Council Agenda Report
To: Mayor Riggins and the Honorable Members of the City Council Prepared by: Trevor Rusin, Interim City Attorney
Date prepared: December 11, 2025 Meeting date: December 17, 2025 Subject: Appointment of Joe Irvin as City Manager and Related City Manager Employment Agreement
RECOMMENDED ACTION: Appoint Joe Irvin as City Manager, effective March 2, 2026, and authorize the Mayor to sign the attached City Manager Employment Agreement.

FISCAL IMPACT: The costs associated with the Employment Agreement are within the Councilapproved budget for the City Manager position.

STRATEGIC PLAN IMPLEMENTATION: This item is part of the day-to-day operations.

DISCUSSION: On December 8, 2025, the City Council met in closed session to consider the appointment of a City Manager, and directed the City Attorney to negotiate the attached agreement with Joe Irvin and bring forward this item.

Joe Irvin currently serves as the City Manager of the city of South Lake Tahoe; a position he has held since 2020. He brings a wealth of experience spanning a wide range of municipal issues, and extensive expertise in planning, community development, environmental stewardship, organizational leadership, and community outreach. He also has direct experience running emergency operations centers, including during the Caldor Fire when he helped coordinate the evacuation of the city of South Lake Tahoe.

Similar to Malibu, South Lake Tahoe is a community with a unique natural environment that requires skill in navigating the impacts of tourism, sensitive environmental resources, and wildfire risk. He has had to work for his community in an environment that includes many overlapping State and other actors, and has succeeded in working cooperatively with them to advance the city’s interests.

Prior to serving as the City Manager of South Lake Tahoe, Mr. Irvin served as the Assistant City Manager of the city of Healdsburg in Northern California. He is a graduate of Cal State Channel Islands, and often frequented Malibu while studying there. Mr. Irvin also is a current member of City Council Meeting

the Cal Fire Risk Modeling Advisory Workgroup of the Wildfire Mitigation Advisory Committee. A copy of his resume containing further details of his background and experience is attached.

The proposed contract includes an annual salary of $310,000, as well as a monthly incentive of $4000 per month should he live within the City limits. Incentivizing Mr. Irvin to live within Malibu was a priority for the City, and Mr. Irvin anticipates the incentive will allow him to live in the City.

The other terms generally mirror those of the City’s prior City Manager. The agreement has a term of four years and will commence on March 2, 2026. The start date allows Mr. Irvin to provide the required 60 days’ notice to the City of South Lake Tahoe, and also to relocate from South Lake Tahoe to Malibu. A copy of the proposed agreement is attached.

The appointment of Joe Irvin as City Manager, if approved, will take effect simultaneous with the proposed agreement on March 2, 2026.
