Executive Summary:
Staff conducted an Informal Request for Proposals (IRFP) for the FY 2025–26 Street Name Sign Replacement Project. On October 20, 2025, invitations to submit proposals were issued to three qualified contractors. By the October 31, 2025 deadline, staff received two proposals for the installation of 92 reflective street name signs.
City Council Regular Meeting 2
8. NEW/OLD BUSINESS
8.1 CONDUCT SECOND READING AND ADOPT AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADDING CHAPTER 3, SUBSECTION 3-37 OF
THE LYNWOOD MUNICIPAL CODE ESTABLISHING PROCEDURES FOR THE
PROTECTION OF SENSITIVE INFORMATION AND USE OF CITY RESOURCES Based on the evaluation of the proposals received, staff recommends awarding a contract to California Street Lighting in the amount of $90,000 for the installation of 92 reflective street name signs.
The adopted FY 2025–26 budget for this project includes $120,000, funded by:
2020 Lease Revenue Bond (Fund 9056)—$60,000
SB1 Fund (Fund 2121)—$60,000
SB 1 provides transportation funding through the
Road Repair and Accountability Act of
2017
.
Of this amount, $76,168.31 has already been expended for the purchase of 92 reflective street name signs. The total estimated project cost, including installation, is $179,668.31.
Accordingly, an additional $65,000 is required. Staff recommends allocating Proposition C funds to increase the total project budget to $185,000. Proposition C was a half-cent sales tax approved by voters in 1990 to fund transit projects, including bus and rail improvements, security, and local, municipal transportation programs. (PW) Recommendation:
Staff recommends City Council:
1 .
Adopt a resolution awarding a contract for $90,000 to California Street Lighting for the installation of 92 street name signs for FY 2025–26 street name sign replacement project (CIP 2121|9056.68.172); and authorizing the Mayor to execute the agreement; and
2 .
Allocate an additional $65,000 from Proposition C (Fund 2351) to fully fund the project.
Executive Summary:
The City of Lynwood has a long-standing commitment to fostering an inclusive and diverse, community that honors the contributions of all residents, including immigrants and their families. Immigrants play a vital role in the City’s social, cultural, and economic vitality, and trust between City officials and residents is essential to advancing public safety, civic participation, and the delivery of effective public services.
City Council Regular Meeting 3
8.2 FIRST READING OF ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADDING CHAPTER 11 SUBSECTION 11-27 OF THE LYNWOOD
MUNICIPAL CODE ADOPTING PROCEDURES CONCERNING ELECTRICAL
VEHICLE CHARGING STATIONS
Consistent with the City’s values and the intent of the California Values Act, Senate Bill 54, the proposed ordinance establishes the City’s commitment not to contract with entities that provide services to federal immigration authorities. The ordinance creates procedures governing the use of City resources and the handling of all residents’ sensitive information. Adoption of this ordinance will strengthen community trust, protect due process, and support the City’s mission of ensuring safety, cooperation, and quality of life for all residents.
The City Council approved the introduction for first reading of the ordinance on February 3, 2026. (CA)
Recommendation:
Staff recommends the City Council conduct a second reading, by title only, and adopt Ordinance No. ____ adding Chapter 3, Subsection 3-37 entitled the Lynwood Values Act.
Executive Summary:
The State of California adopted Assembly Bill 1236 (2015, Chiu, Codified as Government Code Section 65850.7), which requires local jurisdictions to adopt an ordinance to create an expedited, streamlined permitting process for electric vehicle charging stations.
An electric vehicle charging station is any level of electric vehicle supply equipment station which deliver electricity from a source outside an electric vehicle into a plug-in electric vehicle. AB 1236 may refer to the recommendations in the most current version of the “Plug-In Electric Vehicle Infrastructure Permitting Checklist” of the “Zero-Emission Vehicles in California: Community Readiness Guidebook” published by the Governor’s Office of Planning and Research.
AB 970 (McCarty, 2021), codified in Government Code Section 65850.71, builds on California's existing permit streamlining law, AB 1236. Jurisdictions are required by AB 1236 to limit permits for electric vehicle charging station project review to health and safety requirements. AB 970 adds specific binding timelines to that review period based on the size of the project and clarifies parking requirements.
Recommendation:
Staff recommends that the City Council:
Introduce for first reading, waive for first reading and adopt by title only, Ordinance adding Chapter 11 Subsection 11-27 of the Lynwood Municipal Code adopting procedures concerning electrical vehicle charging stations.
City Council Regular Meeting 4
8.3 APPROVAL OF THE SALE OF SAFE AND SANE FIREWORKS—2026
8.4 REVIEW OF CITY COUNCILMEMBER COMPENSATION PURSUANT TO SB 329, GOVERNMENT CODE SECTION 36516, AND THE LYNWOOD MUNICIPAL CODE, SECTION 2-1.4
Executive Summary:
This annual item requests City Council authorization to allow the sale of safe and sane fireworks within the City of Lynwood for the 2026 Fourth of July holiday period. If approved, the City Clerk’s Office will accept and process applications from eligible nonprofit organizations in accordance with the Lynwood Municipal Code and applicable ordinances. (CC)
Recommendation:
Staff recommends City Council:
1 .
Discuss and approve the sale of safe and sane fireworks; or 2 .
Provide further direction to staff.
Executive Summary:
The City Council’s current monthly stipend of $975 has not been reviewed or amended since December 2012 (effective January 2013).
In 2023, the Legislature adopted Senate Bill 329 (SB 329), which amended Government Code Section 36516 to increase baseline compensation caps based on city population and expand the method for calculating permissible increases. The amended statute also establishes additional procedural requirements for adopting compensation increases.
This item provides the City Council an opportunity to review current compensation levels under the updated statutory framework and determine whether it wishes to direct staff to prepare an ordinance adjusting the monthly stipend.
If adopted, any adjustment would take effect following the 2026 General Municipal Election, in January 2027, pursuant to Government Code Section 36516.5.
Recommendation:
Staff recommends that the City Council:
1 .
Review, deliberate, and provide direction on whether it wishes to adjust its monthly stipend in accordance with Government Code Section 36516 as amended by Senate Bill 329; and
2 .
Direct staff to return with an ordinance for consideration, should
the Council
determine that an adjustment is appropriate, reflecting one of the following options:
1 .
Adjust the City Council monthly stipend to
an amount up to
$1,600 per month
pursuant to Government Code Section 36516(a)(2)(C);
City Council Regular Meeting 5
8.5 APPROVAL OF TASK ORDER 7 WITH
DMC ENGINEERING
FOR SERVICES
RENDERED FORIN THE AMOUNT OF $98,400 AND APPROVAL OF TASK ORDER 8 FOR A COST NOT-TO-EXCEED $93,200 FOR PROVIDING UTILITY ENGINEERING AND CIP SUPPORT SERVICES UNDER THE FISCAL YEAR 2026 WATER CAPITAL
IMPROVEMENT PROJECT PROGRAM
2 .
Adjust the City Council monthly stipend
to an amount up to
$1,657.50 per
month pursuant to Government Code Section 36516(a)(4)(A); or 3 .
Take no action, in which case the current monthly stipend of $975 per month will remain unchanged.
Executive Summary:
This item returns to Council following two prior presentations that were tabled due to understandable confusion regarding scope, hours, and total costs associated with Task Order 7.
Under the City’s Master Services Agreement (MSA) structure, task orders typically begin as proposals submitted by the consultant, reviewed by staff, and brought to Council for approval before work begins.
In this case, due to staffing transitions and operational urgency within the Public Works Department, DMc Engineering began work supporting the FY 2026 Water Capital Improvement Program prior to Council approval of Task Order 7. The procedural step of bringing the proposal forward before work commenced did not occur.
As a result:
What would normally have been a proposed task order (Task Order 7) is now a report of actual services rendered and invoiced costs.
Task Order 8 represents a forward-looking proposal, consistent with standard practice.
Staff acknowledges this procedural lapse and is committed to ensure clarity, transparency, and improved processes moving forward.
Going forward, staff will implement internal controls to ensure:
Task order proposals are received in writing in advance, Council approval is obtained prior to the start of work when required, and Reporting to Council clearly distinguishes between estimated and actual costs.
Master Services Agreement Process
The City Council approved a three-year on-call utility engineering Services Master Services Agreement (MSA) with DMc Engineering in December 2023. The agreement expires in December 2026.
Under Lynwood Municipal Code Section 6-13.15:
City Council Regular Meeting 6
9. CITY COUNCIL ORAL AND WRITTEN COMMUNICATION
10. STAFF ORAL COMMENTS
1 .
Council approves the Master Services Agreement.
2 .
For individual assignments, staff requests a task order proposal outlining:
Scope of work
Estimated hours
Not-to-exceed cost
3 .
Staff reviews the proposal and presents it to Council.
4 .
Upon Council approval, work begins.
This process ensures fiscal transparency and Council oversight of project-specific expenditures. (PW)
Recommendation:
Staff recommends City Council adopt a resolution:
1 .
Approving Task Order 7 with
DMc Engineering
for services rendered in utility
engineering and CIP support services for an amount equal to $98,400; and 2 .
Approving Task Order 8 with
DMc Engineering
for a cost not-to-exceed $93,200 for
continued on-call utility engineering and CIP support services.
ADJOURNMENT
THE NEXT REGULAR MEETING WILL BE HELD ON APRIL 7, 2026 AT 6:00 P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL ANNEX, 11350 BULLIS ROAD, CITY OF LYNWOOD, CALIFORNIA.

26 AGENDA STAFF REPORT
DATE:
March
3, 2026
TO:
Honorable Mayor and Members of the City Council
APPROVED BY:
Suja Lowenthal, City Manager
PREPARED BY:
Ahmad Ansari P.E, Contract City Engineer
SUBJECT:
AWARD OF CONTRACT TO CALIFORNIA STREET LIGHTING FOR THE INSTALLATION 92 STREET NAME SIGNS FOR FY 25–26 STREET
NAME SIGN REPLACEMENT PROJECT (CIP PROJECT NO.
2121|9056.68.172)
Agenda Item # 7.2.
Recommendation:
Staff recommends City Council:
Staff conducted an Informal Request for Proposals (IRFP) for the FY 2025–26 Street Name Sign Replacement Project. On October 20, 2025, invitations to submit proposals were issued to three qualified contractors. By the October 31, 2025 deadline, staff received two proposals for the installation of 92 reflective street name signs.
Based on the evaluation of the proposals received, staff recommends awarding a contract to California Street Lighting in the amount of $90,000 for the installation of 92 reflective street City Council City Council Regular Meeting 27
name signs.
The adopted FY 2025–26 budget for this project includes $120,000, funded by:
2020 Lease Revenue Bond (Fund 9056)—$60,000
SB1 Fund (Fund 2121)—$60,000
SB 1 provides transportation funding through the
Road Repair and Accountability Act of 2017
(PW) Background:
As part of the City’s Fiscal Year 2025–2026 Capital Improvement Program, funding was allocated for the Street Name Sign Replacement Project to improve visibility, safety, and compliance with current reflectivity standards throughout the City.
The new reflective street name signs were purchased from Walters Wholesale Electric Co.
Following procurement of materials, staff issued an Informal Requests for Proposals for installation services. On October 20, 2025, the IRFP invitation to three qualified contractors.
Discussion and Analysis:
On October 31, 2025, staff received two proposals:

CONDUCT SECOND READING AND ADOPT AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF LYNWOOD ADDING CHAPTER 3,
SUBSECTION 3-37 OF THE LYNWOOD MUNICIPAL CODE
ESTABLISHING PROCEDURES FOR THE PROTECTION OF SENSITIVE
INFORMATION AND USE OF CITY RESOURCES
Agenda Item # 8.1.
Recommendation:
Staff recommends the City Council conduct a second reading, by title only, and adopt Ordinance No. ____ adding Chapter 3, Subsection 3-37 entitled the Lynwood Values Act.
Executive Summary:
The City of Lynwood has a long-standing commitment to fostering an inclusive and diverse, community that honors the contributions of all residents, including immigrants and their families. Immigrants play a vital role in the City’s social, cultural, and economic vitality, and trust between City officials and residents is essential to advancing public safety, civic participation, and the delivery of effective public services.
(CA)

Ordinance - Protection of Sensitive Information.pdf
Background:
Discussion and Analysis:
The proposed ordinance establishes clear policies and procedures to safeguard sensitive information, limit the use of City resources for federal immigration enforcement, and regulate the City’s contractual relationships with entities that provide services to federal immigration authorities. The ordinance affirms the City’s long-standing commitment to diversity, inclusion, and the protection of all residents regardless of immigration status, and recognizes that immigrant communities are integral to the City’s economic vitality, cultural richness, and public safety.
Maintaining trust and open communication between City officials and residents is essential to effective governance and the delivery of public services. To ensure clarity and consistency, the ordinance defines key terms related to City resources, immigration authorities, sensitive information, and data brokers. It prohibits City departments from requesting, collecting, or disclosing sensitive information for immigration enforcement purposes except where required by law or authorized by the individual, and requires annual reviews of departmental confidentiality practices. The ordinance also restricts the use of City resources in immigration enforcement activities and limits access by immigration authorities to non-public City facilities without a valid search or arrest warrant issued by a federal court of competent jurisdiction.
In addition, the ordinance limits the City’s ability to contract with companies that provide data mining or similar services to federal immigration authorities, requiring safeguards to prevent the use or disclosure of sensitive information. Oversight and accountability are provided through compliance monitoring, investigation, and reporting by the City Manager’s Office in coordination with the City Attorney, including semi-annual public reports on requests from immigration authorities. The ordinance includes enforcement mechanisms, establishes a private right of action against contractors for improper disclosures, and ensures consistency with federal and state law through conflict and severability provisions.

1 ORDINANCE NO. ___________________
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADDING CHAPTER 3, SUBSECTION 3-37 OF THE LYNWOOD MUNICIPAL CODE
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES ORDAIN AS FOLLOWS:
SECTION 1. Chapter 3 Subsection 3-37 of the Lynwood Municipal Code titled Lynwood Values Act is hereby added in its entirety to read as follows:
3-37
PROCEDURES FOR THE PROTECTION OF SENSITIVE INFORMATION AND
USE OF CITY RESOURES
SEC. 3-37.1. PURPOSE.
The City of Lynwood has long embraced and welcomed individuals of diverse racial, ethnic, religious, and national backgrounds, including a large immigrant population.
The City has long derived its strength and prosperity from its diverse community, and welcomes, honors, and respects the contributions of all its residents, regardless of their immigration status. The City is home to immigrants and their families, and it is here where they form and maintain bonds of family, friendship, and love. Immigrants and their families in the City contribute to the economic and social fabric of the City by establishing and patronizing businesses, participating in the arts and culture, and achieving significant educational accomplishments.
Through the City’s commitment to the equal, respectful, and dignified treatment of all people, one of the City’s most important objectives is to enhance its relationship with all its residents, including immigrants. The cooperation of the City’s immigrant community members is essential to advancing the City’s mission, vision, and guiding principles, including community safety, support for youth and education, economic development, and financial stability. The City is safest when all people feel they can par ticipate in civic and public life. Fostering a relationship of trust, respect, and open communication between City officials and residents is essential to the City’s mission of delivering efficient public services in partnership with our community, which e nsures a prosperous economic environment, opportunities for youth, and a high quality of life for all residents.
Accordingly, the City seeks to continue to foster trust between City officials and residents; to encourage cooperation between residents and City officials; and to ensure public safety and due process for all.
In 2018, the California Values Act (SB 54) went into effect. SB 54 prevents state and local law enforcement resources from being commandeered by the federal government and diverted to tear families apart and violate due process rights. In that spirit, the City also refuses to use limited City resources to assist with the detention and 40 2
deportation of mothers and fathers, children, neighbors, co-workers, and friends—except as required by federal law. Instead, the City chooses to stand with our immigrant community members.
Due to the City’s limited resources, the complexity of federal civil immigration laws, the need to promote trust and cooperation from the public, including immigrants, and to attain the City’s objectives, the City Council finds that there is a need to clar ify the communication and enforcement relationship between the City and the federal government. The purpose of this ordinance is to establish the City’s procedures concerning sensitive information and enforcement of federal immigration laws. This ordinance establishes safeguards and procedures, to the extent permissible by law, to prohibit any City resources, including property and personnel, from being utilized for any federal immigration enforcement. Further, to the extent permissible by law, the City wil l not enter into new, amended, or extended contracts or agreements with any person or entity that provides Immigration Authorities with any data broker, data-mining, or Extreme Vetting services connected to federal immigration enforcement, unless a waiver is granted by a minute order of the City Council.

AB 1236 may refer to the recommendations in the most current version of the “Plug-In Electric Vehicle Infrastructure Permitting Checklist” of the “Zero-Emission Vehicles in California:
Community Readiness Guidebook” published by the Governor’s Office of Planning and Research.
AB 970 (McCarty, 2021), codified in Government Code Section 65850.71, builds on California's existing permit streamlining law, AB 1236. Jurisdictions are required by AB 1236 to City Council City Council Regular Meeting 49
limit permits for electric vehicle charging station project review to health and safety requirements. AB 970 adds specific binding timelines to that review period based on the size of the project and clarifies parking requirements.
Background:
Discussion and Analysis:
The proposed ordinance establishes clear policies and procedures to set forth an expedited, streamlined permitting process for electric vehicle charging stations in accordance with state law.
Government Code Section 65850.7 include the requirement for a jurisdiction to adopt an ordinance for the expedited, streamlined process. The ordinance shall include the requirement that a jurisdiction adopt a checklist of requirements with which a permit application for an electric vehicle charging station will be eligible for expedited review.
Assembly Bill 1236 and Assembly Bill 970 apply to all charging station installations, including:
Level 1, Level 2, and DC Fast Charging; public and private charging stations; light-, medium-, and heavy-duty electric vehicle charging stations; and stations that are installed as the accessory or primary use of a site.
This process includes the establishment of a checklist containing objective requirements for the installation of an electric vehicle charging station and a process for electronic submittal of permit applications. The content of the checklist requires the permit applicant to check the features of the existing electrical service such as rating in amperes, system voltage, connected or calculated load, spare capacity in amperes, voltage and ampere rating of the electric vehicle supply equipment, circuit rating of the electric vehicle supply equipment, location of the electric vehicle supply equipment, if ventilation is/or is not required, and clearances of the charging equipment to comply with all applicable building and fire safety laws. The checklist also assists the applicant in confirming that the location of the electric vehicle supply equipment will comply with any vehicle clearance requirements in the City’s Municipal Code. Section 65850.7 requires that the City’s checklist may be based on the “Plug- In Electric Vehicle Infrastructure Permitting Checklist” of the “Zero-Emission Vehicles in California: Community Readiness Guidebook” of the Governor’s Office of Planning and Research.
Should this ordinance be adopted, the Community Development Department will return at a later date for the City Council to review and/or approve a checklist in accordance with Assembly Bill 1236.

REVIEW OF CITY COUNCILMEMBER COMPENSATION PURSUANT TO
SB 329, GOVERNMENT CODE SECTION 36516, AND THE LYNWOOD
MUNICIPAL CODE, SECTION 2-1.4
Agenda Item # 8.4.
Recommendation:
Staff recommends that the City Council:
1 .
Review, deliberate, and provide direction on whether it wishes to adjust its monthly stipend in accordance with Government Code Section 36516 as amended by Senate Bill 329; and
2 .
Direct staff to return with an ordinance for consideration, should
the Council determine
that an adjustment is appropriate, reflecting one of the following options:
1 .
Adjust the City Council monthly stipend to
an amount up to
$1,600 per month
pursuant to Government Code Section 36516(a)(2)(C);
2 .
Adjust the City Council monthly stipend
to an amount up to
$1,657.50 per month
pursuant to Government Code Section 36516(a)(4)(A); or
3 .
Take no action, in which case the current monthly stipend of $975 per month will remain unchanged.
Executive Summary:
The City Council’s current monthly stipend of $975 has not been reviewed or amended since December 2012 (effective January 2013).
In 2023, the Legislature adopted Senate Bill 329 (SB 329), which amended Government Code Section 36516 to increase baseline compensation caps based on city population and expand the method for calculating permissible increases. The amended statute also establishes additional procedural requirements for adopting compensation increases.
City Council City Council Regular Meeting 65
This item provides the City Council an opportunity to review current compensation levels under the updated statutory framework and determine whether it wishes to direct staff to prepare an ordinance adjusting the monthly stipend.
If adopted, any adjustment would take effect following the 2026 General Municipal Election, in January 2027, pursuant to Government Code Section 36516.5.
Background:
In December 2012, the City Council last increased its monthly stipend to $975, effective January 2013, following the 2012 General Municipal Election.
No subsequent review or amendment of City Councilmember compensation has occurred since that time.
Senate Bill 329, effective January 1, 2024, amended Government Code Section 36516 to:
Increase baseline maximum compensation amounts based on population; Permit inflation-based adjustments in addition to cumulative 5% increases; and Require that any ordinance increasing councilmember compensation be considered in open session at two separate regular meetings, with supporting findings.
Discussion and Analysis:
Population-Based Maximum Compensation
Government Code Section 36516, as amended by SB 329, establishes the following baseline maximum monthly compensation amounts:
Up to 35,000 population: up to $950 per month
Over 35,000 up to 50,000: up to $1,275 per month
Over 50,000 up to 75,000: up to $1,600 per month
Over 75,000 up to 150,000: up to $1,900 per month
Over 150,000 up to 250,000: up to $2,550 per month
Over 250,000: up to $3,200 per month
According to Government Code 36516, the City Council may adjust its compensation to an amount based on the City’s population as determined by "the last preceding federal census" taken. The last U.S. Census took place in 2020, where the City of Lynwood accounted for 67,265 residents. Based on its population, the City Council is eligible for an adjustment to its base monthly stipend, up to $1,600.
Expanded Adjustment Authority Under SB 329
In addition to the population-based maximum, the amended statute permits compensation increases up to the greater of:
City Council City Council Regular Meeting 66
5% per calendar year from the operative date of the last adjustment, or Inflation since January 1, 2024, based on the California Consumer Price Index, not to exceed 10% per calendar year.
The City Council last adjusted its compensation in January of 2013, establishing its monthly stipend at $975. Because it has not increased its compensation since, the City Council is authorized to increase its compensation up to $ 1,657.50 per month ($975/mo. X 5% X 14 years since last adjustment) under this provision of the Government Code.
As such, staff is seeking direction on one of the following three options:
1 .
Direct staff to draft an ordinance for consideration adjusting City Council monthly stipend to an amount up to $1,600/mo. under Government Code 36516 (a)(2)(C); or 2 .
Direct staff to draft an ordinance for consideration adjusting City Council monthly stipend to an amount up to $1,657.50/mo. under Government Code 36516 (a)(4)(A); or 3 .
Take no action and City Council compensation will remain unchanged at $975/mo.
If options 1 or 2 are selected and the subsequent ordinance is adopted by the City Council, the compensation adjustment will not take effect until January 2027, following the 2026 General Municipal Election, pursuant to Government Code 36516.5.
Staff would return with a precise calculation consistent with statutory requirements should the Council direct preparation of an ordinance.
Fiscal Impact:
The fiscal impact would depend on the final authorized amount. If an ordinance is adopted and becomes effective in January 2027 (mid–FY 2026–27), the estimated fiscal impacts would be as follows:
Option 1
—Up to $1,600 per month (Population-Based Maximum):
For illustration, if compensation were adjusted to $1,600 pe month, the increase would be approximately $18,750 in FY 2026–27
($625 monthly increase × 5 councilmembers × 6 months)
Option 2
—Higher Amount Within Statutory Limits:
For illustration, if compensation were adjusted to $1,657.50 per month, the increase would be approximately $20,475 in FY 2026–27
($682.50 monthly increase × 5 councilmembers × 6 months) Option 3
—No Action:
No fiscal impact to the FY 2026–27 budget.

Recommendation:
Staff recommends City Council adopt a resolution:
1 .

Approving Task Order 8 with
DMc Engineering
for a cost not-to-exceed $93,200 for
continued on-call utility engineering and CIP support services.
Executive Summary:
This item returns to Council following two prior presentations that were tabled due to understandable confusion regarding scope, hours, and total costs associated with Task Order
7. Under the City’s Master Services Agreement (MSA) structure, task orders typically begin as proposals submitted by the consultant, reviewed by staff, and brought to Council for approval before work begins.
In this case, due to staffing transitions and operational urgency within the Public Works City Council City Council Regular Meeting 71
Department, DMc Engineering began work supporting the FY 2026 Water Capital Improvement Program prior to Council approval of Task Order 7.
(PW)
Background:
Expiration of Prior Task Order
Task Order 6 expired June 30, 2025. At that time, multiple Water CIP projects were in active design and construction phases.
Request for Continued Support
In August 2025, City staff requested DMc continue providing engineering and project management support for the FY26 Water CIP Program to avoid disruption to active projects.
City Council City Council Regular Meeting 72
Due to public works staffing transitions, reductions in departmental capacity, and transition of City Manager leadership, the formal step of bringing the Task Order 7 proposal to Council prior to work commencing did not occur.
DMc continued providing services from July 1 through December 31, 2025.
Prior Council Presentations
Task Order 7 was presented to Council on October 7, 2025 and November 18, 2025. Both times the item was tabled.
Council appropriately questioned:
Why the number of projects changed between presentations; Why the total hours and cost remained the same despite project list revisions; and Whether the hours reflected work already completed or proposed work.
The confusion stemmed from the fact that:
The original Task Order 7 proposal included both estimated hours and already-incurred hours.
As project lists were refined to prioritize approved CIP projects, the total hours remained consistent because DMc’s level of effort did not decrease; only the focus of work shifted.
The reports did not clearly distinguish between estimated hours and actual hours incurred to date.
This lack of clarity understandably created concern.
Corrective Action Taken
In December 2025, City staff and DMc met to restructure the task orders into two separate documents:
Task Order 7 (Finalized—Services Rendered)
Covers July 1—December 31, 2025
Reflects actual hours worked
492 hours total
Total cost: $98,400
Represents a statement of final cost/invoice, not a proposal This would have originally been a “proposed” task order.
Task Order 8 (Prospective Proposal)
Covers January 1—June 30, 2026
Includes estimated hours for:
Utility engineering support
Project management
Construction administration
Public outreach
City Council City Council Regular Meeting 73
Budget updates
Plan review services
CIP coordination meetings
Staff reports and Council support
Water quality and State of California Division of Drinking Water (DDW) reporting assistance
Not-to-exceed amount: $93,200
Hours may adjust based on actual project demands.
Task Order 8 restores the standard proposal-before-work model.
Discussion and Analysis:
Task Order 7
Task Order 7 documents actual services provided during a period when the City required continuity of engineering oversight for active Water CIP projects. DMc provided a revised proposal for Task Order 7 dated December 8, 2025, that outlined the actual hours spent on engineering and support services from July 1, 2025, to December 31, 2025.
The actual hours, 492 hours, spent on engineering and support services during this period were less than the original proposed 560 hours presented previously. During this period, DMc continued providing on-call support services on multiple projects in the design and construction phase.
Task Order 8
Task Order 8 is a forward-looking proposal consistent with Council's oversight role under the City's MSA protocol. On December 8, 2025, DMc also submitted a proposal for Task Order 8 outlining on-call utility engineering support, project management, construction administration, and public outreach services for the FY26 Lynwood Water Capital Improvement Projects scheduled from January through June 2026 on the following projects.

Task Order 7
Ms. Rita Montalvo
Director of Public Works
City of Lynwood
11330 Bullis Road
Lynwood, CA 90262
SUBJECT: TASK ORDER 7: Proposal for On-Call Utility Engineering Support Services as part of the FY26 City of Lynwood Capital Improvement Project (CIP) Program from July 2025 to December 2025.
Dear Ms. Montalvo:
DMc Engineering is pleased to submit this Task Order 7 proposal for on-call utility engineering support services including project management, construction administration, and public outreach as part of the FY26 City of Lynwood Water Capital Improvement Projects.
DMc Engineering was awarded a three-year On-Call Utility Engineering Services contract by the City of Lynwood’s Public Works Department in December 2023, with the agreement set to expire in June 2026. Starting in January 2024, DMc has collaborated closely with the City’s Water Department on multiple Capital Improvement Projects (CIP), including the DDW Lead & Copper Study, rehabilitation of Wells #8 and #11, water main and meter replacements along Long Beach Boulevard, installation of AMI meters, and other initiatives aimed at enhancing the City’s water and sewer infrastructure.
DMc Engineering’s previous Task Order (Task Order 6) concluded on June 30, 2025. Following this, Lynwood staff requested a new Task Order proposal (Task Order 7) for CIP support services covering July 2025 through December 2025, based on the approved Water CIP Budget dated June 17, 2025.
In August 2025, DMc submitted a preliminary Task Order proposal for on-call utility engineering services that was developed in alignment with the approved FY26 Water CIP program. DMc’s Task Order 7 proposal and the list of Approved FY26 Water CIP budget and projects are shown in Attachment 1.
From July 1 through December 31, 2025, while Task Order 7 was pending finalization, DMc continued providing on-call support services at the request of the City. During this time, the team completed multiple projects, and the hours associated with each project are shown in Attachment
2. During this period, DMc accrued at total of 492 hours at a total cost of $98,400.
DMc has delivered support services exceeding the scope of Task Order 6 and respectfully requests the City’s approval to finalize the agreement for on-call services rendered between July 1 and December 31, 2025, totaling 492 hours at a cost of $98,400. 78 2
We appreciate the opportunity to continue working with you and the City of Lynwood on providing project support services. Please let me know if you have any question or comments.
Sincerely,
DMc Engineering
