P

ROPOSAL FOR PROFESSIONAL ENGINEERING SERVICES

TO: City of Manhattan Beach ATTN: Gilbert Gamboa, P.E.
3621 Bell Avenue DATE: February 1, 2022
Manhattan Beach, CA 90266 PROJECT: Voorhees, Pacific Wastewater Pump Station Sites
(Rehabilitation and Replacement)
(310) 802-5356 PACE #: B949

PACE has completed Phase 1 to prepare Basis of Design Reports (BODRs) to identify improvements needed to provide greater emergency storage capacities, pumping capacities, and other enhancements for three (3) of the City of Manhattan Beach (City) existing wastewater pump stations (WWPS) sites. The three (3) stations are the Pacific Avenue WWPS, Poinsettia Avenue WWPS, and Voorhees WWPS.

These pump stations and force mains were initially constructed in the early 1960s, with mechanical and electrical upgrades implemented mid-1990s. The facilities are now approaching the end of their useful lives. Specifically, for the Pacific Avenue WWPS, PACE was able to identify a viable alternative to replace the existing pump station with a gravity main, thereby significantly reducing the risk of sewer spill and reducing the operating costs and future capital replacement cost.

The City has determined priority ranking among these wastewater pump stations. Voorhees Avenue WWPS (VPS) is ranked #1 with the highest priority. Next is the Pacific Avenue Gravity Main (PGM) to replace the existing pump station, with the lowest priority for the Poinsettia Avenue WWPS (PPS). This new proposal responds to City’s request for PACE to continue to provide additional engineering services for both the design and construction engineering support for Phase 2 for VPS and PGM (excluding PPS at this time) and is consistent with findings and recommendations outlined in each of the BODRs.

Furthermore, PACE will be flexible to provide the City with various arrangements with project bid packages. For example, the City may choose to bid projects together as one bid or organize them individually for separate public bids. PACE will also be responsible for utilizing proven sub-consultants for specialized tasks, such as preparing traffic control plans, potholing, and structural engineering.

Currently, the City has its consultant/staff responsible for control networking, PLC programming, and SCADA integration. PACE will work with City’s staff to provide control equipment meeting the City’s specifications and requirements. Integration of newly installed improvements within the City’s existing SCADA system will be performed separately between the City and their own SCADA integrator.

Description of Services:

TASK 1 – FINAL DESIGN AND CONSTRUCTION ENGINEERING SUPPORT

T
ask 1.1 – Project Management
PACE’s Project Manager, Duncan Lee, PE, will allocate resources, establish all internal staff responsibilities, handle billing, update design schedule, and manage all external and internal technical work and communication for the project design team, including PACE’s sub-consultants.

For the PGM to replace the existing wastewater pump station with a gravity main, PACE will assist the City in meeting with the Los Angeles County Sanitation District (County) staff to obtain their approval for a new sewer trunk connection to their existing 36-inch sewer trunk main.

City of Manhattan Beach / Voorhees and Pacific Wastewater PS Sites – B949 Page 2 of 3

For the Voorhees site to rehabilitate the existing sewer force main as a redundant main, PACE will assist the City in meeting with the school district for work within the City’s pipeline easement.

Task 1.2 – Environmental Compliance with CEQA Exemptions and Permitting Based on PACE’s sub-consultant’s Initial Environmental Studies conclusion and recommendation to utilize CEQA exemptions for all three (3) projects, PACE can assist the City to prepare Notice of Exemption (NOE) for environmental CEQA compliance.

For the PGM to replace the existing wastewater pump station with a gravity main, PACE will assist the City in applying for and obtaining an encroachment permit from the County. Furthermore, PACE will assist the City with the necessary permit from Cal-OSHA for the deep manhole structure (>36’ deep in excavation).

Task 1.3 – Public Outreach (Community Outreach & Council Meetings) PACE will prepare material, attend, and make presentations at community outreach meetings and City Council Meetings.

Task 1.4 – Construction Plans, Specifications, and Estimate (PS&E) For the VPS and PGM projects, PACE will prepare construction plans, technical specifications, bid schedule, engineer’s estimate and will assist the City in generating a contract bid document for public bid. • 50% submittal package will consist of preliminary construction plans and construction cost estimates.
• 90% submittal package will consist of updated preliminary construction plans, traffic control plans, and technical specifications.
• 100% submittal package will consist of updated preliminary construction plans, traffic control plans, technical specifications, bid schedules, and construction cost estimates. • Final bid package with signed construction plans printed on mylars.

PACE will hire a separate sub-consultant to perform three (3) additional soil borings and update the previously approved geotechnical investigation report.

PACE will hire a separate sub-consultant to perform potholing for each project site. Vacuum excavation is the method of potholing. The separate fee proposal shows an estimate of the number of days of potholing needed for each area. Traffic control will be per the WATCH manual. The City will provide a no-fee permit. PACE also included four (4) additional days of potholing for both sites as an optional service.

During this design phase, PACE must obtain separate approval from the City in writing before performing such optional task.

PACE will assist the City with relocating existing underground utilities with the Southern California Gas Company (SCG), Southern California Edison (SCE), interfering light pole, and telephone lines for the Pacific site.

Specific only to the PGM project, PACE will hire the same geotechnical sub-consultant from Phase 1 to perform three (3) more soil borings and update the geotechnical report.

Task 1.5 – Bid Support, Construction Engineering Support, Submittals, RFIs, Meetings, and Record Drawings
For each of the project sites, PACE will provide the following bid support and construction engineering support:
• PACE can attend the City’s Pre-Bid meeting and site walk. • PACE can assist the City to answer questions and provide clarifications to the bid documents during the bid period.
• PACE can provide a technical review of bids received to assist the City in selecting a contractor for each project site.
• PACE can attend pre-construction meetings and other meetings on an as-needed basis.

Gilbert Gamboa, P.E. February 1, 2022
City of Manhattan Beach / Voorhees and Pacific Wastewater PS Sites – B949 Page 3 of 3

• PACE can review and prepare responses for the City for submittals and RFIs. • PACE can prepare record drawings from redline drawings from contractors from each site.

The attached Not-to-Exceed detailed fee proposal for this project is itemized for two scenarios:
• $540,503 plus $36,100 (Optional Additional Potholing) for a total of $576,603 - (Recommended by PACE) Rehabilitate VPS, install a new force main, and rehabilitate the existing force main. Replace Pacific WWPS and force main with the PGM; or • $643,238 plus $36,100 (Optional Additional Potholing) for a total of $679,338 - Rehabilitate VPS, install a new force main, and rehabilitate the existing force main. Rehabilitate the Pacific Avenue WWPS, install a new force main, and rehabilitate the existing force main.
