Mayor Howorth called the meeting to order.

D. APPROVAL OF THE AGENDA
A motion was made by Mayor Pro Tem Lesser, seconded by Councilmembe Franklin, to approve the agenda. The motion carried by the following vote

Mayor Howorth opened the floor to public comments.
Seeing no requests to speak, Mayor Franklin closed the floor to public comments.
F. CLOSED SESSION
City Attorney Quinn Barrow announced the following Closed Session:

At 12:03 PM, the City Council recessed into Closed Session.
III. RECONVENE INTO OPEN SESSION
At 12:53 PM, the City Council reconvened into Open Session with the exception of Councilmember Montgomery being absent.

IV. CLOSED SESSION ANNOUNCEMENT IN OPEN SESSION
Mayor Howorth announced that the City Council went into Closed Session to discuss the items as listed on the agenda. She stated that the City Council is thrilled and proud to announce that we have directed our City Attorney to place on our next City Council meeting agenda, the appointment of Talyn Mirzakhanian as our next City Manager. Talyn has served the City in our Community Development Department since 2020 and has been our Acting City Manager since the retirement of City Manager Bruce Moe. The City Council have been impressed by her work ethic, responsiveness, out of the box thinking and collaboration. Talyn has demonstrated dedication to the community and the city team. We received over 50 resumes and interviewed several and Talyn clearly stood out as the best candidate. We have provided direction to the City Attorney to draft an employment agreement for City Council consideration at our next Regular City Council meeting.
G. ADJOURNMENT
At 12:54 PM, Mayor Howorth adjourned the meeting to the November 6, 2024, Adjourned Regular City Council Meeting at 5:00 PM.
