RESOLUTION R20XX-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, APPROVING THE AMENDED SALARY MATRIX FOR OE3 AND EQUITY ADJUSTMENTS FOR CERTAIN WATER AND WASTEWATER OPERATOR POSITIONS WHEREAS, the City of Manteca completed construction of a new compressed natural gas (CNG) expansion to the Wastewater Quality Control Facility in 2019; and WHEREAS, the new facility was placed in operation; and
WHEREAS, the City of Manteca Wastewater Treatment Plant Operators began operation and maintenance activities; and WHEREAS, the CNG process involves procedures with a higher risk than the current operator duties; and WHEREAS, the City of Manteca conducted a salary comparison of surrounding cities, which resulted in our operators requiring a salary increase of 10% effective March 16, 2022, with retroactive application starting October 1, 2021; and WHEREAS, the Water Distribution Operators were impacted with the installation and operation of a recycled water line suppling Great Wolf Lodge with irrigation water; and WHEREAS, the State Water Resources Control Board reviewed the operation, which resulted in increasing the City’s existing classification from a Distribution Class 4 to a Class 5 (highest classification); and WHEREAS, the increase in certification also prompted a salary comparison of surrounding cities, which resulted in the need to increase the Water Distribution Operator series pay by 10% effective March 16, 2022, with retroactive application starting October 1, 2021; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. Staff are directed to use existing personnel cost savings in the FY 2022 Budget (as amended) for the Water Fund and Wastewater Fund to pay the retroactive adjustment in the April 7, 2022 payroll. The retroactive period is October 1, 2021 through March 15, 2022.
3. Approval of the Operating Engineers Local No. 3 Salary Matrix.
4. This Resolution shall take effect immediately upon its adoption.
