City Attorney Quinn Barrow announced the following Closed Session:
a) CONFERENCE WITH LABOR NEGOTIATORS
(Government Code Section 54957.6)

b) CONFERENCE WITH LEGAL COUNSEL (ANTICIPATED LITIGATION) City Attorney Barrow stated that the closed session would be about the Highrose project, where a number of attorneys have sent emails, including some that have threatened to sue the City.
II. RECESS INTO CLOSED SESSION
At 5:03 PM, the City Council recessed into Closed Session.
III. RECONVENE INTO OPEN SESSION
At 7:44 PM, the City Council reconvened into Open Session with all Councilmembers present.

A point has been reached where, in the opinion of the City Council on the advice of its City Attorney, based on existing facts and circumstances there is a significant exposure to litigation against the City.
