COMPARISON OF OPTIONS 1, 2 & 3
Note on Proposition A Funds: The City receives approximately $900,000 in Proposition A Funds annually. These special revenues are intended for local transportation programs, funded through a one-half-cent sales tax measure by Los Angeles County, and are distributed by LA Metro. Per the Proposition A Program Guidelines, annual local return revenue must be expended due to a five-year lapsing period, meaning if the annual funds are not expended within the required timeframe, the funds would return to the Metro funding pool. This is the primary reason the City does not maintain a reserve policy for Metro Funds as they must be expended annually to prevent the risk of lasping funds.
