Recommendation:

Staff recommends that the City Council approve the Fourth Amendment to the Professional Services Agreement with Legislative Advocacy Group for Lobbying Services, with an added emphasis on identifying and pursuing state grant opportunities .

Comments:

Assembly Bill 421, introduced by Assemblymember José Luis Solache, Jr. increases the protection for immigrant families by adding guarantees in the law providing immigrant families with access to religious institutions, places of worship, hospitals and medical offices regardless of their immigration status.

Senate Bill 98, introduced by California
Senator Sasha Renée Pérez, aims to protect immigrant families by giving students, parents and campus communities clear and timely information if immigration enforcement operations target schools and institutions of higher education.

Given the City of
Lynwood’s commitment to the welfare of immigrant communities, supporting these pieces of legislation align with the City’s values and priorities. (CM) Recommendation:

Adopt resolution in support of:

1 .

Assembly Bill 421(Solache): Immigration Enforcement: Prohibitions on Access, Sharing Information, and Law Enforcement Collaboration; 2 .

Senate Bill 98 (Pérez):

Elementary, secondary, and postsecondary education:

Recommendation:

Staff recommends that the City Council approve the Fourth Amendment to the Professional Services Agreement with Legislative Advocacy Group for Lobbying Services, with an added

With a strong history of success in navigating complex policy issues and securing critical funding, LAG has been effective in assisting the City advance its goals.

Discussion and Analysis:

As the City continues to face various legislative and funding challenges, the need for LAG's professional services remains vital. This extension would ensure that LAG continues to focus not only on legislative advocacy but also on assisting the City in identifying and pursuing state grant opportunities, which are essential for funding various City programs and projects.

The Fourth Amendment to the Professional Services Agreement is for specific legislative services to be performed by LAG, as desired by the City, include those listed in Exhibit A . The list is not all-inclusive and may be changed at any time as authorized by the City Council.

Additionally, while the City’s purchasing policy limits the amount of amendments to three under City Council City Council Regular Meeting 43

SUBJECT:

ADOPT RESOLUTION IN SUPPORT OF SENATE BILL 98 AND
ASSEMBLY BILL 421 - IMMIGRATION ENFORCEMENT PROHIBITIONS

ON SPECIFIC SITES, AND TAKE RELATED ACTIONS
Agenda Item # 8.4.

Recommendation:

Adopt resolution in support of:

1 .

Assembly Bill 421(Solache): Immigration Enforcement: Prohibitions on Access, Sharing Information, and Law Enforcement Collaboration;
2 .

Senate Bill 98 (Pérez):

Elementary, secondary, and postsecondary education:
immigration enforcement: notification
;
3 .

Authorize the Mayor to send a Letter of Support to the authors of the bills.

Background:

Assembly Bill 421, introduced by Assemblymember José Luis Solache, Jr. increases the protection for immigrant families by adding guarantees in the law providing immigrant families with access to religious institutions, places of worship, hospitals and medical offices regardless of their immigration status.

Senate Bill 98, introduced by California Senator Sasha Renée Pérez, aims to protect immigrant families by giving students, parents and campus communities clear and timely information if immigration enforcement operations target schools and institutions of higher City Council City Council Regular Meeting 51
education.

Given the City of Lynwood’s commitment to the welfare of immigrant communities, supporting these pieces of legislation align with the City’s values and priorities.

Discussion and Analysis:

California’s is home to a diverse population. Nearly half of the students belong to immigrant families. However, increased immigration enforcement actions in and around schools have disrupted learning environments, exacerbated absenteeism, and created a climate of fear.

Existing laws, including the California Values Act, provide some protections but do not fully address immigration enforcement on or near school campuses, religious institutions, places of worship, hospitals and medical offices. Protecting these environments from immigration enforcement activities is essential to ensuring the health and welfare of immigrant families and upholding the constitutional guarantee of safe and secure campuses for all.

Assembly Bill 421, prohibits California law enforcement agencies from collaborating with, or providing any information in writing, verbally, on in any other manner to, an officer or employee of the United States Immigration and Customs Enforcement (ICE) regarding proposed or currently underway immigration enforcement actions when the actions could be or are taking place within a radius of one mile of any childcare or daycare facility, religious institution, place of worship, hospital or medical office.

Senate Bill 98 addresses this mandating that schools and college campuses immediately notify all students, parents, faculty, staff and other community members if immigrations officers are present on the premises. This will give students, parents and campus communities clear and timely information if immigration enforcement operations target schools and institutions of higher education

By adopting a resolution in support of AB 421 and SB 98 and communicating this support to the authors of the bills, the City will reaffirm its commitment to ensuring that all residents, regardless of immigration status, can live in a safe and supportive environment and demonstrate solidarity with immigrant families.

ON ACCESS, SHARING INFORMATION, AND LAW ENFORCEMENT
COLLABORATION; AND SENATE BILL 98: ELEMENTARY, SECONDARY, AND POSTSECONDARY EDUCATION: IMMIGRATION ENFORCEMENT: NOTIFICATION; WHEREAS, immigrant families are facing increased threats of deportation; and immigration policy proposals of the current federal administration have caused a sense of uncertainly and fear among the City of Lynwood’s community; and WHEREAS, the City of Lynwood is comprised of approximately forty (40) percent foreign-born residents; and
WHEREAS, ensured guaranteed access to vital childcare, health care and places of religious worship without fear of deportation, harassment, or intimidation is necessary for the health and welfare of immigrant families; and WHEREAS, a report by the California Advisory Committee to the United States Commission on Civil Rights found that an increase in families’ fear of deportation has a “chilling effect on education for undocumented children and children of undocumented parents,” resulting in decreased school attendance and school funding, which is intended to support all pupils; and
WHEREAS, studies have also shown strong associations between increased immigration enforcement and increased absenteeism for children from immigrant families. This research also demonstrated that deportation threats have many effects on the academic success of pupils from immigrant families, including difficulties with concentration in school, lower achievement in mathematics, repeated grade levels, and an increase in dropout rates in some areas where intense immigration enforcement action takes place; and
WHEREAS, the National Institutes of Health reports that immigrant youth, especially those in mixed-status families, experience anxiety and depression due to fears of deportation and family separation. Timely notifications allow students and staff to handle the situation in a controlled and organized way, minimizing the overall impact on the learning environment.

 Requiring each school district, county office of education, and charter school to immediately notify all pupils, parents, faculty, staff, and other school community members of the presence of immigration officers on the schoolsite; and
 Requiring postsecondary educational entities to immediately notify all students, faculty, staff, and other campus community members of the presence of immigration officers on campus and
WHEREAS, Assembly Bill (AB) 421, introduced by Assemblymember José Luis Solache, Jr., seeks to protect California residents and ensure that guarantees in the law providing residents with access to childcare facilities, religious institutions, places of worship, hospitals and medical offices regardless of their immigration status are followed by implementation of the following:
 Prohibits California law enforcement agencies from collaborating with, or providing any information in writing, verbally, on in any other manner to, an officer or employee of the United States Immigration and Customs Enforcement (ICE) regarding proposed or currently underway immigration enforcement actions when the actions could be or are taking place within a radius of one mile of any childcare or daycare facility, religious institution, place of worship, hospital or medical office.
