50 AGENDA STAFF REPORT
DATE:
January
6, 2026
TO:
Honorable Mayor and Members of the City Council
APPROVED BY:
Gabriel A. Gonzalez, Interim City Manager
PREPARED BY:
Ahmad Ansari, Contract City Engineer
SUBJECT:
PROJECT ACCEPTANCE FOR THE AGNES STRIPING PROJECT, FY
2024-2025 (CIP NO. 2350|2352.68.145)
Agenda Item # 8.2.
Recommendation:
Staff recommends that the City Council adopt the attached resolution entitled: “A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING THE AGNES STRIPING PROJECT FY 2024-2025 CIP NO. 2350|2352.68.145 AS COMPLETE;
AUTHORIZING THE FILING OF THE NOTICE OF COMPLETION WITH THE LOS ANGELES COUNTY RECORDER’S OFFICE AND THE RELEASE OF THE 5% RETENTION 35 DAYS AFTER THE ACCEPTANCE.”
Background:
On July 7, 2020, the City Council awarded a construction contract for improvements to Agnes Avenue, including upgrades to the street, water, and sewer systems (CIP NO. 4011.68.087).
This project featured new striping from Bullis Road to Atlantic Avenue, with parking brackets on both sides and a center median approximately thirty feet wide from Thorson Avenue to Atlantic Avenue. The project was accepted as complete on April 5, 2022.
Since its completion, concerns have arisen regarding the striping. Issues include vehicles using the center median as a travel lane and the placement of trash bins in that area.
Additionally, the number of installed parking Ts has been inadequate for local residents. In response to these concerns, staff requested that the on-call consultant “Transtech Engineers Inc.” create a new striping design for Agnes Avenue from Thorson Avenue to Atlantic Avenue.
The redesigned layout aims to increase parking capacity and improve safety for drivers. This updated striping design was completed and approved by the City Council on September 17, 2024.
City Council City Council Regular Meeting 51

Throughout the life of the project, there were discrepancies in working conditions that required additional materials and working days. These had to be addressed through one (1) change order issued. The final date of construction was June 6, 2025.
Scope of Work:
The scope of work included applying slurry seal within the project limits, along with the installation of new pavement striping, marking, and signage as outlined in the plan.
Approved Budget:
The original contract amount with All American Asphalt. was $189,568.00. During construction, staff made several field adjustments to address discrepancies in working conditions, resulting in one (1) change orders totaling $3,455.00 for a revised contract amount of $193,023.00.

AWARD OF CONTRACT TO WALTERS WHOLESALE ELECTRIC CO. IN
THE AMOUNT OF
$68,775.00
FOR THE PURCHASE OF NINETY-TWO
(92) STREET NAME SIGNS FOR THE STREET NAME SIGN
REPLACEMENT FY 26 PROJECT (CIP PROJECT NO. 2121|9056.68.172) Agenda Item # 8.3.
Recommendation:
Staff recommends that the City Council adopt the attached resolution entitled: “ A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOO
D AWARDING A
CONTRACT TO WALTERS WHOLESALE ELECTRIC CO. FOR THE PURCHASE OF NINETY-TWO (92) STREET NAME SIGNS FOR THE STREET NAME REPLACEMENT FY 26 PROJECT (CIP PROJECT NO. 2121|9056.68.172);
AUTHORIZING THE MAYOR TO
EXECUTE THE AGREEMENT
.”
Background:
As part of the City’s Fiscal Year 2025–2026 Capital Improvement Program, funding was allocated for the Street Name Sign Replacement Project to support the replacement and improvement of existing street name signage throughout the city. The project includes the procurement of new street name signs manufactured with high-visibility reflective materials to improve legibility, safety, and compliance with current standards.
On October 7, 2025, staff issued an Informal Request for Proposals (IRFP) for the scope of work outlined below. The request went out via email to three (3) contractors. The IRFP was issued based on the city’s procurement policies for projects under the $200,000 cost threshold. A separate contractor will be procured to do the installation of the ninety-two (92) street name signs.
City Council City Council Regular Meeting 60
Discussion and Analysis:
The proposed street name signs will utilize high-visibility retroreflective sheeting rather than internally illuminated signage. Reflective signage provides adequate nighttime visibility when illuminated by vehicle headlights at a significantly lower initial cost and reduced long-term maintenance requirements, making it a cost-effective solution for this project.
On October 20, 2025, staff received three (3) informal proposals for the purchase of 92 reflective street name sings. The proposals received where from Walters Wholesale Electric CO., South Coast Lighting & Design and Roadline Products Inc.

NOTICE OF COMPLETION WITH THE LOS ANGELES COUNTY RECORDER’S OFFICE AND THE RELEASE OF THE 5% RETENTION 35 DAYS AFTER THE ACCEPTANCE.” Background:
The City’s Capital Improvement Projects (CIP) are long-term investments in infrastructure, including water, sewer, streets, parks, and facilities. The City Council approved the Updated Second Year (Fiscal Year 2024-25) Budget on June 26, 2024, and the Annual Street Improvement Program, which includes the Annual Street Improvements – Priority 1 FY 24-25 Project, on August 20, 2024.
Street improvements are crucial for safety, traffic flow, and economic growth. They make streets safer for all, reduce congestion, attract businesses, raise property values, and improve public transport. They also help manage stormwater and promote walking and biking, making communities more accessible and healthier.
Onward Engineering, one of the City’s on-call design engineering firms, completed the plans, specifications, and engineer's estimate. The City Council approved the plans and authorized City Council City Council Regular Meeting 74
staff to post the project for bid on March 18, 2025.
The work is more specifically defined in the contract documents, but in general consists of, but is not limited to: Street resurfacing, and partial replacement of concrete sidewalks, curb and gutters, driveways approaches, and curb ramps, and signing and striping improvements.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
DETERMINING THAT
THE VACATION OF A

.35
FEET
SOUTHEAST OF ALAMEDA STREET TO IMPERIAL HIGHWAY
IS IN CONFORMANCE
WITH THE ADOPTED GENERAL PLAN OF THE CITY OF LYNWOOD AND ORDERING THE VACATION OF THAT PORTION OF FERNWOOD AVENUE"
Background:
The City of Lynwood, in conjunction with Primestor Development Inc., are in the process of developing an affordable housing and commercial development project on City-owned land known as the “Alameda Triangle properties”. The Alameda Triangle properties consist of three (3) parcels, generally located on the northeast corner of East Imperial Highway and Fernwood Avenue, in the City of Lynwood, and assigned Assessor Parcel Numbers (APNs) 6169-002- 904 (replaced with 6169-002-912), 6169-002-905 (replaced with 6169-002-912), and 6169- 001-900.
The parcels are split between north and south Fernwood Avenue as shown on Los Angeles County Assessor’s map (Exhibit B). In order to continue with the development of these parcels, the City of Lynwood must vacate a portion of Fernwood Avenue located between Imperial Highway and 795.35 feet southeast of Alameda Street.

Exhibit A - Legal Description.pdf
Exhibit B - Plat Map to Accompany Legal Description.pdf Resolution - 2026-01-06_LYN_COM_STREET_VACATION__2024.157.docx
The initial resolution was presented and approved by Council on August 20, 2024. This revised resolutions returns to correction the 795 foot measurement references to 795.35, revises a referenced legal description to Exhibits “A” and “B”, and adds necessary sections into the resolution document.
Discussion and Analysis:
The subject request consists of a partial street vacation incorporated into the project’s commercial component. Staff has reviewed the existing street associated with the subject site and has determined that a portion of the street is no longer needed for traffic circulation purposes. Furthermore, staff has determined that it is in the public’s best interest to vacate a portion of said street, as described. Staff has found and confirms that the design of the remaining street complies with all Los Angeles County Fire Department requirements and will maintain future access agreements through the project’s commercial component portion, thereby preventing a dead-end street condition.
Per the Streets and Highways Code, Section 8320, the City of Lynwood is required to adopt a resolution of intention that declares the intent to vacate as described herein. After the resolution of intent to vacate has been adopted, the City of Lynwood must set a date and place the vacation item for public hearing. As such, staff has set the public hearing date for January 6, 2026. Once approved, staff will publish the public hearing date and location in the local newspaper at least two (2) consecutive weeks prior to the hearing as required by the Streets and Highways Code. If no objections or contests are made at the Public Hearing, the Lynwood City Council will adopt the resolution of vacation.
