Proclamation
on September 17, 1968, the 90th Congress authorized President Lyndon B. Johnson to issue annually a proclamation designating the week including September 15th and 16th as National Hispanic Heritage Week to honor the contributions of Americans who trace their roots to Spain, Mexico, the countries of Central and South America and the Caribbean; and
on August 17, 1988, Congress amended the former resolution, authorizing the President Ronald Reagan to extend this recognition into an annual month -long celebration, from September 15th through October 15th as Hispanic Heritage Month; and Hispanic Heritage Month celebrates the achievements of Hispanic Americans in the arts, education, entertainment, government, history, law, literature, medicine, the military, music, politics, science, sports, and other endeavors; and from America’s earliest days, Hispanic Americans have played a significant role in our national heritage and continue to embody the pioneering spirit of America today; and California is home to more than 16.1 million Hispanic and Latino residents, and where more than 2,500 are residents of Manhattan Beach; and
Hispanic Americans lift up our community and our economy as entrepreneurs, executives, and small business owners.

Now, Therefore, Be It Resolved that I, Joe Franklin, Mayor of the City of Manhattan Beach, California, on behalf of the City Council and the residents of Manhattan Beach, do hereby proclaim September 15, 2026, through October 15, 2026, as National Hispanic Heritage Month
and ask all residents to recognize the significant contributions Hispanic Americans make to our City and our nation and celebrate the enrichment of our community created by the heritage and culture of generations of Hispanic Americans in all aspects of civic life.
