Consistent with the City’s values and the intent of the California Values Act, Senate Bill 54, the proposed ordinance establishes the City’s commitment not to contract with entities that provide services to federal immigration authorities. The ordinance creates procedures governing the use of City resources and the handling of all residents’ sensitive information. Adoption of this ordinance will strengthen community trust, protect due process, and support the City’s mission of ensuring safety, cooperation, and quality of life for all residents. (CA)

The project has been completed in accordance with the approved plans and specifications and is now ready for formal acceptance by the City Council. (PW) Background:

City Council City Council Regular Meeting 23
The City and LACMTA entered into an agreement to deliver corridor capacity improvements along Imperial Highway, funded through Measure R for the design and construction of the Imperial Highway Corridor Capacity Enhancement Project. The project was designed to improve traffic flow, safety, and intersection operations along a key regional corridor.

The improvements included 11 synchronized intersections along Imperial Highway. The following six intersections also received geometric improvements.

Imperial Highway & State Street
Imperial Highway & Long Beach Boulevard
Imperial Highway & California Avenue
Imperial Highway & Bullis Road
Imperial Highway & Atlantic Avenue
Imperial Highway & Wright Road

Geometric improvements included asphalt concrete pavement construction; removal and reconstruction of existing pavement, raised medians, and curbs; traffic signals modifications; installation of traffic detection loops; signing and striping; landscape improvements; and other related pertinent work.

Discussion and Analysis:

On May 2, 2023, City Council approved plans and specifications and authorized staff to issue a Notice Inviting Bids (NIB) for the Imperial Highway Corridor Capacity Enhancement Project.

The NIB was advertised on May 3, 2023, on PlanetBids via the City’s website in accordance with the Lynwood Municipal Code (LMC) Chapter 6 Subsection 6-3. Bids were opened on Monday, June 5, 2023, at 10:00 a.m. (PST) on the PlanetBids platform. The following three bids were received.

$3,210,461.00

SUBJECT:

AWARD A CONTRACT TO BOWMAN CONSULTING FOR THE DESIGN
OF CDBG ALLEY IMPROVEMENTS PROJECT (CIP NO. 2941.68.196) Agenda Item # 9.1.

Recommendation:

Staff recommends that the City Council adopt the attached resolution entitled:

“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A

CONTRACT TO BOWMAN CONSULTING FOR THE DESIGN OF CDBG ALLEY IMPROVEMENTS PROJECT FY 25–26 (CIP NO. 2941.68.196); AUTHORIZING THE

MAYOR TO EXECUTE THE AGREEMENT AND AUTHORIZING THE CITY MANAGER TO APPROVE AGREEMENT AMENDMENTS RELATED TO THE PROJECT”
Executive Summary:

The CDBG Alley Improvements Project (CIP NO. 2941.68.196)

will rehabilitate deteriorated
alleys at multiple locations throughout the City. The project includes the Plans, Specifications, and Estimates (PS&E) for construction using Community Development Block Grant (CDBG) funds. Staff received a proposal from Bowman Consulting in the amount of $153,880 to provide professional design and engineering services. Alley segments were selected based on Pavement Condition Index (PCI) ratings and the City’s five-year moratorium policy on newly improved streets. The total CDBG budget available for design and construction is $1,401,850, consisting of $601,850 in carried-over FY 2024–25 funds and $800,000 in FY 2025–26 allocations. Staff recommends awarding the design contract to Bowman Consulting. (PW) City Council City Council Regular Meeting 32
Background:

The U.S. Department of Housing and Urban Development (HUD) requires CDBG entitlement cities, including Lynwood, to adopt a five-year Consolidated Plan and an Annual Action Plan to receive federal funding. The City of Lynwood receives annual allocations of CDBG funds.

Public infrastructure improvements in low- and moderate-income areas, including street and alley rehabilitation, are eligible CDBG activities and have historically been a City priority.

On July 1, 2025, the City Council approved alley improvement segments totaling $800,000 for inclusion in the FY 2025–26 Annual Action Plan. For procurement purposes, this effort is referred to as the CDBG FY 2025–26 Alley Improvements Project.

Alley segments were prioritized based on:

Pavement Condition Index (PCI) ratings
The City’s five-year street cut moratorium policy, preventing trenching or pavement cuts on newly rehabilitated streets for five years after completion

The proposed streets are eligible and timely for rehabilitation under these criteria.

Discussion and Analysis:

The City proposes to rehabilitate deteriorated alleyways through the CDBG Alley Improvements Project. City staff is requesting that Bowman Consulting provide design and engineering services for the improvements.

Scope of Work
The consultant’s services will include:

• Preparation of Plans, Specifications, and Estimates (PS&E) • Topographic surveys documenting existing conditions, right-of-way, monuments, and city limits
• Geotechnical investigation and soils report
• Limited construction support (RFIs and submittal reviews)

Improvements are expected to include alley resurfacing, localized full-depth asphalt concrete repairs, V-gutters, and alley approaches.

FIRST READING OF ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD ADDING CHAPTER 3, SUBSECTION 3-37 OF THE

LYNWOOD MUNICIPAL CODE ESTABLISHING PROCEDURES FOR

THE PROTECTION OF SENSITIVE INFORMATION AND USE OF CITY

RESOURCES
Agenda Item # 9.2.

Recommendation:

Staff recommends the City Council review Ordinance No. ____ adding Chapter 3, Subsection 3-37 entitled the Lynwood Values Act.

Executive Summary:

The City of Lynwood has a long-standing commitment to fostering an inclusive and diverse, community that honors the contributions of all residents, including immigrants and their families. Immigrants play a vital role in the City’s social, cultural, and economic vitality, and trust between City officials and residents is essential to advancing public safety, civic participation, and the delivery of effective public services.

(CA) Background:

Ordinance - Protection of Sensitive Information.pdf
Discussion and Analysis:

The proposed ordinance establishes clear policies and procedures to safeguard sensitive information, limit the use of City resources for federal immigration enforcement, and regulate the City’s contractual relationships with entities that provide services to federal immigration authorities. The ordinance affirms the City’s long-standing commitment to diversity, inclusion, and the protection of all residents regardless of immigration status, and recognizes that immigrant communities are integral to the City’s economic vitality, cultural richness, and public safety.

Maintaining trust and open communication between City officials and residents is essential to effective governance and the delivery of public services. To ensure clarity and consistency, the ordinance defines key terms related to City resources, immigration authorities, sensitive information, and data brokers. It prohibits City departments from requesting, collecting, or disclosing sensitive information for immigration enforcement purposes except where required by law or authorized by the individual, and requires annual reviews of departmental confidentiality practices. The ordinance also restricts the use of City resources in immigration enforcement activities and limits access by immigration authorities to non-public City facilities without a valid search or arrest warrant issued by a federal court of competent jurisdiction.

In addition, the ordinance limits the City’s ability to contract with companies that provide data mining or similar services to federal immigration authorities, requiring safeguards to prevent the use or disclosure of sensitive information. Oversight and accountability are provided through compliance monitoring, investigation, and reporting by the City Manager’s Office in coordination with the City Attorney, including semi-annual public reports on requests from immigration authorities. The ordinance includes enforcement mechanisms, establishes a private right of action against contractors for improper disclosures, and ensures consistency with federal and state law through conflict and severability provisions.

1 ORDINANCE NO. ___________________

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADDING CHAPTER 3, SUBSECTION 3-37 OF THE LYNWOOD MUNICIPAL CODE

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES ORDAIN AS FOLLOWS:

SECTION 1. Chapter 3 Subsection 3-37 of the Lynwood Municipal Code titled Lynwood Values Act is hereby added in its entirety to read as follows:
3-37

PROCEDURES FOR THE PROTECTION OF SENSITIVE INFORMATION AND

USE OF CITY RESOURES
SEC. 3-37.1. PURPOSE.

The City of Lynwood has long embraced and welcomed individuals of diverse racial, ethnic, religious, and national backgrounds, including a large immigrant population.

The City has long derived its strength and prosperity from its diverse community, and welcomes, honors, and respects the contributions of all its residents, regardless of their immigration status. The City is home to immigrants and their families, and it is here where they form and maintain bonds of family, friendship, and love. Immigrants and their families in the City contribute to the economic and social fabric of the City by establishing and patronizing businesses, participating in the arts and culture, and achieving significant educational accomplishments.

Through the City’s commitment to the equal, respectful, and dignified treatment of all people, one of the City’s most important objectives is to enhance its relationship with all its residents, including immigrants. The cooperation of the City’s immigrant community members is essential to advancing the City’s mission, vision, and guiding principles, including community safety, support for youth and education, economic development, and financial stability. The City is safest when all people feel they can par ticipate in civic and public life. Fostering a relationship of trust, respect, and open communication between City officials and residents is essential to the City’s mission of delivering efficient public services in partnership with our community, which e nsures a prosperous economic environment, opportunities for youth, and a high quality of life for all residents.

Accordingly, the City seeks to continue to foster trust between City officials and residents; to encourage cooperation between residents and City officials; and to ensure public safety and due process for all.

In 2018, the California Values Act (SB 54) went into effect. SB 54 prevents state and local law enforcement resources from being commandeered by the federal government and diverted to tear families apart and violate due process rights. In that spirit, the City also refuses to use limited City resources to assist with the detention and 60 2
deportation of mothers and fathers, children, neighbors, co-workers, and friends—except as required by federal law. Instead, the City chooses to stand with our immigrant community members.

Due to the City’s limited resources, the complexity of federal civil immigration laws, the need to promote trust and cooperation from the public, including immigrants, and to attain the City’s objectives, the City Council finds that there is a need to clar ify the communication and enforcement relationship between the City and the federal government. The purpose of this ordinance is to establish the City’s procedures concerning sensitive information and enforcement of federal immigration laws. This ordinance establishes safeguards and procedures, to the extent permissible by law, to prohibit any City resources, including property and personnel, from being utilized for any federal immigration enforcement. Further, to the extent permissible by law, the City wil l not enter into new, amended, or extended contracts or agreements with any person or entity that provides Immigration Authorities with any data broker, data-mining, or Extreme Vetting services connected to federal immigration enforcement, unless a waiver is granted by a minute order of the City Council.
