RESOLUTION 2022-XX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MANTECA APPROVING AN HONORARY STREET NAME CHANGE TO “CAPTAIN MOORE AVENUE” FOR A SEGMENT OF SOUTH POWERS AVENUE BETWEEN EAST YOSEMITE AVENUE AND MARIN STREET WHEREAS, the Manteca City Council (City Council) at its duly noticed public hearing of April 19, 2022, considered a permanent honorary street name change (Project) for a segment of South Powers Avenue between East Yosemite Avenue and Marin Street, as filed by the Manteca Fire Department at 1154 S. Union Road, Manteca, CA 95337; and WHEREAS, the Project is located along South Powers Avenue between East Yosemite Avenue and Marin Street; and WHEREAS, the segment of South Powers Avenue between East Yosemite Avenue and Marin Street will have a permanent Honorary Name Change to “Captain Moore Avenue”; and WHEREAS, the Project is in honor of Manteca Fire Captain Tom Moore, who was killed in the line of duty on June 16, 1999; and WHEREAS, the Project will not involve any address changes, as an additional sign saying ‘Captain Moore Avenue’ will simply be placed next to the existing street name; and WHEREAS, the Project received support from 100% of the impacted property owners on the segment of South Powers Avenue between East Yosemite Avenue and Marin Street; and WHEREAS, the Project is determined to be exempt from the requirements of the California Environmental Quality Act (CEQA) per Section 15061(b)(3), Common Sense Exemption, because this project only involves an honorary street name change and does not involve a change in any existing land use and it can be seen with certainty that there is no possibility that this project may have a significant effort on the environment; and WHEREAS, the application and petition are attached to this Resolution as Exhibit A; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.

NOW, THEREFORE, BE IT RESOLVED that the Manteca City Council hereby finds as follows:

The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.

The facts set forth in the recitals to this Resolution are true and correct, and the evidence in the staff report and project file support the following and approval of the Honorary Street Name Change.

This honorary street name will be mounted immediately adjacent to the existing street sign.

The applicant, Manteca Fire Department, is responsible for the maintenance, repair, and replacement of honorary street signs. If the applicant is unable to provide for the maintenance, repair, or replacement of the honorary street signs, the signs will be removed.
