DISCUSS AND PROVIDE DIRECTION
City Manager Talyn Mirzakhanian introduced the Work Plan and introduced Senior Management Analyst Patricia Matson who began the PowerPoint presentation.

Senior Management Analyst Matson and Communications and Civic Engagement Manager Alexandria Latragna responded to City Council questions.
The City Council directed staff to move the Enhancement of the City Website and Email Communications from the City Council Work Plan to the Department Work Plan.

Financial Services Manager Libby Bretthauer presented.
Financial Services Manager Bretthauer and City Manager Talyn Mirzakhanian responded to City Council questions.
A motion was made by Mayor Pro Tem Lesser, seconded by Councilmember Franklin, to add a Parking Authority Study to the City Council Work Plan. The motion carried by the following vote:

Parks and Recreation
Parks and Recreation Director Mark Leyman presented.
Parks and Recreation Director Leyman and City Manager Mirzakhanian responded to City Council questions.
The City Council directed staff to mark the Update City Donation Policy and Polliwog Dog Run Expansion as complete, designate the Sand Dune Park Master Plan as complete under Parks and Recreation while ensuring it remains on the Public Works Department Work Plan, and move the Bruce’s Beach Art Project to the Parks and Recreation Department Work Plan.
A motion was made by Mayor Howorth, seconded by Councilmember Tarnay, to add an item to the City Council Work Plan under Management Services to assess opportunities for the City’s participation in the 2028 Summer Olympics and 2026 FIFA World Cup. The motion carried by the following vote:

Community Development
Acting Community Development Director Ryan Heise presented and responded to City Council questions.
The City Council directed staff to move the following items to the Department Work Plan: Housing Policy and Regulation Updates, Zoning Code Cleanup, and Neighborhood Traffic Management Plans.
Additionally, the Council added the Exploration of Rear Yard Setback Regulations for Accessory Structures in Single-Family Residential Zones to the City Council Work Plan.
Public Works
Public Works Director Erick Lee presented and responded to City Council questions.
At 7:38 PM, the City Council recessed and reconvened at 7:44 PM with all City Councilmembers present.

Human Resources Director Lisa Jenkins presented.
