A motion was made by Mayor Pro Tem Lesser, seconded by Councilmember Franklin, to approve the agenda. The motion carried by the following vote:

City Attorney Barrow announced that the City Council went into Closed Session to discuss the item identified on the agenda. The City Council gave direction by a 5-0 vote to special counsel. There was no other reportable action taken.
