CALL TO ORDER: 5:48 p.m.

AGENDA REVIEW AND SUPPLEMENTAL REPORTS:
Deputy City Clerk Marco Martinez announced COVID-19 guidelines for the meeting.
A. PUBLIC COMMENT: None.
B. CLOSED SESSION: Mayor adjourned to closed session at 5:49 p.m.
B.1. 22-179 CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION - Government Code section 54956.9(d)(2) - One (1) case. Significant exposure to litigation in the opinion of legal counsel, based on the receipt of a written communication from a potential plaintiff threatening litigation - communication is available for public inspection (Government Code Sec. 54956.9(e)(3)).
B.2. 22-168 CONFERENCE WITH LEGAL COUNSEL - EXISTING LITIGATION - (Government Code section 54956.9(d)(1)) - City of Manteca v. Jesse Espinoza et al., STK-CV-UED-2021-0010899 (County of San Joaquin Superior Court).
B.3. 22-182 CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION (Government Code section 54956.9(d)(2) - One case. Significant exposure to litigation in the opinion and advice of legal counsel, based on a statement made by a person outside of an open and public meeting on a specific matter within the responsibility of the City Council. A record of the statement is available for public inspection (Government Code section 54956.9 (e)(5)).
B.4. 22-183 CONFERENCE WITH LABOR NEGOTIATORS (Government Code Section 54957.6): City designated representatives: Toni Lundgren, Acting City Manager, Carrie Woolley, Deputy City Attorney, and Dawn Cortesi, Acting Director of Human Resources. Employee Organizations: Manteca Police Officers’ Association, Manteca Police Employee’s Association, Manteca Firefighters IAFF Local 1874, Operating Engineers Local Union No. 3 (OE3), Manteca Technical and Support Services Association, Manteca Mid-Manager Association, Manteca Confidential Mid-Managers Association, and Manteca Public Safety Management Association.
C. REPORT ON ACTION TAKEN IN CLOSED SESSION: Upon returning to open session at 7:05 p.m., City Attorney David Nefouse noted no reportable action was taken in closed session.
