AWARD OF CONTRACT TO AQUA-METRICS SALES COMPANY FOR

THE INSTALLATION OF ADVANCED METER INFRASTRUCTURE (AMI)

ANTENNA
, CIP PROJECT NO. 4011.67.070.

Agenda Item # 8.2.

Recommendation:

Staff recommends that the City Council adopt the attached resolution entitled: “RESOLUTION

OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A CONTRACT TO

AQUA-METRICS SALES COMPANY FOR THE INSTALLATION OF ADVANCED METER INFRASTRUCTURE (AMI) ANTENNA, CIP PROJECT 4011.67.070 FOR A TOTAL NOT TO EXCEED AMOUNT OF $91,831.04.”
Background:

The City’s Advanced Meter Infrastructure (AMI) project is a multi-phased and multi-year project with the goal of replacing the City’s older positive displacement read water meters with new “smart” water meters and installation of two centrally located antennas for enhanced data communication. Once the AMI system is fully integrated and installed, the smart water meters will use the Sensus FlexNet M400B2 Base Station and Antenna to send water usage data directly to a cloud-based software platform. The data will be used to prepare bi-monthly water bills and analyze water demand. Installation of Sensus FlexNet M400B2 Base Station is necessary to communicate with AMI Smart water meters located citywide.

Discussion and Analysis:

The City of Lynwood, currently employs various water meters across its distribution system to track water usage for bi-monthly billing. Many of these meters, particularly positive displacement read meters, lose accuracy over time and require replacement every 15 to 20 City Council City Council Regular Meeting 24
years. With over half of the City’s water meters installed before 2006, the meters need to be replaced as the City is transitioning to Sensus smart meters for improved accuracy and efficiency.

Transitioning to an AMI involves installing smart meters that communicate water consumption data wirelessly to a cloud-based software platform. The new AMI system eliminates the need for manual meter reading, streamlines the billing processes, allows for proactive leak detection with customers and provides insight into consumption patterns to aid in conservation efforts

The AMI system requires installation of new two (2) radio transmitters, strategically placed at specific locations: 4275 Walnut Avenue and 11108 North Alameda Street. These two (2) locations were identified by a propagation study to ensure comprehensive coverage. This setup, along with associated hardware and analytics, forms the data collection system.

In addition, the purchase and installation of the second Sensus FlexNet M400 Base Station at 11108 North Alameda Street, is needed in order to proceed with the AMI implementation. This step is crucial for integrating the new system into the city's infrastructure.

Aqua-Metric Sales Co. Inc. of Riverside, California is the sole factory authorized representative for Sensus Metering Systems, Inc. products and services in Southern California
. Because Aqua-Metric Sales Company is the only Southern California vendor available, Staff has selected to sole source the purchase of the equipment. The Lynwood Municipal Code (LMC) Section 6-3.12(a)(3) allows for an exception to competitive bidding of any kind when supplies, equipment, services or contract could only be obtained from only one source.

Approval to award Aqua-Metric Sales Company for a total not to exceed amount of $91,831.04 is needed. In accordance with the City's purchasing policy, City Council approval is necessary.

FlexNet M400B2 Base Station
Compact Point-to-Multipoint Base Station
The Sensus FlexNet® M400B2 Base Station offers a strategic communications option for public service providers with endpoints deployed in remote or densely populated areas.

The efficient transceiver can transmit and receive in a 200kHz band of spectrum. 200kHz enables more dedicated channels, resulting in higher network capacity, allowing more granular data and more channels of data. And the Sensus FlexNet communication network delivers double the transmit power of competitive systems over primary-use licensed spectrum – ensuring reliability for mission critical applications.

The tower-based architecture enables reliable communication of status and usage information with fewer access points than other network architectures. These compact, efficient base stations fit in space-constrained environments and require no air conditioning.

Licensed Radio Spectrum
In North America, FCC/IC protected primary-use spectrum avoids competition with other wireless services, interference from other radio devices and the risk of being taken over by emergency service providers.

Fewer Access Points
Our point-to-multipoint architecture directly connects base stations to endpoints over large geographic areas – greatly reducing the number of network backhaul connections as well as O&M costs.

Resilient Network Design
Sensus Base Stations continue to provide real time data during outages and emergencies because of eight hour plus battery backup – enabling better workforce management and faster service restoration.

Small Footprint
Flexible pole or wall-mounting options enable strategic deployment with a discreet appearance.

Industry Leading Security
Sensus has achieved GE/Wurldtech™ Achilles® communications certification for critical infrastructure security against cyber threats.
