MEETING CALL TO ORDER
Mayor Riggins called the meeting to order at 3:30 p.m.
ROLL CALL
The following persons were recorded in attendance by the Recording Secretary:
PRESENT: Mayor Marianne Riggins; Mayor Pro Tern Bruce Silverstein; and Councilmembers Haylynn Conrad, Doug Stewart and Steve Uhring.
ALSO PRESENT: Trevor Rusin, Interim City Attorney; Rob DuBoux, Acting City Manager; Parker Davis, Media Technician; Christina Mufioz, Deputy City Clerk; Jason Lawrence, Deputy City Clerk
APPROVAL OF AGENDA
MOTION Councilmember Uhring moved, and Councilmember Stewart seconded a motion to approve the agenda. The question was called, and the motion carried unanimously.
REPORT ON POSTING OF AGENDA
Deputy City Clerk Muiloz reported that the agenda for the meeting was properly posted on December 12, 2025.

Mayor Riggins opened the floor to public comment.

Mayor Riggins called the meeting to order at 4:37 p.m.
CLOSED SESSION REPORT
Interim City Attorney Rusin reported that the meeting convened at 3:30 p.m., after which time the City Council recessed to a Closed Session pursuant to Government Code Section 54957 and 54957.6, with all Councilmembers present. He stated the Council discussed the items on the Closed Session agenda and decided by unanimous vote of the City Council to appoint Acting City Manager Rob DuBoux as Interim City Manager upon the resignation of Interim City Manager Candace Bond, until a permanent begins or Interim City Manager is appointed.
ITEM 1 NEW BUSINESS
A. Appointment of Joe Irvin as City Manager and Related City Manager Employment Agreement
Recommended Action: Appoint Joe Irvin as City Manager, effective March 2, 2026, and authorize the Mayor to sign the attached City Manager Employment Agreement.
Interim City Attorney Rusin presented the staff report.
Mayor Riggins opened the floor to public comment.

As there were no other speakers present, Mayor Riggins returned the matter to the table for discussion.
The Council discussed the item.
MOTION Councilmember Stewart moved, and Councilmember Conrad seconded a motion to appoint Joe Irvin as City Manager, effective March 2, 2026, and authorize the Mayor to sign the attached City Manager Employment Agreement. The question was called, and the motion carried unanimously.
