Mayor Franklin called the meeting to order.

A motion was made by Mayor Pro Tem Howorth, seconded by Councilmember Lesser, to approve the agenda. The motion carried by the following vote:

At 1:01 PM, the City Council reconvened into Open Session with the exception of Mayor Franklin and Councilmember Montgomery, who were not present in the City Council Chambers.
