Mayor Howorth made the following statement:
Due to a recent Attorney General opinion, this evening's State of the City is slightly different than in the past.
At 5:00 PM, Mayor Howorth called the meeting to order.
Roll Call led by City Clerk Liza Tamura for City Council.

Present - Mayor Howorth, Mayor Pro Tem Lesser, Councilmember Tarnay, Councilmember Charelian, and City Treasurer Lilligren.
Absent - Councilmember Franklin.

Seeing no requests to speak, Mayor Howorth closed the floor to public comments.
At 5:02 PM, Mayor Howorth announced that at the conclusion of the State of the City the meeting would adjourn to Wednesday, April 30, 2025, Adjourned Regular Meeting at 3:30 PM.
At 5:20 PM, MB Chamber of Commerce, Chairman, David Curry made welcome remarks regarding the State of the City.
PLEDGE TO THE FLAGB.
Saunders Award Winners, Lili Shaer and Simon Uslander from the Young Entrepreneurs Academy, led the Pledge of Allegiance.
MB Chamber of Commerce, Chairman, Latrice McGlothin, sang "America the Beautiful."

MB Chamber of Commerce, Board of Directors, and Manhattan Beach Downtown Business and Professional Association (MBDBPA), Executive Director, Jill Lamkin introduced the "2025 State of the City" video.
MBDBPA, Executive Director Lamkin introduced Mayor Amy Thomas Howorth.
Mayor Howorth presented the "State of the City."
MB Chamber of Commerce, Boards of Directors, Anny Waddell introduced City Manager Talyn Mirzakhanian.
City Manager Mirzakhanian presented the "State of Community Investment." MBDBPA, Executive Director Lamkin introduced Police Chief Rachel Johnson.
Police Chief Johnson presented the "State of MBPD."
MB Chamber of Commerce, Boards of Directors Waddell introduced Manhattan Beach Unified School District (MBUSD), Superintendent, Dr.
John Bowes.
MBUSD, Superintendent Dr. Bowes, presented the "State of MBUSD." MB Chamber of Commerce, Boards of Directors Waddell introduced Beach Cities Health District (BCHD), CEO, Tom Bakaly.
BCHD, CEO, Bakaly presented the "State of Our Health in Manhattan Beach."
MBDBPA, Executive Director Lamkin re-introduced MB Chamber of Commerce, Chairman Curry.
MB Chamber of Commerce, Chairman Curry provided the closing remarks for the 2025 State of the City.
