Seeing no requests to speak, Mayor Napolitano closed the floor to public comments.
Assistant City Clerk Martha Alvarez stated that the City Clerk's Office received 1 eComment and 2 e-mails prior to the start of the Special City Council Meeting.

I. ANNOUNCEMENT IN OPEN SESSION OF ITEMS TO BE DISCUSSED IN City Attorney Quinn Barrow announced the following Closed Session:

II. RECESS INTO CLOSED SESSION
At 5:02 PM, the City Council recessed into Closed Session.
III. RECONVENE INTO OPEN SESSION
At 5:51 PM, the City Council reconvened into Open Session with all Councilmembers present with the exception of Councilmember Franklin.
IV. CLOSED SESSION ANNOUNCEMENT IN OPEN SESSION
City Manager Moe announced that the City Council met in Closed Session to discuss the item identified on the agenda and gave direction to its negotiators.
