Thank you, Tari.
I just filled it out and submitted.
Thanks for taking the time to listen to us and offer us a platform to speak. My number one concern is the idea that there will be three more food and beverage facilities there. I would prefer the very corner to be green space that doesn't cut off the openness of the sightline from Vons to MB Blvd and to offer the commercial space to medical, wellness, fitness, retail, or what have you. I really don't think the city council cares or appreciates how congested downtown has become and also how much noise and congestion restaurants and food establishments create.
All the best,
Alexandra Smith

I like the idea of having a free space/park where the street used to be. I just wish that area had more grass. If real grass isn't feasible, maybe they could use artificial turf, like they did at the Manhattan Village Mall's free space.

Hello
I am sorry i had to miss the planning session on this subject August 12. My comments are:
Lot 3 - this past weekend was more evidence that our parking situation is atrocious. Once again Metlox was full at 5pm and cars, myself included, were swarming like bees hoping for a departing vehicle. I would like to see the Metlox garage expanded eastward to capture the space under Lot 3 and separately have lot 3 rebuilt with surface and one additional level above. I found parking after a restaurant employee vacated. Perhaps we can finally consider dedicated employee parking with the new space created with the Metlox expansion. Business' would be required to purchase (and resell/issue to their employees as they see fit) passes based on square footage, use or number of employees. Not all business' would be required to purchase spaces with this model. **Additionally it should be noted that once again the escalators at Metlox do not work. Yes i know they are to be replaced. Does that alleviate the need for working equipment while we wait untold months for the work to be done? This cannot be the way any operating agreement is written. 400 MBB - I propose the building be used for additional city offices/departments as needed.
Thank you.

Subject: [EXTERNAL Project Pulse Feedback
EXTERNAL EMAIL: Do not click links or open attachments unless you trust the sender and know the content is safe.
To Manhattan Beach, Project Pulse
We live at 400 10th Street, just a block from the 400 MB Blvd building which I can see from my house through the gap between the homes opposite that back onto 10th Place.
We were not able to attend the latest consultation meeting where draft plans were published. I also cannot find the details on the City website so I am relying on what was published on thembnews.
We are very concerned about the plans to pedestrianize Morningside and develop restaurants and bars on the upper level of a new 400 MBB building. This is an inappropriate development backing onto a residential area. The mockups are misleading as they imply the surrounding buildings are large, anonymous blocks, whereas in fact they are mainly small residential homes and low rise apartment buildings. The noise and disruption from nighttime bars and restaurants that close to residential homes would be considerable.
Also the plan to close off Morningside would cause major problems for many residents of the Sand Section who use that route to exit from Crest onto MB Blvd when heading North and East.
Closing that exit would force everyone onto Highland and increase congestion going into the intersection of Highland and MB Blvd. We cannot exit from 10th Place without having to go South on Valley and making a U-turn at the stop sign on 6th Place which is already a problem area with cars failing to stop. That impacts every street from 10th to 6th The parking in the 400 MBB area is already well used and we do not want more parking in that area. The parking should be concentrated in the existing parking lots at Lot 3 and Metlox.
Recently the town has become incredibly busy and congested and more restaurants and bars at 400 MBB would extend the noise further into the evenings and disturb local homes and residents who moved here when that block was a grocery store and a bank. The City should focus on shuttles and public transportation vs bringing yet more cars to Downtown.
Therefore our feedback is that we do not like the current proposal for 400 MBB as it includes upper level restaurants and bars that will increase noise levels well into the evenings when currently (and when it was a bank) that area was quiet in the evenings. Also the closure of the road would cause major inconvenience to local residents exiting their homes to travel North and East.
Yours sincerely
James Dibbo

[EXTERNAL] Project Pulse proposal for the HREO

The historic real estate office (HREO) was approved for placement in Polliwog Park on December 3, 2013.
This small structure, 12' × 14', was saved from destruction and restored by the Manhattan Beach Historical Society, with the hard work of two Eagle Scout projects and thousands of dollars in public donations.
The tiny building represents a huge swath of Manhattan Beach history. Our town began as a real estate venture. The real estate industry shaped the community and continues to have an enormous impact. But, the HREO represents more than the business of real estate. It represents the contributions of two residents, WW "Pep" Peppers, and EC "Pat" Patmore, two immigrants that spent their lives shaping and building Manhattan Beach. They ran hardware and plumbing businesses, the bait shop and cafe at the foot of the pier, and took a turn selling real estate. Pat helped build and run the Boy Scout troop in Manhattan Beach, and the Lions sponsored a Boy Scout band. Pat and Pep were both members of the Lion Tamer's club, an early social and service organization that started our fire department. Peppers was the first Chief of the fire department. Patmore served for years as an MB police officer.
Peppers and Patmore are representative of the many members of the early community that worked multiple jobs and volunteered in various capacities to build Manhattan Beach.
After serving as the Peppers and Patmore real estate office for a short time, the HREO was signed over to the Chamber of Commerce for use as an office.
The HREO was originally located at 313 Center St. (Manhattan Beach Blvd.). By 1930, it had been moved across the street to 308 Center Street in the Kuhn brothers lumber yard. It appears to have served as office space for a time before eventually becoming storage.
The Kuhns played a significant role in the early history of Manhattan Beach. They used innovative grading operations to level the enormous sand dunes that the town was built on. They built many of the early roads and sidewalks as well as selling materials to build homes and other construction projects. The Kuhn brothers' father, Bob Kuhn, Sr., was a very early resident who served In several civic roles, including water superintendent, street superintendent, and City Marshall.
With connections representing so much of Manhattan Beach's story, I believe it is important to save and properly present this small structure. Next year it will be 100 years old! On December 3, 2013, City Council approved placement of the HREO in an isolated corner of Polliwog Park near the Manhattan Beach Historical Society Museum and the County water pump station. There have been some delays in completing the project.
But now, as Project Pulse moves forward, there is an opportunity to locate the HREO in one of its historic locations, in the corner of the lot currently occupied by the bank. I would propose the north east corner of that lot to place the HREO to stand as a monument to the early residents, the pioneers that built our town. Things were certainly different 100 years ago. It is important that we remember our past, and where we came from.
As previously mentioned, the HREO has a mere 12'x 14' footprint. Historically, this would be a proper location.
When the HREO was restored, lacking contemporary photographs, it was painted based on another, mirror-image real estate office of the time that proclaimed, "Ocean front lots $50 down $10 a month." An amazing image of our changing town.
Thank you,
Gary

Please note that I will be unable to attend the open house, but wish to voice my preferences for these properties:
Parking lot area: should be multi-story to reduce spread of parking elsewhere downtown. The top story should have adequate solar installations to run all lighting, toll gates, and or meters.
Between 12th and MB Blvd, Morningside Drive should be closed to vehicular traffic and turned into a pedestrian streetscape - see the article below about the benefits to businesses and a much more people friendly atmosphere that could be realized. The asphalt should be removed and A LARGE number of trees should be planted in this promenade to reduce heating.
The "Bank" building should be torn down. To expand the space, Morningside Drive between MB blvd and 11th Street should also be turned into a pedestrian promenade as above. The lot should be turned into a park with scattered open seating, a small grassy area with berm for little kids to run around on and adults to lounge upon, and a small band shell constructed at the southern end of the property for Friday noon luncheon concerts by local musicians. Local art shows should be held here on weekends.
Please also consider contacting Beam Global (based in San Diego - [email protected] +1 858-327-9123 ) to learn about their "Smart Cities" products such as all in one solar powered street lighting and charging ports. (see attached image). The city of MB has a golden opportunity to become way more sustainable by encorporating these products throughout the downtown area as opportunities such as Project Pulse take flight! Let's no miss out on this!!

Exciting news in Seattle! Banning cars from Pike Place Market from 10am-4pm saw retail sales rise 9.2% and restaurant sales rise 10.2% last summer. Now, the city moves to make the pedestrianization more permanent.
A pedestrianized Pike Place that extends at least through Labor Day, Bicycle Weekends every single weekend, and a Denny Way bus lane in August. It's going to be an epic summer in Seattle. https://www.theurbanist.org/pike-place-market-pedestrianization-pilot-boosts-sales-and-visits/ Dana Seagars

Hi Brittney:
You may recall me writing to you previously about this company. I again want to reach out with this new example of why deploying these systems can be beneficial to MB. Please take a moment to read through the logic and benefits.
I also want to submit this information relevant to the City's planning efforts for the newly acquired Bank property on MB Blvd. That site would be a perfect location for installation of 4-6 of these units that could provide free solar charging for shoppers downtown and a high profile example of the City's commitment to expanding it's green energy footprint and resiliency.
I would be verry appreciative if you would forward this information on to those in charge of making decisions about the use of that property.
Many thanks

Ypsilanti Deploys Beam Global Resilient Energy Products to Counter Grid Interruptions Amid Rising Oil Prices and
Energy Volatility
Photo Credit: Beam Global Solar Powered EV Charging at The YPSI (2026) by Steve Pierce.
SAN DIEGO, CA - March 04, 2026 - Beam Global (Nasdaq: BEEM), a leading provider of innovative and sustainable infrastructure solutions for the electrification of transportation, energy security and smart city infrastructure today announced the deployment of off-grid, solar-powered EV ARC™ charging systems at the Ypsilanti Performance Space in Ypsilanti, Michigan. The deployment follows multi-day neighborhood power outages that highlighted the limitations of traditional grid-tied chargers, which shut down when the grid fails. Beam Global's systems operate independently of the utility grid, generating and storing their own electricity and continuing to provide charging and vital electricity for first responders or others during utility grid outages.
Four EV ARC™ charging systems set in place by our team, no trenching, no grid connection, just instant clean charging.
The project comes amid rising oil price volatility driven by geopolitical tensions, including the current situation in the Middle East. Global supply chain instability and fuel price increases are putting pressure on transportation and operating costs. Beam Global's resilient energy systems produce and store their own clean electricity onsite, meaning energy costs do not fluctuate with oil or natural gas markets and electricity supplies are not exposed to upstream fuel disruptions. "Beam Global has a powerful portfolio of energy security and storage products which ensure that our customers can continue to provide vital services without vulnerability to grid interruptions and without any cost volatility - ever," said Desmond Wheatley, CEO of Beam Global. "When the lights go out, Ypsilanti and our other customers can continue to access vital electricity to execute on their missions because they chose Beam Global products. Energy vulnerability and price volatility are increasingly serious challenges at a time when the world is more reliant on electricity than ever. Our military and civilian customers are benefiting from the technology we invented in the U.S. and manufacture and sell here, as well as in Europe and in the Middle East."
"When the grid goes down, traditional solar shuts down too," said Steve Pierce, Co-Founder of The Ypsilanti Performance Space. "Fifty to sixty percent of the housing around here is rental. People park on the street.
They don't have garages or electrical capacity. This fills a real gap." Gas prices jumped 11 cents per gallon overnight following escalating conflict with Iran, marking the sharpest increase since the 2022 Ukraine- Russia conflict, emphasizing how quickly geopolitical instability can drive fuel costs higher. At the same time, the U.S. Department of Energy estimates that power outages cost the U.S. economy approximately $150 billion annually. Beam's off-grid systems require no utility connection, no exposure to blackouts and no exposure to fuel supply chains, strengthening local energy security against both fuel price shocks and costly grid interruptions.

Hi Tari,
I unfortunately can't attend either session. One thought I would put into the process is to include City Owned housing of 2 and 3 bedroom condo type units specifically to be used to attract and house City employees. This could help considerably in recruiting talent and help fill positions like the long open Director of Public Works. The City could also get some "affordable" housing credit in the process. The City could "waive" it's own height restrictions and add 10-30 units. Just a thought. This would also benefit the citizens and City employment infrastructure and culture by having more employees actually living in MB.
Cheers,
Jim Upchurch

Please offer on east side of Manhattan Beach so that those who live east of Sepulveda can weigh in. I did not want to drive downtown on a weekend.
Thanks
Lee

Hi Tari,
I am not able to make it to the design workshops.
I would like the projects to lean heavily into public art.
Best,

My name is Ira Goldstone. I live at 420 Manhattan Ave. Unfortunately I will be out of town during the weekend of the workshops that said I would like to make a contribution to be considered.
What is the best way for that to happen? Thanks a bunch.

I would like to suggest that the mission and scope of Project pulse not be limited to the two city own downtown properties. Instead, perhaps Pulse should be considering downtown Manhattan Beach through a forward-thinking lens allowing us to anticipate changing demands and optimize the use of land, parking, retail, infrastructure, and community facilities that will be desired thirty plus years from now.
As an example, redeveloping the space around the Vons store and parking lot might be a better long-term investment by the city providing support for larger parking facilities and retail space. In short, I feel it could be short sighted to constrain development to existing smaller plots of land that could provide limited returns over the long term. (See below) Consequently, I recommend that the city work with Vons on fully evaluating opportunities to acquire and control the Vons space as a step towards moving forward with investment in Lot 3 and 400 MBB.
