RESOLUTION R2022-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, State of California, APPROVING plans, specifications, AND ESTIMATE, and authorizING a call for bids for the STATE ROUTE 120 / MCKINLEY AVEnue Interchange project WHEREAS, the City of Manteca (City), in cooperation with the California Department of Transportation (Caltrans), and the San Joaquin Council of Governments (SJCOG), propose to construct a new SR120/McKinley Ave interchange project (Project); and WHEREAS, the Project has the following purposes and benefits:
Improve Traffic Circulation and Accommodate Forecasted Traffic Demand by providing access to, and an exit from, SR120, which will help relieve congestion on local roads in the area and accommodate forecasted traffic increases as the Family Entertainment Zone (FEZ) and residential areas continue to develop.
Accommodate Planned Growth that the City of Manteca, San Joaquin County, and SJCOG have envisioned in their planning documents, such as the residential developments permitted on the north and south sides of SR120.
Reduce Congestion on Local Roads by connecting regional arterials with SR120 and providing an alternate route to and from the highway for local traffic.
Reduce Congestion on SR120 by incorporating an access ramp with metering, which will reduce traffic congestion and enhance safety on SR120; and WHEREAS, construction of the SR120/McKinley Ave Interchange project will be funded through the combination of the State Transportation Improvement Plan (STIP) fund, the Regional Transportation Impact Fee (RTIF) fund, the Measure K fund, the Public Facilities Implementation Plan (PFIP) Transportation fund, and the local transportation funds; and WHEREAS, in order to implement the project, the City Council approved a Professional Services Agreement with HDR, Inc. to provide Environmental, Right of Way Acquisition, and Engineering Services for said Project, and the design of the project is complete and ready for construction; and WHEREAS, the Plans, Specifications, and Estimate (PS&E) for the State Route (SR) 120/ McKinley Ave Interchange project (CIP 11043) are complete and available for review in the Engineering Department; and WHEREAS, the Engineering Department recommends that City Council adopt a resolution approving the plans and specifications and authorizing a call for bids for said Project; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish a factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves the Plans, Specifications, and Estimate for the SR120/McKinley Ave Interchange project (CIP 11043).
The City Council of the City of Manteca does hereby Accept the Invitation to Bid for the SR120/McKinley Ave Interchange project (CIP 11043) and hereby Instructs City Manager or designee for the City of Manteca, to sign same and authorizes the issuance of the Notice of Invitation to Bid.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 15th day of March 2022, by the following vote:
