The following meeting was held pursuant to AB 361 and fully teleconferenced from various locations during the coronavirus disease (COVID-19) pandemic.
CALL TO ORDER
Mayor Pro Tern Stewart called the meeting to order at 2:01 p.m.
ROLL CALL
The following persons were recorded in attendance:
PRESENT: Mayor Pro Tern Doug Stewart and Councilrnember Bruce Silverstein ALSO PRESENT: Joseph Toney, Assistant City Manager; Alexis Brown; Deputy City Manager; Renée Neerrnann, Finance Manager; Kristin Riesgo, Community Services Director, Brandie Ayala, Administrative Analyst, Parker Davis, Media Technician; Cynthia Alba, Executive Assistant; and Kathleen Stecko, Deputy City Clerk
APPROVAL OF AGENDA
MOTION Councilmember Silverstein moved, and Mayor Pro Tern Stewart seconded a motion to approve the agenda. The question was called, and the motion carried unanimously.
REPORT ON POSTING OF AGENDA
Deputy City Clerk Stecko reported that the agenda for the meeting was properly posted on posted on December 14, 2023.

ITEM 3 NEW BUSINESS
A. Funding For Bluffs Park South Walkway Repair Project Recommended Action: Provide a recommendation to the City Council to consider appropriating $50,800 from the General Fund Undesignated Reserve for the repair of the Bluff’s Park South Walkway for a total revised budget of $180,800.

Administrative Analyst Ayala presented the staff report and reviewed the details of the project request.
Mayor Pro Tem Stewart opened public comment, as there were no speakers in the meeting public comment was closed.
MOTION Councilmember Silverstein moved, and Mayor Pro Tern Stewart seconded a motion to provide a recommendation to the City Council to consider appropriating $50,800 from the General Fund Undesignated Reserve for the repair of the Bluff’s Park South Walkway for a total revised budget of $180,800.
Mayor Pro Tern Stewart asked a question regarding the amount of the contingency.
Administrative Analyst Ayala stated that staff hopes the contingency will not be needed and stated that they would like to be prepared to address concerns.
Mayor Pro Tern Stewart inquired how long the stretch of construction is along the walkway.
Administrative Analyst Ayala said that it was a 2500 square feet stretch, with a short construction timeline of about 30 days, depending on weather. She said the item would go to the City Council in January 2024.
The question was called, and the motion carried unanimously.
B. Funding for Skate Park Design and Civil Engineering Elements Recommended Action: Provide a recommendation to the City Council on the appropriation of $68,400 from the Designated Reserve for the Case/Crummer Parcel for an Amendment to the Agreement with California Skateparks.
Community Services Director Riesgo presented the agenda report, stating that the original project design did not include an irrigation system and this item also includes a design for a restroom facility.
MOTION Councilmember Silverstein moved, and Mayor Pro Tern Stewart seconded a motion to recommend the City Council appropriate $68,400 from the Designated Reserve for the Case/Crummer Parcel for an Amendment to the Agreement with California Skateparks. The question was called, and the motion carried unanimously.
