Mayor Pro Tem Franklin called the meeting to order.

City Clerk Liza Tamura led the Pledge of Allegiance.

Roll Call by City Clerk Liza Tamura.
Present 4 - Mayor Pro Tem Franklin, Councilmember Howorth, Councilmember Lesser, and Absent 1 - Mayor Montgomery
City Clerk Tamura provided that Councilmember Lesser requested to attend the meeting remotely for due cause.
Councilmember Lesser provided that he requested to participate in the meeting remotely under AB2449 for just cause as he was ill, and per the statute, disclosed that no one 18 years of age or older was present in the room at his remote location.
APPROVAL OF THE AGENDAD.
A motion was made by Councilmember Howorth, seconded by Councilmember Napolitano, to approve the agenda. The motion carried by the following vote:
Aye: Franklin, Howorth, Lesser and Napolitano4 -
Nay: 0

PUBLIC COMMENTS (3 MINUTES PER PERSON)E.
Mayor Pro Tem Franklin announced that other cities had recently had their meetings disrupted by anti-Semitic or racially based comments through Zoom. Such comments are disruptive, interfere with the people's business and are not within the subject matter jurisdiction of the City Council. He instructed the City Clerk's Office to mute any speakers who attempt to disrupt the meeting with anti-Semitic or derogatory comments based upon race, gender, or other protected categories.
Mayor Pro Tem Franklin opened the floor to public comments.
Seeing no requests to speak, Mayor Pro Tem Franklin closed the floor to public comments.

City Attorney Quinn Barrow announced that the City Council went into Closed Session to have labor negotiations with the groups and employees identified on the agenda, the City Council gave direction and there was no other reportable action taken.
