RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA, STATE OF CALIFORNIA, AUTHORIZING AND APPROVING AMENDMENTS TO THE TERMS OF THE CURRENT PLANNING COMMISSION AND APPROVING APPOINTMENTS FOR CURRENT PLANNING COMMISSION OPENINGS WHEREAS, Manteca Municipal Code Chapter 2.24 controls the appointment process and parameters for the City of Manteca Planning Commission; and WHEREAS, the City of Manteca is switching to district elections beginning in the 2022 election cycle; and WHEREAS, the City of Manteca Planning Commission currently has two openings, one of which is an alternate seat; and WHEREAS, another Planning Commissioner is resigning by the end of May 2022; and WHEREAS, in order to fill the noted vacancies and be consistent with the proposed changes to the Planning Commission appointment process, the City of Manteca, by and through the City Council, seeks to fill the open seats and assign a new appointment process consistent with the proposed amendments to Chapter 2.24; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Manteca, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
Mayor Benjamin Cantu shall appoint (for City Council approval) an individual from an at-large pool of candidates to sit on the Planning Commission for the remaining term of former Chair Parminder Sahi (through December 31, 2022).
After the 2022 election, the newly sworn-in Mayor will appoint a new at-large Commissioner (formerly Chair Sahi’s seat), for a term that will last through December 31, 2026.
Vice Mayor Charlie Halford shall appoint (for City Council approval) an individual from an at-large pool of candidates to sit on the Planning Commission for the remaining term of Acting Chair Jeffrey Zellner (through December 31, 2024).
Following the 2024 election, the District 1 councilmember shall make appointments for the seat of Acting Chair Zellner, consistent with Chapter 2.24 (revised).
Following the expiration of Commissioner Ron Laffranchi and Commissioner Leonard Smith’s terms on December 31, 2022, the winners of the District 3 and District 4 councilmember races, respectively, shall each get one appointment of a planning commissioner for those seats, to serve through December 31, 2026, consistent with Chapter 2.24 (revised).
The term of Commissioner Sean P. Randall’s shall end on December 31, 2022.
Commissioner Randall’s seat shall be assigned to the District 2 councilmember (currently Councilmember Gary Singh) to appoint (for City Council approval) an individual from an at-large pool of candidates to sit on the Planning Commission through December 31, 2024.
Following the 2024 election, the District 2 councilmember shall make appointments for the former seat of Commissioner Randall, consistent with Chapter 2.24 (revised).
Mayor Cantu shall appoint (for City Council approval) an individual from an at-large pool of candidates to serve as the alternate to the Planning Commission through December 31, 2022.
After the 2022 election, the newly sworn-in Mayor will appoint a new at-large alternate, for a term that will last through December 31, 2026.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Manteca at a public meeting of said City Council held on the 5th day of April, 2022, by the following vote:
