RESOLUTION R20XX-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, AUTHORIZING THE APPROPRIATION OF CDBG FUNDS WHEREAS, the City receives an annual allocation of Community Development Block Grant (CDBG) Federal funds; and WHEREAS, CDBG funds are made available to organization that provide services to low- to moderate-income individuals through an application process; and WHEREAS, submitted projects from the application process are brought before City Council with funding recommendations for approval; and WHEREAS, from time to time, approved projects do not advance in a meaningful way and may be reallocated to avoid losing those funds; and WHEREAS, Council approved $130,820 of FY2018-19 CDBG funds for a Microenterprise Loan Program; and WHEREAS, the Microenterprise Loan Program has not moved forward and staff has indicated a more robust budget is required to operate this type of program.
WHEREAS, it is recommended to appropriate funds to the Boys and Girls Club Solar Project in the amount of $100,000 and the Navigation Center/Affordable Housing project in the amount of $30,820 WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. Appropriate $100,000 to the Boys and Girls Club (Account No. 140.03.00.920-6620.11).
3. Appropriate $30,820 to South Main Street Development (Account No. 140.03.00.920-6620.22).
4. This Resolution shall take effect immediately upon its adoption.
