A motion was made by Councilmember Montgomery, seconded by Councilmember Lesser, to approve the agenda. The motion carried by the following vote:

At 6:10 PM, the City Council reconvened into Open Session, with the exception of Mayor Pro Tem Howorth, who was not present on Zoom when the City Council returned to Council Chambers.
