Minutes of the Town Council Special Meeting
Tuesday, February 10, 2026
The Town Council of the Town of Los Gatos conducted a special meeting in person and via teleconference.
MEETING CALLED TO ORDER AT 5:31 P.M.
ROLL CALL
Present: Mayor Rob Moore, Vice Mayor Maria Ristow, Council Member Matthew Hudes, Council Member Rob Rennie, and Council Member Mary Badame.
VERBAL COMMUNICATION
No one spoke.
OTHER BUSINESS
1. Discussion of the Town’s Strategic Priorities and Budget Process.
Chris Constantin, Town Manager, gave a presentation on the topic.
Mayor Moore opened public comment.
Tom Picraux
- Commented on the Senior Services Roadmap implementation milestones.
Mayor Moore closed public comment.
Council discussed the Strategic Priorities and proposed modifications to the language.
MOTION: Motion by Vice Mayor Ristow to approve the changes to Strategic Priority number eleven under Additional Priorities to reflect new language that says: “Continue to engage the community service providers to meet the individualized and complex needs of unhoused residents, while pursuing a more coordinated regional approach.” Seconded by Council Member Hudes.
VOTE: Motion passed unanimously.
After further discussion, the Town Manager provided the following suggested modified language for priority number five: “Implement transportation demand management, traffic calming and other innovative efforts to mitigate traffic congestion and improve safety for all users, including bicycle and pedestrian improvements.”

MOTION: Motion by Council Member Badame to accept the Town Manager’s recommendation on additional Strategic Priority number five. Seconded by Vice Mayor Ristow.
VOTE: Motion passed unanimously.
Mayor Moore called a recess at 7:50 p.m.
Mayor Moore reconvened the meeting at 8:00 p.m.
2. Training on Rosenberg’s Rules of Order.
Chris Constantin, Town Manager, gave a presentation on the topic.
Mayor Moore opened public comment.
Karin Yamamoto
- Asked about debate time limits and guidelines for speaker conduct.
Mayor Moore closed public comment.
Council asked questions and received the training.
ADJOURNMENT
The meeting adjourned at approximately 8:29 p.m.
