CITY OF LOYALTON
CITY COUNCIL STAFF REPORT
MEETING OF: March 21, 2023
Subject: Housing Element Annual Report
From: Gina-Marie Morris, Accountant
Gary Price, Contract Planner
Recommended Action: l) Consider any public comments and approve 2022 Annual Progress Report on Implementation ofthe General Plan Housing Element. 2) Establish a committee to facilitate and/or monitor progress on the objectives.
3) Approve the City taking part in the County's Multi-Jurisdictional Hazard Mitigation Plan
BACKGROUND:
California Government Code Section 65400 ("Section 65400") requires cities and counties to submit an Annual Progress Report (APR) to the State by April l ofeach year. The Code requires the City Council to conduct public review ofthe report, consider public comments, and approve the report prior to submittal. APRs must be submitted to two State agencies: the Governor's Office ofPlanning and Research (OPR) and the Department ofHousing and Community Development (HCD). The APRs describe each jurisdiction's progress in implementing the housing elements oftheir General Plans and shows the City's accomplishments toward meeting its Regional Housing Needs Allocation (RHNA) 1
• Filing these reports also qualifies the City for
various State grants, such as the Housing Related Parks (HRP) program and Building Homes and Jobs Act funds.
This report, which is electronically formatted for filing on-line with HCD provides an update on the City's progress in implementing the Housing Element. The report describes the City's accomplishments through the end of calendar year. They also can help track and plan to meet certain City housing objectives and follow through with the many programs.
Each annual report has a variety tables with required information regarding whether dwelling RHNA (Regional Housing Needs Allocation) The Regional Housing Needs Assessment (RHNA) is mandated by State Housing Law as part ofthe periodic process of updating local housing elements ofthe General Plan. It includes housing production objectives according to income level for each jurisdiction. 1 unit production resulted in income levels of housing, such as very-low, low, moderate, or above moderate income housing units. The most important part of the reports is Table D which lists all programs and accomplishments from the housing elements. Although the City has experienced very limited housing production over the years, there have been significant accomplishments made in 2021 to improve housing production opportunities, such as update of the Housing Element and Zoning Code to bring the City into compliance with current State Housing law and preparation ofthe flooding study that provides a program to improve flood mitigation in the City to reduce constraints to future housing development. These were completed with State grants.
The 2021 APR also identifies a few housing programs the City may want to move forward with, such as preparation of an Affirmative Fair Housing Plan (Program 5-1-1 ). Due to the City's limited resources and capacity, however, many ofthese programs cannot be completed without collaboration with other larger agencies, such as from Sierra and Plumas Counties, such as the housing rehabilitation program.
Sierra County is applying for funding to create their Local Hazard Mitigation Plan and has asked the City to join with them to make it a Multi-jurisdictional Hazard Mitigation Plan. This would alleviate the City's need to create a General Plan Safety Element as that would be included in the County's Mitigation Plan, as well as open the City up for funding from FEMA.
It also needs to be noted that the Housing Element will need to be updated again in the 2023-24 year for submittal to the HCD for adoption by August 2024. Grant funds were utilized to pay for the last update. New Grant sources may need to be searched out for this upcoming update. In the 7th Housing Cycle, there are more requirements such as the land development capacity analysis that may prove to be more challenging.
Considering the many aspects of in this area, the City may want to consider appointing a committee to be reviewing this program on a regular basis to get ahead of upcoming challenges, as well as to continually monitor the current objectives.

Flag Status: Flagged
Dear Sarah, Joy, Dorie, Darlene, and Jerry ( I don't have his email, so please forward along) I hope to get the Old Church/School House on the action/discussion agenda for the March city council meeting.
I've been exhausting the federal, state, and private foundation options and have concluded that restoring the Old School House can ideally be done by deeming it a historical site. To my surprise, this process will be more straightforward, opening up even more grant options specific to this type of work. I have communicated with Corri Jimenez and Bill Coperin (Sierra Historical Society Board), who have recently assessed the viability of the Old School House restoration.
They concluded it would be an incredible project and are entirely on board with proceeding with the application process and potentially supplying all the paint supplies once we are at that stage. Bill also mentioned that the Historical Society could help with Corri's fee to write the application, which would cost upwards of SK.
As for the meeting, I would like to reopen the subject of Musica Sierra's role in this building/project. An alternative to leasing the space, Musica Sierra, could manage the building for the city, similar to that of the Milton Gottardi Museum; however, as the in-house non-profit, we would lead the restoration, marketing, programming, management, and curation of the space. Proceeds generated by Musica Sierra's Mission will be woven back into its programming. Once we have been up and running, we want to revisit the conversation of weaving in a rental stream for outside events.
Action Items/ Call to a vote:
1. Vote to move forward with the application to deem this building a historical site. This application would not guarantee its approval.
2. Vote to approve that Musica Sierra pursues grants and funding through the city for historical restoration.
3. A vote to grant Musica Sierra permission to lead the space's restoration, marketing, programming, management, and curation. Additionally, any other events or usage must be approved by Musica Sierra to keep the integrity of all the equipment in the space's scheduling, programming, and security.
4. A vote to approve that potential rental revenue would go towards the utilities and maintenance of the space.
5. A vote that the city maintains the building's liability and property tax obligations. Musica Sierra will also be providing its liability insurance for all programming.
Thank you all for your service, and have a great weekend, Lindsay

It is understood that the City is not the only entity struggling to keep the lights on at this time, in addition, the City hopes that you understand the hardship it would be to continue to cover these expenses for the Senior Citizens of Sierra County. It is not the desire of the City to create a hardship for your organization, but at this point the City is unable to continue to cover these expenses. The City does not expect the above expenses to be paid, but will need to start invoicing the above types of expenses associated with the property going forward. The City thanks you for your understanding as this decision was not made lightly.
Sincerely,
Sarah Jackson, Mayor
