A RESOLUTION OF THE MANHATTAN BEACH CITY
COUNCIL IMPLEMENTING THE TERMS OF ITS LAST,
BEST AND FINAL OFFER TO MANHATTAN BEACH
FIREFIGHTERS’ ASSOCIATION (MBFA)
WHEREAS, the Manhattan Beach City Council provided parameters for the negotiation of compensation, benefits and other matters within the scope of representation and authorized its negotiators to negotiate within those set of parameters, and met periodically with their negotiators to review their bargaining position.
WHEREAS, the negotiators on behalf of the City of Manhattan Beach (“City”) and the Manhattan Beach Firefighters’ Association (“MBFA”) met and conferred in good faith regarding a successor Memorandum of Understanding from February 2021 through March 2022 and were unable to reach an agreement.
WHEREAS, impasse was reached in the labor negotiations on April 27, 2022 and whereas the MBFA requested factfinding available under the Meyers -Milias-Brown Act (MMBA) on May 26, 2022.
WHEREAS, the factfinding hearing occurred on August 5, 2022 and the factfinding report was issued on September 9, 2022.
WHEREAS, the City Council has satisfied its obligations under Government Code 3505.5 through 3505.7, and desires to resolve the labor negotiations with the MBFA.
THEREFORE, THE MANHATTAN BEACH CITY COUNCIL HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The City Cou ncil hereby implements the terms of its La st, Best and Final Offer (“LBFO”) dated April 10, 2022, effective September 24, 2022 (the first day of the pay period following approval of this Council meeting).
SECTION 2. The Human Resources Director or her designee shall administer the terms of the LBFO on behalf of the City.
SECTION 3. The City Clerk shall certify to the adoption of this Resolution.
