MEETING CALL TO ORDER
Mayor Pro Tern Silverstein called the meeting to order at 11:03 a.m.
ROLL CALL
The following persons were recorded in attendance by the Recording Secretary:
PRESENT: Mayor Marianne Riggins (via teleconference); Mayor Pro Tern Bruce Silverstein; and Councilmembers Haylynn Conrad, Doug Stewart and Steve Uhring.
ALSO PRESENT: Trevor Rusin, Interim City Attorney; Kelsey Pettijohn, City Clerk; Christina Mufioz, Deputy City Clerk
REPORT ON POSTING OF AGENDA
City Clerk Pettijohn reported that the agenda for the meeting was properly posted on August 15, 2025.
APPROVAL OF AGENDA
MOTION Councilmember Uhring moved, and Councilmember Stewart seconded a motion to approve the agenda. The question was called, and the motion carried unanimously.
PUBLIC COMMENT ON CLOSED SESSION
Mayor Riggins opened the floor to public comment.

At 11:17 a.m., the Council recessed to Closed Session to discuss the following items listed on the Closed Session agenda:

CLOSED SESSION REPORT
Interim City Attorney Rusin reported that the meeting convened at 11:00 a.m., after which time the City Council recessed to a Closed Session pursuant to Government Code Section 54957 and 54957.6, with all Councilmembers present. He stated the Council discussed the items on the Closed Session agenda and took no reportable action.
ADJOURNMENT
Mayor Pro Tern Silverstein adjourned the meeting at 12:29 p.m. in memory of Anita Bond and Howard Ferguson.
