NAMING OF GRAND MEETING ROOM AT HENNING YOUTH CENTER
Agenda Item # 8.3.

Recommendation:

Staff recommends that the City Council adopt the attached resolution entitled: “A

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE

OFFICAL NAMING OF THE GRAND ASSEMBLY ROOM WITHIN THE HENNING YOUTH CENTER IN HONOR OF KYEISHA JACKSON.”
Background:

Staff is requesting approval from the City Council to name the grand meeting room located inside the Henning Youth Center in honor of 14-year City employee Kyeisha “Ky” Jackson.

Discussion and Analysis:

The City of Lynwood has an established history of naming buildings and facilities in honor and in the name of individuals that have made a significant contribution to the Lynwood community. For example, the following facilities are named after persons that have made significant contributions to Lynwood:

A.J. Bateman Hall (In honor of former City Manager)
John D. Ham Park (In honor of former Councilmember)
Robert Henning Youth Center (In honor of City’s first African-American Mayor) Lucy Avalos Center (In honor of former community champion)

Staff is respectfully requesting authority to name the grand meeting room inside of the City Council City Council Regular Meeting 30
Henning Youth Center after Kyeisha “Ky” Jackson. This action will serve to honor Ms.

Jackson’s 14-years of distinguished service to the City of Lynwood as a model employee, public servant and to the impact she made on countless colleagues and Lynwood residents.

Life Timeline Highlights:

Born: August 2nd, 1988
2006 Graduates from Lynwood High School
2010 Hired by the City of Lynwood
2017 Marries: Russel Witherspoon 2020 First Child: Amor Witherspoon 2022 Second Child: Azahra Witherspoon

Kyeisha Jackson was raised in the City of Lynwood - attending Abbott Elementary School and then graduating from Lynwood High School in 2006. Personally, Ms. Jackson was an active Lynwood community member – as a youth growing up in the City’s youth sports programs and as an adult, frequently enjoying community events when she wasn’t working them.

Professionally, Ms. Jackson was a beloved and highly respected member of the City of Lynwood team and served honorably in the Recreation & Community Services Department for 14-years. Her passion was the City’s Tiny-Tots program that she fought to return to the service of the community coming out of the pandemic. Sadly, the community and her colleagues where devastated to learn of her unexpected passing on February 26, 2024. Staff believes that her exemplary and extended service to the City and community is worthy of recognition in the form proposed.

Through adoption of the accompanying resolution, staff requests authority to name the grand meeting room located within the Henning Youth Center in honor and memory of Kyeisha “Ky” Jackson. If the recommended action is approved, appropriate signage will be developed and posted at the entrance of the room. Future references to the room (for rentals, meetings, events, etc.) will reflect the dedication.

Fiscal Impact:

The recommended action does not require an additional appropriation. Funding for any signage expense will come from the adopted FY 23/24 budget of the Recreation & Community Services Department.

CIVILTEC ENGINEERING TO

PROVIDE PROFESSIONAL

ENGINEERING SERVICES FOR THE REHABILATION DESIGN AND
SITE IMPROVEMENTS OF WELL 11, CIP PROJECT NO. 4011.68.108 .

Agenda Item # 8.4.

Recommendation:

Staff recommends that the City Council adopt the attached resolution entitled: “A

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING

CIVILTEC ENGINEERING TO PROVIDE PROFESSIONAL ENGINEERING SERVICES FOR THE REHABILITATION DESIGN AND SITE IMPROVEMENTS FOR WELL 11, CIP PROJECT 4011.68.108, FOR A TOTAL NOT TO EXCEED AMOUNT OF $261,065.” Background:

Well 11 was drilled in 1950 and was one of five wells that supplied groundwater to the City providing around 15% of the City’s water supply. In 2018, Well 11 was taken out of service due to detection of trichloroethylene (TCE), perchloroethylene (PCE), and 1,4-dioxane levels above the maximum contaminant level (MCL).

The City worked with the Water Replenishment District (WRD) on a grant for the design and installation of a Granular Activated Carbon (GAC) treatment system to remove the contaminants below the MCL. The GAC treatment system was completed in September 2022.

After the GAC treatment system was installed, the system was shut down due to high bacterial levels.

City Council City Council Regular Meeting 37
Staff worked with Besst Technology to determine the source of the high
bacterial levels and
corrective measures needed
. It was determined that the well casing, which is over 74 years old was contributing to the
high
bacterial levels and that a new well liner should be installed to reduce the bacterial levels and to have Well 11 back into service.

Discussion and Analysis:

On December 19, 2023, the City awarded Civiltec Engineering a contract for On-Call Professional Services, acknowledging their specialized expertise in design and construction of similar groundwater well projects throughout Southern California. Civiltec’s expertise is valuable as the City utilizes local groundwater as its major water supply source.

Staff requested a proposal from Civiltec (Task Order #1) for engineering services for the design of a new well liner, a new well pump & motor, upgrading the existing electrical motor control center with emergency electrical generator connections, upgrading the SCADA system, coordination of replacement of the GAC and site improvements.

Civiltec will coordinate their work effort with City staff, SCADA consultant and the Water Replenishment District (WRD) with respect to water quality, water treatment and design of a new liner, pump, and electrical upgrades.

Attn: George Cambero, Utility Manager Email: [email protected] Subject: Proposal for Professional Engineering Servicers for Rehabilitation and Improvements of Well 11
Dear Mr. Cambero,
The City of Lynwood (Lynwood) compiled an extensive Five -Year Capital Improvement Plan (CIP) of water and sewer projects to be completed in the coming fiscal years (FY). Well 11, originally drilled in 1950, was taken out of service in 2018 (briefly in service for seven days in 2022) due to the contaminants. Since then, Lynwood has constructed a n on- site water treatment plant. Now the FY 23/24 CIP desires to rehabilitate Well 11 to work with the new treatment facility. This includes a new well liner, well pump, and motor with a variable speed drive, pump to waste system, piping, electrical, and housing for the well. An experienced consultant will need a multi-disciplinary versed team to complete the design of these improvements.

Lynwood will benefit from Civiltec Engineering, Inc.’s (Civiltec) diverse experience, communicative nature, and innovative solutions. Civiltec has the desired experience, completing 260+ well related projects of varying sizes with different constraints such as residential, educational, heavily traffic, or commercial areas. Moreover, 37 of these well projects were designed in the last five years. Many of these projects included survey, electrical upgrades, treatment systems, piping, and construction management services. Utilizing our research and knowledge of these systems will be very beneficial to Lynwood as this project progre sses. Civiltec provides high-quality engineering services with the utmost level of integrity. We believe our expertise in delivering solutions specific to your needs will be instrumental in maintaining and cultivating a strong relation with you.

David H. Song, PE is our proposed project manager who brings 20+ years of industry experience and 63 well related projects. He is based in our Monrovia Office located only 40 minutes from Lynwood’s offices. Our team will use state- of-the-art communication tools, quality assurance/quality control (QA/QC) programs, and our enthusias m to commit to serving Lynwood with the best possible project outcomes. As a firm Principal, I have the authority to execute and bind this contract if you have any questions, please contact me at 626-357-0588 or [email protected].

and includes the design, construction, and testing of 15 new or refurbished high -capacity municipal supply wells in the past 5 years. They provided design and construction services for deep municipal production wells in Central and West Coast Basins for Water Repl enishment District- Los Angeles Department of Water and Power (LADWP) at the 99th Street Well Field and West Basin Municipal Water District Brewer Desalter Well. Additional well experience throughout California provides a well-rounded and consistent history of successful well projects for their clients.

APPROACH TO THE PROJECT
Project Understanding
Lynwood wishes to produce treated water from the
existing groundwater production Well 11 . Well 11,
originally drilled in 1950 via cable tool method, is
located at 11646 Bellinger Street and is at a depth of
956 feet. In 2018, the well was put out of service due
to the presence of trichloroethylene (TCE) and
concentrations above the state regulated maximum
contaminant levels (MCL). The well remained offline
until September 2022 when a granular activated carbon (GAC) treatment syst em was installed and permitted by the State Water Resources Control Board (SWRCB) Division of Drinking Water (DDW).

Well 11 was put back in service but quickly shut down due to elevated bacterial counts detected in the treatment system. Vertical profiling of the well was performed, and water quality samples were subsequently tested finding additional contaminants of perchloroethylene (PCE) and 1,4- dioxane.

Additionally, the well video survey identified pitting in the casing and sediment infill which buried the two lowest screens. It was determined the existing casing may be structurally impaired resulting in the recommendation that a new 12-inch stainless steel liner be installed within Well 11.

The main goal is to place Well 11 back in service of its commun ity and utilize the recently installed GAC treatment system to remove contaminants. This will be realized by constructing a new well liner, equipping the well with an appropriately sized well pump and motor, pump to waste discharge, motor control center (MCC) with a variable frequency drive (VFD), replacing the existing well building, and upgrading the disinfection and SCADA systems. Additionally, conceptual design of the site improvements will be provided . Other tasks necessary for this project include permitting with DDW and the Lynwood Public W orks and Building and Safety departments. Complete plans, specifications, and cost estimate (PS&E) package will be prepared ready for bidding and construction.

The team will provide support services throughout the bidding process.

Scope of Work
Phase 1: Preliminary Design
Task 1 – Project Management
Civiltec will schedule a kick -off meeting with
Lynwood and stakeholders to discuss project
information, operational parameters, formalize
design criteria, goals, schedules, site constraints,
potential conflicts, and requirements. An agenda
and kick -off meeting minutes will be prepared
with action items. We have budgeted for 10
additional meetings to be coordinated and
scheduled to go over progress, review, and

project area. The base map will include adjacent
street centerlines, easements, property lines,
above ground features, well piping, equipment,
building, treatment plant and utilities within the
project limits.

Task 5 – Well Assessment
Civiltec will team with ENGEO’s principal
hydrogeologist to assess the well based on
document review in Task 2 and perform a
current video inspection and caliper and
deviation surveys of the existing well. The
caliper and deviation survey will determine
what liner diameter is feasible. ENGEO will also
determine static water level trends, water
quality trends, sand production and the historic
and recent specific capacity of the well.

A Preliminary Design Memoran dum will be
provided to summarize findings from the well
assessment. The memorandum will include an
assessment of the overall condition of the well
and recommendations for liner design,
installation, and chemical and mechanical
cleaning. The report will outline the approach to
well rehabilitation and redevelopment.

Phase 2: Final Design

the drawings and specifications repr esent all
components for a turn-key installation.

Design will also include structural calculations
for the building foundation/footing based on
information provided by the prefabricated
building manufacturer. It is assumed the
manufacturer will provide al l structural
calculations for the prefabricated building.

Task 4 – Electrical, Instrumentation and Controls
Design
The existing metered service switchboard is
located inside the well building with overhead
service from S outhern California Edison (SCE).

Due to the close proximity of the wellhead, the
existing switchgear does not meet working
space requirements per the National Electrical
Code and will need to be removed. The electrical
design will include the installation of a new
480V, 3-Phase metered service switchboard and
MCC outdoors within NEMA 3R enclosures. The
MCC will feed the new well pump VFD as well as
the disinfection and treatment system s
electrical loads.

The sites’ instrumentation and control system s
will be upgraded. We will incorporate
hardwired controls from the well pump VFD to
well pump system valves, for example a pump-
to-system valve, pump-to-waste valve, and pre -
lubrication valve. A new site programmable
logic controller (PLC) panel will be in stalled as
part of the new electrical switchgear lineup. All
new and existing input/output signals (IO) will
be routed to the location of the new PLC panel
including the following: well pump valves and
instrumentation, well pump VFD IO, disinfection
system IO, and treatment system
instrumentation. The instrumentation and
controls design will also include a new
submersible well level transmitter and well
pump discharge header magnetic flowmeter.

We will coordinate with Lynwood’s preferred
SCADA integrator t o determine the PLC panel
and telemetry system equipment to be installed.

Additionally, we will develop process and
instrumentation diagrams ( P&IDs) for the site
that incorporate existing treatment and
disinfection systems, as well as a new well
pumping system.

Task 5 – Site Improvements Conceptual Design
A conceptual plan will be prepared for the site
improvements that include site security,
lighting, fencing, gat es, driveway approaches,
and paved access. Additionally, a conceptual
landscape plan will be prepared for a water
conservation garden along Bellinger Street. An
engineer’s cost estimate will be prepared for the
site improvements. It is understood that
Lynwood will decide the limits of improvements
and the design of final site improvements will be
solicited under a separate contract.

Task 6 – Contract Specifications
Civiltec will prepare the contract documents
utilizing Lynwood’s standard specifications for
the project that will include the notice to invit e
bids, instruction to bidders, proposal and bid
schedule, sample agreement, general conditions,
special provisions, and technical specifications.

treatment, well development and well pump
station for the well liner. Specifications for well
equipping will include sections related to the
civil, mechanical, structural, el ectrical,
instrumentation and controls elements.

Additionally, a list of manufacturers and models
of equipment will be prepared for Lynwood’s
review and approval.

Task 7 – Engineer’s Cost Estimate
Quantities and cost estimates for the items
determined from the construction drawings and
specifications will be prepared. Cost estimation
is based on the procedures and values from BNI
Public Works Cost Book and past bids
administered on similar construction projects.

Construction costs will consider material,
prevailing wage labor, and equipment costs for
accurate cost estimates. The itemized cost
estimate will match the bid schedule as included
in the contract proposal.

Phase 3: Permitting and Coordination
Task 1 – DDW Operating Permit
Civiltec will meet with DDW personnel to inform
them of the project objectives and provide all
necessary forms, plans and documents to
support the operation of the well and treatment
system for active service. Correspondence will
be performed to ensure reviewers have a full
understanding of the project and any questions
or clarifications answered. The process will be
pursued until the permit is obtained.

Task 2 – Lynwood Permits
It is anticipated that a public works permit will
be required for work outside of the property in
street right -of-way. Engineered traffic control
plans will be provided if required. Also, a
building permit will likely be required for the
replacement buildi ng. The new building is
proposed to be a prefabricated building. Forms,
plans, documents, and calculations will be
submitted to each respective department to
start the permitting process. Permits will be
pursued until obtained.

Task 3 – Carbon Media Coordination
Coordinate with suppliers of carbon media to
ensure the appropriate materials are specified
for the carbon change out. Review the flow
process and discharge requirements and ensure
it is specified for the supplier or contractor and
ensure they conform to all specifications.

Task 4 – SCE Coordination
We will coordinate with SCE to supply a 480V, 3-
Phase, service to the site. SCE may elect to install
a new pad mounted transformer per their latest
Electrical Service Requirements Standard. Our
plans will show transition from overhead to
underground service as required by SCE. The
key to a successful project is coordination with
the SCE planner early in the design process. We
will forward standard SCE forms after we
receive notice to proceed so that SCE can begin
their design as early as possible. Additionally,
we will be following up with the SCE planner at
regular intervals during design.

Per SCE standards and requirements, we will
convert the electrical CAD base files to SCE’s
CAD standards and forward to the SCE planner.

SCE will utilize the converted files for
development of their final service work order
plans.

Phase 4: Bidding Support Services

UTILITY ASSISTANCE PROGRAM UPDATE
Agenda Item # 9.1.

Recommendation:

Staff recommends that the City Council approve the Utility Assistance Program update and staff’s recommendation to increase the amount of assistance per household from $1,000 to $5,000.

Background:

The Lynwood City Council has determined that Recovery Funds awarded to Lynwood should be expended to support programs, partnerships and projects that will speed up the City’s recovery from the economic and health effects of the Coronavirus pandemic while providing the broadest possible community benefit including economic recovery that support relief programs.

At its regular meeting of June 6, 2023, the Lynwood City Council approved Resolution No. 2023.056 approving a Utility Assistance Program and the appropriation of $500,000 in ARPA funding for program implementation. Council also requested a six-month program update and discussion of the grant amount per household.

Discussion and Analysis:

City Council City Council Regular Meeting 69
Staff Report - Utility assistance program - Resolution.docx The Utility Assistance Program will provide additional relief to address the continued impact of COVID-19 (i.e., coronavirus disease 2019) on the economy, public health, state and local governments, individuals, and businesses. This supplemental funding will focus on financial assistance to reduce energy bills and arrearages for low-income households. The program provides one-time payments to households struggling to pay their energy bills.

American Rescue Plan Act funds are also being used to support households at risk of utility disconnection, in an energy emergency, and for services related to natural disasters.

Utilizing the $500,000 appropriated for Basic Needs under the City’s adopted ARPA plan, the current Utility Assistance Program grant amount is $1,000 per eligible household. Based on our review of current applications there are a number of residents who are delinquent in excess of $1,000. Staff is proposing the Utility Assistance Program grant assistance to increase from $1,000 to $5,000. The increase will assist households in financial hardship throughout the City. The program intent will focus on assisting low-income households by providing financial assistance to help balance an eligible household’s utility bill (i.e. water, trash, gas, and electric). The program also assists low-income households that are in a crisis such as households receiving 24-48 hour disconnect notice or service termination by their utility company.

Fiscal Impact:

There is no fiscal impact to the General Fund.
