Proposition 218 Notification
Notice of Public Hearing
Water Infrastructure Fee
Hearing Date and Time: 6:00 P.M. June 20, 2023
Hearing Location: 605 School Street, City Hall Auditorium This Notice is to advise you that the City of Loyalton is proposing a Water Infrastructure Fee («Fee") for all users connected to the City water system. The proposal will be considered by the City Council at a Public Hearing on June 20, 2023 at 6:00 P.M. at 605 School Street City Hall Auditorium. You are receiving this Notice in compliance with the California Proposition 218 requirement that all impacted property owners be mailed notice of proposed property related fees at least 45 days prior to a public hearing.

Ifyou have any questions in regard to this Notice, please call Loyalton·<;ity Hall, Monday through Friday, between the hours of 8:00 a.m. and 3:30 p_.m. (closed noon - 1 :00 p.m.) at (530) 993-6750.

BASIS OF PROPOSED WATER INFRASTRUCTURE FEE
The City is required by State law and City policy to collect revenues sufficient to fund current and future costs ofoperating, maintaining and administering the existing water facilities as well as to fund the capital improvements and infrastructure ~placement program. TJlese revenues allow the City to protect public health and safely and to reliably treat and convey water. By State law, the City may not collect more revenue than is necessary to recover the costs ofproviding services, and has kept the monthly charges as low as possible. J herefore at this ttme the City does not have reserve funds to finance the repairs, replacements, and(or upgrades (collectively "improvements') that are currently necessary. The proposed Fee is developed from a quote for the improvements necessary to meet all legal requirements.

The City continues to seek additional quotes to keep the costs as low as possible. All quotes obtained, as well as any information regarding said quotes, are available for review by the public at City Hall or at cityofloyatlqn.org

WHY THE CITY OF LOYALTON MUST HAVE A WATER INFRASTRUCTURE FEE Customer rates are currently the only source of'revenue to operate the City ofLoyalton's water system.

These rates generate the revenue t9 operate the system and leave very little funding for investment in necessary upgrades. With the system being extremely old, fragile, and in some cases beyond repair, improvements are necessary that are outside ofthe everyday repairs in order to continue the City's long tradition ofproviding reliable water services to our customers for many years to come. With the help of the Ad Hoc committee, the City ofLoyalton has been diligently seeking grants in order to provide the much needed work on the system, and continues to do so. The entire Water Infrastructure project is currently estimated at $44,000,000. The City plans to complete the project in phases as funding is available. Multiple grants through multiple agencies both federal and state have been and will be applied for. Many ofthese grants have a «matching funds" component in order to qualify for the grant.

It is imperative that the City have reserve funds available for the Water Infrastructure Project and for grants that become available to meet the matching fund requirement in order to qualify for these grants.

The City is committed to continue to look for as many sources offunding as possible to cover as much as possible, but will be facing Water Infrastructure Project costs and grant match requirements in many cases. Therefore, a Water Infrastructure Fee must be collected on all properties with access to the water system in order to make this happen. This Fee will be included on each property's tax bill. The annual Water Infrastructure Fee P,rOP.Osed is 215 and will be increased annually: by: 5% for inflatiQq. The increase for inflation is necessary because the Project will be completed in phases, and we will be facing increased costs through the years. This Fee will remain in effect until the required match portions ofthe grants obtained, as well as the portions for which grants are not available, are fully funded, including any interest and/or fees associated with said fundings. However, the fee will be in effect no longer than 40 years,. All grants and external funding obtained, and any information regarding said funds, are available for review by the public at City Hall or at cityofloyatlon.org

Two other people I can think of off the top of my head that deserve a nomination, Chelsea Johnson:

Chelsea served our community by volunteering to run the commodities program out of the Senior Center. She gave her time every month for 5 years. Her willingness to run that program provided food to many throughout the city. Chelsea also coordinates trash pick up days to help keep our city clean.

When people can't make it... ... she's out there doing it herself.

Annie Belli Terrasas Fassbender and Craig Fassbender:

Annie sets the bar high for all of us! Annie volunteer and supports our community is many ways. She and her husband Craig volunteer to run the concession stand for the baseball teams, Annie teaches Hne dancing, Annie ....who is 85 delivers meals on wheels to "Seniors" along with her husband. Annie and Craig remodeled the museum auditorium kitchen and installed new flooring. Annie volunteers at the grange for cowboy poetry, they show up to all home sports games to watch the teams pllay .....so on and so on. They are truly involved in our community and give me something to aspire to! Weather the council decides to honor one, I feel all the nominees should be listed in the paper along with the person chosen to receive the reward ....so they know that what they do does not go un noticed.

Nominations for the community volunteer award:

I'd like to nominate two different citizens that have brought some joy to our community by volunteering their time and creativity.

First I'd like to nominate Nate Smeltzer for the project he chose for his community service while earning his Eagle pin. Nate did research in our local cemetery and found the names of veterans who lost their lives serving our country. Once he got the names and dates from the headstones, he contacted families of the vets and researched their names on the internet to acquire photos. Then took the information with the photos and did fundraising in order to raise the funds to make the lovely banners hanging from our lamp posts. It brings a sense of pride to our community for alt to continually enjoy! Next up I'd like to nominate Lindsey Macintosh. Lindsey has worked very hard to bring the art of music to our valley. What I love about the work Lindsey is doing, is that she in not only focusing on immersing our youth with exceptional artists, but brings shows for all of us to enjoy at venues such at the Vinton Grange, Lost Marbles Barn, the Drifters Table, and the museum auditorium.

Artists she brings are contacts from her and her husband's educational period at the Music school Julliard. These are exceptional artist that are performing in our very own Sierra Valley! She is continuously thinking of our community and how to better this space for ALL Lindsey is currently working with the city on funding possibilities for a community center, hopefully to be located at the Loyalton Park, and is currently working towards making the old museum Church a restored building that can also be used for events. Her and her husband Owen assumed the Art and Ag Trail and brought it back to life after covid, which it... ..and all of the above bring revenue, learning, and enjoyment to our community.
