RESOLUTION R20XX-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, AUTHORIZING THE REORGANIZATION OF FINANCE DEPARTMENT STAFFING WHEREAS, the Finance Department is rebuilding its staffing levels and composition after multiple years of high turnover and revolving department leadership; and, WHEREAS, in an effort to re-balance chains of command, enhance staff development and productivity, ensure staffing levels are sufficient to accomplish department objectives without being excessive, reinforce succession planning, and streamline processes, it is necessary to reorganize the department’s operational structure; and, WHEREAS, this reorganization will not only improve morale by addressing key staffing needs and bolstering staff development, but also will create savings by reducing the number of budgeted positions in the department; and, WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. Reclassify the Accounting Manager (CMMA level 55A) position to a Deputy Director (CMMA level 57A).
3. Reclassify the Budget Manager (CMMA level 55A) position to a Revenue Manager (CMMA level 47A).
4. Remove the Utility Coordinator, Procurement Officer, and one (1) Budget Analyst position from the FY 2021-2022 Operating Budget.
3. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 18th day of January, 2022, by the following vote:
