Executive Summary:

Request for approval of the warrant register dated April 21, 2026 for FY 2025–26.

Recommendation:

Staff recommends the City Council approve the warrant register dated April 21, 2026 for FY 2025–26. Staff certifies the accuracy of the demands.

Executive Summary:

CAL FIRE awarded the City of Lynwood a grant through its Urban and Community Forestry Grant Program to prepare an Urban Forest Management Plan and expand the City’s tree canopy. Staff requests authorization to release a Request for Proposals (RFP) City Council Regular Meeting 2

8.3 RATIFICATION OF LETTER OF OPPOSITION FOR SENATE BILL 866 (SB 866)

8.4 LOS ANGELES COUNTY FIRE AND AMBULANCE MONTHLY REPORT FOR MARCH 2026
for these services. (PW)
Recommendation:

Staff recommends that the City Council adopt the attached resolution entitled: A Resolution of the City Council of the City of Lynwood Accepting a Grant in the Amount of $852,500, from the Urban and Community Forestry Grant Program of the California Department of Forestry and Fire Protection and Authorizing the Advertisement of a Request for Proposals for the Preparation of an Urban Forest Management Plan, Including Urban Forestry Services, Tree Planting and Tree Distribution Services.

Executive Summary:

The City of Lynwood regularly expresses its support or opposition regarding legislative matters that impact the City. As recommended by staff, a letter of opposition for Senate Bill 866 (Blakespear) was previously approved and submitted to meet legislative deadlines. Opposition letters were due by April 21, 2026, and those submitted by this date will be heard in the Senate House Committee. This item is presented for City Council ratification of that action and formal inclusion in the public record.

Senate Bill 866 would require cities that do not receive direct state homelessness funding to incorporate extensive homelessness-related reporting requirements into their housing elements. While intended to improve transparency, the bill would impose significant administrative burdens on cities with limited resources and without access to the funding necessary to support such requirements. (CM)
Recommendation:

Staff recommends that the City Council:

1 .

Ratify the Mayor’s previously approved and submitted letter of opposition for Senate Bill 866 (Blakespear), which was transmitted to meet legislative deadlines; and 2 .

Receive and file this report.

Executive Summary:

This report presents the City Council with its first monthly overview of fire and emergency medical services (EMS) response and ambulance transport activity delivered by the Los Angeles County Fire Department under contract with the City of Lynwood. Staff is establishing this as a consistent monthly reporting structure to keep the City Council informed of emergency response activity, system performance, and service demand trends.

City Council Regular Meeting 3

9. NEW/OLD BUSINESS

9.1 CITY COUNCIL MEETING SCHEDULE FOR 2026

9.2 APPROVAL OF NON-PROFIT APPLICATIONS FOR THE SALE OF SAFE AND SANE

FIREWORKS

The report covers key operational metrics including incident types, and ambulance transport activity. Staff will compile and present this information monthly to support data- informed Council oversight of emergency services, track emerging trends, and evaluate system performance over time.

Staff will continue to compile and present this information on a monthly basis to ensure transparency and data-informed decision-making regarding emergency services provided to the community. (CM)
Recommendation:

Staff recommends the City Council to receive and file the March 2026 Fire and Ambulance Monthly Report

Executive Summary:

This report presents the City Council meeting schedule for the 2026 calendar year and requests adoption of a resolution formally establishing those dates and times. Regular meetings are held on the first and third Tuesday of each month, with a modified schedule in December to accommodate the winter holiday closure in December.

In addition, staff requests City Council direction on four 2026 Regular Meeting dates that conflict with professional conferences or fall during periods identified for additional staff work time. Following its review, staff recommends that the City Council adopt the resolution to formally establish the meeting dates and times for the 2026 calendar year. (CM)
Recommendation:

Staff recommends the City Council:

1 .

Review and provide direction on the changes to the Regular Meeting dates; 2 .

Approve a resolution establishing the meeting dates and times of the City Council for calendar year 2026.

Executive Summary:

This report presents four qualified non-profit applicants for approval to operate Safe and Sane Fireworks stands from July 1 through July 4, 2026. At its Regular City Council Meeting on March 3, 2026, Council authorized the sale of Safe and Sane Fireworks for the 2026 season. As of the April 1, 2026 application deadline, the City Clerk’s Office received and verified four complete applications. (CC)

31 AGENDA STAFF REPORT

DATE:

TO:

Honorable Mayor and Members of the City Council
APPROVED BY:

Suja Lowenthal, City Manager
PREPARED BY:

Pamela Torres, Senior Management Analyst
SUBJECT:

ACCEPTANCE OF AN URBAN AND COMMUNITY FORESTRY OF THE

CALIFORNIA DEPARTMENT OF FORESTRY AND FIRE PROTECTION

GRANT AND AUTHORIZATION TO ADVERTISE A REQUEST FOR

PROPOSALS FOR DEVELOPMENT OF AN URBAN FOREST

MANAGEMENT PLAN
Agenda Item # 8.2.

CAL FIRE awarded the City of Lynwood a grant through its Urban and Community Forestry Grant Program to prepare an Urban Forest Management Plan and expand the City’s tree canopy. Staff requests authorization to release a Request for Proposals (RFP) for these services. (PW)
Background:

City Council City Council Regular Meeting 32
As part of its efforts to expand the City’s tree canopy, staff partnered with TreePeople to apply for a grant through the California Department of Forestry and Fire Protection (CAL FIRE). CAL FIRE awarded the City a grant in the amount of $852,500. The grant would fund development of an Urban Forest Management Plan (UFMP), planting of 500 trees citywide, and distribution of an additional 500 trees to residents.

The selected contracted firm will conduct a thorough urban forestry assessment covering canopy cover locations and percentages, a physical tree inventory, and community input. The tree inventory and canopy assessment will directly inform UFMP recommendations to improve the immediate and long-term management of the City’s urban forest. The UFMP’s primary goal is to improve citywide canopy cover over the long term to combat extreme heat, mitigate stormwater runoff and air pollution, and enhance beautification for recreation and public health.

Once the City Council adopts the UFMP, the City will begin implementing its tree planting recommendations. Data collection and community feedback will guide tree planting locations, species selection, and connectivity corridors. The City will also implement planting through a volunteer-led, community-based approach.

Throughout the UFMP and tree planting processes, the City will educate the community on grant activities, tree care, and urban forest management. The City and selected firm will work with schools, community groups, and local businesses to involve and engage community stakeholders, by hosting a series of local educational workshops, City meetings, and volunteer public tree planting events.

Discussion and Analysis:

This project represents a transformative effort by the City to develop and implement an Urban Forest Management Plan. The City will collect data on existing green infrastructure and gather resident-driven feedback on urban forest health. The selected contracted firm will conduct a full inventory of all trees in the City and a LiDAR-verified tree canopy analysis, using laser scanning (Light Detection and Ranging) to generate precise, 3D measurements of tree height, density, and volume. Community surveys and outreach workshops will augment data collection to capture residents’ perceptions of the urban environment. Following these assessments, the City and firm will develop a UFMP outlining options and recommendations for implementation. Staff will review existing City planning documents for alignment with the UFMP and address any policy issues that arise. After the City Council approves and adopts the UFMP, urban greening will formally begin.

As outlined in the approved grant, the City will strategically plant at least 500 public trees and distribute another 500 to City residents. Local volunteers recruited through neighborhood surveys and data collection will support tree planting. After initial community-driven planting and tree care events, the City will maintain long-term tree care through a minimum establishment period to ensure the sustainability of all green infrastructure installed under this project. The City will implement all activities in partnership with TreePeople to support project management, equitable community engagement, UFMP research and drafting, tree planting, and long-term tree care.

City Council City Council Regular Meeting 33
Resolution - CAL_FIRE_UFMP.docx
Fiscal Impact:

The total estimated project cost, including UFMP development, parkway tree planting, and tree distribution, is $927,140. Grant funding of $852,500 combined with the City’s required match of $74,640 would fully fund the project. The City would satisfy its match requirement through staff time and volunteer tree planting and maintenance activities.

Upon City Council approval, Finance staff will establish a separate project number and record all project revenues and expenditures in Grant Fund 3561, with the City’s match documented through staff labor and volunteer contributions related to tree planting and care.

DATE:

TO:

Honorable Mayor and Members of the City Council
APPROVED BY:

Suja Lowenthal, City Manager
PREPARED BY:

Shanell Shipe, Assistant to the City Manager
SUBJECT:

RATIFICATION OF LETTER OF OPPOSITION FOR SENATE BILL 866 (SB 866)
Agenda Item # 8.3.

(CM)
Background:

City Council City Council Regular Meeting 39
The Legislature of the State of California each year proposes legislation addressing housing, homelessness, and land use planning. These measures often affect cities’ obligations related to housing element compliance and long-term planning.

The State’s primary homelessness funding program, the Homeless Housing, Assistance, and Prevention (HHAP) Program, provides grants to all 58 counties, 44 Continuums of Care, and only 14 large cities statewide. Lynwood, like the vast majority of California cities, does not receive direct HHAP funding and is therefore not subject to the program’s existing reporting framework.

To receive HHAP funding, grantees must prepare regionally coordinated homelessness action plans that include system performance metrics and data reporting requirements. These obligations are designed to accompany the receipt of state funding and are conducted within a regional framework involving counties and other stakeholders.

RATIFICATION OF LETTER OF SUPPORT FOR
ASSEMBLY BILL 2396
(AB 2396)

Discussion and Analysis:

SB 866 would impose HHAP-derived reporting requirements on the very cities the program was never designed to fund. Specifically, the bill would require cities that do not receive HHAP funding—all but 14 cities statewide, including Lynwood—to incorporate extensive homelessness-related reporting requirements into their housing elements. This approach effectively penalizes non-recipient cities by mandating compliance with a data infrastructure built for and financed through a funding program they do not participate in.

The bill would replicate HHAP’s system performance metrics. SB 866 would replicate these metrics and impose them as standalone requirements on non-recipient cities, obligating them to report this data within their housing elements, without any accompanying funding or technical support to do so.

The bill requires detailed reporting on homelessness resources, service coordination efforts, and system performance data, including individuals who become homeless after exiting institutions such as jails, prisons, and hospitals, and those who become unhoused after placement in permanent housing.

SB 866 also requires cities to report on behavioral health services and funding under the Behavioral Health Services Act. However, these services are administered and funded by counties, not cities. Because the bill does not apply to counties, it places responsibility on City Council City Council Regular Meeting 40
SB 866 - Letter of Opposition.pdf
cities to report on services outside their control.

These system performance metrics are currently collected through HHAP’s regional planning process because they require coordination with counties, healthcare providers, and other stakeholders. Imposing these requirements on individual cities outside of that framework, without the corresponding funding, infrastructure, or regional coordination mechanisms, creates an unfunded mandate that disproportionately burdens smaller cities like Lynwood that are already navigating significant resource constraints. For these reasons, staff recommends the City Council ratify the letter of opposition.

Fiscal Impact:

There is no immediate fiscal impact associated with the recommended action.

The City of Lynwood must respectfully oppose your SB 866 (Blakespear) unless amended . SB 866 would require all but 14 cities to add extensive homelessness reporting requirements to their housing elements, targeting cities that do not receive state funding to address homelessness.

The state’s flagship homelessness grant program, the Homeless Housing, Assistance, and Prevention (HHAP) Grant program, allocates funding to all 58 counties, 44 continuums of care, and cities wi th populations over 300,000. This means that only 14 cities in California are receiving direct state homelessness funding through HHAP.

To receive HHAP funding, grantees must submit a regionally coordinated homelessness action plan to the Housing and Com munity Development Department that includes specific system performance measures. SB 866 would copy these system performance measures from the HHAP regional plans and impose them as a separate reporting requirement only on cities not receiving state fundin g — forcing them to track these metrics in their housing elements.

Specifically, SB 866 would require all but 14 cities to provide detailed reports on available homelessness resources, actions taken to connect individuals to those resources, and various data points. For example, SB 866 requires Incorporated 1921
Strength Through Community
11330 Bullis Road, Lynwood, CA 90262
(310) 603-0220 x 200

OFFICE OF THE

CITY COUNCIL
42 cities to share information about the number of people who become homeless after exiting institutional settings, including jails, prisons, and hospitals, and the number of people who become unhoused after moving into permanent housing.

SB 866 also requires cities to describe how they are coordinating services under the Behavioral Health Services Act and identify any available mental and behavioral health funding. Counties, not cities, provide behavioral health services in California and receive all the funding to do so. SB 866 does not currently apply to counties because it only applies to local governments that do not receive HHAP. As a result, SB 866 places the burden on cities to report on and plan for services beyond their control, requiring significant reporting on county-led functions within a city's housing planning document – requirements that cities are not well -positioned to fulfill.

There is a reason these system performance metrics are currently in the HHAP regional planning process – because gathering this data requires collaboration with counties, prisons, hospitals, VAs, and other stakeholders.

These requirements create significant administrative burdens for communities that already do not receive state financial support to address homelessness. Nearly all cities lack the infrastructure to collect the data required by SB 866, making compliance nearly impossible.

Additionally, while HHAP regional plans are updated each year that funding is available, m ost communities update their housing elements every eight years. The City of Lynwood fails to see how collecting this data every eight years, when much of this information is collected annually through Continuums of Care point -in-time counts, would help ad dress the evolving needs of unhoused residents in our community.

The City of Lynwood understands the goal of increasing transparency around the efforts of smaller cities to address the state’s homelessness crisis.

Currently, cities that do not receive HH AP funding are encouraged to participate in HHAP regional planning but are not required to do so. The City of Lynwood is requesting amendments that require smaller cities to have a seat at the table for the regional planning process. This will accomplish the same goal, providing transparency into the same system metrics that SB 866 includes, but through the same regional process already used by California’s largest cities.

Each year, the Legislature introduces bills that change the rules mid-stream, significantly complicating cities’ efforts to secure housing element certification. These multiyear planning efforts are already co mplex, time- consuming, and expensive. SB 866 would add a substantial administrative burden that exceeds the City’s current staffing capacity and available 43 resources. Effectively implementing and tracking these new requirements would likely require resources the City does not have the funding to support.

This challenge is further compounded by the fact that the City of Lynwood does not receive funding from the Housing and Community Development Department (HCD) due to i ts population being under 300,000. As a result, SB 866 would impose an unfunded, non -reimbursable mandate, placing a disproportionate burden on smaller cities. For many jurisdictions, including Lynwood, the difficulty of collecting and reporting this data could further jeopardize their ability to achieve and maintain a compliant housing element.

The City of Lynwood urges amendments to SB 866 that ensure consistency with the existing HHAP regional planning process and do not unfairly target California’s small cities, which continue to be left out of direct state homelessness funding.

For these reasons, the City of Lynwood respectfully oppose your SB 866 (Blakespear) unless amended.

Sincerely,

Gabriela Camacho
Mayor
City of Lynwood

LOS ANGELES COUNTY FIRE AND AMBULANCE MONTHLY REPORT
FOR MARCH 2026
Agenda Item # 8.4.

Recommendation:

Staff recommends the City Council to receive and file the March 2026 Fire and Ambulance Monthly Report
Executive Summary:

This report presents the City Council with its first monthly overview of fire and emergency medical services (EMS) response and ambulance transport activity delivered by the Los Angeles County Fire Department under contract with the City of Lynwood. Staff is establishing this as a consistent monthly reporting structure to keep the City Council informed of emergency response activity, system performance, and service demand trends.

The report covers key operational metrics including incident types, and ambulance transport activity. Staff will compile and present this information monthly to support data-informed Council oversight of emergency services, track emerging trends, and evaluate system performance over time.

Staff will continue to compile and present this information on a monthly basis to ensure transparency and data-informed decision-making regarding emergency services provided to the community. (CM)
Background:

The City of Lynwood contracts with the Los Angeles County Fire Department for fire protection City Council City Council Regular Meeting 45
and emergency medical services. Under this agreement, the County Fire Department provides emergency response services, including fire suppression, advanced life support (ALS), and emergency medical response.

To enhance Council oversight and provide consistent operational insight, staff is establishing a monthly reporting process summarizing fire and EMS activity within the City. This is the first report presented under this monthly reporting structure.

Prior to this reporting structure, staff did not routinely consolidate and present fire and EMS performance data to the Council on a standardized monthly basis. Monthly reporting will enable staff and the Council to monitor service levels, identify trends, and evaluate emergency response performance over time.

Discussion and Analysis:

This report covers the monthly fire and EMS statistical summary for March 2026, as compiled from data provided by the Los Angeles County Fire Department. The data gives the Council with ongoing visibility into emergency response activity and service demand trends.

During March 2026, the City recorded 117 fire-related incident calls and 538 EMS calls for service. Consistent with regional and national trends, EMS incidents represented the majority of emergency responses, reflecting the high demand for medical services within the community.

EMS Activity and Patient Outcomes

The 538 EMS calls included a range of outcomes, including patient transports, non-transport incidents, cancellations, and on-scene medical evaluations.

A portion of these incidents resulted in Advanced Life Support (ALS) transports, where paramedics provided care and transported patients to a medical facility. County Fire personnel also conducted a small number of interfacility transports were conducted.

A significant share of EMS responses did not result in transport. Non-transport outcomes included:

Patient refusals of treatment or transport (Against Medical Advice); Calls canceled prior to arrival or determined to not require service upon arrival; Incidents where the patient could not be located;
Situations where care was provided on scene without the need for transport; and Cases involving deceased individuals or resuscitation efforts that were terminated in accordance with established medical protocols.

These types of outcomes are typical within EMS systems and reflect the role of field personnel in assessing patient needs and determining the appropriate level of care.

CITY COUNCIL MEETING SCHEDULE FOR 2026
Agenda Item # 9.1.

Recommendation:

Staff recommends the City Council:

1 .

Review and provide direction on the changes to the Regular Meeting dates; 2 .

Approve a resolution establishing the meeting dates and times of the City Council for calendar year 2026.

Executive Summary:

This report presents the City Council meeting schedule for the 2026 calendar year and requests adoption of a resolution formally establishing those dates and times. Regular meetings are held on the first and third Tuesday of each month, with a modified schedule in December to accommodate the winter holiday closure in December.

In addition, staff requests City Council direction on four 2026 Regular Meeting dates that conflict with professional conferences or fall during periods identified for additional staff work time. Following its review, staff recommends that the City Council adopt the resolution to formally establish the meeting dates and times for the 2026 calendar year. (CM) Background:

Adopting the proposed resolution formally establishes the City Council meeting schedule for the calendar year. This ensures that any meetings that the City Council determines should not be held are properly reflected in the official record without requiring separate cancellation City Council City Council Regular Meeting 52

actions.

Regular Meetings
City Council meets on the first and third Tuesday of each month, except for December, when meetings may occur only once to accommodate a winter holiday closure. This pause in the regular meeting cycle allows staff to focus on ongoing projects and provides a productive period for work in progress.

Study Session Meetings
Study sessions are scheduled, separate from Regular Council meeting dates, to allow sufficient time for discussion of study session items. No study sessions are currently scheduled, however, sessions may be scheduled as needed.

Discussion and Analysis:

Periodic breaks in the Council meeting and staff report cycle allow staff time to focus on “work in progress” and advance priority projects. The following 2026 Regular Meeting dates are recommended for cancellation or are presented for City Council direction due to conflicts with professional conferences, holidays, or the need for additional staff work time.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING AN AMENDMENT TO THE 2023-2027 MEMORANDUM OF

UNDERSTANDING BETWEEN THE CITY OF LYNWOOD AND THE

LYNWOOD EMPLOYEES' ASSOCIATION
Agenda Item # 9.3.

Recommendation:

Staff recommends City Council:

1 .

Adopt a resolution approving an amendment to amend the 2023–2027 Memorandum of Understanding between the City of Lynwood and the Lynwood Employees’ Association titled, "A Resolution of the City Council of the City of Lynwood Approving an Amendment to the 2023–27 Memorandum of Understanding between the City of Lynwood and the Lynwood Employees' Association," to rename the City-recognized holiday of Cesar Chavez Day to Farmworker Day;
2 .

Direct staff to update all City policies, administrative documents, calendars, and communications to reflect the revised holiday designation; and 3 .

Authorize the City Manager or designee to implement this change in a manner consistent with applicable laws, memoranda of understanding, and personnel rules.

Executive Summary:

This report recommends an amendment to the 2023–2027 Memorandum of Understanding (MOU) with the Lynwood Employees’ Association (LEA) to rename the City-recognized holiday of Cesar Chavez Day to
Farmworker Day
.

The proposed renaming broadens recognition to encompass the collective contributions of agricultural workers while continuing to honor the legacy of Cesar Chavez. (HR) City Council City Council Regular Meeting 83
Background:

The Lynwood Employees’ Association (LEA) represents non-management employees of the City. The City and LEA are parties to a Memorandum of Understanding (MOU) governing wages, hours, and terms and conditions of employment for represented employees for the period of July 1, 2023, through June 30, 2027.

From time to time, amendments to the MOU are necessary to ensure continued alignment with operational needs and policy direction. Amendments are permissible under the Meyers-Milias- Brown Act (MMBA), subject to approval by the City Council.

Discussion and Analysis:

The City Council directed staff to rename the Cesar Chavez Day holiday referenced in the MOU to “Farmworker Day,” consistent with recent action taken by the State of California.

The proposed change is supported by the following considerations:
1 .

Broader Recognition of the Workforce:

Renaming the holiday expands recognition
beyond a single historical figure to include the entire farmworker community—past and present—whose labor sustains California’s agricultural economy.

2 .

Inclusive and Contemporary Framing:

This change reflects a more inclusive and
forward-looking perspective, recognizing that the movement advanced by Cesar Chavez continues through today’s workforce and ongoing labor issues.

3 .

Alignment with Community Values:

The designation “Farmworker Day” may better
resonate with Lynwood’s community and workforce, reinforcing shared values of equity, dignity of labor, and economic contribution.

4 .

Educational and Awareness Opportunity:

The renaming provides an opportunity to
expand awareness of:

Current challenges facing farmworkers
Their Contributions to regional and national food systems Ongoing labor and civil rights issues

5 .

Consistency with State Action:

The State of California has taken action to formally
recognize Farmworker Day, reflecting an evolving policy approach toward broader workforce recognition. Aligning the City’s holiday designation with the State supports consistency and clarity.

Fiscal Impact:

There is no fiscal impact associated with the recommended action.
