Council Agenda Report
To: Mayor Silverstein and the Honorable Members of the City Council Prepared by: Rob Houston, Interim Deputy City Manager
Reviewed by: Joseph D. Toney, Assistant City Manager

Date prepared: May 25, 2023 Meeting date: June 12, 2023 Subject: Malibu Library Set Aside Fund for Fiscal Year 2023-2024 (Continued from May 22, 2023)
RECOMMENDED ACTION: Approve the use of Set Aside Funds for the Malibu Library for Fiscal Year 2023-2024.
FISCAL IMPACT: There is no fiscal impact to the City budget with this action. Malibu Public Library services are paid from a designated portion of property tax received by the County.
Every year the County of Los Angeles sets aside the difference between the property tax dollars apportioned to the County Library from property within the City and the Malibu Library expenses into a designated fund. As of June 30, 2022, the Set Aside Fund totaled approximately $19.3 million to be used solely to improve Malibu Library facilities and services.
DISCUSSION: The Malibu Library was established in 1970 by the County of Los Angeles and is located on the County-owned Civic Center property.
In September 2008, the City and County executed a Memorandum of Understanding (MOU) that governs the use of the Set Aside Funds. The MOU established a structure in which the expenditure of the excess funds generated from the taxes that Malibu residents pay could be spent on the Malibu Library. On March 26, 2018, the City and the County executed an amendment to the MOU extending the term until 2044, with two possible fiveyear extensions. All other terms remain the same.
To optimize the allocation of local property tax dollars and provide the maximum benefit to the Malibu community, the City has conducted two comprehensive library needs City Council Meeting

assessments in collaboration with the County Library. The first needs assessment was completed in 2005, and the Malibu Library Needs Assessment (2005 Needs Assessment) was approved by the City Council on August 8, 2005. The 2005 Needs Assessment established community-specific goals for the Malibu Library that were primarily focused on the large-scale renovation of the existing library and the purchase of furniture and equipment to serve the library program. The City and the County cooperatively used the Set Aside Funds to renovate the Malibu Library. The renovations were completed in April 2012. Since that time, Set Aside Funds have been used for the Malibu Library Speaker Series, to enhance service hours, establish a deferred maintenance fund, hire additional library staff, hire a full-time security guard, enhance library collections and materials and support library programs as approved by the City Council.
In 2017, the City set out to update the 2005 Needs Assessment to establish new service goals that would guide the management of Malibu Library funding in subsequent calendar years. The process included extensive community input and analysis of demographic trends and current service levels. On October 22, 2018, the City Council accepted the findings of the 2018 Malibu Library Needs Assessment (2018 Needs Assessment) and authorized staff to work with the Los Angeles County Library using Library Set Aside funds to:
a) implement the immediate and short-term recommendations of the 2018 Needs Assessment where feasible;
b) develop conceptual plans to relocate the main entrance of the Malibu Library; c) analyze the feasibility of expanding library services on the west side of Malibu; and d) analyze the resources needed to develop a Malibu historical archive.
Within weeks of the City Council acceptance of the 2018 Needs Assessment, the Woolsey Fire broke out, destroying 488 homes in Malibu. In the aftermath of the Woolsey Fire, the Council decided against pursuing any of the larger scale projects it identified for the time being.
In the meantime, County Library staff has made progress on some of the recommendations identified in the 2018 Needs Assessment as part of normal staff operations. Updates on the 2018 Needs Assessment recommendations are provided in Attachment 1. For reference, the attachment also identifies if the recommendation would be a County led initiative, managed primarily by County Library staff, or a collaborative effort administered by County and City staff.

$75,000 Malibu-centric Legacy Park educational programs $210,802 Additional Programs Subtotal
Total Subcommittee recommended FY 2023-24 Funding = $1,426,802 The Subcommittee’s recommendation for the proposed annual allocation of Malibu Set Aside Funds total $1,216,000 plus additional requests of $25,000 for the Boys and Girls Club Empowered Voices Program, $25,802 Malibu Public Schools, $85,000 to fund a Malibu Film Society program and $75,000 to fund a legacy park education program for a total of $1,426,802.
Assuming all of the previously appropriated annual expenses and revenue continue as projected, the estimated Set Aside Fund beginning balance in FY 2023-24 will be approximately $19.3 million. It was previously estimated that approximately $1 million would be added to the Set Aside Fund each year based on certain assumptions, including an estimated cost of living increase of 3%, and did not take into account a change in the cost of the services being provided or a significant increase or decrease in revenue. In the last three years, the Set Aside Fund balance has grown more than anticipated due to unspent allocations remaining in the Malibu Library Set Aside Fund.
Representatives from the County Library will be available at the meeting to answer questions regarding library operations, enhanced services, current needs, and the use of Set Aside Funds.

We respectfully request funding in the amount of $25,000 from the City of Malibu as we continue to expand our sphere of services in addressing academic and literacy needs of the youth of this community. Funds will help support the following - Empowered Voices
Empowered Voices is a courage a course developed by the Boys & Girls Club of Malibu in partnership with SAMHSA. It is a year-long social emotional learning program with four modules each implementing design thinking and project-based learning. Students develop resiliency and better understand mental health, they will also deepen their knowledge in these areas by using their creativity, collaboration, communication, and critical thinking skills to create solutions for individual or community challenges. Social-Emotional Learning is a fundamental component utilized throughout this course. SEL gives members/students a lens through which to establish and maintain healthy relationships, feel and show empathy, and positively impact their community.
The teen years are a time of some of the most rapid and developmentally significant changes for youth. During this period of “identity formation,” teens are right in the middle of figuring out who they are, who they want to be, and who they want to be around. Empowered Voices was created to provide teens with evidence-based tools to support them in the areas outlined herein.
Course Goals:
• Engage students with an opportunity for authentic PBL/Design Thinking projects that make social emotional learning and social justice applicable to their daily life • Support students by providing resources and measurable learning targets aligned with Common Core English Language Arts, social studies, and social justice standards • Provide Adverse Childhood Experiences screening in a meaningful environment to create a trauma informed Club/classroom and community
• Prepare students for career & college readiness
• Students create a digital portfolio which helps them with college and job applications as well as teach them skills to promote and represent themselves online • Teach important life skills including problem solving and collaboration Who: For Boys & Girls Club members, high school and middle school students.
How: Through collaborative and interactive lesson plans and weekly group discussions, members learn about themselves, self-care, and how to empower themselves and others to positively impact the world around them!
• Weekly design thinking projects can be completed virtually or in-person learning environments
• Weekly group discussions guided by professional staff • Building a peer-based, supportive community
This course requires a full time, educational instructor. We are seeking funds in order to keep this course available to students next year to be presented in classrooms and in the afterschool space.

What the Library funds contribute to at Malibu Middle and High Schools:
The following are database and/or software platforms that enhance our distributed library system being implemented on our new campus. This is a dispersed library system driven by digital content and specific state of the art curated/vetted resources that all students benefit from as part of the library department.
All items listed below were included in the 2022-2023 approved items. These are all continuing items. No new requests are included as part of the 23-24 request:
1. Library Copiers costs: $11,142 annually.
2. Library Databases: $4,650.00 to cover
a. Gale Research in Context Database allows students to find reference articles, magazines, newspapers, and primary sources at varying lexile levels for the different grades. The librarian meets with most grades at least once a year to do lessons regarding how to use the databases.
b. IXL's curriculum, "is built on 8,500+ skills that are finely scaffolded to help you target specific areas of need. Wherever a student is in their personal learning journey, IXL has the right content to support them." While not a traditional database, MMS and MHS subscribe to this service as a great Library supplement for our special educations department.
3. SWANK: film & video library database system used for content in arts departments and beyond- Cost $950
4. Turnitin.com - anti plagiarism research software Cost $3,470.00
5. Enriching Students Software Program: Software platform needed for enrichment and intervention program; Enriching Students allows librarians and administrators to appropriately match students on an academic risk assessment scale to library and school intervention programs, enrichment programs, and study hall topics. The software allows us to manage the library and schoolwide support period program. Cost $3,590
6. Library planner supplies: for grades 6 through 9 students - organizers: $1,400
7. Library Laminators: an adjunct to copier expenses that librarians make avail to all levels $600

4.18.23 Library Subcommittee Questions with answers provided from Library staff Definition of deferred maintenance - $125,000
1. What type of maintenance does this refer to? Any maintenance needed in the surrounding Malibu library (i.e. parking, roofing, HVAC, etc).
2. How much of these funds were used from last year’s request? None.
What is the purpose for the Unreserved Balance of $150,000? Unreserved balance is for any programs that can come up after the formal City Council which allows the City and Library (as long as they both agree) flexibility if there are timing issues in implementing the program. What costs have been covered by this reserve in past years? None.
Is there any more supporting information as to the request for a 31% increase for the Full time Teen Librarian?
And for the increase requested for the Outreach librarian There is a cost of living increase reflected in our report each year for these items, and for some reason this annual salary and benefits growth wasn’t always reflected on an annual basis in the approvals and subsequent reporng. The annual salary and benefits growth is approximately 3-5% and should be reflected on an annual basis. The actual costs for the approved posions, Teen Services Librarian I and Outreach Librarian II, are charged against the set aside funds.
Do you have a Malibu percentage of the Family Place Program? The Mayor felt that the Malibu funds should only cover the Malibu portion of this service.
This year the funds would be exclusively for Malibu’s Family Place program (now known as Smart Start).
Funds would be used for a refresh of the Malibu early literacy collection, furniture, supplies, and staff training.
What are the specific tools that would be a part of the recommended Tool Lending Library? We have attached a spreadsheet based on what tools are in our other Tool Lending locations. This recommendation came in response to comments from the community requesting this type of program, so we are open to feedback if there are other tools that should be considered for Malibu’s proposed lending library.
Can you please provide a history of all the actual spend vs budget that is up to date? Attached is what we have on file that we believe you previously provided.
Please see attached for the designation spending for 21/22.

Council Agenda Report
To: Mayor Silverstein and the Honorable Members of the City Council Prepared by: Richard Mollica, Planning Director
Approved by: Steve McClary, City Manager
Date prepared: June 1, 2023 Meeting date: June 12, 2023 Subject: Processing Fee Requests per Assembly Bill 2160 RECOMMENDED ACTION: Provide direction to staff on processing fee waiver/reduction requests for public access or habitat restoration projects requiring a Coastal Development Permit (CDP). Pursuant to 2022 legislation – Assembly Bill (AB) 2160 – an applicant who is a public agency or nonprofit organization may request that the City waive or reduce a coastal development permit fee for a public access project or habitat restoration project. If the request is denied, the applicant may bypass City processing and submit the CDP application directly to the California Coastal Commission (CCC).
FISCAL IMPACT: Estimated fees for a CDP application generally range between $8,677 to $10,741. Fees account for staff time to process the application and third-party reviews conducted by specialized City consultants (e.g., geology, biology and coastal engineering). Additional fees are required if a project triggers environmental review under the California Environmental Quality Act (CEQA). The minimum CEQA filing fee is $75 for a categorical exemption; however, for more complex environmental documents (e.g., environmental impact report or mitigated negative declaration) the City charges actual cost plus a 30% administration fee when using a third-party environmental consultant or $190 per hour when staff prepares the document (e.g., negative declaration).
WORK PLAN: This item was not included in the Adopted Work Plan for Fiscal Year 2022- 2023. This project is part of normal staff operations.
BACKGROUND: AB 2160 was signed into law on September 13, 2022, and went into immediate effect. The bill added Section 30600.6.1 to the Public Resources Code (PRC) (i.e., the Coastal Act) allowing an applicant to request a fee waiver or reduction from a city or county for CDP application fees associated with public access or habitat restoration projects. If a city or county rejects an applicant’s fee request, AB 2160 authorizes the City Council Meeting

Agenda Item # 6.B.
applicant to submit the CDP application directly to the CCC for processing. This means that the city or county would no longer be the permitting authority for the development project. Pursuant to the legislative intent of AB 2160, the bill was not intended to force cities and counties to provide relief. The intent of the bill was to provide a uniform fee waiver or reduction policy statewide in the Coastal Zone in order to incentivize public access and habitat restoration projects via cost savings and reduced barriers for CDP processing. The state desires more public access and habitat restoration projects to come forward.
The types of projects eligible for AB 2160 are described in the legislative intent as those providing “public benefits that are in line with state priorities” and those in line with the goals of Newsom Administration initiatives led by the California Natural Resources Agency including Cutting Green Tape, Access for All, and 30x30. Cutting Green Tape seeks to “increase the pace and scale of ecological restoration and stewardship by amending and streamlining various government processes,” and Access for All seeks to “expand all Californians’ access to parks, open space, nature, and cultural amenities.” Conserving thirty percent each of the state’s lands and coastal waters by 2030 is the goal of 30x30.
AB 2160 applies to any eligible request for CDP fee waivers or reductions following its September 2022 effective date. No applications for eligible projects have been submitted to the City since the effective date. However, the City is processing an application by the Mountains Recreation and Conservation Authority (MRCA) for a public accessway (CDP No. 07-087), and that application was submitted on July 16, 2007. Prior to September 2022, MRCA had paid a total of $31,965.33 in review fees and this year another $2,320 is owed to the City for an additional Coastal Engineering review. The MRCA has contacted staff and requested that the fees paid on this application be refunded because of AB 2160.
Staff explained that AB 2160 does not address past fees paid (i.e., it is not retroactive); however, moving forward staff would seek direction on how to implement AB 2160 from the Council prior to charging any further fees. It should be noted that the base CDP and variance fee for this project was $7,241, the remainder of the fees are related to costs incurred from the hourly rates charged by the City reviewers, such as the City’s Biologist, Public Works Engineers, and Geotechnical reviewers.
DISCUSSION: Pursuant to AB 2160, the following provisions must apply in order for a fee waiver or reduction request to be eligible:
1. Applicant must be a public agency or nonprofit organization; and
2. Project’s primary purpose must be for public access or for the sole purpose of habitat restoration. As defined in PRC §30600.6.1(a),
Agenda Item # 6.B.
a. “Public access project” means a project with the primary purpose of creating, enhancing, expanding, or restoring public amenities that provide access to or along the coast.
b. “Habitat restoration project” means a project proposed for the sole purpose of restoring or enhancing the ecological function, biodiversity, or resiliency of native habitat.
Pursuant to the Coastal Act, the City has jurisdiction to process the majority of CDP applications within the City. CDPs are decided by the Planning Commission in a public hearing and may be appealed to the City Council. Only those projects located within the CCC’s appeal jurisdiction are eligible for a secondary appeal to the CCC following the City’s final action on a CDP. Projects outside the appeal jurisdiction are not eligible for a secondary appeal to the CCC and the City’s final action stands. For public access and habitat restoration projects, AB 2160 seemingly provides an option for direct CCC processing in the event the City denies an applicant’s request to waive or reduce CDP processing fees. This means that the City would not be the permitting authority for the project and all public hearings would be conducted by the CCC – not the City.
As described in Fiscal Impact, the City charges fees for processing CDP applications to compensate for staff time and specialized reviews by City consultants. The City’s primary CDP fee is a “CDP Level 2” currently set at $6,627. Additional City staff review fees include: $726 (Public Works) and $454 (Environmental Health, if a project is developed private property with an onsite wastewater treatment system). City consultant review fees include: $1,720 (Biology with Environmentally Sensitive Habitat Area (ESHA) present) or $860 (no ESHA present), $750 (Coastal Engineering) and $464 (Geology). Additional fees may also include CEQA preparation and filing fees.
While AB 2160 allows an applicant to request a fee waiver or reduction, the plain text of the statute posits that the reduction request is solely geared toward “a coastal development permit fee.” Thus, this would apply to the City’s primary CDP fee ($6,624).
However, should the Council so desire, the City could also consider a request for a fee waiver or reduction for its other fees also applicable to the projects contemplated by AB 2160.
Council Direction Item 1
The City Council is asked to make a determination as to which of the three metrics should be considered for a fee waiver or reduction:
1. CDP fee (all other fees would be charged for staff time and City consultants); or
Agenda Item # 6.B.
2. CDP fee and City fees for staff time (only fees for City consultants would be charged as these are direct costs to the City); or
3. CDP fee and City fees for staff time and consultants (City would absorb direct costs to the City).
Council Direction Item 2
The City Council is asked for direction on how it would prefer to handle eligible fee waiver or reduction requests. Options could include, but are not limited to the following:
1. Requests decided by City Manager. If directed, staff could bring back a City Council policy authorizing this protocol and any other factors to be considered by the City Manager when reviewing fee requests; or
2. Requests decided by the Planning Commission or the City Council. Staff would bring each eligible fee request to the Planning Commission or the City Council as part of a noticed public hearing. Council is requested to indicate which body is preferred and any other factors to be considered by the body when reviewing fee requests.
ENVIRONMENTAL IMPACT: The proposed City Council direction does not constitute an “approval” or a “project” under the definitions set forth in California Environmental Quality Act (CEQA) Guidelines §15352 and 15378 because no direct or indirect changes to the physical environment would occur. CEQA requires that the City adequately assess the environmental impacts of projects and reasonably foreseeable activities that may result from projects prior to the approval of the same. Any project developed as a result of the City Council’s direction that requires the City or the City Council’s discretionary approval resulting in a physical change to the environment will be analyzed in accordance with CEQA prior to such approval. The current City Council direction in no way limits the exercise of the City or the City Council’s sole and absolute discretion. Therefore, no further CEQA review is required.
CONCLUSION: Staff requests the City Council provide direction on processing fee waiver or reduction requests for eligible public access or habitat restoration projects.

CHAPTER 280
An act to add Section 30600.6.1 to the Public Resources Code, relating to coastal resources.
[Approved by Governor September 13, 2022. Filed with
Secretary of State September 13, 2022.]
legislative counsel’s digest
AB 2160, Bennett. Coastal resources: coastal development permits: fees.
Existing law, the California Coastal Act of 1976, requires any person wishing to perform or undertake any development in the coastal zone, as defined, in addition to obtaining any other permit required by law from any local government or from any state, regional, or local agency, to obtain a coastal development permit, as provided. The act further provides for the certification of local coastal programs by the California Coastal Commission.
The act prohibits the commission, except as provided, from exercising its coastal development permit review authority, as specified, over any new development within the area to which the certified local coastal program, or any portion thereof, applies. Existing law requires a local government, if it has been delegated authority to issue coastal development permits, to recover any costs incurred from fees charged to individual permit applicants.
Existing law authorizes the local government to elect to not levy fees, as provided.
This bill would, at the request of an applicant, as defined, for a coastal development permit, authorize a city or county to waive or reduce the permit fee for specified projects. The bill would authorize the applicant, if a city or county rejects a fee waiver or fee reduction request, to submit the coastal development permit application directly to the commission.
The people of the State of California do enact as follows:
SECTION 1. Section 30600.6.1 is added to the Public Resources Code, to read:
30600.6.1. (a) For purposes of this section, the following terms shall apply:
(1) “Applicant” means a public agency or a nonprofit organization, as that term is defined in Section 31013.
(2) “Habitat restoration project” means a project proposed for the sole purpose of restoring or enhancing the ecological function, biodiversity, or resiliency of native habitat.

(3) “Public access project” means a project with the primary purpose of creating, enhancing, expanding, or restoring public amenities that provide access to or along the coast.
(b) At the request of an applicant for a coastal development permit, a city or county may waive or reduce a coastal development permit fee for a public access project or habitat restoration project. If a city or county rejects a fee waiver or fee reduction request, the applicant may, notwithstanding Section 30519, submit the coastal development permit application directly to the commission.
(c) Nothing in this section shall be construed to impact, address, or change a local coastal plan or program.

Describe your
involvement in school
activities
I have participated in the Malibu schools’ choir programs since 4th grade and am currently an alto in the Malibu High School Chorale, which performs at live concerts and other musical performances throughout Malibu, as well as inter-scholastic competitions. I have participated in the Santa Monica College Chamber Music program for two years, and have been earning college credit for it. This Chamber group performs at various locations across Malibu throughout the year, including wintertime caroling, fundraising gala events and concerts at MHS. I am currently the only sophomore in the 2023 cast for the Malibu High School Musical, “Spongebob: The Musical”, where I play Old Man Jenkins. Previously, I was the only freshman cast member in the 2022 Malibu High School Musical, “You’re A Good Man, Charlie Brown”, playing the Little Red-Haired Girl. I have been active in the Malibu AYSO program since fourth grade, and our teams have been named Area Champions several times,
enabling us to compete in regional and statewide tournaments in Bakersfield, CA. This year, I was a co-captain of the MHS JV Soccer team, which involved organizing practices and facilitating team communication. I was a player on the MHS JV Soccer team for the 2021-2022 season as well. I am a member of the PR team for Malibu High’s Zanmi Club, which helps women in Haiti generate income through a non-profit handicraft partnership while simultaneously teaching Malibu high school students about entrepreneurship, world issues, and other important skills through various initiatives such as the upcoming pop-up shop being organized in partnership with Pepperdine. I was a part of the 2021 MHS Cheer Team, and helped reactivate the cheer team after a multi-year hiatus at MHS, and performed cheers at MHS football games. I participated in the MHS Campus Plan Student Interface, which involved periodic meetings to gather student feedback and input on different architectural proposals and models for the new campus. I participated in the after-school journalism class at Malibu Middle School which created content for the Malibu High School newspaper, The Current. I have had several items published in The Current. I was also an 8th grade correspondent on the Malibu Middle School Yearbook
Committee. This involved gathering quotes, photographs, and other content for multiple spreads in the yearbook, as well as brainstorming ideas and developing and editing photo layouts.
Pre-pandemic, I traveled with my choir to all of the Malibu elementary schools for a choir outreach program to generate interest in the Middle School and High School choirs.
Describe any work or
volunteer experience
you have
I have volunteered at many city events associated with the Youth Commission, like trash pickups, Santa Paws, Breakfast with Santa, and the Halloween Bu-Bash. I have also volunteered at other community events with other organizations, including Trunk 21 Attachment 3
or Treat at Malibu Elementary, the Malibu Elementary campus beautification project, and the Malibu Chili Cook Off organized by the Malibu Boys and Girls Club. I have worked as an office clerk in a local law firm, assisting with filing, bookkeeping, and document management. I have helped assemble holiday gift and care packages for underprivileged children and families overseas. I have also collected toys and food items for underprivileged families in toy and food drives. Pre-pandemic, I volunteered my time as a classroom helper at Webster
Elementary School.
Describe any
leadership experience
I have served two terms on the Youth Commission and have enjoyed volunteering at the many events organized by the Youth Commission. In my freshman year, I served as Freshman
Representative in the High School Chorale Cabinet, and was appointed Sophomore Representative this year. I was chosen as a co-captain for the JV Soccer Team at MHS this year, and took on a proactive role regarding scheduling, boosting morale, and assisting my teammates. In the MHS Zanmi Club, I have helped lead fundraising, marketing, and public relations projects. In High School Chorale, I have helped lead the Valentine Gram and Candy Cane Gram projects for several years and taken a
proactive role in sales, supplies, marketing, and delivery. In elementary school, I was chosen to represent my school in a small and elite group at a regional Math Olympiad. Throughout my time in various leadership positions across different aspects of my life, I have enjoyed getting to help my peers and make a difference in these roles.
Why are you interested
in joining the Youth
Commission?
I enjoy taking on leadership roles and planning, organizing, and promoting events! I think it’s important for Malibu’s youth to be active and have a voice in the community. Growing up in Malibu, I was lucky enough to participate in many city-sponsored recreational events, such as Breakfast with Santa, Easter events, Halloween events, ballet classes, surf camps, and cartooning classes. Having experienced the joy these events can create firsthand, I am inspired to help organize events for Malibu youth as part of the Youth Commission and give back to the community in the 2023-2024 term. It would mean a lot to me to help create happy memories at city events for youth in Malibu, like my own memories at these events.

Describe your
involvement in school
activities
I am the president of the Zanmi Club at Malibu High School for the second year in a row. The Zanmi Club is a charitable organization that works to sell baskets and other handicrafts made by women in the poorest part of Haiti to improve their lives and the lives of their families. This Club meets weekly at MHS to organize fundraisers and collect and prepare old t-shirts to be recycled into handicrafts. As president of the Zanmi Club, I oversee the work of the public relations and marketing teams within the Club. I also redesigned the Club’s website. The Zanmi Club will soon be partnering with the Boys & Girls Club of Malibu to launch a pop-up store in Malibu, which will enable Zanmi Club members to gain valuable entrepreneurial experience while supporting this charitable cause.
I have played on the girls junior varsity tennis team at MHS for the past two years. This year, I was the captain of the team, and occasionally played as a sub on the varsity team. As captain of the JV team, I helped organize team practices, had input on team lineups, and was responsible for team communications.
I am a member of the MHS orchestra and have played violin in Malibu schools for many years, at times serving as
concertmaster. For three of the last four years, I have served on the orchestra leadership team. I have also participated in various outreach efforts for the Malibu Middle and High School
orchestras, which involves visiting and performing for elementary school students in Malibu to promote the orchestras. Previously, I was one of two eighth grade correspondents on the Malibu Middle School yearbook committee, which involved gathering photos and other content for the yearbook. I was also one of three eighth graders participating in an after school journalism program at Malibu Middle School, which contributed content to the Malibu High School newspaper, The Current. This involved pitching and writing articles for The Current. During the earlier stages of the pandemic, I also participated in a student interface with the architecture planning committee working on the new Malibu High School campus. This involved attending periodic meetings to provide feedback and input on the new MHS
Campus Plan.
Describe any work or
volunteer experience
you have
I enjoy volunteering my time at different events in Malibu, both through the Youth Commission and other organizations, as a way to give back to the community. Growing up in Malibu, I was fortunate enough to attend numerous events organized by the City and I have found it very rewarding to now participate in those same events as a volunteer. Specifically, this past year, I volunteered at the Bu Bash and the Malibu Elementary Trunk or Treat, both of which involved helping with younger children. I also volunteered at the Santa Paws and Breakfast with Santa events.
I really loved volunteering at these events because I remember 26 Attachment 3
attending many of them when I was little. I also volunteered at the Chili Cook-Off this past year. During my freshman year, I participated in a GoBabyGo program through the Boys & Girls Club of Malibu. This program involved building and adapting motorized cars for children with mobility challenges. This was a very rewarding experience as the children seemed delighted to be able to move around on their own in the cars we adapted for them. I have also participated in the beautification of the Malibu Elementary campus, which involved planting varieties of native plants around the school yard to bring the campus to life and add some color. I also participated in the clean up of Malibu Bluffs Park with the Youth Commission last year, which was a very rewarding experience to see the park get cleaned. In the past, I have also helped prepare holiday gift packages for young children in need, in third-world countries. I have also collected toys and food for numerous toy and food drives that took place during high school, middle school and elementary school. Prior to the pandemic, I also volunteered at Webster Elementary, helping out in the classrooms. In addition, I have worked as an office clerk at a local law firm, helping with managing documents, bookkeeping, and filing.
Describe any
leadership experience
I have served on the Youth Commission for the past two years, and was elected to the Youth Commission Executive Board this past year, which was a very big honor.
As I previously mentioned, I have held many leadership positions during elementary, middle and high school, as I always enjoy helping others and taking on leadership roles. As noted above, I have been the president of the Zanmi Club at MHS for the past two years, which involves organizing meetings, fundraisers, outreach efforts, and much more. I served as captain of the JV tennis team this year and have held various leadership positions within the Malibu High school and Middle School orchestras. In eighth grade, I took on a leadership role by participating on the Malibu Middle School yearbook committee. This involved
reaching out to students, faculty and staff to gather photos and other content for the yearbook, pitching and helping design page layouts, and otherwise assisting the committee chairs. In both fourth and fifth grade, I participated in the Student Leadership Team at John L. Webster Elementary School. Also in fourth and fifth grade, I participated in Math Club. During fifth grade, I was selected to be part of a small team that represented the school in a larger, regional Math Olympiad. These leadership experiences helped me earn The Malibu Times Citizenship Award in 2018, when I was in fifth grade.
Why are you interested
in joining the Youth
Commission?
I am interested in joining the Youth Commission because I would like to be more active in my community. I have always enjoyed volunteer work, and I want to make our community a better place in whatever way I can. I also think that it is important for young people to have a say in future City events. I like to work hard, 27 Attachment 3
organize events, and succeed in getting projects done. I really enjoyed my time serving on the 2021-2022 and 2022-2023 Youth Commissions, as well as the Executive Board this past year and would like to continue participating in the Youth Commission and the activities it organizes.

Describe your
involvement in school
activities
At Oaks, I am involved with the Business Club, and play varsity tennis. I'm also a part of the school's Global Leadership Institute which equips students with skills to become effective leaders. As part of the Institute, I took the Global Leadership course this year and I'm planning to take the Communications course next year.
Describe any work or
volunteer experience
you have
During multiple/previous summers, my sister and I volunteered at the California Ocean of Learning preschool in Malibu where we helped the teachers manage the children throughout the day. I also volunteered at the Thorne Family farm in Malibu where I picked fruit and helped with chores around the farm.
Describe any
leadership experience
As mentioned above, I'm a part of the Global Leadership Institute at my high school and as a part of this program I took a Global Leadership course this year that teaches students skills and characteristics of effective leadership. In that class, we completed a Shark Tank project where groups create their own mock business in competition with other groups and develop and present a Shark Tank style presentation to the teacher. In my group everyone had a specific role, and as a result of good communication as a team, we won the competition. The project taught me how to effectively articulate my ideas to others and be persuasive.
Why are you interested
in joining the Youth
Commission?
Since I attend school in Westlake Village, being a part of the Youth Commission would be a great way for me to maintain my relationship with Malibu and contribute to the community. I would love the opportunity for my voice to be heard in the community and be able to use them for positive change.

Describe your
involvement in school
activities
Aside from my enrollment in all honors and AP courses, I have a passion for club and extracurricular involvements at school. For one, I am the head of marketing and sales for Zanmi, a
community service club that sells crafts hand made by women in Haiti to provide them with a steady income stream. After COVID and the graduation of all of its members, the club fell apart. In my freshman year, I became one of the club's new founding
members, rebuilding it from the ground up. In addition to organizing sales events and marketing strategies, I directed a documentary for the club, to spread our mission. Furthermore, I am a prosecuting attorney in Mock Trial, a member of Model UN, a founding member of the MHS academic decathlon team, and a member of the California Scholarship Federation.
Describe any work or
volunteer experience
you have
My job on the inaugural Teen Council at the Academy Museum of Motion Pictures has provided me with invaluable working experience. Alongside my peers, I work to coordinate and curate youth-focused events, workshops, movie screenings, Q and A's, and exhibits. In this position, I have learned how to combine my passion for cinema, problem-solving capabilities, and
collaborative skills to provide young people with meaningful experiences. Because the Museum is located in Los Angeles, I have to make quite the commute. As a result, I have learned how to become better at organizing my working schedule and my personal schedule. In addition to the Teen Council, I have had experience volunteering at Go Baby Go events. Go Baby Go is a non-profit that works to provide children with disabilities opportunities to experience mobility. With the organization I engineer/build and retrofit motorized toy cars. My favorite part is the day where I get to meet and interact with the kids and families. It makes me so happy to see their smiles and the joy that the program brings them.
Describe any
leadership experience
One experience that has allowed me to gain leadership skills is being co-captain of the Malibu High School Varsity Softball team.
I have played softball since the age of 7, both on travel teams and rec teams. In my freshman year of high school the softball program had collapsed, having not been up and running for a few years. As few girls had experience, let alone interest in the sport, the odds of starting up the program again were dim. However, I worked relentlessly by sending emails and communicating with the athletic director to ensure we had a coach and the necessary materials. We started off the season with 5 girls which grew to
10. Through hard work, determination, and collaboration we were able to build the program from the ground up. This year we have played 3 times as many games and started the season with 15 players. Being able to lead my team with my co-captain has been an honor and an extremely beneficial experience. From
57 Attachment 3
organizing practices, to ensuring organized communication, to giving motivational speeches before/during games, I have been able to come into my own as a leader to help in building something bigger than myself. Softball is a team sport that has taught me the importance of fostering a collaborative
environment that emphasizes teamwork and the practice of uplifting one another.
Why are you interested
in joining the Youth
Commission?
I am interested in the Youth Commission as my time serving has allowed me to grow as a youth advocate, a leader, and a member of the Malibu community. Working with the commission, I have learned so much about the inner workings of municipal governments. Whether I choose to pursue a career in
government or law, the skills and knowledge I have attained through the commission will prove invaluable. Additionally, as a young person it can be difficult to find your voice and discover a way to make a meaningful impact. This commission has allowed me to positively contribute by voicing my opinions and ensuring that the voices of other young members of the Malibu community are heard. I have thoroughly enjoyed our outreach programs that have allowed us to care for both people and the environment. I have also enjoyed the Youth Government Summits which have given us opportunities to hear directly from activists, government officials, and other professionals so as to discover various ways people display leadership and practice community outreach.
Overall, continuing to serve on this commission will allow me to pursue my passion of advocating for youth and making a
difference in our incredible community.
Meeting Schedule
