D. APPROVAL OF AGENDA AND WAIVER OF FULL READING OF ORDINANCES A motion was made by Councilmember Lesser, seconded by Councilmember Howorth, to approve the agenda and waive full reading of ordinances. The motion carried by the following vote:

F. GENERAL BUSINESS
1. 23-0036Consider Approving the Annual Work Plans for the Parking and Public Improvements Commission (PPIC) and Planning Commission (Acting Community Development Director Mirzakhanian).

DISCUSS AND PROVIDE DIRECTION
Acting Community Development Director Talyn Mirzakhanian provided background regarding the Work Plan and introduced City Traffic Engineer Erik Zandvliet.
City Traffic Engineer Zandvliet and Acting Community Development Director Mirzakhanian provided the PowerPoint presentation and responded to City Council questions.
The City Council provided direction to have staff remove the Wireless Telecommunications Program from the Planning Commission Work Plan.
City Manager Bruce Moe and Acting Community Development Director Mirzakhanian responded to City Council questions.
Acting Community Development Director Mirzakhanian stated for the record that the Planning Commission and PPIC met prior to the meeting, reviewed the Work Plans, and neither commission wanted to add or change anything on the Work Plans.
Acting Community Development Director Mirzakhanian responded to questions posed by Commissioner DaGiau.
Commissioner Kirschenbaum and Commissioner Paralusz provided comments regarding the PPIC.
City Traffic Engineer Zandvliet responded to City Council questions.
At 7:12 PM, Commissioner Ungoco left Council Chambers and returned at 7:14 PM.
Commissioner Ungoco provided comments regarding the Planning Commission.
Commissioner Kirschenbaum provided comments.
The City Council approved the Planning Commission and PPIC Work Plans; suggested the idea of looking into innovative parking enhancements, such as parking kiosks; and urged the Commissioners to reach out to City Council with new project ideas instead of waiting for the annual work plan meetings.
