Honorable Mayor and Members of the City Council
APPROVED BY:

Julian Lee, Interim City Manager
PREPARED BY:

Shanell Shipe, Assistant to the City Manager
SUBJECT:

FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT

WITH CONSERVATION CORPS OF LONG BEACH
Agenda Item # 8.3.

Recommendation:

Staff recommends that the City Council a
pprove a Resolution, First Amendment to the Public
Service Agreement with
Conservation Corps of Long Beach for the purpose of providing additional cleanup efforts throughout the City.

Background:

The Conservation Corps of Long Beach is a community youth development organization that continually seeks meaningful projects for young people to gain valuable experience while contributing to the enhancement of their community and environment. Established in 1987, CCLB is one of 14 State Certified Community Corps programs in California.

To fulfill its mission, CCLB combines its state-accredited alternative high school program with hands-on conservation work projects. These projects include, but are not limited to, urban forestry, habitat restoration, recycling, graffiti removal, fire fuel reduction, invasive vegetation treatment, community garden development, and construction. Through these efforts, CCLB provides young people with marketable job skills while helping to preserve and restore the local environment.

Discussion and Analysis:

City Council City Council Regular Meeting 38
At its regular meeting of July 16, 2024, the Lynwood City Council approved Resolution No. 2024.091 amending the revised adopted Fiscal Year (FY) 2024-25 budget which in part appropriated $100,000 to implement a citywide cleanliness program.

In response to the Council’s direction, a citywide cleanup strike force was established, and staff collaborated with the Conservation Corps of Long Beach (CCLB) to support the cleanup efforts. Under the authority of the City Manager, a Professional Services Agreement was executed on December 2, 2024, at a not-to-exceed amount of $50,000.

Supervised by the Public Works Department, CCLB provides a five-member crew who work from approximately 7:15 a.m. to 2:15 p.m., four days a week, to service the City’s parks and major thoroughfares. The crew collects and disposes of trash in parks on Mondays and Fridays, while streets are serviced on Tuesdays and Thursdays. The CCLB team is responsible for cleaning Lynwood public rights-of-way (ROW) thoroughfares, including bulky item pickups, as well as weed and trash removal from tree wells, sidewalks, and parkways along the following streets:

Abbott Road
Imperial Highway
Martin Luther King Jr. Boulevard
Alameda Street
Santa Fe Avenue
State Street
Long Beach Boulevard
Atlantic Boulevard

The collaboration with CCLB has been positive and allows the Public Works division to attend to other skilled tasks and responsibilities. The cost of CCLB services is much lower in contrast to the costs incurred to perform the same tasks by city employees.

Staff is requesting that City Council to continue CCLB services for citywide cleanup through June 30, 2025. Additionally, staff will recommend funding CCLB in the next Fiscal Budget of 2025-26.

Fiscal Impact:

Cost for services is included in the current FY 2024/25 budget.

Dear Mr. Lee,

Thank you for the opportunity for Joe A. Gonsalves & Son to submit our proposal for Legislative Advocacy Services to the City of Lynwood. Our firm had the honor of representing the City from 06/2021 to 07/2024 and we are proud of the accomplishments we shared in during that time.

Joe A. Gonsalves & Son was founded by my grandfather, Joe Gonsalves, in 1975, after serving 12 years in the California State Assembly. Since then, Joe A. Gonsalves & Son has been a trusted advocate for public agencies. As the premiere legislative advocacy firm in Sacramento, we offer guidance, experience, and relationships that clients expect. Our firm creates a personalized approach that prioritizes our clients goals through effectiveness, responsiveness, accessibility and a deep commitment to your mission.

Our strategic approach to advocacy is custom tailored to the unique needs of each of our clients. Our strategies combine the experience of our team with an extensive network of relationships with various stakeholders and decision-makers, ensuring that 50 3

each client’s unique needs are met with precision and care. In our 50 years of practice, our firm has successfully guided over 1000 legislative and regulatory measures into law and helped secure more than $1.2 billion in funding for our clients.

Our entire firm intentionally uses the same [email protected] email address.

We do this in order to make sure each member of our firm is aware of the issues of importance as we coordinate our efforts. Whenever we take on an issue, all three lobbyists actively advocate on your behalf.

Our firm charges a retainer on a monthly basis and contains a 30-day cancellation clause, as we are confident in our ability to provide your City with an unparalleled level of service. The retainer is all inclusive of the services we would provide for the City.

We do not charge for any additional costs unless you require us to meet outside of Sacramento. Please note, our contract lists our scope of services in very general terms.

We purposely do this to ensure that each client has the flexibility to request any assistance you may require in Sacramento, such as setting up meetings with the appropriate legislators, Governor’s office or the various state departments.

We represent a very distinguished group of clients other than cities. For example, Long Beach Transit, providing transit services throughout the Long Beach region; and Access Services, the only paratransit service provider in Los Angeles County. In addition, we represent 29 Palms Band of Mission Indians, a leader amongst tribal governments. I strongly believe it is this blend of special people who assist us in being as effective as we are.

Our firm operates on a very personal and professional level, always working hard to accomplish our clients' goals. The late Senator, Ken Maddy, coined our firm the “Gonsalvi”. When asked what he meant by the nickname, Senator Maddy responded, “you’re like alumni, when you guys are working an issue you are everywhere”. Still today the members of the Legislature refer to us as “the Gonsalvi”. I would recommend you contact any Legislator and ask them about our firm.

51 4

Thank you for the opportunity for Joe A. Gonsalves & Son to provide you with our proposal. We are confident in our ability to deliver services that achieve meaningful results for the City. Please don’t hesitate to reach out with any questions or requests for additional information. We want you to know that we would be honored to continue to represent the City of Lynwood.

Sincerely,

JASON A. GONSALVES

HOUSING ELEMENT ANNUAL PROGRESS REPORT - 2024
Agenda Item # 9.1.

Recommendation:

Receive and File 2024 Annual Housing Progress Report update submitted to the State Office of Planning and Research and the Department of Housing and Community Development.

Background:

California Government Code Section 65400 mandates that each city and county planning agency prepare an annual progress report regarding the implementation status of their Housing Element’s unit count commitments. These annual progress reports - the General Plan Annual Progress Report and Housing Element Annual Progress Report (APR) - are submitted to the State’s Office of Planning and Research (OPR) and the Department of Housing and Community Development (HCD) by April 1st of each year.

OPR uses the General Plan APR to help identify how local planning activities relate to statewide planning goals and policies. For the Housing Element’s APR, HCD provides a standard template that cities complete to fulfill statutory requirements for reporting on housing information – including housing production and affordability, implementation of Housing Element programs, and local efforts to remove governmental constraints to the development of housing.

The State of California (HCD) has determined the City of Lynwood Regional Housing Needs Allocation (RHNA) of 1,558 housing units in the current 6th Cycle. RHNA is a plan projecting City Council City Council Regular Meeting 68
housing needs in each region of the state.

Discussion and Analysis:

The Housing Element APR describes the City’s progress toward the implementation of the Housing Element programs within the reporting period of 2024. In particular, the report documents the number of net new housing units developed and at which affordability levels has occurred during the reporting year. The housing units are tracked by calculating the number of development applications submitted, project entitlements approved, building permits issued, and building permits that received final Certificate of Occupancy. The APR also includes status updates on the City’s progress in meeting the objectives for each of the programs noted in the Housing Element.

The City’s RHNA allocation and progress for the 2021-2029, 6th planning cycle is shown in the summary table below. As identified in the table, 113 net new housing units were permitted in 2024 and counted towards the City’s 1,558 total RHNA allocation required for the 6th planning cycle.

SECOND READING AND ADOPTION OF ORDINANCE NO. 1785,
AMENDING LYNWOOD MUNICIPAL CODE SECTION 7-17.1 -

ESTABLISHMENT AND DESIGNATION OF TRUCK TRAFFIC ROUTES
Agenda Item # 9.2.

Recommendation:

Staff recommends that the City Council conduct the second reading and adopt Ordinance No. 1785 , “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, AMENDING SECTION 7-17.1 “ESTABLISHMENT AND DEISGNATION OF TRUCK TRAFFIC ROUTES” OF CHAPTER TITLE 7-17 “RESTRICTIONS ON USE OF STREETS BY OVERWEIGHT AND OVERSIZE VEHICLES” OF THE LYNWOOD MUNICIPAL CODE”
Background:

The City of Lynwood currently has designated truck routes. To ensure consistency among the Municipal Code, the General Plan, and to keep trucks on properly designed roadways, staff requested traffic engineering consultant Bowman Infrastructure Engineers (IE) to review and update the existing truck routes. IE has completed their review and provided an updated truck route report along with a proposed truck routes map. The report includes recommendations for street segments to be added or removed from the existing truck routes based on field investigations.

California Vehicle Code Section 35701 authorizes the City to adopt ordinances prohibiting the use of streets by commercial vehicles that exceed designated gross weight limits, with certain exceptions. In 2010, the City of Lynwood adopted Ordinance No. 1629, which established designated truck routes under Lynwood Municipal Code Section 7-17.1. The California Air Resources Board (CARB), in its April 2005 “Air Quality and Land Use Handbook,” recognized that living near high-traffic areas can lead to adverse health effects, including respiratory issues and asthma exacerbations, especially in children. Similarly, the United States Environmental Protection Agency has noted that people living, working, or attending school near major roads experience a higher incidence of health problems, including asthma, City Council City Council Regular Meeting 73
cardiovascular disease, and reduced lung function, as well as increased exposure to road noise. To ensure consistency between the Municipal Code and the General Plan, staff requested Bowman Infrastructure Engineers to review the truck routes.

On May 29, 2024, the City received the Truck Route report, which includes the Traffic Engineer’s findings and recommendations. The City Council recognizes the potential adverse effects of oversized trucks passing through residential neighborhoods and acknowledges the threats these pose to the health, safety, and welfare of the residents. The City Council finds that this amendment to the Municipal Code is necessary to preserve the public welfare, health, and safety of Lynwood residents.

Discussion and Analysis:

The report submitted on May 29, 2024 recommended removing Franklin Street from Los Flores Boulevard to Fernwood Avenue as a truck route, as this segment is located in a residential area. Bellinger Street is a more suitable alternative for commercial vehicles.

The report also recommended designating Los Flores Boulevard from Santa Fe Avenue to Bellinger Street as a truck route. Although the south side is residential, this segment frequently accommodates oversized vehicles due to the businesses on the north side, making it a more practical route for commercial vehicles traveling southbound on Santa Fe Avenue.

Additionally, the report also suggested designating Long Beach Boulevard from Imperial Highway to Louise Street as a truck route. This section is a major arterial road with commercial zoning, and the City developed the Northgate Market at the intersection of Long Beach Boulevard and Louise Street, which requires access for commercial vehicles.

The report also suggested designating Louise Street from Long Beach Boulevard to Lewis Street and Lewis Street from Louise Street to its northern end.

Finally, the report noted that there are currently no signs indicating truck route restrictions along the segment of Long Beach Boulevard between Imperial Highway and Louise Street, and IE recommended installing truck route signs for this section.

In addition to these recommendations, staff received a request to restrict truck travel along Martin Luther King Jr. Boulevard between Ernestine Street and Atlantic Avenue from 3 PM to 9 AM. The Traffic Engineer reviewed this request and provided an updated Truck Route Report on October 2, 2024, which proposed extending the restriction to cover Martin Luther King Jr. Boulevard from Imperial Highway to Atlantic Avenue during the same hours. On August 26, 2024, the PSTP Commission approved the implementation of time restrictions on MLK Jr. Boulevard from Imperial Highway to Atlantic Avenue.

Because the changes on the City’s current truck route necessitated an amendment to the ordinance, on February 27, 2025, staff took the item with the proposed ordinance amendment back to the PSTP Commission. The Commission reviewed the recommendations again and approved the item, however the commission requested that the City consider extending restrictions on Martin Luther King Jr. Boulevard from Atlantic Avenue to Wright Road.

Staff contacted the Traffic Engineer regarding this request accordingly. The Traffic Engineer City Council City Council Regular Meeting 74
responded that extending the restriction to Wright Road would leave trucks with no alternate route to reach Wright Road during restricted hours, other than using Imperial Highway. While Wright Road is a designated truck route, with the entire south side primarily used for manufacturing and truck traffic, it is important to note that nearly the entire north side of Wright Road is residential and could potentially cause concerns from residents. Additionally, Wright Road is narrower, with one lane in each direction and a right of way of approximately 60 feet.

In contrast, Martin Luther King Jr. Boulevard has two travel lanes in each direction and a wider right of way of about 100 feet. The Traffic Engineer stated that although it is up to the City, extending the restrictions to Wright Road is not advisable. Staff concurred with the Traffic Engineer's response and recommended the same to City Council.

At the March 18th, 2025 City Council Meeting City Council approved the PSTP request to extend the restrictions on Martin Luther King Jr Boulevard from Atlantic Avenue to Wright Road. City Council approved the updated truck route report at the March 18, 2025 City Council meeting.

The ordinance is now being presented for second reading and adoption. Staff believe that this Ordinance is important for preserving the public welfare, health, and safety of residents within the City of Lynwood. All legal requirements for adopting the amendment to Section 7-17.1, "Establishment and Designation of Truck Traffic Routes," of Chapter 7-17, "Restrictions on Use of Streets by Overweight and Oversize Vehicles," of the Lynwood Municipal Code have been met. Section 7-17.1 “Definitions” of Chapter 7-29 “Residential Permit Parking Districts” of the Code of the City of Lynwood is recommended to be amended to read as follows, with deletions in bold and additions in underline:
• Alameda Street
• Atlantic Avenue
• Bellinger Street
• Butler Avenue from Bellinger Street to Alameda Street • Cortland Avenue from Wright Road to cul-de-sac
• Deputy Yamamoto Place
• Drury Lane
• Franklin Street
• Imperial Highway
• Industry Way
• Lewis Street from Louise Street to the northern end • Long Beach Boulevard from Imperial Highway to Louise Street • Los Flores Boulevard from Santa Fe Avenue to Bellinger Street • Louise Street from Long Beach Boulevard to Lewis Street • Lynwood Road from Bellinger Street to Alameda Street • Martin Luther King Jr. Boulevard
• Norton Avenue from Drury Lane to Santa Fe Avenue
• Santa Fe Avenue from Martin Luther King Jr. Boulevard to Los Flores Boulevard • Stanford Avenue
• Wright Road from Duncan Avenue to Cortland Avenue

If adopted by the City Council, public notification in English and Spanish along with truck route map will be distributed to the affected businesses and residences. Additionally, as per the Traffic Engineer's requirements, new signage will be posted on the streets to advise the public.

For fees related to oversized vehicles entering the City, staff will conduct additional studies and will report back to City Council at a later time.

Fiscal Impact:

The costs associated with installing truck route street signage are included in the engineering division’s budget for FY 2024-2025. No additional appropriation is required.
