Attachment to Metlox, LLC Application for Amendment to Master Use Permit Resolution Number 5770 451 Manhattan Beach Blvd and 1200 Morningside Drive 1) The following modifications to the Master Use Permit are proposed:
*Personal improvement services are currently permitted at Waterleaf and Beehive suites only. This modification proposes that the location of these uses is allowed within the entire property. ** The additional Eating and Drinking area provides flexibility for the future conversion of spaces currently occupied by Beehive, Kasai, Waterleaf, Laird, and Sweet Lady Jane.

Retail Sales & Services Eating & Drinking (includes QSR) Written Description for Findings for Amendment to Master Use Permit and Coastal Development Permit Resolution Number 5770 451 Manhattan Beach Blvd and 1200 Morningside Drive The following findings justify the requested modifications to the Master Use Permit and Coastal Development Permit Resolution Number 5770: 1. The proposed location of the proposed uses are in accord with the objectives of this title and the purposes of the district in which the site is located; 2. The proposed location of the uses and the proposed conditions under which it would be operated or maintained will be consistent with the General Plan; will not be detrimental to the public health, safety or welfare of persons residing or working in or adjacent to the neighborhood of such uses; and will not be detrimental to properties or improvements in the vicinity or to the general welfare of the city; 3. The proposed uses will comply with the provisions of this title, including any specific condition required for the proposed use in the district in which it would be located; and 4. The proposed uses will not adversely impact nor be adversely impacted by nearby properties. Potential impacts are related but not necessarily limited to: traffic, parking, noise, vibration, odors, resident security and personal safety, and aesthetics, or create demands exceeding the capacity of public services and facilities which cannot be mitigated. Additional Considerations and Justification: 5. When Metlox was being permitted, approximately 20 years ago, there was tremendous fear that what would be built might not fit into the community. As a result, Metlox’s permit included language that severly limited the uses for the initial occupancy. After its opening in 2005, Metlox quickly became an amenity for the community, allaying these fears. Metlox continues to be a model for small scale community sensitive development. Much has changed in the last 20 years . . . as online shopping, accelerated by Covid, has reduced the viability of bricks and mortar businesses, who struggle to compete with the likes of Amazon and other delivery services. Retail stores are giving way to more viable eating and drinking establishments, personal improvement services, and other service and office uses. 6. Our goal is to allow for changes to current tenant uses to accommodate the evolving tastes, leisure and consumption patterns and thereby continue to maintain a vibrant mix of successful and appealing businesses at Metlox. These requested modifications will give Metlox the flexibility to maintain the vibrancy and appeal of Metlox, and efficiently lease spaces as existing tenants vacate thereby avoid long periods of vacancy and empty spaces. In addition, it will allow Metlox to minimize the negative impact of vacancies: on visitors walking past dark vacant spaces at a partially vacant property, reduced revenue at adjoining tenants because fewer customers are drawn to the property, and the economics impacts from lost revenue and local jobs. 7. It’s important to note that the proposed use changes are permitted under the existing zoning in Downtown Manhattan Beach, but restricted under Metlox’s use permit. These changes do not allow Metlox to modify the existing building structures or the plaza.
