TASK 3 – COMMUNITY OUTREACH AND CONCEPT DESIGN
The Gensler team has partnered with cities, neighborhoods, and public agencies in Southern California to shape places that capture local identity and unlock new possibilities. We approach planning as a civic act that thrives on openness, dialogue, and shared ownership. The most resilient and inspiring plans are built with the community, not simply presented to it.
A-3
In collaboration with the City and building on Project Pulse, Gensler proposes an inclusive, multi-layered engagement campaign to shape the future of downtown Manhattan Beach. Through three thoughtfully designed community events, we will create accessible forums that surface priorities, test ideas, and build consensus to confidently guide the next task of Schematic Design. These in-person events will be inclusive, family friendly, and offer graphically accessible hands-on activities for residents and stakeholders to come together and co-create a shared vision.
Task 3.1 – Two (2) Design Charrettes for Lot 3 and 400 MBB Gensler recognizes that Lot 3 and 400 MBB, together with surrounding downtown uses, represent a connected urban opportunity that should be explored holistically. For this reason, we propose focusing on both sites in two identical workshops, rather than one workshop per site. To harness this once-in-a-generation moment and translate community vision into actionable direction, Gensler proposes preparing for and conducting two (2) public design charrettes in May 2026, prior to Memorial Day – each with similar content but occurring at different times/days to capture broad participation.
The goal of these sessions is to build on prior engagement and advance the conversation toward the qualitative and experiential dimensions that will meaningfully inform schematic design.
• Timing: May 2026, prior to Memorial Day
• Sessions: Two (2) identical three-hour sessions (e.g. one AM, one PM) to maximize accessibility and participation
• Format: A brief presentation covering project context, goals, and timeline followed by an open-house structure with hands-on, facilitated and self-service stations
Task 3.2 – Preparation of Concept Options
Building on insights from the design charrettes and subsequent discussions with the City, Gensler will prepare preliminary conceptual plans for Lot 3 and 400 MBB. These concepts will translate community priorities and identified trade-offs into clear, high-level site strategies.
For each site, Gensler will develop up to two (2) concept options that explore variations in program mix, site organization, circulation, and public realm character. The options will be evaluated both independently and in tandem to understand how the two sites may work together to strengthen downtown as a whole.
A-4
Each concept will be accompanied by a concise summary of key opportunities, constraints, and trade-offs, providing a clear basis for discussion and selection of a preferred direction to refine and present at a subsequent Community Open House.
Task 3.3 – Community Workshop/Open House
Gensler will facilitate a weekday evening, two-hour community workshop/open house in June 2026 to present the conceptual design options developed through the charrettes and gather focused public feedback. The event will begin with a presentation overview of the conceptual plans, followed by facilitated station-based engagements. At these stations, participants can review clear diagrams and summaries highlighting key differences, trade-offs, and design intent for the conceptual design options of Lot 3 and 400 MBB. Gensler team members will be available throughout to answer questions and facilitate constructive discussion.
Participants will provide structured feedback on areas of support, concern, and potential refinement. The intent is to validate and strengthen the emerging concepts. All input will be documented and synthesized to refine the preferred direction(s) and advance both sites into schematic design.
Deliverables:
• Design charrette planning materials, including agenda, station design, activity prompts, and facilitation framework
• Presentation boards and engagement materials to support two public design charrettes
• Facilitation and attendance at two (2) separate three-hour community design charrettes (e.g. AM and PM)
• Documentation and synthesis memo summarizing key themes, priorities, trade- offs, and areas of alignment from the charrettes
• Preliminary conceptual site plans for Lot 3 and 400 MBB (up to two options per site)
• Comparative summary matrix outlining key opportunities, constraints, and trade- offs for each concept option
• Presentation materials illustrating conceptual plans for public review • Facilitation and attendance of a two-hour community workshop/open house, including presentation and station-based feedback
• Compilation and synthesis of community feedback from the open house • Refined conceptual direction to advance into schematic design for both properties

TASK 4 – PREPARATION OF SCHEMATIC DESIGN PACKAGES
After selection of the preferred schemes for the two sites, Gensler will create early- stage, high-level Schematic Design packages to a suitable level for Planning Entitlements and to augment CEQA related submittals if needed. No engineering consultants or cost estimating is anticipated as part of this effort. A report documenting the charette and community workshop effort will be included as part of the submission.
Deliverables:
• Schematic designs for each property shall include the following architectural drawings:
o Site Plan
o Proposed Floor Plans (including any parking plans)
o Landscape plans
o Roof Plan(s)
o Exterior Elevations (north, south, east, west)
o Sections
o Color three-dimensional renderings or perspectives
TASK 5 – CITY COUNCIL PRESENTATION
The Gensler team will work with City staff to prepare a draft and final presentation showcasing the project for City Council presentations. Materials will be graphically compelling and tell the story of each site’s design concept and how community engagement shaped their outcomes.
Deliverables:
• One (1) draft and final PowerPoint presentation of schematic design package for both properties
