A RESOLUTION OF THE MANHATTAN BEACH CITY COUNCIL AMENDING THE CITY’S COMPREHENSIVE FEE SCHEDULE TO UPDATE THE FEES RELATED TO THE PERMITTING FOR THE PARKING OF OVERSIZED VEHICLES
RECITALS
On July 2, 2024, the City Council adopted Ordinance No. 24-0006, to amend Manhattan Beach Municipal Code Chapter 14.46 regulating and requiring a parking permit for the parking of oversized vehicles and trailers.
Section 14.46.020 provides that no person who owns, leases or has possession, custody or control of any Oversized Vehicle shall stop, stand, park or leave standing an Oversized Vehicle at any time upon any public street, alley or highway, in the City, without a validly issued Oversized Vehicle Parking Permit or Guest Oversized Vehicle Parking Permit, unless allowed pursuant to any exception set forth in Section 14.46.030.
The City Council adopts and amends the Comprehensive Fee Schedule periodically to ensure consistency with the City’s Municipal Code and compliance with State law and transparency in cost recovery BASED ON THE FOREGOING, THE MANHATTAN BEACH CITY COUNCIL HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The City Council hereby finds that the proposed updates to the Oversized Vehicle Parking Permit Fees do not exceed the cost to the City for providing the services and determines that the proposed fees cover the costs reasonably borne or a substantial portion of the actual costs of the goods and services provided by the City.
SECTION 2. The City Council hereby approves the fee analysis for the Oversized Vehicle Parking Permit Fees set forth in Attachment A and adopts the methodology for calculating and collecting said fees.
SECTION 3. The City Council hereby approves the fees and charges identified in Attachment A and amends the City’s Comprehensive Fee Schedule to include said fees. The City Council also hereby authorizes and directs the Finance Director to make all necessary administrative revisions and updates to the City’s Comprehensive Fee Schedule to be consistent with City Council’s direction in this Resolution.
SECTION 4. This resolution shall take effect immediately upon adoption and the Oversized Vehicle Parking Permit Fees shall be amended and published into the City’s Comprehensive Fee Schedule to be instituted on July 1, 2026.
SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution.
