RFP FOR TRAFFIC SIGNAL AND STREETLIGHT MAINTENANCE AND REPAIR SERVICES 8 Proposed Work Approach
We understand that a maintenance contract goes beyond a typical Client-Contractor relationship and therefore we believe in taking a holistic approach to managing our work approach. In line with our company core values of having the right people, smart systems, and continual improvement, our work plan consists of a four (4) part work approach: 1. Understand the needs of our customers, 2. Assign Proper company resources, 3. Customize and implement work order system, and 4. Continual Communication and Feedback.

We view this project as a large project with many sub-projects or sub-tasks integrated in it, and as such, we will follow this work approach consistently throughout all our activities, tasks, and projects; as we complete each task, we follow this cycle for the new tasks to be performed.

No. 1 – Understanding City of Manteca’s Needs
Based on our review of the RFP and background knowledge of the City, we understand the City is looking for a traffic signal & streetlight maintenance contractor that can provide the following:
• Experienced Traffic Signal & Streetlight Electricians – Our team of electricians are LOCAL to Manteca and has worked in the industry for multiple years. Our team has also earned Manteca specific work experience by working on various City projects in the past. Our team also has the advanced traffic signal and streetlight experience required to perform scopes of work such as fiber optic communication work, Small cell, IoT, ITS, and other emerging technologies.
• Resources and Equipment – We have two offices which can share resources and stock equipment. Our main office in San Jose has all the necessary stock material. We also have great relationships with vendors and manufacturer reps that we leverage on behalf of our clients. Since we are a company with great resources, we stock a greater amount of material to mitigate lead time issues due to the pandemic.

We also have storage facilities within the City of Manteca that allows us to store necessary equipment and material to provide responsive maintenance service. • Laboratory - Bear maintains a laboratory at our Alviso and Sacramento warehouses that can test and certify cabinets and controller assemblies for new installations as well as for custom projects. Bear Electricians leading the testing and certifying activities for the company has had third-party certifications and experience specifically in cabinet component work. One benefit to our labs is our ability to test and/or mock up a complete signalized intersection in a quick or expedient manner should the City need this service for private or custom projects.
• Meet response time and service commitments per the RFP. Bear is committed in meeting all standards set by the City. Bear can respond to emergencies within the (1) hour response time per the RFP and often times can response within one (1) hour after the City has first notified Bear for any signal controller malfunctions, signal equipment knockdowns, and any other situations that are potentially hazardous to public safety. A significant amount of our employees are local living either in Manteca or other San Joaquin County cities.

No. 2 – Assign Proper Resources
Once we have identified the needs of our customers, our next step is to assign the proper company resources. We empower each of our team members from Project Managers to Field Foreman to Field Staff to take complete ownership over the tasks for the customer. Field foreman Will Spencer will be responsible for managing and performing day-to-day work orders and communication with the City. Project Manager Brent Paulson will be discussing issues on a daily basis with the field foreman and will conduct weekly job log meetings with the field team to drive task completion and scheduling. We focus on constant communication and routine job/team meetings to drive a higher standard of service to the City.

Our most important resource ….Our Project Staff
We believe the strength of our business is based on our resources and assigning the right people for the right tasks is paramount. As our mission is to provide traffic signal maintenance services by “Driving a Higher Standard,” when it comes to personnel, we only hire people that have the perfect balance of experience and expertise.

As noted throughout our work plan approach – we believe communication is fundamental to our success. The last and final step is exclusively about communications and our way to confirm that we are meeting the City’s expectations.

In the last step of our work approach, we review documentation and completion of projects from our STAR system, report and communicate with the City to get feedback, and then continually improve how we work together.

Documentation is a vital component to our maintenance program due to the nature of the work. Each level of management, including the City, will be reviewing work orders and status reports on a daily, weekly, and monthly basis ensuring quality, accuracy, and timeliness.

Per the RFP, we will be providing weekly reports via our STAR system that details:
• What work was performed and where it was performed;
• What materials were used;
• Completion date of the work;
• Technician’s name;
• Any recommendations for the further maintenance or replacement work stemming from the Contractor’s site visits.

We also like to conduct monthly meetings with the City to review work completed as well as discuss upcoming work priorities and issues. Our key focus in facilitating these meetings is to ensure we have a positive customer experience and ensure we are delivering on our promises. In preparation for these meetings, we would like to develop meaningful reports, analytics to drive improvement to the maintenance program, and most importantly to proactively communicate the status of the maintenance program.
