Executive Summary:

2025–26 and FY 2026–27 payments. (FIN)
Recommendation:

City Council Regular Meeting 2

7.2 APPROVAL OF A SECOND AMENDMENT TO THE PROFESSIONAL SERVICES

AGREEMENT WITH VASQUEZ & COMPANY LLP FOR ACCOUNTING AND

INDEPENDENT AUDITING SERVICES

7.3 APPOINTMENT OF AN ALTERNATE BOARD MEMBER TO THE GATEWAY WATER

MANAGEMENT AUTHORITY
Staff recommends City Council approve the warrant register dated August 28, 2026 to September 17, 2026 for FY
2025–26 and FY 2026–27 payments.

Executive Summary:

Staff recommends that City Council approve a second amendment to the professional services agreement with Vasquez & Company LLP authorizing the City Manager to increase total compensation by up to $10,000 annually. The request responds to increased audit demands and additional auditor hours resulting from staff turnover. The additional authority would apply to each of the four remaining fiscal years of the agreement, for a maximum potential increase of $40,000. (FIN) Recommendation:

Staff recommends City Council adopt a resolution
(Attachment 1)
approving a second
amendment to the Professional Services Agreement between the City of Lynwood and Vasquez & Company LLP
(Attachment 2)
, authorizing the City Manager to increase the
total compensation amount by up to $10,000 for each remaining fiscal year of the agreement, contingent upon prior approval by the City Manager for any additional work.

The resulting not-to-exceed amounts would be $103,400 for the FY 2024–25 audit, $106,400 for the FY 2025–26 audit, $109,400 for the FY 2026–27 audit, and $112,500 for the FY 2027–28 audit.

Executive Summary:

The City currently has a vacancy in its GWMA Alternate Board Member seat, created when Pamela Torres was reassigned to other responsibilities. Staff recommends that the City Council adopt a resolution designating Javier Mendez, Water Operations Supervisor, as Alternate Board Member. In accordance with the GWMA Amended and Restated Joint Powers Agreement and the GWMA Bylaws, non-Legislative Body appointments to the GWMA Board must be made by resolution. There is no fiscal impact associated with the recommended action. (PW)
Recommendation:

Staff recommends City Council adopt a resolution
(Attachment 1)
appointing Javier
Mendez, Water Operations Supervisor, as Alternate Board Member to the Governing Board of the Gateway Water Management Authority (GWMA), to serve continuously at the pleasure of the City or until the City Council designates a successor.

City Council Regular Meeting 3

7.4 ACCEPTANCE OF $358,000 IN ADDITIONAL STATE GRANT FUNDING FOR

ALAMEDA TRIANGLE ENVIRONMENTAL CLEANUP AND AMENDMENT OF THE FISCAL YEAR 2026–27 BUDGET

7.5 APPROPRIATION OF APPROXIMATELY $3.4 MILLION IN FEDERAL HOME AND

HOME-ARP FUNDS FOR AFFORDABLE HOUSING PROGRAMS

Executive Summary:

The California Department of Toxic Substances Control (DTSC) awarded the City an additional $358,000 through Amendment 2 to the Office of Brownfields Equitable Community Revitalization Grant (ECRG) Round 2 award. The amendment increases the City’s total Round 2 award from $6,252,725 to $6,610,725. The funding would support eligible environmental cleanup, grant management, and related activities at the Alameda Triangle Site on Fernwood Avenue between Alameda Street and Imperial Highway.

Site remediation must occur before the planned mixed-use development can proceed.

Accepting the amended and restated agreement would allow the City to continue implementing the approved Remedial Action Plan and advancing the proposed commercial and affordable housing development. The additional grant does not require a local match. (CD)
Recommendation:

Staff recommends City Council:

1 .

Accept Amendment 2 to the Equitable Community Revitalization Grant Round 2 award from the California Department of Toxic Substances Control in the amount of $358,000;
2 .

Authorize the City Manager, or designee, to execute the Amended and Restated Agreement (Attachment 1) and any related documents, subject to approval as to form by the City Attorney’s Office; and
3 .

Amend the Fiscal Year 2026–27 Adopted Budget and appropriate $358,000 to Fund 3537.

Executive Summary:

Staff recommends that the City Council appropriate a total of $3,423,862.65 in existing federal housing funds for Fiscal Year 2026-27. The proposed appropriation consists of $1,800,000 in HOME Investment Partnerships Program (HOME) funds and $1,623,862.65 in HOME American Rescue Plan Program (HOME-ARP) funds.

The HOME appropriation would provide budget authority for the reallocation that the City Council approved on August 18, 2026. The funds would support tenant-based rental assistance, property acquisition for affordable homeownership, and acquisition and City Council Regular Meeting 4

8. NEW/OLD BUSINESS

8.1 CITY COUNCIL CONSIDERATION OF POTENTIAL NAMES FOR THE RENAMING OF

CESAR CHAVEZ LANE
rehabilitation costs.

The HOME-ARP appropriation would fund eligible activities in the City’s approved Allocation Plan and Tenant-Based Rental Assistance Program Guidelines. These activities include professional and contractual services, housing assistance for qualifying populations, and project improvement costs.

Approval would allow the City to use previously awarded federal funds for current and planned affordable housing activities and meet applicable United States Department of Housing and Urban Development (HUD) expenditure requirements. The recommended action would not affect the General Fund or require local matching funds. (CD) Recommendation:

Staff recommends the City Council adopt
a resolution
(Attachment 1)
appropriating
$1,800,000 from the available HOME Investment Partnerships Program fund balance and $1,623,862.65 from the HOME American Rescue Plan Program carryover balance for Fiscal Year 2026–27.

Executive Summary:

On March 24, 2026, the City Council directed staff to move forward with the steps necessary to rename Cesar Chavez Lane, including a community engagement process.

As part of that effort, the City conducted three community workshops and released a bilingual survey, which received 104 responses. Of those respondents, 73, or 70.2 percent, indicated support for renaming the street.

The Cesar Chavez Renaming Ad Hoc Committee met on September 14, 2026, to review the survey results and community feedback. Based on that feedback, the Ad Hoc Committee identified three potential names for City Council consideration: Beechwood Avenue, Rancho San Antonio Lane, and Lynwood Park Way. Council may also identify additional names for consideration. (CM)
Recommendation:

Staff recommends City Council:
1 .

Review and consider the following potential replacement names identified by the Cesar Chavez Renaming Ad Hoc Committee:

Beechwood Avenue;
Rancho San Antonio Lane; or
Lynwood Park Way; and
2 .

Provide direction regarding the name or names to advance for further consideration, City Council Regular Meeting 5

including any additional names the City Council may wish to propose for consideration.

26 AGENDA STAFF REPORT

DATE:

October
6, 2026
TO:

Honorable Mayor and Members of the City Council
APPROVED BY:

Suja Lowenthal, City Manager
PREPARED BY:

Carol Molina, Interim Director of Finance & Administration SUBJECT:

APPROVAL OF A SECOND AMENDMENT TO THE PROFESSIONAL

SERVICES AGREEMENT WITH VASQUEZ & COMPANY LLP FOR

ACCOUNTING AND INDEPENDENT AUDITING SERVICES
Agenda Item # 7.2.

Recommendation:

Staff recommends City Council adopt a resolution
(Attachment 1)
approving a second
amendment to the Professional Services Agreement between the City of Lynwood and Vasquez & Company LLP
(Attachment 2)
, authorizing the City Manager to increase the total
compensation amount by up to $10,000 for each remaining fiscal year of the agreement, contingent upon prior approval by the City Manager for any additional work. The resulting not- to-exceed amounts would be $103,400 for the FY 2024–25 audit, $106,400 for the FY 2025– 26 audit, $109,400 for the FY 2026–27 audit, and $112,500 for the FY 2027–28 audit.

(FIN)
Background:

City Council City Council Regular Meeting 27
In June 2024, the City entered into an agreement with Vasquez & Company LLP to provide accounting and independent auditing services to the Finance and Administration Department.

Since execution of the agreement, Vasquez & Company LLP has provided professional accounting and independent auditing services.

In April 2025, the City entered into a first amendment to the agreement to provide additional professional accounting services and revise the remaining compensation for independent auditing services. The first amendment established a not-to-exceed amount of $391,700 for professional accounting services and updated the annual audit fees for the remaining years of the agreement. All other terms and conditions of the original agreement remained unchanged and in full force and effect.

The City is required to obtain independent audit services to ensure that its financial statements are audited in accordance with applicable federal and state requirements and generally accepted auditing standards. Under Government Code Section 12410.6(a), audits of local agencies must be performed by a certified public accountant or public accountant licensed by, and in good standing with, the California Board of Accountancy. Section 12410.6(b) further provides that a local agency may not employ a public accounting firm if the lead or coordinating audit partner having primary responsibility for the audit, or the audit partner responsible for reviewing the audit, has performed audit services for that agency for six consecutive fiscal years.

Independent audit services provide an objective examination of the City's financial statements, internal controls, and financial activities; assist in evaluating compliance with applicable accounting principles, governmental auditing standards, and regulatory requirements; and support the preparation and issuance of the City's annual financial reports and related compliance filings and obligations.

Past Council Actions
Meeting Date
Description
June 26, 2024
City Council approved a Professional Services Agreement with Vasquez & Company, LLP for professional auditing services in the amounts of $83,000 for FY 2023–24, $85,900 for FY 2024– 25, $88,900 for FY 2025–26, $91,900 for FY 2026–27, and $95,000 for FY 2027–28.

April 15, 2025

City Council approved the first amendment to the Professional Services Agreement with Vasquez & Company, LLP, authorizing a one-time increase of $28,500 for FY 2023–24 and an additional $7,500 annually for FY 2024–25 through FY 2027–28.

Discussion and Analysis:

City Council City Council Regular Meeting 28
Resolution - First Amendment_to_Agreement_Auditing_Services.pdf

2. Second_Amendment - Vasquez_Accounting_and_Auditing_Services_261006(1).docx Resolution - Second_Amendmnet_to_Vasquez.docx
The proposed Second Amendment would authorize the City Manager to increase the remaining total compensation under the existing Professional Services Agreement by up to $10,000 annually. Use of the additional funds would be contingent upon prior approval by the City Manager. The additional compensation is intended to address extenuating circumstances that may require additional auditor hours to successfully complete the City's annual audit, while remaining within the original scope of services contemplated under the agreement. No changes are proposed to the scope of services, terms and conditions, or contract term. The agreement is set to expire no later than June 30, 2027. The agreement also includes two 1- year options to extend.

The proposed amendment does not modify the overall scope of services provided under the original agreement. Rather, it would authorize the City Manager to increase remaining total compensation by up to $40,000, or up to $10,000 annually, to allow Vasquez & Company LLP to complete and continue to provide legally required auditing services for the remaining term of the agreement.

Fiscal Impact:

The proposed amendment would authorize the City Manager to increase annual compensation by up to $10,000, to be used only in extenuating circumstances requiring additional auditor hours to complete the audit. The maximum potential impact is $40,000 over the four remaining fiscal years of the agreement. Sufficient funding is budgeted within the FY 2026–27 Adopted Finance and Administration Department General Fund Budget to cover the current-year amount, and staff would include any amounts for subsequent years in future proposed budgets. No additional appropriation is requested at this time.

SUBJECT:

APPOINTMENT OF AN ALTERNATE BOARD MEMBER TO THE

GATEWAY WATER MANAGEMENT AUTHORITY
Agenda Item # 7.3.

Recommendation:

Staff recommends City Council adopt a resolution
(Attachment 1)
appointing Javier Mendez,
Water Operations Supervisor, as Alternate Board Member to the Governing Board of the Gateway Water Management Authority (GWMA), to serve continuously at the pleasure of the City or until the City Council designates a successor.

(PW)
Background:

City Council City Council Regular Meeting 38
The Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority, known as the Gateway Water Management Authority (GWMA), was formed in 2007 in response to the passage of two voter-approved water bonds: Proposition 50, passed in 2002, and Proposition 84, passed in 2006. The GWMA was formed to jointly prepare and adopt a regional plan for the management of water resources, and to implement and operate qualified projects and programs and prepare qualified reports and studies.

Member entities of the GWMA include the cities of Artesia, Bell, Bell Gardens, Bellflower, Cerritos, Commerce, Cudahy, Downey, Hawaiian Gardens, Huntington Park, La Mirada, Lakewood, Long Beach, Lynwood, Maywood, Montebello, Norwalk, Paramount, Pico Rivera, Santa Fe Springs, Signal Hill, South Gate, Vernon, and Whittier, as well as the Central Basin Municipal Water District and the Long Beach Water Department.

The Joint Powers Agreement establishing the GWMA calls for each member public agency to appoint, by name, a Board Member and Alternate Board Member to the GWMA Governing Board, which is the governing body of the Authority. Under the GWMA Bylaws, adopted on October 12, 2015, all non-Legislative Body appointments to the GWMA Board must be made by resolution; legislative body appointments may be made by minute order.

On February 21, 2023, the City Council replaced the City’s previous GWMA appointees and designated the Director of Public Works as Board Member and Pamela Torres, Senior Management Analyst, as Alternate Board Member.

On September 15, 2026, the City Council appointed Andrew Maximous, Director of Public Works, as Board Member, filling the vacancy created by the departure of the former Public Works Director. Ms. Torres has since been reassigned away from the responsibilities associated with the Alternate Board Member role, leaving the City without an active Alternate Board Member.

GWMA Board Members and Alternate Board Members serve at the pleasure of the City of Lynwood. The draft resolution (Attachment 1) would designate an Alternate Board Member to serve continuously, unless the City Council later elects to change its designated appointees or must otherwise fill a vacancy.

With the recent hiring of a new Water Operations Supervisor, staff recommends that the City Council designate a new Alternate Board Member in place of Ms. Torres. Staff recommends the following appointment by name and title:

Alternate Board Member—Javier Mendez, Water Operations Supervisor This appointment would align the Alternate Board Member designation with Mr. Mendez's role in the Public Works Department, consistent with the City's practice of designating a Public Works Department manager to represent the City on the GWMA Governing Board.

SUBJECT:

ACCEPTANCE OF $358,000 IN ADDITIONAL STATE GRANT FUNDING

FOR ALAMEDA TRIANGLE ENVIRONMENTAL CLEANUP AND
AMENDMENT OF THE FISCAL YEAR 2026–27 BUDGET
Agenda Item # 7.4.

Recommendation:

Staff recommends City Council:

1 .

Accept Amendment 2 to the Equitable Community Revitalization Grant Round 2 award from the California Department of Toxic Substances Control in the amount of $358,000; 2 .

The California Department of Toxic Substances Control (DTSC) awarded the City an additional $358,000 through Amendment 2 to the Office of Brownfields Equitable Community Revitalization Grant (ECRG) Round 2 award. The amendment increases the City’s total Round 2 award from $6,252,725 to $6,610,725. The funding would support eligible environmental cleanup, grant management, and related activities at the Alameda Triangle Site on Fernwood Avenue between Alameda Street and Imperial Highway.

City Council City Council Regular Meeting 44
Site remediation must occur before the planned mixed-use development can proceed.

Accepting the amended and restated agreement would allow the City to continue implementing the approved Remedial Action Plan and advancing the proposed commercial and affordable housing development. The additional grant does not require a local match. (CD)
Background:

The Community Development Department has pursued outside funding to address contaminated properties that have constrained housing and economic development. The City, with assistance from Tierra West Advisors, Ramboll Americas, and Cox, Castle & Nicholson, submitted ECRG application ECRG-2023-01766 to support remediation of the Alameda Triangle Site. The City has studied and characterized the Site's environmental conditions for more than 16 years, but the high cost of remediation has been a barrier to redevelopment.

DTSC previously awarded the City $426,217 through ECRG Round 1. That funding supported environmental review of the Site and preparation of a Remedial Action Plan (RAP). The completed plan allowed the City to apply for Round 2 implementation funding.

On May 7, 2024, the City Council accepted the original ECRG Round 2 award and agreement in the amount of $6,252,725. Earlier this year, the City applied for additional funding to complete and close out the remediation of the site. In April 2026, DTSC approved Amendment 2 for up to $358,000 in additional funding to reimburse eligible environmental activities and related costs.

The table below shows the City Council's prior action related to this grant.

Past Council Action
Meeting Date
Description
May 7, 2024
City Council approved and accepted DTSC-
ECRG Round 2 grant award and agreement in
the amount of $6,252,725
Discussion and Analysis:

The $6,252,725 Round 2 award funded the implementation of the Remedial Action Plan.

Amendment 2 adds up to $358,000, bringing the total Round 2 award to $6,610,725 for Assessor Parcel Numbers 6169-001-900, 6169-002-911, and 6169-002-912. The additional funding would reimburse eligible environmental work, grant management, and disposal fees for an unforeseen increase of 10,750 tons of remediation materials. The remaining tasks are post-backfill sampling and analysis and regulatory close-out activities, including soil vapor investigation reports, a Remedial Action Completion Report, and Operations and Maintenance reporting to support final regulatory approval.

The amended and restated agreement, which is set to expire on October 7, 2027, is included City Council City Council Regular Meeting 45
ECRG-2023-01766_Lynwood_R2A2_Award_Ltr_Restated_Agrmt
as (Attachment 1). Acceptance would allow the City to continue the approved remediation activities and project oversight without using General Fund resources. The grant reduces a major financial barrier to the redevelopment of the site. Without the additional grant funding, the City would need to use General Fund resources to complete the remaining work.

Fiscal Impact:

There is no fiscal impact to the General Fund. Amendment 2 provides up to $358,000 in additional grant revenue for eligible grant management, outreach, remediation, and related costs, bringing the total ECRG Round 2 award to $6,610,725. The recommended action would appropriate the additional $358,000 to Fund 3537 in the Fiscal Year 2026–27 Adopted Budget.

The grant does not require a local match, and no General Fund appropriation is required.

funding for any fiscal year is reduced or deleted by the Budget Act, or if funds for the program are for any other reason reduced or not available, DTSC shall have no liability to provide any funds to GRANTEE and may opt to either cancel the RESTATED AGREEMENT with no liability occurring to DTSC or offer an amendment to GRANTEE to reflect the reduced amount.

30. DISPUTES

30.1 Except as otherwise provided, if the GRANTEE disputes a DTSC decision regarding reimbursement of an invoice or other issue for which DTSC is authorized by the RESTATED AGREEMENT to make a binding decision, the GRANTEE shall provide written dispute notice to DTSC within fifteen (15) calendar days after the date of receipt of the decision. The written dispute notice required shall contain the following information:

b. Reason the GRANTEE believes the decision of DTSC is in error; c. Identification of all documents and substance of all oral communication which support the GRANTEE’s position; and
d. Dollar amount in dispute (if known)
DTSC shall issue a dispute decision, in writing, within sixty (60) calendar days of receipt of the dispute notice. 31. GOVERNING LAW AND VENUE

31.1 This RESTATED AGREEMENT is governed by and shall be interpreted in accordance with the laws of the State of California, including its statutes of limitations, without giving effect to any choice of law or conflict of laws rules or provisions whether of the State of California or any other jurisdiction. DTSC and GRANTEE agree that any claim or cause of action arising under or in relation to the RESTATED AGREEMENT must be filed and maintained in the Superior Court in and for the County of Sacramento, California, or in the United States District Court in and for the Eastern District of California. The PARTIES waive, to the fullest extent they may legally and effectively do so, any objection to the forum and venue required herein, including any defense of lack of personal jurisdiction or an inconvenient forum.

32. CONFLICTS OF INTEREST

32.1 GRANTEE agrees to avoid conflicts of interest and to prohibit individual directors, officers, trustees, or managing members from using their positions for a purpose that constitutes or presents the appearance of a conflict of interest or personal gain. Examples of prohibited conflicts of interest include, but are not limited to, hiring a GRANTEE director, officer, trustee, or managing member, or a member of their immediate family, as a contractor, making any other use of ECRG funding for personal gain, or having an affiliation with any party or person potentially liable for contamination at the Site, as set forth in CERCLA (42 U.S.C. § 9601(40), 42 U.S.C. § 9607(r).)[ 42 U.S.C. § 9607]. Prohibited affiliations include familial, contractual (does not include deeds or arrangements related to potential purchase), financial, or corporate relationships that are the result of a reorganization of a business entity with potential liability. This applies to all parcels that are part of the Site.

32.2 GRANTEE agrees to comply with State and federal laws regarding conflicts of interest, including Government Code section 1090, which prohibits aiding or abetting a Member of the Legislature or a State, county, district, judicial district, or city officer or employee in making a contract in their official capacity in which they have a financial interest.

32.3 GRANTEE agrees to inform DTSC that a conflict of interest has arisen within seven (7) calendar days of GRANTEE learning of the conflict of interest.

33. ENTIRE AGREEMENT

33.1 The RESTATED AGREEMENT, including all documents incorporated by reference, embodies the entire agreement and understanding of the PARTIES hereto in respect of the transactions contemplated by this RESTATED AGREEMENT and supersedes all prior agreements, amendments, contracts, representations, warranties, promises, covenants, arrangements, communications, and understandings, oral or written, express or implied, between or among the PARTIES with respect to the subject matter hereof, including, without limitation, the AGREEMENT and AMENDMENT 1, which AGREEMENT and AMENDMENT 1 shall be deemed null and void, and of no further force or effect whatsoever following the date hereof.

93 AGENDA STAFF REPORT

DATE:

October
6, 2026
TO:

Honorable Mayor and Members of the City Council
APPROVED BY:

Suja Lowenthal, City Manager
PREPARED BY:

Suzanne Trejo, Administrative Analyst II
SUBJECT:

APPROPRIATION OF APPROXIMATELY $3.4 MILLION IN FEDERAL

HOME AND HOME-ARP FUNDS FOR AFFORDABLE HOUSING

PROGRAMS
Agenda Item # 7.5.

Recommendation:

Staff recommends the City Council adopt
a resolution
(Attachment 1)
appropriating
$1,800,000 from the available HOME Investment Partnerships Program fund balance and $1,623,862.65 from the HOME American Rescue Plan Program carryover balance for Fiscal Year 2026–27.

Executive Summary:

Staff recommends that the City Council appropriate a total of $3,423,862.65 in existing federal housing funds for Fiscal Year 2026-27. The proposed appropriation consists of $1,800,000 in HOME Investment Partnerships Program (HOME) funds and $1,623,862.65 in HOME American Rescue Plan Program (HOME-ARP) funds.

The HOME appropriation would provide budget authority for the reallocation that the City Council approved on August 18, 2026. The funds would support tenant-based rental assistance, property acquisition for affordable homeownership, and acquisition and rehabilitation costs.

The HOME-ARP appropriation would fund eligible activities in the City’s approved Allocation Plan and Tenant-Based Rental Assistance Program Guidelines. These activities include professional and contractual services, housing assistance for qualifying populations, and project improvement costs.

City Council City Council Regular Meeting 94
Approval would allow the City to use previously awarded federal funds for current and planned affordable housing activities and meet applicable United States Department of Housing and Urban Development (HUD) expenditure requirements. The recommended action would not affect the General Fund or require local matching funds. (CD) Background:

On March 21, 2023, the City Council approved the HOME-ARP Allocation Plan for the City’s $1,967,319 award. The plan identifies eligible activities and qualifying populations.

At its November 18, 2025, meeting, the City Council approved the Tenant-Based Rental Assistance Program Guidelines in accordance with federal HOME and HOME-ARP requirements. The guidelines established how the City would provide rental assistance to qualifying populations.

On August 18, 2026, the City Council approved the reallocation of $1,800,000 in existing HOME funds to address affordable housing needs and meet HUD expenditure timeline requirements. The approved reallocation shifted funds from underused rehabilitation and down payment assistance programs to tenant-based rental assistance, property acquisition and rehabilitation for affordable homeownership, and future affordable housing development.

The following table summarizes prior City Council actions.

Past Council Actions

Action Plan and the 2025-2029 Consolidated
Plan reprogramming HOME Program Funds

Discussion and Analysis:

The proposed appropriation would make previously allocated federal funds available for the City’s current and planned affordable housing activities during Fiscal Year 2026-27.

The $1,800,000 HOME appropriation would provide $500,000 for housing assistance, including expanded tenant-based rental assistance; $800,000 for property acquisition to support affordable homeownership; and $500,000 for project improvement costs related to the acquisition and rehabilitation of affordable housing.

The $1,623,862.65 HOME-ARP appropriation would provide $672,222 for professional and City Council City Council Regular Meeting 95
Resolution - HOME Appropriations.doc
contractual services, $451,640.65 for housing assistance, and $500,000 for project improvement costs. These uses are identified in the City’s HOME-ARP Allocation Plan and Tenant-Based Rental Assistance Program Guidelines.

Appropriating the available balances would allow the City to proceed with planned activities and expend the federal funds under applicable program requirements and deadlines. The resolution would establish budget authority; it would not authorize General Fund spending or require additional local funding.

Staff recommends approval because the appropriation would implement prior City Council direction and make the existing federal funding available for eligible affordable housing activities.

Fiscal Impact:

There is no impact to the General Fund associated with this item. Staff is requesting City Council authority to appropriate $3,423,862.65 in existing Federal HOME and HOME-ARP fund balances for Fiscal Year 2026–27. The appropriation requests include $1,800,000 from available HOME fund balances and $1,623,862.65 from HOME-ARP Fiscal Year 2025/26 budget appropriation carryover. There is sufficient funding to cover these requests.

CITY COUNCIL CONSIDERATION OF POTENTIAL NAMES FOR THE

RENAMING OF CESAR CHAVEZ LANE
Agenda Item # 8.1.

Recommendation:

Staff recommends City Council:
1 .

Review and consider the following potential replacement names identified by the Cesar Chavez Renaming Ad Hoc Committee:

Beechwood Avenue;
Rancho San Antonio Lane; or
Lynwood Park Way; and
2 .

Provide direction regarding the name or names to advance for further consideration, including any additional names the City Council may wish to propose for consideration.

(CM)

September 14, 2026
The Cesar Chavez renaming ad hoc committee met to review the survey results and community feedback. Based on that feedback, the Ad Hoc Committee identified three potential names for City Council consideration

On March 24, 2026, the City Council considered an item regarding Cesar Chavez Lane and future City observances and recognitions associated with Cesar Chavez. At that time, staff noted that the City did not have a formal policy governing the renaming of streets or public facilities and identified community input as an important consideration should the Council move forward with consideration of a new street name.

Cesar Chavez Lane extends from Birch Avenue to Martin Luther King Jr. Boulevard adjacent to Lynwood Park. The roadway, previously a portion of Beechwood, was renamed in 1993 to honor Cesar Chavez.

Following Council direction, the City initiated a community engagement process to gather feedback regarding the potential renaming and possible replacement names.

Community Engagement Process
The City released a community survey on June 15, 2026, in both English and Spanish. The survey remained open through July 17, 2026, and was available to residents, business owners, and others with a connection to the City of Lynwood. The survey was completely anonymous.

The survey was promoted through the City’s social media platforms using QR codes that linked directly to the English- and Spanish-language surveys. The survey was also incorporated into the City’s community workshops, where participants were encouraged to complete the survey and share comments as part of the discussion.

In addition to the survey, the City held three community workshops:

Tuesday, June 23, 2026, from 10:00 a.m. to 11:00 a.m.

Saturday, June 27, 2026, from 10:00 a.m. to 11:00 a.m.

Wednesday, July 1, 2026, from 5:00 p.m. to 6:00 p.m.

The workshops were intended to explain the community engagement process, provide historical context, gather community feedback, and outline the next steps in the process.

City Council City Council Regular Meeting 101
Participants were also provided information regarding potential impacts associated with a street name change, including changes to street signage, maps and navigation systems, addresses and records, and community awareness and outreach.

The survey asked respondents about their connection to Lynwood, potential impacts on nearby businesses, support for renaming, factors and qualities that should guide the selection of a new name, suggested names, and optional demographic information.

The City received a total of 104 survey submissions, consisting of 101 English-language responses and three Spanish-language responses.

Who Participated
Because the survey was open to residents, business owners, and others with a connection to Lynwood, respondents were asked to identify the nature of their connection to the City. The responses were as follows:

Of the 104 respondents, 73, or 70.2 percent, indicated support for renaming Cesar Chavez Lane. Seventeen respondents, or 16.3 percent, indicated that they did not support renaming the street, while five respondents, or 4.8 percent, were undecided or indicated that they needed additional information.

Nine respondents, or 8.7 percent, selected the comments response option. This category is reported separately because it was offered as a survey response choice and the narrative statements cannot be reliably categorized as support, opposition, or undecided without interpreting the respondents’ comments.

The survey results represent the views of individuals who chose to participate in the engagement process and should not be interpreted as a statistically representative sample of all Lynwood residents.

City Council City Council Regular Meeting 102
Community Priorities and Considerations
The survey also asked respondents what factors and qualities should guide the selection of a new street name.

When asked what the City should consider, the most frequently selected responses were community identity, selected by 36 of 99 respondents, and historical significance, selected by 22 of 99 respondents. When asked what qualities should guide a new name, the leading responses were honoring a local Lynwood figure or history, selected by 30 of 100 respondents; reflecting Latino or Latinx heritage and culture, selected by 20 respondents; and honoring a woman or an underrepresented community member, selected by 18 respondents.

Respondents also raised practical considerations associated with a potential name change, including changes to addresses and identification records, signage, mail and business materials, as well as potential navigation and customer confusion during a transition.

Comments also reflected a preference for a name that is locally connected, culturally meaningful, inclusive, simple, and easy to remember, along with an interest in maintaining a transparent community role in the final selection process.

Discussion and Analysis:

Ad Hoc Committee Review
The Cesar Chavez Renaming Ad Hoc Committee met on September 14, 2026, to review the community survey results and discuss potential replacement names.

The survey generated a range of proposed names and naming themes, including names of individuals as well as neutral, historical, cultural, and locally connected alternatives. Among the community-based suggestions identified through the survey were Beechwood, Lynwood Park Way, and Rancho San Antonio.

Based on its review of the survey feedback, the Ad Hoc Committee identified the following three options to present to the City Council:

Beechwood Avenue
Beechwood Avenue would return the roadway to its former name. The portion of the roadway now known as Cesar Chavez Lane was previously part of Beechwood Avenue before being renamed in 1993.

Rancho San Antonio Lane
Rancho San Antonio was among the neutral or community-based names suggested through the community survey and was subsequently identified by the Ad Hoc Committee as an option for City Council consideration.

Lynwood Park Way
City Council City Council Regular Meeting 103
Lynwood Park Way was also among the neutral or community-based names suggested through the community survey and was subsequently identified by the Ad Hoc Committee as an option for City Council consideration.

The three names presented by the Ad Hoc Committee are not intended to limit the City Council’s consideration of other potential names. The Council may identify additional names it would like included for consideration and provide direction regarding which name or names should advance in the renaming process.

Before formal implementation of any selected name, staff would complete the necessary administrative and operational updates, including updates to City records, mapping, and street signage. Because there are no residents or businesses located on the portion of the street proposed for renaming, the change is not expected to result in address-change impacts to residents or businesses.

Fiscal Impact:

The estimated direct cost associated with the street renaming is approximately $500, based on an estimated cost of $250 per replacement street sign for two signs.

There are no residents or businesses located on the portion of the street proposed for renaming; therefore, no costs are anticipated for address changes, business materials, resident notifications, or similar transition-related impacts.

Staff would complete any administrative updates to City records, mapping, or related systems using existing staff resources.
