an unrelated industry (finance) and have a vested interest in seeing the library succeed.
What do you see as the role of this Board?
The role of the Library Board is to act as a sounding board and check and balance for the library staff. We review, give feedback and counsel, or validate when appropriate their policies and practices to ensure they are continuing to operate thoughtfully, responsibly, and for the good of the community.
How do you connect with the community?
I am an avid community participant. I love attending events, spending time in the park, walking downtown, getting to know my neighbors, and learning more about our local community government.

Library Board Information
Please list what experience, education, or volunteer positions that you have held.
I am currently the Executive Director of the Corporate Work Study program at Cristo Rey San Jose, a private high school that pairs college-prep education with a work study program. Prior to this role, I have worked extensively in non-profit fundraising and worked for a year in the City of San Jose, where I interfaced extensively with the San Jose Public Library on education programs.
Why are you interested in serving on the Library Board? The Library is such a treasure to the Town of Los Gatos, and as a frequent patron, I value the ability to give feedback and support the tremendous services our Library provides to the Town and many people who come just for our Library.
What are your unique perspectives and experiences that you would bring to this role? With a background in education, especially working with high schoolers, I bring that perspective, especially given that the library is often a space for students from Los Gatos High School after school. Also, as the parent of a young child, I can share my experiences as a patron of the library with a young child and the programming that is available for that age group.
How will you balance your personal interests with the broader role of the Board? Having worked in city government before, I know the importance of separating my personal interests from those of the Board. I think it is especially important to be aware of the issues that may crossover into a potential conflict of interest and recuse myself from those conversations.
What do you see as the role of this Board?
The role of this Board is to be advisory for the Library and provide outside perspectives that may be helpful to the Library as they formulate and implement policies and any potential changes to the operations of the library.
ITEM NO. 1.
3/4
How do you connect with the community?
I find that going to community events and engaging in those spaces is the best way to connect with the community, and fortunately living in Los Gatos, there are numerous opportunities for that. I have also found that leveraging the opportunities offered by elected officials to meet up in the community is another great way to stay involved and voice concerns about community.
What Library services do you currently use or have used in the past? I have checked out books, attended children's programming, and used the upstairs space for working.
Have you ever attended a Library Board meeting? If yes, please provide a summary of your observation.
If not, why not?

Library Board Information
Please list what experience, education, or volunteer positions that you have held.
Currently volunteer with Santa Clara County Library District in their Language Learners program. I regularly volunteer with Second Harvest Food Bank at food sorting or distribution centers. I also volunteer when I can at Saint Francis High School where my daughter attends.
Why are you interested in serving on the Library Board? I completed my Masters in Library and Information Science in 2023 and feel strongly that public libraries are amazing resources for the community. I would like to find a way to give back and support my local library and community with my service. My personal observation has been that active engagement in the community is rewarding, not just for the receiving organization, but for those donating their time or experience. I look forward to engaging more deeply with the town through this experience and hopefully provide service to the Board and Library in return.
What are your unique perspectives and experiences that you would bring to this role? I have academic exposure to library work and the continuous evolution of public libraries in communities. My 20+ years of work has shaped my perspective on technology, how it can be used to great success, and also how it can be mistaken as a solution to sometimes human problems. There is a balance between embracing the tools and new technology around us (AI) along with understanding whether or not a tool is right one for the job. I think this is something we are all navigating in our personal lives as well and I want to bring some of my professional experience with me to this role on the Board.
How will you balance your personal interests with the broader role of the Board? It is critically important to stay focused on ensuring decisions and direction is set with the interest of the Library and its community in mind. Our community is diverse in many ways, and it is important to understand how to best serve it. My goal will be to educate myself on what types of programming (both successful and struggling) the library has offered, the hope being to gain a deeper appreciation for what our community values and needs.
ITEM NO. 1.
3/4
What do you see as the role of this Board?
I see the Board as a group that informs and partners with the Town Council on matters related to the public library. This includes but is not limited to updating or setting new policies, representing the needs from the library and its the patrons to the Council, and setting strategic direction for the library ensuring alignment with the broader direction of the Town.
How do you connect with the community?
Through my residence, I have had the chance to connect with community through the public schools my daughter attended, supporting local theater productions at the high school in years past, and supporting local businesses.
What Library services do you currently use or have used in the past? I use the space regularly for quiet study time, and have borrowed materials from it on and off over the years. When she was younger, my daughter enjoyed time at the library with story time.
Have you ever attended a Library Board meeting? If yes, please provide a summary of your observation.
If not, why not?
I have not attended a Board meeting, my work schedule had made it challenging to attend in person. I have briefly sought to find prior agendas or documents related to earlier board meetings and admittedly, have only found one posted agenda document from 2024. I am currently transitioning away from a 40 hour work week so I hope to attend a meeting now that I have better flexibility with my hours.

Parks and Sustainability Commission Information
Please list what experience, education, or volunteer positions that you have held. 1) I have served the commission for over the last 3 years. I am currently the Vice Chair on the Parks and Sustainability Commission.
2) I have an MBA from UC Irvine and BS in Computer Engineering from University of Cincinnati.
3) I have over 20+ years of professional experience. I have a broad range of experience including Partner Marketing and Chip Design at Intel and Sun. I have also worked for the Federal Government (USPS) in Brand Marketing Program Management. 5) I am also currently a District Leader for Toastmaster with a district of 2,500+ members. I host district events and speech contests.
Why are you interested in serving on the Parks Commission? I first came to Los Gatos in 1997 as an intern for a small tech company. Since then, I have lived and worked in many places, but Los Gatos remains one of the most beautiful and welcoming communities I have known. Now, with years of professional experience, I want to give back to the community in a meaningful way. I am passionate about the environment and committed to protecting and improving our parks.
I am eager to stay active in the community and help address current issues. I bring a unique perspective shaped by both public service and technology. At the USPS, I worked on brand marketing and across departments to deliver large scale projects reaching millions of consumers. In the tech industry, I worked on innovative products and helped technical challenges. I want to continue contributing my experience to the Commission and serve the people of Los Gatos.
Have you ever attended a Parks Commission meeting? If yes, please provide a summary of your observation. If not, why not?
Yes, as a Commissioner I have regularly attended the meetings over the last 3 years. It has been a very fulfilling experience as I am able to listen to ongoing concerns and be the voice for the residents. I have also enjoyed working with Nicole, Valery, and other commissioners.
ITEM NO. 1.
3/4
What do you see as the role of this Commission?
Currently, I serve as the Vice Chair. I am hoping to continue in this role and do what will best for the public. I will do the following:
1) Bring my unique mix of experience managing large projects in Tech, and Federal Government.
2) Advocate for the citizens of Los Gatos.
3) Work the commission and stakeholders and be the voice for the residents.
How will you balance your personal interests with the broader role of the Commission? Public interest will be a top priority for me. My goal is to help the town and its citizens as I have demonstrated over the last 3 years as a commissioner.
What, from your perspective, are the major priorities in the areas of parks with respect to policies, capital investment, and/or maintenance?
Capital investment is a major priority. For the long term, it would be good to have an allocated budget higher than the current level for the parks. This will allow us to address current demands of public spaces such as pickle ball courts. Regular maintenance is another priority. It would be great to allocate resources to keep our current assets in good working condition.
Have you visited any of the Town parks? If yes, which ones? What did you like most and least about them?
Yes, I regularly visit the following parks: 1) Oak Meadow Park, 2) Jack Fisher Park, and 3) Novitiate Park. I love each of these parks. Jack Fisher is conveniently located in the neighborhood so easy to access. Oak Meadow is expansive and my favorite park.
Novitiate is so natural surrounded by mountains.

General Manager of a $35M business unit where I led the creation of an innovative analytics product from startup inception through acquisition and am now responsible for commercial success, managing operations, strategic planning, and cross-functional teams. Board Member and Treasurer for the Northern California Velodrome Association (a 501c3 organization), overseeing financial management, strategic initiatives, and community engagement programs. This unique combination of scientific knowledge, legal training, business leadership, and nonprofit governance equips me to address the Commission's diverse challenges—from evaluating sustainable landscaping practices and environmental regulations to managing complex projects, building stakeholder consensus, and ensuring fiscally responsible stewardship of public resources.
Why are you interested in serving on the Parks Commission? As a daily user of Los Gatos parks and trails, I have developed a deep appreciation for these vital community resources. I want to contribute my scientific expertise and nonprofit governance experience to help preserve and enhance these spaces for current and future generations. I'm particularly interested in supporting sustainable practices, promoting biodiversity, and ensuring equitable access for all community members.
Have you ever attended a Parks Commission meeting? If yes, please provide a summary of your observation. If not, why not?
I have not yet attended in person but have thoroughly reviewed 2025 meeting minutes to understand current priorities and initiatives. This review has inspired me to contribute as a commission member, bringing my scientific background and commitment to civic service to support the Commission's important work.
What do you see as the role of this Commission?
The Parks and Sustainability Commission advises the Town Council on parks, trails, open space, street trees, creeks and waterways. We gather public input and make recommendations on biodiversity, sustainable landscaping, water conservation, recycling, and ensuring everyone can enjoy our parks. The Commission helps plan for the future while coordinating with other agencies and developing education programs to connect our community with nature and sustainability. Page 112 ITEM NO. 1.
3/4
How will you balance your personal interests with the broader role of the Commission? I will apply my scientific training to evaluate issues objectively and base recommendations on data and community needs rather than personal preferences. I'm committed to actively listening to diverse perspectives, seeking input from all stakeholder groups, and making decisions that serve the broader community interest.
My experience in nonprofit governance has taught me to separate personal views from organizational responsibilities.
What, from your perspective, are the major priorities in the areas of parks with respect to policies, capital investment, and/or maintenance?
Key priorities include the following:
Wildfire prevention - Implementing defensible space practices while preserving habitat value
Environmental education - Developing programs that connect residents of all ages with nature and sustainability practices
Maintenance and safety - Ensuring well-maintained facilities that encourage usage and accessibility for all abilities
Native habitat promotion - Expanding use of local flora to support pollinators, reduce water usage, and strengthen ecosystem resilience
Community engagement - Increasing awareness and usage through improved signage, programs, and outreach to underserved populations.
Have you visited any of the Town parks? If yes, which ones? What did you like most and least about them?
Yes, I've extensively explored our Town parks including Los Gatos Creek Trail (daily user), Novitiate Park (weekly user), Pageant Grounds, Town Plaza, Creekside Sports Park, Bachman Park, Blossom Hill Park, and Oak Meadow Park. I particularly value the Los Gatos Creek Trail's accessible nature immersion and the diverse community it brings together. The variety of recreational opportunities across our park system is impressive. To enhance these assets, I would suggest improving awareness campaigns to ensure all residents know about and can access these wonderful resources, particularly reaching communities that may be underutilizing our parks.

Parks and Sustainability Commission Information
Please list what experience, education, or volunteer positions that you have held.
My education includes degrees in Business Management and Biology. I have run a successful business for the past 18 years with direct involvement with the community.
Over the years I have volunteered to work with various teams to organize, promote and run outdoor athletic events. I have also volunteered as a speaker to provide training and coaching advice to athletic clubs and teams.
Why are you interested in serving on the Parks Commission? As an avid athlete, I spend much of my free time outdoors in the parks and open spaces.
I especially enjoy using the Los Gatos parks and open spaces from cycling on the Los Gatos Creek Trail to running on the trails in the hills. I consider these resources to be very valuable to the community and management and preservation of them, I believe truly matters.
I also care about the character of the town, which includes the appearance of the neighborhoods and streets (e.g., tree-lined streets and landscaping). Safety is also a critical component of a great town like Los Gatos. As a member of the Parks Commission, I welcome the opportunity to hear and amplify the ideas and concerns of my community.
Have you ever attended a Parks Commission meeting? If yes, please provide a summary of your observation. If not, why not?
No, I have not yet. I follow town news and have grown increasingly interested in contributing to the future of the town. This growing interest led me to investigate serving on this Commission. I’m aware of some major issues covered during meetings in 2025 including safety (e.g., ranging from e-bikes to wildfire prevention), use of parks (e.g., for pickleball), and education initiatives (e.g., for students and seniors).
What do you see as the role of this Commission?
I see this Commission as providing a forum for public input and providing perspective to the Town Council on policy issues as they emerge.
ITEM NO. 1.
3/4
How will you balance your personal interests with the broader role of the Commission? I am an inquisitive person who seeks to learn before making up my mind. It is in my nature to consider all perspectives and will always try to set aside my personal interests/biases when engaging topics in front of the Commission.
What, from your perspective, are the major priorities in the areas of parks with respect to policies, capital investment, and/or maintenance?
Continue to educate the community and promote the use of parks and open spaces with priority given to keeping them safe and clean.
Have you visited any of the Town parks? If yes, which ones? What did you like most and least about them?
I have visited all the parks within the Town for events, relaxation, and recreation. I regularly use parks including Los Gatos Creek Trail, Novitiate Park, Fairview Plaza, Bachman Park, and Town Plaza.
I most love their beauty and availability. I can’t think of anything specific that I do not like about our parks.

Planning Commission Information
Please list what experience, education, or volunteer positions that you have held.
University of California, Berkeley, BA in Political Science, Distinction in General Scholarship, Honors Program completed with Great Distinction; University of Santa Clara School of Law, Magna Cum Laude; Planning Commission 1.1.20-12.1.23; 3.19.23-

Why are you interested in serving on the Planning Commission? I have lived in Los Gatos for over 43 years. It has been a privilege to live in such a special community characterized by its natural beauty, distinct charm, and close-knit spirit. The tremendous resources and excellent schools here have deeply enriched the lives of my family and myself.
My experience serving the Town over many years has been incredibly rewarding. This service has allowed me to develop expertise in navigating complex issues—often involving competing interests among neighbors, local communities, and the Town at large—while adapting to legislative changes and formulating thoughtful recommendations for the Town Council.
How would you define the role of a Planning Commissioner in relation to the Town Council in planning matters?
As the Town Council sets the governing rules and standards for the Planning Commission, I fully recognize our role is defined by service to the Council and the community. California Government Code 65102 outlines the core responsibilities of the Commission, many of which involve providing informed recommendations to the Council. Furthermore, I value the opportunity to participate in joint study sessions, such as the recent discussion on CEQA, to ensure our perspectives are aligned.
Have you ever attended or viewed a Planning Commission meeting? If yes, please note which meeting you viewed or attended and provide a summary of your observation. If not, why not? During my tenure, I have maintained a near-perfect attendance record, missing only one meeting this year. I've been consistently impressed with the quality of Staff Reports and the diligence with which my fellow Commissioners prepare for hearings, which are always conducted with courtesy and discretion.
ITEM NO. 1.
3/7
How will you demonstrate impartiality in your role as a Commissioner with your personal beliefs with regards to land use and planning policies?
Impartiality has been fundamental to my approach. I ensure all Staff reports are read and that presentations from applicants and the public are considered with a truly open mind. While I arrive at meetings with initial thoughts and questions, I view it as essential to refrain from forming a final opinion until all evidence is on the record and I have fully engaged in discussion with the Commission.
The Commission is expected to demonstrate knowledge of the Town Code and its land use and planning policies. What experience do you have that would be useful on the Commission? Over six years on the Planning Commission, I have gained a comprehensive and practical familiarity with the Town Code, zoning ordinances, Residential and Commercial Design Guidelines, Hillside Development Standards, and Objective Design Standards.
Furthermore, my 40 years of experience practicing law has been invaluable, providing a strong background for evaluating the consistent and fair application of these standards and guidelines in the decision-making process
How would you describe your approach to planning and how it would relate to making a land use or policy determination?
My approach to the planning process is to carefully apply the Town Code, established standards, and policies to the specific facts of each situation, giving careful consideration to all available evidence. Variances may be appropriate when all of the necessary legal preconditions are met. Furthermore, I believe it is essential to strive for decisions that, where possible, address valid competing interests. A common example of this challenge is balancing a Code-compliant residential application with the very real concern of a neighbor's loss of privacy
The Planning Commission meets at least twice a month and requires a significant amount of homework.
Are you prepared to make the commitment to spend the amount of time required to attend regular meetings, committee meetings, do site visits, and study the packet material? Response
Yes
You are expected to serve on at least one other Committee (General Plan Committee, Historic Preservation Committee, Conceptual Development Advisory Board). Will you have the time to serve on the additional Committee?

Case Study #1 - Fictitious Location
What is your initial reaction to the above referenced project? Response
On first consideration this application appears straightforward. It complies with the Zoning Code and asks for no variances. Office buildings are certainly allowed in the C-1 Zone. They contribute to the economic vitality of the Town.
What issues do you feel will need to be investigated further? Response
The findings of the traffic consultant should be carefully reviewed to verify compliance with all of the standards for VMT. Section 6.8 of the Commercial Design Guidelines refer to informational and directional ground signs. The Planning Commission should consider whether such signs could be designed to help address traffic concerns. More specifics are required to understand the neighbor's traffic concerns. Furthermore, the Planning Commission should consider whether informational or directional ground signs, as addressed in Section 6.8 of the Commercial Design Guidelines, could be designed to help mitigate potential traffic concerns. Additonally, compliance with other provisions of the Commercial Design Guidelines are met, including that commercial buildings shall be designed with small scale complexity appropriate to the low speed, pedestrian nature of North Santa Cruz Avenue or adjacent commercial street, that all projects shall be sympathetic in form, scale, and height to adjacent structurers and that structures over one story shall be designed to minimize their visual bulk and relate to the human scale of pedestrians on the street.
How would you weigh your personal observations or experience regarding traffic and the professional input and recommendations of Town staff and Town consultants? Response
I believe that both my personal observations and the professional input and recommendations of the Town staff and consultants should be weighed evenl
ITEM NO. 1.
6/7
Case Study #2 - Fictitious Location
What is your initial reaction to the above referenced project? Response
This specific scenario is frequently presented to the Planning Commission. Property owners are often motivated to build larger homes in established residential neighborhoods for several reasons, including high land values and the need to accommodate extended family, such as returning university graduates or elderly and disabled relatives.
The privacy concerns of adjacent property owners are a common consideration, sometimes leading to the relocation of windows or the installation of landscape screening. a home's bulk and mass are addressed by the Residential Design Guidelines.
For instance, Section 1.4 establishes the community expectation that new homes will respect the mass and scale of the immediate neighborhood.
Furthermore, the guidelines state that homes should be designed with consideration for their neighbors' views, privacy, and solar access. Section 2.3.1 notes that "two-story houses may not be appropriate for every neighborhood." It advises that in areas dominated by single-story homes, designs should be limited to one story or incorporate second-floor space within the existing roofline. If a two-story home is proposed in such a neighborhood, its design must blend with the scale of the smaller surrounding residences.
Similarly, Section 2.5.2 clarifies that while "existing views are not protected as a right," new constructions and additions "should be planned with an awareness of their impacts on the views, sky exposure, solar access, and privacy of neighbors (see Section 3.1 for additional guidelines)."
These design considerations can result in a decision to require a reduction in the residence's size and/or Floor Area Ratio (FAR). In the case at hand, the proposed FAR and square footage are already well below the maximums permitted by the Zoning Code, while the height is only one foot under the limit. It is important to note that zoning limits are maximum thresholds, and lower figures may be necessary to comply with the Design Guidelines.
Finally, the Planning Commission routinely evaluates whether the immediate or surrounding neighborhood are in a state of transition, characterized by the construction of larger homes.
ITEM NO. 1.
7/7
What issues do you feel will need to be investigated further? Response
Potential issues for further investigation include personal observations of the neighborhood, careful review of the plans, determining the FAR, height and square footage of any other two story homes in the immediate or wider neighborhood and whether the consulting architect sufficiently addressed neighbothood compatability.
How would you weigh your personal observations or experience regarding neighborhood compatibility and privacy and the professional input and recommendations of Town staff and the Town consultant? Response
The recommendations of the Town Staff and consultant should be considered in detail, but are guidelines that are not binding on the Planning Commission. Again, I would equally weigh my personal observations and experience and the professional input and recommendations of the Town Staff and consultants.

Was involved in many historic restorations and new builds in both downtown and in los gatos for the last 38 years. I have a BS in Business from SJSU and have worked on the Contractors State License board as a test development consultant.
Why are you interested in serving on the Planning Commission? I have worked and lived in Los Gatos for a long time and feel a strong sense of ownership and care about how the town will grow and change.
How would you define the role of a Planning Commissioner in relation to the Town Council in planning matters?
I believe the planning commission is a valuable tool to the council in making informed decisions from the public and the commission to reflect the town's goals.

I have been in front of the Commission as an owner for my home and as a supporting speaker for varies projects in town. I believe the planning commission is a patient body that usually comes to a good decision.
How will you demonstrate impartiality in your role as a Commissioner with your personal beliefs with regards to land use and planning policies?
I believe as with anything in life you need to listen to all arguments for and against and not let emotion or bias be involved. This is much easier when you are following town guidelines.
The Commission is expected to demonstrate knowledge of the Town Code and its land use and planning policies. What experience do you have that would be useful on the Commission? I have been involved in many design build projects that have to comply with town planning rules

Planning Commission Information
Please list what experience, education, or volunteer positions that you have held.
After graduating from the University of California: Berkeley for my bachelor's degree in linguistics, I entered the real estate appraisal industry, taking all courses needed to secure a Certified General Appraiser license from the state of California. I also perform site inspections for each property I appraise, including whether the property complies with local zoning codes. I have also served as a Case Manager with the Los Gatos Anti-Racism Coalition's rental assistance program, which provides emergency help to families in Los Gatos who are under threat of eviction due to financial emergency.
Why are you interested in serving on the Planning Commission? I believe that my professional background provides me with an expertise that would be well-utilized by the Town. I moved to Los Gatos proper within the past year, but I have lived within California for my entire life and within the Bay Area for several years. During those years, I made many dear connections here and visited often, which allowed me the opportunity to discover the beauty of the Town and its people. I decided to move in permanently, and I am eager to contribute my knowledge to make Los Gatos the best community it can be.
How would you define the role of a Planning Commissioner in relation to the Town Council in planning matters?
It is my understanding that the Planning Commissioners serves primarily as an advisory body to the Town Council, especially in relation to the creation of the Town's General Plan and proposed amendments to the Town's zoning code. However, the Commission also serves as a semi-judicial body with its own independent decision-making power, including the power to approve conditional use permits, for example. It also serves to screen potential development projects before they are put before the Town Council.
ITEM NO. 1.
3/8
Have you ever attended or viewed a Planning Commission meeting? If yes, please note which meeting you viewed or attended and provide a summary of your observation. If not, why not? Yes, I have observed hours of Planning Commission meetings, including the most recent meeting from November 12th, 2025. The main topics of the meeting included considerations of a conditional use permit, in this case of an animal hospital, where those seeking the permits presented their case to the Commission. Afterwards, members of the public were invited to provide comment on the conditional use permit, and the permit was approved unanimously by the Commission. Then, there was an hour-long discussion period regarding below grade square footage and whether it should count towards the Floor Area Ratio (FAR) for zoning permitting purposes; many members of the public gave their comments on the agenda item, including the architects who created the FAR provision in the Town code. There was some debate about whether allowing larger homes to exist due to the basement square footage exemption would exacerbate the affordability crisis in Los Gatos; while Commissioner Burnett argued that keeping homes smaller would keep them less expensive, Commissioner Barnett made the point that additional square footage would reduce overall housing demand by providing additional living space.
How will you demonstrate impartiality in your role as a Commissioner with your personal beliefs with regards to land use and planning policies?
While I do have personal beliefs regarding land use and planning policy, I understand that my primary role on the Commission would be to function as a kind of judge, ensuring that a proposed development would comply with the Town's existing ordinances, zoning laws, and the General Plan's land use element. Regardless of my beliefs, proposed developments need to meet objective standards, and my role would be to determine whether those standards are met. If I am appointed to the role, I would study each agenda packet carefully and root my determinations in the Town's objective standards during the Planning Commission meetings. In the case of any gray area or difficult ordinance to interpret, I would consult my fellow Commissioners and the Town staff for insight and clarification.
The Commission is expected to demonstrate knowledge of the Town Code and its land use and planning policies. What experience do you have that would be useful on the Commission? In my work as a real estate appraiser, I have become familiar with the zoning codes of many cities across California, and am used to going out on site inspections to evaluate properties, as I have previously mentioned. When I first became interested in applying to become a Planning Commissioner, I also studied the General Plan and zoning code of Los Gatos to better prepare myself for the role.
ITEM NO. 1.
4/8
How would you describe your approach to planning and how it would relate to making a land use or policy determination?
As I mentioned in the prior question regarding impartiality, I would say that my approach to planning would be rooted in making determinations based on the objective standards detailed in the Town's ordinances. Any decision that I make as a Commissioner will be made with this primary consideration in mind. That being said, there is a place in the Commission for establishing longer-term guidelines for the Town, such as in the General Plan Advisory Committee. There are also developments that require broader considerations, such as the Town's need to meet the Regional Housing Needs Allocation set forth by the state of California, and to uphold its existing obligations in the Town's Housing Element. The Bay Area as a whole, and Los Gatos in particular, is undergoing an acute affordability crisis, especially in housing. Fundamentally, I believe in planning decisions that would make Los Gatos the most livable and pleasant Town it can become - I believe this should involve easing the burden on the Town's working families in the ways that we can, which necessitates the efficient use of the Town's limited lands.
The Planning Commission meets at least twice a month and requires a significant amount of homework.
Are you prepared to make the commitment to spend the amount of time required to attend regular meetings, committee meetings, do site visits, and study the packet material? Response

Case Study #1 - Fictitious Location
What is your initial reaction to the above referenced project? Response
My impression is that a two-story office building at this location meets the Town's codes and would likely have a potential positive impact on the Town's economy. As far as the concerns of the residents are concerned, adequate underground parking would be provided per the existing building codes, and a traffic impact analysis has been performed that confirmed traffic would not be significantly impacted.
What issues do you feel will need to be investigated further? Response
I would imagine that the construction itself would likely be more disruptive to the residents than the use of the building after it is constructed. I would personally be interested in examining the potential construction working hours, any necessary street blockages, as well as measures taken by the developers to ensure dust and noise from the construction site is kept under control. I would also be interested in a visualization of the building to ensure it fits the existing character of the surrounding area.
How would you weigh your personal observations or experience regarding traffic and the professional input and recommendations of Town staff and Town consultants? Response
I would trust the professional input of the Town staff and consultants. Assuming that my site visit does not raise any issues that would cause me to doubt their evaluation, I would be inclined to trust their judgement.

Case Study #2 - Fictitious Location
What is your initial reaction to the above referenced project? Response
I believe the privacy impacts to the adjacent properties are valid concerns. I would be interested to know if Town staff have already considered this point, and to ask for their perspective. I would be open to requesting that the applicant make changes to the building plans to ensure the neighbors' privacy concerns are addressed (e.g. by planting a privacy hedge or trees, ensuring the window placements on the new construction do not directly overlook private areas belonging to neighbors, etc.).
What issues do you feel will need to be investigated further? Response
I would like to hear specific details from the neighbors who oppose the development about how the new construction would fail to meet compatibility with the neighborhood, considering it meets all Town standards and design guidelines. I would be particularly interested in the perspectives of those who feel that their privacy would be impacted by the development, and in what changes they would propose that would rectify their concerns.
How would you weigh your personal observations or experience regarding neighborhood compatibility and privacy and the professional input and recommendations of Town staff and the Town consultant? Response
In this case, I believe the privacy concerns of the neighbors themselves should be balanced with the professional input of the Town staff and consultant. While we already know that the development meets the Town's standards, it would be a positive thing for the Commission to be a space for the community to make suggestions so that the proposed development could be better for all involved. My own site visit could provide an additional perspective that may help to inform a better solution for the issues raised by the neighbors.

Planning Commission Information
Please list what experience, education, or volunteer positions that you have held.
Los Gatos Housing Element Advisory Board Member, 2021 - 2023 Los Gatos General Plan Committee Member, 2023 - 2024
Los Gatos Historic Preservation Committee Member, 2024 (8 months) Los Gatos Planning Commission Member, 2024 (8 months)
Education:
Los Gatos High School (Class of 2001)
University of Southern California (B. Architecture, 2006) Why are you interested in serving on the Planning Commission? As an architect by profession and training, I would offer a unique and informed perspective on land-use matters and proposed developments that come before the Planning Commission. Having previously served on the Commission, I understand the implications of new, large-scale development on the Town. I want to ensure that the Planning Commission can continue to be a public body that works to get the best possible outcomes for Los Gatos.
How would you define the role of a Planning Commissioner in relation to the Town Council in planning matters?
The Planning Commission serves as an advisory board to the Town Council, which makes all final decisions regarding zoning changes, project entitlements, and approvals.
That said, the Council typically weighs the Planning Commission's recommendations heavily.
Have you ever attended or viewed a Planning Commission meeting? If yes, please note which meeting you viewed or attended and provide a summary of your observation. If not, why not? Yes - I served on the Planning Commission in the past and also attended several meetings prior to serving.
How will you demonstrate impartiality in your role as a Commissioner with your personal beliefs with regards to land use and planning policies?
As a licensed architect, it is my professional duty to adhere to the codes and laws of local jurisdictions when planning and designing a building. I would bring this same approach to the Planning Commission and look to the Town Code as a guide for decision-making, along with professional judgment. Page 145 ITEM NO. 1.
3/6
The Commission is expected to demonstrate knowledge of the Town Code and its land use and planning policies. What experience do you have that would be useful on the Commission? Previous service on the Housing Element Advisory Board, General Plan Committee and Planning Commission. I also frequently engage with the Town Code in my professional capacity as an architect.
How would you describe your approach to planning and how it would relate to making a land use or policy determination?
My approach to planning is pragmatic - I understand that, legally, property owners have the right to build on their land in conformance with the local Town Code, and I wouldn't deny their right to do so, even if I personally didn't like the project.
That being said, there are sometimes gaps that are open to interpretation, which is often where the Planning Commission comes into play. I will continually evaluate items based on the following question: "Does the proposal/project enhance the character of the Town of Los Gatos?"
Of course, what enhances the character of the Town is subjective, but being an architect, I care about aesthetics and don't think it is taboo or off limits as a topic of discussion (The Town's various design guidelines and objective standards can serve as a guide for these discussions so they don't become too subjective).
Response
Yes

Case Study #1 - Fictitious Location
What is your initial reaction to the above referenced project? Response
The project complies with its site zoning and is not asking for any special variances.
That said, increased traffic is a valid concern of nearby residents.
What issues do you feel will need to be investigated further? Response
I think the Traffic Impact Analysis should be looked into with more scrutiny to see how it specifically relates to neighbors' concerns. If there are specific traffic issues that could be mitigated by the developer, they should be discussed.
How would you weigh your personal observations or experience regarding traffic and the professional input and recommendations of Town staff and Town consultants? Response
I wouldn't let my own personal observations about Town traffic supersede the professional input of the Town staff and Town consultants. But I would rely on the staff and consultants to help craft a solution that helps abate neighborhood concern about traffic without denying the conforming project.

Case Study #2 - Fictitious Location
What is your initial reaction to the above referenced project? Response
The project complies with its site zoning and Town design standards and is not asking for any special variances. That said, decreased privacy is a valid concern of nearby residents.
What issues do you feel will need to be investigated further? Response
For this one, I would put my architect hat on and analyze the floor plans - especially the second floor which could potentially have windows or balconies that look down into neighboring properties. The Commission should take a look to see if there are opportunities to mitigate the privacy issues through the use of clerestory windows or skylights so that the quality of the interior space is not reduced.
How would you weigh your personal observations or experience regarding neighborhood compatibility and privacy and the professional input and recommendations of Town staff and the Town consultant? Response
I wouldn't let my own personal observations about neighborhood compatibility supersede the professional input of the Town staff and Town consultants. But I would rely on the staff and consultants (as well as my own professional expertise) to help craft a solution that helps abate neighborhood concern about privacy without denying the conforming project.

To establish a policy to encourage participation by the Town's residents on Town Boards, Commissions and Committees (hereinafter referred to as "Commissions"). The Town of Los Gatos is committed to inclusivity. We value all our community members, regardless of religion, immigration status, ethnicity, race, disability, gender, sexual orientation, or gender identity. The Town will encourage residents to participate on Commissions by advertising vacancies on Commissions for at least 30 days, preparing easily understood applications, maintaining clear descriptions of the role of each Board, Commission, and Committee and its respective members, providing current meeting schedules, and conducting public interviews of all Commission applicants, except as provided by this Policy.
SCOPE
This Policy applies to all applicants to Town Boards, Commissions, and Committees.
POLICY
The Town Council encourages public participation in all decision-making and to be successful residents must be assured both that the participation is meaningful and that their input will be valued. The widest representation from the community can only be achieved if vacancies are well advertised so that anyone interested will have the opportunity to apply.
Interviews of the applicants conducted in public by the Town Council demonstrates that it values these appointments and that all have an equal opportunity to be appointed. While the Council Members may be provided standardized questions to use during the interviews, they free to ask other appropriate questions instead of, or in addition to, those provided.

Applicants may apply to more than one Commission, and shall rank their choices in their preferred order, during each recruitment cycle.
To ensure the greatest possible participation by the public, no person shall be appointed to more than one Commission except in those cases where they are serving as representatives of their Commission pursuant to an ordinance or resolution.
Commission recruitment procedures are outlined in the Administrative Procedure Manual.
Any major changes to that manual will be presented to the Town Council.
RESIDENCY REQUIREMENTS - - ·-- ·- •• -- --- ----
Residency within the incorporated municipal limits of the Town of Los Gatos, California is required for appointment and continued membership on all Town of Los Gatos Boards, Commissions, and Committees, with the exception of the Youth Commission and the Diversity, Equity, and Inclusion Commission.
Youth Commission:
The members shall be students who are entering grades 8 through 12 in the fall.
Membership for the students requires either residency in the incorporated limits of the Town of Los Gatos or residency in the unincorporated areas of the County of Santa Clara, which have a Los Gatos mailing address.
Diversity, Equity, and Inclusion Commission:
Membership composition shall be as outlined in the exhibit to the standard operating provisions for boards, commissions, and committees resolution.
1. All members of all appointive Commissions should attend all regular and special meetings of said Commissions.
2. Consistent with the Town Council's summer recess, Commissions will not schedule a regular meeting in the month of July to allow time for vacations. Nothing in this policy will prohibit staff from scheduling a special meeting to address urgent Town business.
3. Any member not in attendance at a regular meeting of said Commissions for at least 70% of the duration of the meeting shall be considered absent. To allow Commissioners to plan ahead to meet the 70% requirement, there will be a two-hour time limit for a regular Commission meeting with the exception of the Planning Commission and the Historic Preservation Committee and meetings containing discussion regarding the Town's annual budget.
4. A Commissioner shall be deemed to have automatically surrendered their office if they have either:
a. Three consecutive unexcused absences from the regular meetings of the Commission; or

b. Unexcused absences totaling more than twenty percent* of the total number of scheduled regular meetings in any calendar year;* or c. Absences, whether excused or unexcused, totaling more than thirty-five percent* of the total number of scheduled regular meetings in that calendar year.**
5. Excused absences shall be limited to those which meet both of the following requirements:
a. The absent Commissioner must have informed the chair and the staff liaison to the Commission of their intended absence prior to the scheduled meeting. (Failure to inform the chair and the staff liaison prior to the meeting shall result in an unexcused absence unless an unusual circumstance prevents advance notice.); and b. The following shall be considered an excused absence:
i. An absence due to illness of the Commissioner; or
ii. An absence due to a medical emergency of the Commissioner or the Commissioner's family member or loved one; or
iii. An absence due to the Commissioner's need to provide direct caregiving related to the illness of the Commissioner's family member or loved one; or iv. An absence due to the death of a Commissioner's family member or loved one; or
v. An absence because a Commissioner is away on authorized commission business; or
vi. An absence due to required military service; or
vii. An absence related to Federal and State Family Leave.
6. For all Commissions other than the Finance Commission, vacant positions shall be filled by appointment by a majority vote of the Town Council, for a term equal to the unexpired portion of the office vacated. Any member removed from office due to non-attendance may re-apply to serve on a Town Commission but will not be treated as an incumbent in any subsequent application to the same Commission. * Percentages will be rounded to the nearest whole number using standard rounding rules (less than .5 will round down and .5 or more will round up) and if the Commissioner was appointed to fill a vacancy, more than twenty percent of the total number of remaining scheduled regular meetings in that calendar year. (See Exhibit A for Commission Attendance Violation Table)
** A calendar year is defined as January 1 through December 31. Any absence that causes the cancellation of a regular meeting due to lack of a quorum shall be counted as an absence for the Commissioner. A regular meeting shall not be cancelled and replaced with a special meeting in order to alleviate an absence by a Commissioner.

APPOINTMENT GUIDELINES -- -··
Boards, Committees, and Commissions
In order for a candidate to be appointed, a majority vote (3 or more) must occur. In the event of a tie vote, a runoff will be held. Each Council member may vote for the same number of applicants as there are current vacancies on the respective Commission. In no case, can a Council Member cast more votes than there are vacancies; or vote for the same candidate more than once on each ballot (i.e. cumulative voting -- e.g. where there are three vacancies, a Council member may not give all three votes to the same candidate). A Council Member is not required to vote for any of the candidates or for the total number of vacancies available.
Youth Commission
The Town Council Selection Committee, consisting of the Mayor, Vice Mayor, Police Chief, and Youth Commission Chair (if not reapplying), will interview the Youth Commission applicants and make appointment recommendations for the Town Council to ratify.
REAPPOINTMENT GUIDELINES
An individual who has been removed from a Commission for the following reasons, may not be reappointed:
1. Failure to file the following documents required by the Fair Political Practices Commission (Adult Commissioners):
a. Form 700-Assuming Office, Annual, and Leaving Office when term is complete. b. Planning Commissioners are also required to complete AB 1234 Ethics Training and file the original certificate with the Town Clerk every two years.
2. Failure to comply with all Town Policies, Guidelines, and Handbooks.
CONFLICT OF INTEREST
Under the Political Reform Act, a Commissioner has a disqualifying conflict of interest in a governmental decision if it is foreseeable that the decision will have a financial impact on his or her personal finances or other financial interests. In such cases, there is a risk of biased decision-making that could sacrifice the public's interest in favor of the official's private financial interests. To avoid actual bias or the appearance of possible improprieties, the public official is prohibited from participating in the decision. While all Commissioners must at a minimum comply with the Political Reform Act regulations, they should also avoid the appearance of a conflict of interest.
Some Board and Commission members serve on non-profit boards or are employed by nonprofit organizations. Board and Commission members may not participate in decisions (which

In the event of a potential conflict of interest, the Board or Commission member must recuse themselves and provide a brief statement explaining the reason for recusal. Even if it is determined that there is no potential conflict of interest, the Board or Commission member must state that their affiliation with the non-profit organization before participating in the decision.
