The North Lathrop Transfer Station and Lathrop Wye Project is a key component of the San Joaquin Regional Rail Commission’s (SJRRC’s) Valley Rail Expansion Program. The transfer station will enable transfers between three northbound Altamont Corridor Express (ACE) trains (Merced to Natomas) and three southbound trains (Stockton/Natomas to San Jose). As a result, all four trains from the Merced Extension will be able to carry passengers going to the Tri-Valley and Silicon Valley. These passengers make up a significant portion of the extension’s ridership. The transfer station will also be constructed to allow integration of the Valley Link station when it gets constructed to Lathrop.
The Project would consist of the following:
1. Construction of a new ACE center loaded platform within the Union Pacific Railroad Fresno Subdivision
2. Construction of a station facility within the Sharpe Army Depot, including a parking lot, a kiss-and-ride zone, a bus transfer center, bicycle and pedestrian access facilities, and an access road
3. Double tracking the Lathrop Wye to accommodate and enable more efficient movement of passengers and freight traffic WHAT IS VALLEY RAIL?
Valley Rail implements two new daily round-trips for the Amtrak San Joaquins service to better connect San Joaquin Valley travelers with the Sacramento area. It also includes an extension of ACE between Sacramento and Merced,
made possible by the $400 million in ACE funding from
Senate Bill (SB) 132 and $500.5 million from the Transit and Intercity Rail Capital Program (TIRCP). In addition, Valley Rail will convert the entire fleet, including the thruway bus network, to renewable diesel fuel. This conversion will provide greenhouse gas benefits across the entire existing (449 track miles) and proposed expanded (119 track miles) San Joaquins and ACE services.
WHY IS VALLEY RAIL IMPORTANT?
Valley Rail improves geographic equity by connecting key locations in the Central Valley—Sacramento, San Joaquin, Stanislaus, Merced, Madera, and Fresno counties—to each other. Valley Rail also connects these counties to the Bay Area and the greater California rail network via two future high-speed rail connections in Merced and San Jose. This transformative, megaregional project helps further the
State’s vision for an integrated rail network and provides direct mobility and air quality benefits to citizens in nine counties, which include more than 30% of the disadvantaged communities in California.

FUNDING
SJRRC is seeking $25 million in
discretionary funding from the US
Department of Transportation’s
Rebuilding American
Infrastructure with Sustainability
and Equity, or RAISE Discretionary
Grant program, to address the
existing funding gap for the
development of the North Lathrop
Transfer Station and Lathrop Wye
Project. For the remainder of the
project’s capital costs, SJRRC has
secured matching state funds
from SB 132 and the Transit and
Intercity Rail Capital Program.
The final environmental impact report (FEIR) for the ACE Extension to Modesto/Ceres, which includes the North Lathrop Transfer Station and Lathrop Wye Project, was certified on August 3, 2018, and the draft EIR to extend ACE from Ceres to Merced became available for public review in April 2021. The FEIR for extending ACE for the Sacramento Extension was approved on October 2, 2020, by SJRRC. Construction of the North Lathrop Transfer Station and the Lathrop Wye is scheduled to begin in 2023, with service to begin in 2025.
